The current Prime Minister of Pakistan, Syed Yousuf Raza Gillani has reportedly decided to drop the family prefix of Makhdoom from his name saying he wants to serve people and not be served by them. Gillani said the honorific �Makhdoom�, which means �one who is served� is no longer appropriate as he believes in serving the people.
Though the apparent unconditional sincerity in the Prime Ministers resolve to �serve the Pakistani people is heart warming, yet a leopard can not change his spots. The scribe begs to explain the Makh-Doom phenomenon to the gullible Pakistani masses first. By the end of this piece, the readers would know why the scribe spells Makhdoom as Makh-Doom.
A little review of history is in order first.
Jallianwala Bagh is a garden in the northern Indian city of Amritsar. On April 13, 1919, British Indian Army soldiers under the command of Brigadier-General Reginald Dyer opened fire on an unarmed gathering of men, women and children. The firing lasted for about 10 minutes. Shots were fired at the rate of 33 rounds per soldier. Official British Raj sources placed the fatalities at 379. According to private sources, however, there were over 1000 deaths, with more than 2000 wounded. Civil Surgeon Dr. Smith indicated that there were over 1800 casualties.
Back in his headquarters, Dyer reported to his superiors that he had been �confronted by a revolutionary army,� and had been obliged �to teach a moral lesson to the Punjab.� In a telegram sent to Dyer, the then British Lieutenant-Governor of Punjab, the author of the said massacre, Sir Michael ODwyer wrote:�Your action is correct. Lieutenant Governor approves.�
Nigel Collett, the writer of a new biography of Reginald Dyer, The Butcher of Amritsar said of Dyer: �As an Englishman, I cannot help but feel sorrow and shame at what he did�The massacre was the worst atrocity by a British officer ever recorded�.
Such was the sentiment of a British author about the gory crime carried out by the British soldiers. Given below is an old document to refresh the memories of the readers regarding the sentiments of the sons of the soil of Punjab, the Makh-Dooms. Taken from an Urdu column written by one Khalid Masood Khan, the referred document belongs to the beginning of the previous century.
The translation of this flowery text from Urdu language, marked by elaborate rhetoric and decorative details as it is, was a difficult task. The omissions and commissions, therefore, can safely be attributed to the scribe. More or less, though, this is how the text of the supplication goes;

Lieutenant Governor Bahadur Punjab,
Your Excellency,
We the servants of the saints and clerics, along with the appropriate elites of our society of West Punjab, present to your esteemed self this humble entreaty. We are sure that your Highness, whose nature is replete with fairness and blessings for the common, will hear us out giving us cause to be proud of our lowly selves.
Before any thing else, we congratulate your Honor that the terrible World War that began in your tenure has reached its logical end in your term of office. This majestic kingdom [of the British Empire] upon which the sun never used to set even before, has now come out ever stronger and illuminant. It has won the war in as befitting a manner as the blessed tongue of our Emperor had promised it will. There is no doubt any more that the British sword went back into its scabbard only after truth became dominant and international freedom along with peace and welfare of smaller nations was ensured.
Your Highnesss era was a delicate one. Punjab was lucky to have for a ruler a strong man of your integrity and wisdom in those tumultuous times. Under your hallowed leadership, not only was peace maintained inside Punjab, but it also benefited in more sublime ways. Under your gifted guidance, Punjab proved its loyalty to the empire [by providing soldiers to the British Imperial Army] and was awarded the proud title of �The Sword of the Kingdom. Lady ODwyer, your life long companion and a symbol of womanhood, helped us untiringly in the matters of Red Cross and Indian womens education earning our undying appreciation in the process. Please convey our heartfelt gratitude to Lady ODwyer.
When we see the miracles of telegraph, the building of colleges and universities for Indians, we in fact see the incomparable British justice at work in a Raj where the lion and the lamb drink from the same pond. We see nothing but benevolence all around us.
We know that the recent Martial Law was the result of some mischief mongers from among us. We in fact want to thank your Majesty that despite the Martial Law, Muslim sensitivities were duly addressed and our religious festivals were catered for. We are also aware that the Shahi Mosque [Lahore's central mosque] was being used for illegal political activities [by the freedom activists] and your Highness had to put a stop to that. We are forever grateful for that.
For us, the British Raj has proved to be a much awaited rain on a parched land. We are only being truthful when we say that even if we were to have endless lives, we would not be able to repay even a fraction of its favors and generosity. That is why, sir, we beseech you that when you go back to your country, please assure that great king of the British Empire that we his subjects, upon whom he has showered his untold blessings, will remain loyal to him until our deaths.
We are saddened that the inexperienced and young King of Afghanistan, Amir Amanullah Khan, has reneged on his treaties with the British Empire. This is in direct violation of the Quranic injunction �Fulfill your promises for you will be questioned about these in the hereafter�. It was indeed the British who strengthened the reign of Amir Amanullah Khan family over Afghanistan. He is being entirely ungrateful. We the people of Punjab cannot forget the massacre and plunder of our lands by the Afghan hordes. We assure your Lordship that we look upon the Afghan Kings misdeeds with unreserved hatred.
We also wholeheartedly condemn those among us due to whose conspiracies Punjab was plunged into recent chaos and earned a black mark on its hitherto unblemished reputation. Your Excellencys overpowering of these miscreants was only in the fitness of things. We assure your Highness that we loath them as much as their mad transgressions. Our Quran not only teaches us, �Dont create mischief on earth� but also that, �Allah loves not the miscreants�.
Your Excellency, though your departure sunders our hearts, we take solace from the fact that your successor is none other than Sir Edward McLean. Every soul in Punjab knows of his qualities of head and heart. He will, we are sure, be a suitable heir to your venerated office. We welcome him from the cores of our hearts and assure him that just like the past; we will continue to prove our undying loyalty to the Raj.

