Burqa Ban in France sets a dangerous precedence.

 

The ban takes France back into darkness when women were considered a Chattel, a property of men to be used any way they can.

 

Osama Bin Laden and his ilk force women at to wear the Burqa at gun point, where as the French President is forcing women not to wear it. Are women a play thing for these men?

 

Sustainable cultural change can come only though free will and not compulsion. I am not for Burqa and most Muslims are not either. But we have to defend the woman's right to wear what she chooses. We must uphold the liberties of people and not force women to do anything against their will; to make them wear the Burqa or force them not to wear. We have to be pro-choice.

 

Burqa is not a religious requirement but a cultural evolvement and is a part of the daily lives of nearly 5% of Muslims in France and about 20% across the globe.  You cannot ask a Nun to wear lesser garments or even those who are from conservative families to wear Bikinis on the beaches. An Indian woman visiting France will not and should not comply with the demands of the French dress code in public places.


Is the French public drawing devious pleasure in reducing Muslim women to obey the laws under the guise of security? The world is silently witnessing evil in making. Aren't we ashamed of our silence during the Holocaust?  Sarkozy is setting a dangerous precedent in the world. What if other Nations decide to go back to medieval times in robbing the liberties of the people for their own games?

 

Women have come a long way forward to find freedom from primates and now, are we going to let Neanderthal Sarkozy reset the clock? Who is he to tell a woman what to eat, drink, wear and believe?

 

I hope all the French women wear Burqa one day to protect the liberties of the ones in danger. It is the wrong law to have passed and we cannot have such evil laws on our books. 

 

First they came for Burqas and I did not care,

I did not wear the Burqa;


They came for Turbans and I did not care,

I did not wear the Turban;

 

They came for the Kippa and I did not care,

I was not Jewish;

 

The also came for the Cross and I did not care,

I was not a Christian;


Then the came for English and I did not care,

I did not Speak English;


Then the came for me and I Panicked

There was no one for me.

 

To bring about any cultural change in a given society, it has to be done through free will, particularly if it is not hurting or affecting others. Women have been wearing Burqa in France for a very long time and they should continue to wear if that gives them a sense of comfort, it is even more important today given the prevalent prejudices; we should not aggravate but mitigate it to build a cohesive society.

For women who are comfortable a certain way for ages, we just cannot walk in and "tell" them that it does not fit us and you need to change. There should be process of education but not enforcement. It is giving permission to other tyrants to be abusive to their minorities. Simply not acceptable - I am asserting that I am not for Burqa, it is not a religious requirement, but would not want any one to impose their ideas on others out of the blue.

 

The best ban would be ban on weapons and guns... terrorist use every which way they can to do the harm... what if the terrorists start wearing perfectly made masks that looks like Sara Palin, Hilary Clinton and others... you ban all women who are white and wear their hair the same way.... regulations is not the answer, change of our own attitudes in imposing regulations on others is the answer.

 

As I have said earlier some laws are downright wrong even if the majority approves it – California's proposition 5, Farmers Branch on illegal residents, medical care for illegal residents, no Jews in Nazi land... stoning women (Iran) chopping hands for thievery (Saudi Arabia), harassing Sikhs in Afghanistan (majority rule and the stupid laws)... Killing for blasphemy (Pakistan), Mayans cannot worship in public (Mexico)... Terrorism will continue regardless and we have to work in mitigating it and not aggravating it.

 

As civil societies we need to hold the temptations to be mobs in the name of democracy; I hope the French speak up, if not they will be equated with Afghanistan, Iran and Saudi Arabia. That's what the oppressive right wingers want, not the French public, it is time for them to stand up and be counted as good humans that care for others.

business to ask why journalists were being called from karachi to
punjab. They travlled within Pakistan. I think you missed that

The FAPUASA has not only failed to press on the constitutional provision of devolution of the HEC, it has also failed in pressing its demand that retired persons may not be appointed as vice chancellors.  In sheer violation of the FAPUASA resolutions as well as the Supreme Court directives, the Governor of Sindh/ Chancellor has continously been appointing retired, very old and ailing persons as Vice Chancellors in public universities of Sindh province.  One of the vice chancellors in Sindh is above 80 years of age.  The others are in mid seventies and late sixties.  At one university (Sindh Agriculture University Tando Jam), full administration comprises of retired persons appointed by the Governor/ Chancellor on tenure and contract basis.  This includes the Vice Chancellor; the Pro- Vice Chancellor, the Registrar, the Director of Research, the Director of Student Affairs, the Director of Finance and the Resident Auditor.
 
