This is for all the journalists and other media employees


Twelve Points to ensure Personal Safety while working in high risk environment


1. The fundamental principle that governs news
coverage in a conflict zone is: 'NO STORY IS WORTH YOUR LIFE'. So,
pull out before it's too late.

2. Staying in touch means staying alive. So your city
editor/shift in charge should always be aware of your movements in a
conflict zone.

3. The city editor/ chief reporter is also expected to
carry out the risk assessment before deploying the crew in a hostile
zone.

4. In case of trouble city editor/shift in charge is
expected to coordinate with the emergency services/hospitals.

5. Make sure the team of
reporters/photographers/cameraman being deployed has the basic
knowhow/ training in reporting from a conflict zone.

6. The vehicle/DSNG they are traveling in should have
the necessary safety gear (bullet-proof jackets etc) and a proper
first aid/trauma kit.

7. At least one member of the crew should have the
basic knowledge of life saving techniques.

8. The colour of the bullet-proof jacket/helmet should
be different from that of the security forces operating in the area.

9. During civil disturbance/riots the journalists
should be dressed up in a manner that they are not confused for
members of one of the conflicting parties.

10. As tempers often run high during civil disturbance, the
reporter/photographer should never hesitate to identify themselves by
shouting 'PRESS' or 'JOURNALIST' but try and avoid arguing with either
of the parties (rioters/police).

11. The field reporters, tv crew's vehicle/DSNG should have
a directory of all nearby hospitals/police stations.

12. At least one member of the team should be trained and
senior enough to DECIDE on the spot the RIGHT TIME TO ABANDON THE
COVERAGE and move to a safer place.

In the Current Financial Year FBR to focus on enforcement, Audit and Identifying new Tax Payers

 

A Chief Commissioner's Conference was held under the Chair of Secretary Revenue Division on 4th August, 2011. It was decided in the meeting that the current financial year would focus   on enforcement, audit and bringing new taxpayer in the Tax Net. In this context the following important decisions were taken:-

(i)                 Revenue estimation to be an interactive exercise involving the Chief Commissioners and the FBR beginning with the current financial year. The Chief Commissioner shall prepare their revenue estimates based on rate of inflation, rate of economic growth and their efforts in enforcement, demand creation, audits, and bringing new taxpayers in the net. These estimates shall be reviewed in the FBR headquarters and revenue estimates for the current financial year shall be finalized thereafter.

 

Following other decisions were taken:-

                   I.            Reporting mechanisms to be strengthened at Head Quarter level.

                II.            Maximum efforts would be directed towards collection of arrears.

             III.            The collection of withholding tax by withholding agents would be monitored and reported on a monthly basis.

             IV.            Broadening of tax base by bringing 700,000 new tax payers in the tax net would be accelerated and reviewed every month.

                V.            Technology shall be upgraded to eliminate illegal inputs and illegal refunds in the Sales Tax system.

             VI.            It was clarified that under the reformed structure of FBR, no separate post of Member Sales Tax was under consideration.

          VII.            Long due promotions in Inland Revenue Service (IRS) and Pakistan Customs Service (PCS) would be pursued with the Establishment Division and early convening of the Central Selection Board would be requested.

       VIII.            The delegation of powers of posting and transfers in FBR would be reviewed in a special meeting of Board-in-Council.

             IX.            Recommendations would be made to the Government to reform the cadre structure of IRS and PCS, so that promotion pyramid is balanced and positions are available at the highest grade (BS-22) to incentivize the two services.

 

The decision of the last Chief Commissioners meeting were reviewed by Member (IR). A committee was constituted to initiate work force rationalization and resolve jurisdiction issues of LTUs/RTOs. This committee shall comprise Member (IR), DG(HR), Mr. Nadeem Dar and Mr. Iqbal, Chief Commissioner.

           

All Chief Commissioners were directed to prepare themselves soundly for attending the audit paras and attending to PAC observations with respect and competence. Post refund audit for improvement of ERS would be initiated in FBR.  Training in post-refund audit shall also be strengthened. Data warehouse shall be developed in FBR for improving enforcement and audit on a scientific basis.

WHO and UNICEF: Twenty-two per cent of newborn deaths could be prevented by exclusive breastfeeding

Islamabad, 4 August 2011 – From August 1–7, 2011, more than 150 countries worldwide are celebrating the 20th annual World Breastfeeding Week. WHO and UNICEF join their partners in calling for the benefits of breastfeeding to be broadcast beyond clinics and delivery rooms to the public at large, ensuring that lactating mothers are supported to exclusively breastfeed for the first six months of a child's life, and that young people understand the importance of breastfeeding long before they become parents.

Breastfeeding is directly linked to reducing the numbers of children who die before their fifth birthday. In Pakistan, 78 infants out of 1,000 live births die every year while under-five mortality is 94 deaths per 1,000 live births. Significant numbers of infants continue to die from diarrhea, pneumonia, respiratory infections and under-nutrition. A major source of these diseases is the lack of exclusive breastfeeding and the use of unhygienic bottles, formula milk and teats. These infants can be saved through the natural protection of mother's milk without any other supplements for up to the first six months of their lives. Research ( Lancet series) has shown that initiating breastfeeding within the first hour of birth will prevent 22 per cent of neonatal (under one month) deaths, while 16 per cent of neonatal deaths could be avoided if all infants under one year were breastfed from day one. Furthermore, breastfeeding is also extremely beneficial for the mother as it fosters a strong bond between mother and baby, protects her from breast cancer and contributes to natural birth spacing.

"The situation of children in Pakistan is serious with immunization, nutrition and sanitation issues, in particular, needing urgent attention. This is illustrated by only one in five children under one year of age being immunized and 31 per cent being born with low birth weight. With a national average stunting rate at 37 per cent and acute malnutrition at 13 per cent, urgent action is needed," said Dan Rohrmann, UNICEF Country Representative for Pakistan.

"The root causes for malnutrition are not only linked to the 2010 floods but due to inappropriate infant and young child feeding practices, including the late initiation of breast feeding as well as inappropriate complementary foods and inappropriate weaning foods. Therefore, many of the nutrition problems we see today would be greatly alleviated with increased exclusive breastfeeding and more knowledge around nutrition," said Mr Rohrmann.

Exclusive breastfeeding for the first six months of an infant's life remains essential as the country is still recovering from the impact of the destructive 2010 floods that inundated almost one-fifth of the country. While nutritious food supplies, sanitation and access to safe drinking water remain elusive for millions, breastfeeding – particularly exclusive breastfeeding – provides critical protection from infection in environments without a safe water supply and sanitation.

"Pakistan's high rate of child mortality – with malnutrition and preventable diseases being key contributing factors – can be addressed by implementing a multi-sectoral approach across Pakistan. WHO and UNICEF are working closely with the Government of Pakistan and its partners in the health, water and sanitation, and nutrition sectors to increase child survival rates. Exclusive breastfeeding is a core component of these measures," said Dr Nima Abid, Acting WHO Representative in Pakistan.

"World Breastfeeding Week provides an opportunity for us to renew our commitment to protecting children and promoting this life-saving measure; exclusive breastfeeding gives a child the best possible start in life," said Dr Abid.

During World Breastfeeding Week celebrations, UNICEF and WHO are supporting the Government of Pakistan and the National Alliance for Promotion and Protection of Breastfeeding to organise awareness-raising activities. This year's celebrations emphasise the role that every member of society can play to raise awareness about breastfeeding – a natural and nurturing start to life for infants and mothers.