End Note: On 13 March 1940, almost 21 years after the Jallianwala Bagh killings, a joint meeting of the East India Association and the Royal Central Asian Society was scheduled at Caxton Hall, London. Among the speakers was Michael ODwyer, the one time Lieutenant Governor of Punjab.
Also at the meeting was one Udham Singh, a freedom fighter who too was injured in the Jallianwala Bagh Massacre. At the end of the meeting Singh calmly got up and shot ODwyer twice, killing him on the spot.
During his trial, when the court asked about his name, he replied �Ram Mohammad Singh Azad�, taking three names from the three main religions of India, demonstrating the transcendence of his beliefs regarding race, caste, creed, and religion. On 31 July 1940, Ram Mohammed Singh Azad was hanged at Pentonville Prison.
He was buried later that afternoon within the prison grounds.
The Makh-Dooms live on.

A Fervent Appeal To All Patriotic Pakistanis
With the recent publication of the advertisement of PTA in the newspapers of "Invitation for Expression of Interest" (EOI) with application for AUCTION of Mobile License/Spectrum (3G/4G/LTE [long term evolution] etc) the following questions needs answers to safeguard the national interest by all and sundry.

1. Why the LOW base price of US $ 155 Million for one Mobile Cellular License/Spectrum (800 MHz), when this license was sold for 291 US $ Million eight years ago in the year 2002? OK, it is being auctioned for 8 years instead of 15 years, but is there no premium for above 68 % mobile teledensity which was not there eight years ago?

2. Why the license will be technology neutral? Which means no licenses will be required for any future launches of 4G, 5G so on so forth. this also means selling all future long term evolution inductions free of cost. This happens no where in the world. Even in Pakistan when 2G was sold in 2002, it was not permitted to launch 3G without fresh license. So why now 4G onwards is being sold free of cost?

3. Why the LOW base price of US $ 210 Million for the auction of Three Mobile Cellular Licenses/Spectrum (1900/211MHz/3G/4G/LTE etc.)? Here it should be noted that 2G license was auctioned by PTA in 2002 at US $ 291 Million, when there was much less teledensity than 68% as of now and in the next 15 years (the period for which new licenses are being auctioned) it will obviously increase to higher levels. And above all this auction is technology neutral, which means license for 3G is also valid for FREE for 4G, 5G onwards. Under this situation this base price of US $ 210 Million is ridiculously low.

