Calls for reviving public sector enterprises

 

Islamabad: [July 10]

The Pakistan Economy Watch (PEW) on Sunday said Government can change the fate of people of Pakistan but revitalising loss-making public sector enterprises.

 

All autonomous organisations are incurring heavy financial losses and facing serious financial crisis because of political interference, mismanagement, inefficiency, financial ill discipline and over-staffing, it said.

 

These state-run institutions have become a big burden on the national resources and privatization process is admission of the fact by the government that it cannot bring them to profit, said Dr. Murtaza Mughal, President PEW.

 

He said that political will is needed to stop the drain these institutions are causing to the nation exchequer since decades.

 

Rulers need to revisit principles of profitability of commerce and trade and hold individuals responsible for objectionable practices which have deprived these institutions of ability to produce jobs and contribute to enhanced revenue collection.

 

Dr. Murtaza Mughal said that all such institutions should be free of political meddling and top officials should be appointed on merit. Professionalism must surpass political inclination in all the appointments, he demanded.

 

These institutions should not be under the control of ministries where politicians and bureaucracy take decisions which are contrary to the supreme national interests.

 

Similarly, government should introduce a strong accountability system and take steps to ensure that people sitting on the Board of Directors (BoD) are known for dealing aboveboard in everything.

 

Currently, he said, BoDs include yes men which have no contribution except acting as rubber stamp which is criminal, he said.

 

"Government can also consider giving seats to women in such BoDs which have low tendency to violate law for personal ambitions," said Dr. Mughal.

 

Such steps will help revive public sector institutions and give relief to masses that are paying for the endeavours of politically connected people.

 

This will not only add substantially to the government's exchequer but will also bar government to sell national assets at throwaway prices, he said.

This news does surprise us at all, who have observed such corruption on both sides, American as well as Pakistan - under the cover of "MAKE HAY WHILE THE SUN SHINES." If you want to know the origins of corruption, it originated from World Bank , and IMF who used Economic Hitt men like John Perkinsd, author of book: Confessions of an Economic Hit Man.

PESHAWAR: It was disclosed in an audit report that more than a hundred million rupees have been manipulated in the UNHCR funds meant for the rehabilitation of IDP's to their native lands in the for flung areas of Khyber Pakhtunkhwa, like South Waziristan Agency, Mingora and Orakzai Agency, etc. All the contracts for transportation or repatriation of IDP's were duly advertised in the reputed news papers of the province .The contracts were arbitrarily given to the favorites with much higher rates than those, advertised in the tender notices. Most of the expenditures claimed by the astute officials could not be proved with the help of any written document whatsoever. The audit report presented the following observations.  (1) The closing date of tender and its opening was 11/11/2010. Submission of call deposit of Rs.2.00 Million for each bidder was essential with the quotation as per NIT. However, in case of the successful bidder. i.e.M/S SK Cargo Services Peshawar for DI Khan /Tank to SWA, the date of call deposit was 06/12/2010 and in case of M/S Firdous Inam of Mingora from kohat/ Hangu to Orakzai Agency was 13/12/2010. This position clearly shows that actually both the successful bidders did not participate in the bidding but were later on inducted into the process. (2) Sealed envelopes were not available on record.. (3) Signatures of the Committee members as well as of the bidders were not found available on the quotations.  (4) M/S Firdous Inam was paid for 7227 families under phase-2 and 9084 phase-3 by engaging 2065 and 2594 trucks /buses and was paid Rs. 116450000/- Rs 25000/-per bus/truck. However it was observed during review of the tender documents that M/S Polytech offered the rate of Rs 13000/- per Truck /Bus from Kohat to Orakzai Agency which was not considered and the contravct was awarded to the second highest bidder accepting the lowest rates of Rs. 13000/- per truck /bus and accepting highest bid of Rs. 25000/- per truck /bus the UNHCR account was put into a loss of Rs. 55908000/- (25000-13000x4659).

(5)The amount of Rs. 51625000/-was paid to M/S Firdous Inam for engaging 2065 buses /trucks for 7227 families under phase 1, however daily situation report (DSR) of political agent orakzai showing the numbers of families repatriated and settled was not available on record. (6)An amount of Rs 64825000/-was paid to M/S Firdous Inam for 2594 families under phase 3. The situation reports (DSR) of PA Orakzai in support of the above repatriation were scrutinized with the following deficiencies.  (a) DSR of 19/01/2011 for 256 families of misfit &sheikh a was not provided.  (B) The figures of DSR of 31/120/2011 and 01/01/2011 for 544 and 771 families were overwritten and interpolated. Exact figures of DSR were not available record.  (7) UNHCR reports duly signed by a responsible officer showing number of families repatriated and settled was not available record.  (8)The project duration was 1st October 2010 to 31st December 2010 .It was observed the 442.Number of families repatriated after 31/12/2010 and up to 09/02/2011 were shown under this project by charging expenditure of Rs. 22107142/-(3095x 25000). However extension orders of the project beyond 31/12/2010 were not shown to audit. (9) Advance payment of Rs 25 Million as detailed below was made to contractor M/S Firdous Inam that was otherwise not admissible under the contract and rules.

Cheque No & date. 0489904 dt 29/12/2010, 15 Million (2) 0489905 date 29/12/2010, 5 Million.(3)28242209 dated 14/02/2011, 5 Million.

(10) Arshad Enterprises offered the rate of Rs 13900/- per truck Bus from Peshawar to orakzai for 110 km distance. This rate was also not considered and approved and awarded the contract to M/S Firdos Inam and Co Rs. 25000-13900x4659) under phase 2 and phase 3. (11)Neither income tax was recovered not exemption in the particular case was obtained by the contractor from the income Tax Department resulted in a loss of Rs. 6987000/- (116450000 x6%) to government. Matter requires Justification. Chaucer says" If gold ruts what shall iron do?" If this is the case of this one humanitarian organization. Then we can easily judge the extent of many unheard of and unreported cases of embezzlement on a large scale. The government must form a commission to probe unto the matter in order to recover this huge amount of money and give exemplary punishment to all those, responsible for the corruption. If the miscreants are mot brought to book then Pakistan may further widen the already existing trust deficit with the international Donors Organization of repute.
