To mark the one year anniversary of devastating flood of 2010, ActionAid Pakistan and Potohar Organization for Development Advocacy (PODA) are organizing a unique women's caravan in Islamabad in which rural women from flood affected areas will participate and demand budgetary allocations for post flood rehabilitation.  Women will use interactive theatres and folk music to raise their issues.

Where: on 24th May (today) the first presentation will be held at Fatima Jinnah Park ( F-9, Islamabad) at 6:00 pm .

Tomorrow (25th May), the women will present theatrical performances at  Quaid-i-Azam University (11:00 am) with culmination of omen's caravan in front of National Press Club at 4:00 pm where women will present a "charter of rights".

Commemorating one-year anniversary of devastating flood of 2010

 

Women's Caravan to demand allocation of budget for rehabilitation of flood affected rural women.

 

Islamabad; Saturday (May 21, 2011): Hundreds of rural women from flood affected areas in Khyber Pakhtunkhwa, Punjab and Sindh will gather in Islamabad to demand budgetary allocation for a comprehensive flood rehabilitation package for women on priority. 

 

Flood affected women will have an interface with media, students, civil society, general public, parliamentarians and policy makers using interactive theatre and their folk music tradition to highlight their issues in the aftermath of floods, such as issuance of Watan Cards to flood affected women, women's land ownership and control over productive resources; and prioritization of women and girls in flood rehabilitation process.

 

Supported by ActionAid Pakistan (AAPk) and Potohar Organization for Development advocacy (PODA), the women's caravan will start from Tuesday (May 24, 2011), and will travel within the capital city for two days presenting folk performances around their rights issues at COMSATS institute of Information Technology, Quaid-i-Azam University, Fatima Jinnah Park, with culmination at the National Press club in a women's assembly. Policy makers and media will be invited to have an interface with the flood affected women who will present 'A Charter of Rights' to demand women specific provisions in the upcoming budget.  

 

To mark the one year anniversary of devastating floods of 2010, ActionAid Pakistan has planned a series of events to highlight issues facing the women and poor flood affected people one year after the flood disaster. The objective of this commemoration is to highlight an urgent need for improved Disaster Risk Reduction mechanism, institutional capacity building, and government's focus on women's rights, governance and food security issues; to bring the focus of authorities, donors and civil society to post flood recovery and rehabilitation, as the attention is shifting away towards other socio-political and security related issues; and to strengthen civil society to engage with and lobby for key policy agenda pertaining to women's rights,  food and livelihood, and governance.

 

The planned activities spanning three months, May to July, include a unique Women's Caravan in Islamabad, a policy dialogue on Disaster Risk Reduction in Post 18th amendment scenario; a special publication on flood emergency and response, with testimonies from flood affected women and children; and a grand multi- stakeholders' consultation in which poor communities from flood affected areas and representatives of responsible authorities and policy makers will participate.