It is very sad to note that in the recent elections of FAPUASA, some very dogmatic persons who are known to be sychphants of all sitting vice chancellors have been elected as representatives of Sindh province.  This shows that the academic staff is now being represented by reactionary forces.  It used to be a progressive group only about 5 years ago.  This also indicates the impact of the HEC which has directly promoted centralization of powers, violation of autonomy of universities and their syndicates, doling out money for aimless research and brick & water, corruption and indifference of Governor and provinces towards the quality of higher education. It is time that the FAPUASA took cognizance of its real role and responsibilities.  Thanks.

Federation of All Pakistan Universities Academic Staff (FAPUASA) held its two day annual meeting on April-9-10, 2011 and discussed the devolution of HEC. According to Dawn, ".. the federation had failed to take a firm stand so far because its Sindh, Khyber Pakhtunkhwa and Balochistan chapters were in favour of HEC`s devolution, while Punjab, AJK and Islamabad had opposed the move. Therefore, its office-bearers had decided to wait for the Supreme Court`s ruling" (http://www.dawn.com/2011/04/11/prime-minister-has-shelved-hec-devolution-for-now.html ).


Though I am not aware of the bylaws of FAPUASA but it seems an open breach of the democratic rights of its three constituent chapters (Sindh, KP, Balochistan) whose voices are subdued by its single chapter and its territories (Islamabad and Kashmir). Instead of supporting the voice of three chapters, the FAPUASA has given weightage and honor to an appeal that is against the very wishes of the three provinces!This act is by no means acceptable to us and we the faculty members of these three provinces demand an official apology from FAPUASA along with declaration of strong support for the devolution of HEC with immediate effect.


We are aware of the very history of our country and we know it very well why Islamabadi and Punjabi academicians are against the devolution! Some facts and figures are presented bellow as an evidence that shows how HEC is more beneficial for Islamabad and Punjab. Please stop glorifying and defending this organization and don't make hurdles in the implementation of the constitution of our country! Thank you.

The man in the turquoise kurta pin-points the failure of the HEC to come clean on the fake degree issue.  All that HEC needed to do was to show on its website the names of  (a) parliamentarians whose degrees were fake, (b) of others who had submitted incomplete documentation, i.e. only photocopies, etc, and finally (c) many who did not provide any documentation. Javed Laghari, the current HEC chairman was repeatedly requested to do this.

The current controversy about HEC's devolution should not be confused with the disappointing lack of intellectual integrity of the institution. When it came to the crunch its
quality assurance task clearly became subservient to a desire to appease the government and politicians.  This lack of intellectual integrity also affected Atta ur Rahman, former HEC chairman, who closed his eyes to important individuals (with fake degrees) and chartered universities (distributing fake degrees).

Most heads of our institutions will much rather save their jobs than ensure that their institution works fearlessly to maintain high quality within and in associated institutions.

ISLAMABAD (Online) - The irregularities in the process of recruitment and awarding scholarships to students in Higher Education Commission (HEC) have been disclosed.
According to sources, salaries worth of million of rupees were paid to 10 employees including Executive Director of HEC, Dr. Sohail Naqvi without getting the approval of their appointment on special scale.


HEC has awarded more scholarships to students of private universities by ignoring students of govt's universities, the report also disclosed According to report presented to NA
Standing Committee for Education, HEC did not get the approval from the Prime Minister as according to rules and regulations of HEC, approval on the appointment of officials on special scale is needed from PM Secretary Establishment and Finance Secretary. The report also disclosed that scholarships were awarded on the basis of favoritism. The commission also spent million of rupees on the foreign visits of high officials of the commission.

PC RECEIVES EOIs FROM FOUR CONSORTIA FOR FINANCIAL ADVISORY SERVICES FOR OGDCL EXCHANGEABLE BONDS TRANSACTION

Islamabad, April 13, 2011

In response to the Privatisation Commission's (PC) invitation to Financial Advisory Consortia for the issuance of OGDCL Exchangeable Bonds for Expression of Interest (EOI) for issuance of Oil & Gas Development Company Limited (OGDCL)'s Exchangeable Bonds by monetizing up to 10 % of Government of Pakistan (GoP) shareholding (up to 430,000,000 shares) in OGDCL (Transactions), the PC has received EOIs along with non-refundable processing fee of US $ 10,000/= each from four (4) consortia, which include 1. Bank of America/ Merrill Lynch, Barclays Bank, SCB, and KASB, 2. HSBC, BNP PARIBAS, UBS, NIB, and NBP, 3. Citibank, JP Morgan, Credit Suisse, and BMA 4. Nomura, Deutsche Bank, and Silk Bank. The consortia that have submitted their EOIs are being issued Request for Proposal (RFP) package for inviting Technical and Financial proposals. The last date for the submission of the Technical & Financial proposals will be informed later.

