I am very sorry and deeply aggrieved after reading -"Persecuted for Bravery", by Rahimullah Yusufzai. Your couisin Niloufar Abadan and her husband Faridoun Abadan were patriots and national assets, whose kidnapping is a disgrace for Pakistan. Besides sadness and remorse, it is a national shame, that committed citizens who were and are doing so much for their countrymen, especially for the poor, have to face the worst kind of torture at the hands of criminal thugs. The shocking failure of the state to protect peaceful citizens is because criminals are not punished and get away with crimes. This emboldens them into reckless criminality. Aslam Raisani and his ruling ilk are failures, and crime in Balochistan is mushrooming. God listens to the prayers of the deeply aggrived. I pray that all these scoundrels go to hell, and your cousin and her husband return home safely.

Nine years and one month after her husband and former Balochistan minister Abadan Faridoun Abadan was kidnapped from his hometown Quetta, businesswoman Niloufar Abadan has met the same fate.

It is the first time that a known woman has been kidnapped for ransom in the troubled Balochistan province. Harming women is a negation of our religious, human and cultural values, but that is now a thing of the past. For many the most important oabjective nowadays is to make money by hook or by crook.

More importantly, Niloufar Abadan is a Zoroastrian, or Parsi, and thus the member of a religious minority. The couple's plight is another evidence of the excesses being committed against the largely defenceless non-Muslim minorities in Pakistan. Poor and resourceless Muslims also don't fare well in this godforsaken country, but the minorities suffer more because it is easy to persecute them in the name of religion.

Faridoun Abadan was kidnapped on February 17, 2002. Despite the best efforts of his wife, he couldn't be recovered. He was 56 years old when he was kidnapped. If by any miracle he is still alive, he will be 65 now.

Niloufar Abadan was kidnapped on March 8 in broad daylight on Quivery Road while driving towards the Brewery Road. The kidnappers seized her as her car slowed down at a speed breaker on the road. She was on her way to attend an event on the occasion of the World Women's Day. It was ironic that a businesswoman and social worker was kidnapped on a day meant to highlight the plight of women and celebrate their successes.

Niloufar and Faridoun Abadan were rich and influential. Their wealth became their enemy and led to their kidnapping. Their influence failed to prevent their kidnapping and is unlikely to help in their recovery.

Niloufar Abadan is a cousin of former Senator Ms Khurshid Barocha. She served on the board of directors of the Trust for Voluntary Organisations (TVO), where one witnessed her concern for Pakistan and its poor and needy citizens. At times, the TVO officials felt she was being intrusive because she inspected work sites to ensure that grants given to community-based organisations for undertaking small development projects in Balochistan were properly and honestly spent. Few among the honorary directors of the TVO at the time were as keen and serious as Niloufar Abadan in pursuing this task.

Faridoun Abadan served as a minister in the then chief minister Nawab Akbar Bugti's cabinet in the 1980s. He subsequently was appointed special assistant to chief minister Jam Ghulam Qadir Khan of Lasbela and an adviser to another chief minister Nawab Zulfiqar Magsi, presently the governor of Balochistan. The high government positions that he held and his friendship with the ruling elite were of little help when he was kidnapped. Obviously, there has been a major breakdown of the law and order situation in the country, particularly in Balochistan, Khyber Pakhtunkhwa and Karachi and those empowered to help the citizens are largely helpless against the organised gangs of criminals, militants, mafias, etc. They are no doubt able to upgrade their own security to unprecedented levels using state's resources.

Following Niloufar Abadan's kidnapping, Balochistan Chief Minister Aslam Raisani asked the provincial police chief to make efforts for her recovery. The police chief said a case had been registered against the unknown kidnappers and raids were being conducted to recover her. That is all they would be able to do because the kidnappers are one step ahead of the police and are known to cover their tracks while planning a crime. The poor lady most likely was kept in a safe house in Quetta before being shifted elsewhere. One could now expect a phone call to a family member demanding ransom.