End secrecy laws

Well the tabloid media is going to have a real feeding frenzy over the next few days after international soccer star Ryan Giggs was dramatically revealed as the figure behind the so-called super privacy injunction.
 Now that the secret's out they'll be picking over every aspect of his private life hunting for more revelations about the Manchester United player's alleged extra marital affair to some reality TV star.
 Even the Prime Minister David Cameron, facing an increasingly aggressive media campaign to stop the High Court granting injunctions protecting the privacy of celebrities, announced a joint parliamentary committee to examine privacy issues, injunctions and the regulation of the Internet.
Good. I hate secrets. As Samuel Johnson wryly observed back in the 18th century: "Where secrecy or mystery begins, vice or roguery is not far off." How right he was.
 Now I hope some of my old Fleet Street colleagues from both the broadsheets and the tabloids will sharpen their pencils and turn their attention to other secrecy issues in the legal system.
 While just about everyone has now heard of Ryan Giggs I wonder how many of you have heard of Amar Makhlulif?
  He's not rich or famous, nor has he appeared on a reality TV show or slept with a Page 3 Stunna! He arrived in Britain in 1993 without fanfare and applied for political asylum.  For the next few years he lived and worked in the sort of quiet anonymity now so craved by Mr Giggs and his family.
 But it's no use asking why this Algerian medical doctor has been banged up for 10 years – even if he was allowed to talk to the media, which of course he's not, he couldn't tell you. He is not allowed to see the secret evidence against him. Not even his own lawyers are allowed to examine the dossier because it is, erm so secret.
Furthermore we are not allowed to ask or even know anything about Amar Makhlulif whose very identity was shielded behind the legal nom de guerre of Detainee U.
I'd like to see News International lawyers from The Sun, The News of the World, The Sunday Times and The Times sharpen their Murdoch claws on this case and rip wide open the sinister motives and dark forces that keep Amar Makhlulif in Long Lartin prison in Worcestershire.
 It would be nice of The Telegraph and Express newspapers set aside their Islamaphobic tendencies to investigate this case as well.
 Makhlulif was arrested at London Heathrow Airport boarding a flight to Jeddah, Saudi Arabia, in February 2001 at the request of American Intelligence agencies and spent the next few years fighting extradition proceedings to the US.
 Without producing a shred of evidence, the Americans alleged that he was a senior figure in the Algerian GSPC, and that he organised travel to Afghan camps for his Algerian recruits. They also threw in a couple of terror plots for good measure.    Ben Emmerson, QC, counsel for Makhlulif, told a court in 2002 that a trial in the US would be a "flagrant denial of justice".  He said witnesses for Makhlulif would be unprepared to give evidence in the US and the unprecedented level of publicity in the US would also pose "an irrevocable threat of unfairness" in the case.
Two years later the extradition case collapsed after a key witness who had been tortured for all manner of information, refused to co-operate further with American prosecutors and subsequently US intelligence lost interest and said they no longer wanted Makhlulif.
 But just as he was about to walk free he was re-arrested at the entrance gates to Belmarsh prison in south east London and detained under Immigration Laws, pending deportation to Algeria.
 That was nearly eight years ago and he wrote of the experience:  "I remain in prison to this day, as a political prisoner, held without charge .. These years will never come back. I have been treated in prison in ways that even Algerian authorities would be ashamed to consider. In Algeria, they kill you physically [along] with verbal insults. In Britain, they kill you psychologically, with a smile.
 "I am only seeking the same rights as [afforded to] the rapists, paedophiles and offenders in British prisons: and that is the right to a fair, open trial. If I have done something wrong, I should be put on trial and punished. If not, then I should be released and allowed to get on with my life. Is this too much to ask?"
 His case has intrigued me for years – what is so secret in the legal file that not even his defence team are allowed to inspect it and therefore unable to challenge it. For years he was only referred to as Detainee U and could not be named.
 In 2008, for a short spell, he was finally allowed out on a form of house arrest, which was even more limiting than the one the Burma junta imposed on Aung San Suu Kyi until the recent elections there.  Makhlulif could not even put a toe over the door of his new home in Brighton in 2008 which was inspected regularly, and without warning, by swarms of police causing huge distress to his landlord, a retired academic who was equally bewildered by this draconian treatment.
 To try and bring some cheer, I occasionally sent pizzas by delivery to Makhlulif but even that little act of kindness was stopped, such was the vindictive pursuit against him – and it was vindictive and hateful and it was and still is being driven by one person within the Home Office.
The same person blocked him from taking an Open University course even though his supporters had raised the money for him to enroll. His return to Long Lartin's secure unit was brought about after another ruling based on secret evidence by The Special Immigration Appeals Commission (Siac), in effect Britain's national security court.
The driving force behind Makhlulif's persecution is not a Government Minister or an elected member of parliament but for the last decade this individual has worked obsessively to keep him and his case shrouded in secrecy. This vicious streak of pure malice shown by someone in authority towards a man who came to these shores for help as an asylum seeker is probably the most unwholesome I've encountered in 35 years of journalism.
 Perhaps I should out Makhlulif's tormentor whose behaviour is bordering on psychotic according to some observers, but I'm going to keep their identity a secret for the time being. I can't tell you on what basis … it's a secret. Though I have a suspicion they could be outed very soon on the Twitter network.
 In the meantime Ryan Giggs will likely spend the next few days under siege from the media for allegedly playing away from the marital home. Some might say it's a small price to pay but at least he knows exactly why this is happening. It was a tough and expensive lesson but Giggs now knows the media and the public at large don't like secrets and they don't like the rich and influential using their money to hide behind super secrecy injunctions issued by the courts.
 Giggs was outed, rather heroically I thought, by Liberal Democrat MP John Hemming who used his Parliamentary Privilege to devastating effect on Monday afternoon. He justified his actions stating the footballer had already been named and shamed by 75,000 people on Twitter.
 Hemming later said he stepped in when he thought Giggs legal team were using the courts to oppress and imprison individuals in secret just for retelling gossip on Twitter. He said: "The first steps had been taken to identify people who had started the gossip."
But then, more tellingly, he revealed: "There are people who are jailed in secret in this country."
Indeed there are Mr Hemming – and now we know the identity of Detainee U let's campaign for his release and put an end to the ridiculous secrecy laws which have kept him a prisoner of the state.
 And let's get rid of this corrosive secrecy that has been at work to stop you and I finding out the truth about Amar Makhlulif.
No more secrets.