             OGDCL is the largest petroleum exploration, production and development company in Pakistan, listed on all three Stock Exchanges in Pakistan as well as on London Stock Exchange.

In 2003, Government of Pakistan ("GoP") divested 4.98% of OGDCL shares via an Initial Public Offering (IPO) followed by Secondary Offering (SO) of 9.5% shares in the form of Global Depositary Receipts ("GDRs") at London Stock Exchange and simultaneous Secondary Public Offering (SPO) of 0.5% to the general public in 2006. GoP further divested its OGDCL shares via the Benazir Employee Stock Option Scheme (BESOS) where unit certificates equivalent to (10.2% shares) were distributed among the company employees free of cost for empowerment of the workers. Presently, GoP holds 74.82% of OGDCL shares and plans to monetize up to 10% OGDCL shares by means of an issuance of Exchangeable Bond to international institutional investors ("Transaction"), jointly administered by the Privatisation Commission and the Finance Division.

 The Transaction will be jointly led by at least 2 (two) international Bookrunners who have recognized equity linked sales, distribution, and underwriting capabilities and demonstrable track record of successfully managing such issuances. The FAC will preferably include a local financial institution as part of the consortium. The Interested Parties were asked to demonstrate post issuance backup capabilities and provide after listing performance of the recent equity linked instruments successfully listed by them.

The potential parties were asked to send their EOIs containing, in no more than 15 pages, a statement of technical qualification comprising experience of equity linked underwriting strength, distribution capabilities, presence and commitment to Pakistan, knowledge of the Oil & Gas Industry and OGDCL, advisory to emerging market entities for international listings, and competence and commitment of the team.

Government and humanitarian community unveil early recovery plan

Housing and agriculture to be given priority

 

Islamabad, April 13, 2011: As Pakistan's response to the floods of July 2010 moves from relief  to early recovery, the focus of assistance will be towards rebuilding livelihoods, rehabilitating basic and critical physical infrastructure, restoring health, education and water and sanitation services  while targeting the most vulnerable and marginalized across the flood-affected districts. Approximately 20 million people and an area of 100,000 sq km was adversely affected with 1.6 million houses damaged/destroyed in last year's floods.

 

At the conclusion of the relief phase in most of the flood-affected areas in January this year, with residual relief also coming to an end on 15th April in 5 districts of Sindh and Balochistan, the National Disaster Management Authority (NDMA), the UN and other development partners established an Early Recovery Working Group (ERWG) which is jointly chaired by NDMA and the United Nations Development Programme (UNDP) and will coordinate Early Recovery(ER) with a focus on 29 most-affected districts till end December.

 

Chairman NDMA Lt. General (Retd.) Nadeem Ahmed and the UN Humanitarian Coordinator Timo Pakkala unveiled the Strategic Early Recovery Action Plan today emphasizing that it aims to address a critical gap and smooth transition in coverage between humanitarian relief and long-term recovery—between reliance and self-sufficiency. 

 

The Plan constitutes 8 key sectoral and 4 thematic working groups. These include Food and Agriculture, Health and Nutrition, Education, Water and Sanitation, Housing, Governance, Non-Farm Livelihoods, and Community Infrastructure. The 4 thematic groups will ensure that Environment, Protection, Disaster Risk Reduction and Gender considerations are mainstreamed across the main sectors.

 

The mapping and gap analysis for ER shows that the overall needs of the affected population stand in excess of US$ 1 billion of which 40 % has been realized. The ERWG, however, has prioritized the needs of the most vulnerable and the funding gap for responding to these critical needs is US $ 610.353 million.

 

Chairman NDMA, Lt. General (Retd.) Nadeem Ahmed said, 'the gap analysis and planned activities in this Plan remain within the range of the Revised Pakistan Floods Relief and Early Recovery Response Plan and highlights critical needs.  The remaining funds from the relief phase must be redirected to prioritized ER sectors to enable the affected communities to rebuild their lives'.

 

"The transition from relief to long-term recovery is a major challenge for any post-crisis country. This Plan is a collaborative effort of the government and the Humanitarian Community to bridge this gap and it is critical that the international community supports this effort both technically and financially' said Timo Pakkala, Humanitarian Coordinator''.