This was the sequence of events when Faridoun Abadan was kidnapped in 2002. The narrator of the events then was Niloufar Abadan, who received the first phone call from the kidnappers speaking Balochi-accented Urdu 10 days after the kidnapping. The phone calls over the years became few and far between, but the ransom amount kept rising. The initial demand was for one billion rupees with a warning that it would be raised to Rs15 billion if she didn't pay up. A time came when the heartless kidnappers told her she must pay one million dollars if she wanted to hear the voice of her husband.

Threats were hurled on the phone to scare Niloufar Abadan into paying the ransom. Any other woman would have been intimidated, but the brave lady didn't panic. She stayed put in Quetta, singlehandedly running the family's liquor and distillery business and persisting with her efforts to recover her husband. Now that she has been kidnapped, one might argue that it was a mistake on her part not to shift from Quetta. Her answer to this suggestion at the time was that she needed to stay in Quetta to continue the search for her husband. Like a faithful wife, she didn't want to abandon her missing husband. However, she did advice her three children living in the US not to come to Pakistan.

One remembers Niloufar Abadan narrating the efforts she had made while searching for her husband. She had knocked every door, meeting the president, prime minister and Balochistan Chief Minister and seeking help from the police and military officials posted in Quetta. She travelled to Zahidan in Iran, the remote Dalbandin town in Balochistan's Chagai district and also Chaman on the Afghanistan border. She contacted the Afghan and Iranian authorities following reports that the kidnappers had shifted her husband to Afghanistan or Iran. She was told that Faridoun Abadan was being held in Iran's Sistan-Balochistan province by a kidnapping gang of Iranian Baloch operating in partnership with Pakistani Baloch. Some of the kidnappers had been identified and their hideouts were known, but short of a military commando raid or a major police operation there was no way the criminals could have been apprehended and Faridoun Abadan recovered unharmed. It didn't happen and hopes for recovering the businessman-cum-politician faded with every passing year.

Niloufar Abadan was courageous enough to make those efforts to recover her husband. She didn't succeed, but refused to give up. There is nobody now to make efforts for her recovery. Only 20 Zoroastrians were left in Quetta after Faridoun Abadan's kidnapping as others shifted to escape harm. No Zoroastrian felt safe in Balochistan after the treatment meted out to the most prominent member of their community. In particular, the younger Parsis left as it was no longer safe for them to live there. Members of other religious minorities including Hindus, Bohras and Bahais also began leaving Balochistan. The elderly among them were unable to leave, rooted as they were to Balochistan, a place they had called home all their lives.

Before Faridoun Abadan, three minority businessmen including Baharmil Bhatia, a Hindu, Sadiq Ali, who was from the Bohra community, and Hidayatullah Bandagi, a Bahai, had been kidnapped and freed after payment of huge amounts as ransom. Bandagi was tortured the most by his kidnappers, who cut the lobe of his ear and mailed it to his family in Quetta. Such was the terror of the brutal kidnappers that their victims refused to talk after their recovery.

It is possible that the same gang that seized Faridoun Abadan has now kidnapped his wife. The couple had opted to stay and invest in under-developed Balochistan despite the risks and at times even loaned money to the cash-strapped provincial government. One remembers Niloufar Abadan quoting her husband that they had to offer sacrifices to stop kidnappings in Balochistan. Both husband and wife have in a way offered that sacrifice, but the kidnappings continue and there is not much hope they would be safely recovered. Rather, the emboldened kidnappers unafraid of the law would kidnap more people and demand bigger amounts as ransom.