4. As per IM (Information Memorandum) on PTA website all three telecom companies winning the technology neutral AUCTION of Mobile License/Spectrum (3G/4G/LTE [long term evolution] etc) will be required to pay half of the bid value within 30 days in USD or PKR. Also Rest of the amount can be paid in USD or PKR in five equal yearly installments. This virtually means that Telecom companies will NOT bring any fresh foreign invetment and also the remaining 50% amount will be deposited on PAY AS YOU EARN basis. This tantamounts to robbing the nation of valuable FDI in the garb of auction terms, particularly when bidding is only allowed in minimum 2 million USD and maximum 10 miliion USD. So when bidding is in USD payment should also be in USD.

5. Why PTA has shown less figures of total Teledensity of Pakistan (68.39) in 2010-11 at para 3.7 of (IM [information memorandum] on its website) whereas, according to its own figures in the graph shown in the para 3.7, the total comes to (68.43)?

6. Why the PTA advertisement published in the news papers of 24 January, 2012 states mobile teledensity as 62% against the figures of 64.9% shown in IM at their website?

Submitted for consideration and immediate corrective action of all patriotic Pakistanis before it is too late.

It was reported recently on a TV channel, that Finance Minister Abdul Hafeez Sheikh expects 800 million USD revenue, from the auction of 3G (fast Internet) license to telecom companies.

It is reported that government has fixed the base price for auction to held on March 28 and 29, 2012 for 3G and 4G as 210 million USD. Whereas, 8 years ago 2G was sold at 291 million USD. (Please check and confirm this data from PTA).

Here, I must forewarn all and sundry, that under no circumstances, the worth of this auction amount can be less than 4-5 billion dollars. India got 24 billion USD from the same auction in April 2010 i.e. two years ago. All patriotic citizens and institutions must be alert, lest we may not be cheated again, by those who sold our valuable national assets, for even less than the peanuts, in Musharraf era.

¨      NH&MP SET UP POLIO CAMPS AT 57 TOLL PLAZAS.

¨      SPECIAL ASSISTANT TO PM SHEHNAZ WAZIR ALI & IG NH&MP WAJID ALI DURRANI STARTED 3 DAYS POLIO CAMPAIGN AT ISLAMABAD TOLL PLAZA.

 

National Highways & Motorway Police has joined hands with the Government Polio Cell, WHO and UNICEF for the eradication of Polio Virus from Pakistan. In this regard, 57 Toll Plazas on Motorways and on National Highways under the jurisdiction of NH&MP have been made special polio vaccination camps, so that all the children traveling on Motorways & National Highways may be vaccinated with Polio drops. Special ceremony was held at Main Toll Plaza, Islamabad today, where the Special Assistant to PM Begum Shehnaz Wazir Ali and IG NH&MP Wajid Ali Khan Durrani inaugurated the three days polio vaccination campaign by vaccinating the children traveling on Motorways & Highways. On this occasion, the IG, NH&MP said that all the toll plazas from Karachi to Peshawar Highway, Makran Coastal Highway, RCD Highway – Quetta, Islamabad Murre expressway  and on all the Motorways from Peshawar – Lahore – Faisalabad have been made special polio camps, where the children traveling on these Motorways & National Highways are being vaccinated with polio drops. He said that through these polio drives, the NH&MP can be helpful by saving the future of our children.  He added that during the last 09 polio drives, more than 375,000 children were immunized from polio. He also said that in this way thousands of children who remain isolated during the campaign due to traveling on Motorways & National Highways would also be benefited. The special assistant to PM Shehnaz Wazir Ali praised the efforts of NH&MP in helping the out of box for eradication of polio from Pakistan.  Begum Shahnaz Wazir Ali said that due to the efforts of NH&MP no patient of polio become possible to transfer the wires of polio from one place to another place, due to which polio cases have been stuck up in their certain areas.  Wajid Ali Kahn Durrani said that the main responsibility of NH&MP is to save the precious lives of the road users and Polio campaign is a step forward in this regard which will give a bright future to our children. Special Assistant to PM said that Motorway Police officers are taking keen interest in these campaigns and it will bring excellent results. IG NH&MP announced cash awards and commendation certificates for the best polio teams who would perform better during the present polio drive. Special Assistant to PM lauded the service of NH&MP

PC DECIDES TO ACCELERATE PPL SPO PROCESS
FIVE PARTIES PRE-QUALIFIED FOR NPCC BIDDING
 
            Islamabad, January 31, 2012: The Board of Privatisation Commission met here today under the chairmanship of the Federal Minister for Privatisation Mr. Ghous Bux Khan Mahar discussed the time table for Capital Market Transaction, the Secondary Public Offering (SPO) of Pakistan Petroleum Limited (PPL) and decided to accelerate the process. The PC Board was updated regarding the transaction.
 