I am not in position being thousand of miles away to comment on Raymond Davis release out of 'dayiat agreement' in courts of Lahore.However,just awhile ago listening to hateful,
concited,serpent like comments of Kamal Ali agha of ML-Q only proved how satanically he was politicising the issue against the Punjab government and inciting street violance.One MR Karim was also politicising and hurtfully Imran Khan too.The fire is being fuelled by the Karachi TV channels and their newscasters to destablise Punjab ,the joint target of PPP-MQM,ML-Q.
My simple question to the said three gentlemen I just heard is ; why did you AND TV channels of Karachi,anchors,newscasters never protested,never demanded judicial inquiry of thousands of innocent citizens killed by MQM,ANP,PPP though Sind Interior minister exposed MQM invilvement. Because,they are not killed by Americans! .Because you belong to MQM and project devils as 'messiah' and ML-Q for power sake and case of Monis Elahi  wooing MQM,PPP. But sorrily Imran Khan is also terrorised by MQM fascit ways.

UNODC hands over equipment to rebuild police capacity after flood damage

ISLAMABAD – Today, UNODC handed over motorcycles and vehicles to law enforcement agencies of Pakistan to build up the their capacity after the damage caused by the devastating floods in 2010 at a ceremony at the Police Lines Parade Grounds in Islamabad.

The equipment was purchased with the financial support of the Government of Germany. The Deputy Ambassador of Germany, Mr. Stephan Röken, addressed the audience of representatives of the Government, frontline law enforcement agency representatives and the diplomatic community. He expressed admiration for the resilience of the people of Pakistan and said that the German Government was honoured to support the flood recovery effort.

The Federal Minister of Narcotics Control, H.E. Mr. Haji Khuda Bakhsh Rajar, addressed the ceremony and thanked UNODC and the Government of Germany for their support to rebuild law enforcement capacity in Pakistan.

UNODC has ensured the vehicles and motorcycles will be delivered to the most seriously affected districts, such as Nowshera, Muzzafargarh, Kashmore and Jaffarabad. The objective of the assistance is to enhance police capacity to connect police officers with the citizens. Frontline law enforcement is vital to the communities they serve, providing important basic public services and ensuring law and order. In many areas, they are countering significant criminal or insurgent challenges. As a result of the floods, many police stations were damaged or destroyed and agencies suffered significant equipment losses, which has adversely impacted law enforcement capacity.

Prior to the procurement of equipment, UNODC performed a detailed assessment of transport equipment losses as a result of the floods, comprised of preliminary visits to the districts and subsequent technical assessments at most-affected stations and posts.

This equipment complements UNODC's larger flood recovery programme, of which the Government of Canada is the main contributor.

Geneva Tuesday, 15 March 2011 - The ICHR Kashmir Centre.EU, in association with the International Human Rights Association of American Minorities, today hosted an interactive dialogue and roundtable entitled Human Rights and the Pursuit of Democracy at the Palais des Nations in Geneva.
Speakers included Barrister A. Majid Tramboo - Chairman ICHR Kashmir Centre.EU, Prof. Katerina Dalacoura, International Relations - London School of Economics, Prof. Rawtha Benothman, Social Sciences - University of Tunis, Prof. Alfred de Zayas, Public and International Law Geneva School of  Diplomacy & International Relations, Prof. Joeseph Wronka Springfield College, Massachusetts, Altaf Hussain Wani - Islamic Federation of Students Organisation, Mr. Ronald Barnes - Chairman Indian Council of South America.

Barrister Tramboo drew attention the high status that is afforded to democracy and the pursuit of self-determination in the United Nations Charter and the Universal Declaration for Human Rights.  He noted that in those places of the world where a legitimate authority, chosen by the people, is not in place to govern then there is an increased risk of ongoing human rights violations.  Highlighting the plight of the people of Indian Held Kashmir, who have been denied legitimate government chosen by the people for over six decades, Barrister Tramboo linked the flagrant human rights violations in Kashmir to both a lack of legitimate government and continued inaction by the world community.

Prof. Alfred de Zayas noting that the international community is often ill-equipped to deal with emerging threats and situations around the globe.  Noting that swift action can be taken on occasions when it suited the geopolitical interests of the world community he called for an alteration of the rules and laws by which the world is currently governed.