A six member Transaction Committee, which is in the process of finalizing the Secondary Public Offering (SPO) of Pakistan Petroleum Limited (PPL) is headed by a senior PC board member Mr. Iftikhar ul Haq with Mr. Mahmood Nawaz Shah, Mr. Farid Malik PC Board members, the Federal Secretaries Petroleum & Natural Resources, Privatisation, Finance, Chairman SECP and MD PPL as its members.
 
            The meeting also reviewed the recommendations for the pre-qualification of the prospective bidders of the Transaction Committee of National Power Construction Company (NPCC) and pre-qualified five potential parties for participation in the due diligence/bidding process. A number of ten companies submitted Expression of Interest for the transaction at the initial stage.
 
            The pre-qualified parties include three Saudi, one Korean and one Pakistani company i.e. Saudi Cable Company, KSA, Mansour Al Mosaid Co, KSA, Durat Al Masana Est. for Trade, KSA, GS Engineering & Construction Corp, Korea and Consortium of Fatima Trading Company (Pvt) Ltd, Fatima Sugar & Pakarab Fertilizer, Pakistan.
 
The Financial Advisory consortium comprising the KASB Bank as consortium lead member along with M/s Mohsin Tayebaly and Company (Legal Consultants), M/s Riaz Ahmed & Company Chartered Accountants (Accounting and Tax Consultants) and M/s BARQAAB Consulting Services (Pvt.) Ltd (Technical Consultants) is processing the transaction. NPCC currently rated amongst top contractors, is a specialist contracting outfit for turnkey management of Power Projects i.e. Extra High Voltage Transmission Lines, Distribution Networks, Substations, Power Generation Plants, Industrial Electrification, External Lighting of Housing Complexes etc.
 
While addressing the meeting Mr. Ghous Bux Khan Mahar Federal Minister for Privatisation directed the PC to exercise utmost transparency at every phase of the privatisation process of Public Sector Entities for their value addition and to associate all stakeholders for their complete satisfaction in an open and fair manner. The PC board reviewed the implementation status of the decisions taken in the earlier meeting and the progress of other various on going and upcoming transactions.
 
Mr. Amjad Ali Khan Secretary Privatisation conducted the meeting while the PC Board members; representatives of PPL, NPCC, SECP, Finance, Petroleum & Natural Resources Divisions and senior officials/ Transaction Mangers of PC attended the meeting.

Greetings from ILO!

Since media always complains of not being informed of important developments vis-a-vis Government's planning to address labour and unemployment issues. This may be a news worth giving space to. The Country Director of ILO Francesco d' Ovidio and ILO management team is meeting secretary labour Sindh on wednesday. They have a briefing with the secretary on ILO's activities in Pakistan and there they will also put forward the office's biennium work plan for the implementation of the decent work country programme. Secretary will list priority areas where labour dept desires technical support of the ILO. This is a milestone in the planning of ILO's future course of action in the province. Mathew Koenig, an expert on nuclear weapons has pleaded the case of US attack on Iran in his article, 'Time to Attack Iran' in the renowned journal of Foreign Affairs (Jan-Feb. 2012). Fasihuddin in his coloumn on the 'Justification of US Attack on Iran' has presented a counter view to that of Mr. Mathew. According to Fasihuddin, it will be a big mistake on part of the US policy-makers to listen to such pugnacious writers who want to create more problems for the US and its modern civilization. It will accelerate the downfall of modern thoughts and civilization if there are more hot-spots in the world, he argues. Mr. Mathew's arguments in favour of a targeted attack on Iran's nuclear facilities and managing its implications are too simple, too naïve, too ideal and too hypothetical! Has Afghanistan been managed properly? Has Iraq been a success story? Both were not nuclear. Your comments are welcomed. Peace is the best.