Prof. Joeseph Wronka highlighted the fact that those countries which have limited access to genuine democracy often face the plight of endemic poverty.  He called for the Human Rights Council to face up to the huge task of eradicating extreme poverty worldwide as a means to ensuring a more just world.  Noting that extreme poverty is the base of all violence he suggested that the United Naitons adopt a convention on the eradication of extreme poverty as a mean to working towards a more just world.  Equity and liberty are words that are open to interpretation and we need to work towards public discussion so that those words and the work of governments reflect the will of the people.


Prof. Katerina Dalacaoura discussed the current events in the Middle East and said that no expert on the region had predicted the current situation.  She said that though the events in Egypt and Tunisia had been described by many as revolutions this was not the case and they were indeed civil insurrections leading to partial regime change.  The events were momentous  and could potentially be better for democratisation in the region than wholesale revolution.

Prof. Rawtha Benothman, who is currently based in Tunis, called upon the international community to ensure that the current changes in Tunisia result in free and fair elections representing all sections of society.  In the following discussion several suggestions were made with regard to the work the NGO community could undertake to ensure that the changes in Tunisa are inline with international standards and human rights norms.

Altaf Hussain Wani highlighted the fact that the word democracy does not appear anywhere in the UN charter but is inherent in both the opening line of the charter and throughout the document.  Further he stated that the principle of the right to self-determination is inherent throughout.  With the end of the cold war the will of the international community to pursue self-determination for all waned and the UN Human Rights Council devalued the principle with a lack of legitimate debate.  Citing the example of Indian Held Kashmir he noted that the people will continue to adapt and transform in order to succeed in the quest for self-determination.  It is in these situations where human rights abuses are rife and there are considerable obstacles in the search for justice that the UN should focus its efforts.

Ronald Barnes noted that with democracy comes an inevitable rise in access to human rights and the international community which governs them.  Those situations, such as Alaska, where occupiers have enforced their own mandates often leave the indigenous people without a legitimate voice or representative.

Condemnation of killing of Sardar Sohanjit Singh while in custody

 

We strongly condemn the killing of Sardar Sohanjit Singh while in custody of Punjab Police.  He was arrested on the suspicion of being involved in the movement of freeing Khalistan from Indian occupation.


Sardar Teerat Singh Dhillon, newscaster of Door Darshan Radio, stated, "relatives of the deceased Mr. Singh are accusing police of torturing Mr. Singh until he succumbed to his injuries."


We pray to Almighty God for the departed soul to rest in peace with God, and, we pray to God to give patience to his family. 


Under the circumstances, we are really concerned about Professor Devinder Pal Singh Bhullar, Sardar Daljit Singh Bittu, and President Panch Pradhani, a faction of Akali Dal-Amritsar, along with his associates, Sardar Balwant Singh Rajona, Dilawar Singh Hawara, and Afzal Guru of the Internationally Disputed Areas of Jammu and Kashmir.  They have been kept in the high security jails of the Brahmins-Hindus alleged democracy. Also, languishing in the high security and others jails of Punjab of the alleged Indian democracy are more than 10,000 Sikh prisoners (male, female, youth and children), without charges and trials. As such, we appeal to the world Human Rights Council and to major international rights organizations such as Amnesty International and Human Rights Watch to issue special advisories on Indian violations in Punjab to make India liable to international action on these human rights violations to ensure the rights of the people of Punjab, Khalistan.

 Senior journalist and correspondent of daily Ummat for Chanab Nager, Rana Abrar Chand, has been killed by Qadyanies at railway crossing of Chanab Nager, today at 6:00 PM. He was getting threats from Qadyanies, on a report; he filed on 06th of March and published in Daily Ummat. Mr., Rana Abrar was a senior journalist and recently joined Daily Ummat.