After Osama: New Guidelines for The Muslim

Perhaps no topic can surpass the volume of literature, analyses, articles and speculations than on the death of Osama Bin Laden (OBL) and its implications for everyone. Some still doubt the authenticity and veracity of the whole 'drama', 'hatched to terrorize Pakistani government, its people and its spy agencies', and consider it the worst of 'subtle conspiracy theory' 'to come close to the Pakistani nuclear arsenals' and also concomitantly look at a 'plausible excuse for US withdrawal from the Afghan quagmire'. The apparently understandable jubilation of American people and US high officials' statements have not only relieved them of a decade long psychological depression of a failure hunt of billion dollars, but also have restored their faith in their institutions that they are competent enough to fix things, no matter after a hot pursuit over a period of ten years multi-billion war, all coming from tax-payers. The statements of revenge from the White House have once again re-inforced the validity and currency of the theory of retribution and just desert, which were gradually giving way to other modern theories of punishment like the mild restorative justice, victim-offender mediation and reformation and de-radicalization. "Victims of the 9/11 are revenged and justice has been done" (Obama).

Pakistani government is in a fix whether to take the credit, or discredit itself by not taking it. Serious paradox for them. Pakistani people and government are not an eye to eye on this subject. To the western world, the government and military establishment cautiously and diplomatically want to communicate that the said operation at the otherwise peaceful city of Abbottabad (name after Abbott), was not possible without credible intelligence-sharing (actionable-intelligence in this case only!), and so the partners of the war on terror be duly awarded with loans relaxations and definitely more loans. On the domestic front, the repercussions from the militant outfits would be serious, properly worked out, devastating, deadly and targeted. The militant networks might be waiting for the de-brief leakages. So, the second rank politicians and that too in the local media, express ignorance of any information and planning of the operation midnight which led to the death of OBL in a fortified compound, an unusual construction in the locality of Bilal Town, Abbottabad. This ignorance gives a sigh of relief to the decision-makers who try to pretend innocence, and exploit the anti-American feelings for violation of Pakistan's sovereignty, which has already been left very little after the successive drone attacks. It seems that the Americans are well-aware of these sensitivities of the Pakistani government and that's why the paradox of statements is evident from DC where, firstly Obama appreciated the role of Pakistan (in a bid to say the truth and pacify the US masses about the intentions and commitment of their front-line ally), and subsequently, criticized by Leon Panetta for not informing Pakistan beforehand as it would have led to the failure of the said operation. This is portrayed as a US double standard strategy in Pakistani media, resembling a carrot and stick policy. Pakistani establishment is a little saved from any sudden attack and wrath of its people on the technical ground of being jammed in their tentacles of sensation and identification of any foreign movement in the air. This is basically propagated for generating a sympathetic view of the weaknesses of the military capabilities amongst the general masses who are mostly bereaved and illiterate, and to portray a wicked picture of the US invasion. Politically, it may work, but professionally, it puts many questions to the credibility of our existing air-defence system and the response capability of our ground forces. These strategic debates with concomitant accusations and speculations will continue for a longer period of time. However, the lessons learnt are to be vividly looked for. In my view, following are some of the very common points of consideration and lessons learnt for both the US, the international community and Pakistan; especially a new line of action is proposed in this article for the muslims who stand a little depressed on being defeated, whereas they should not feel so.

  1. The US military prowess is insurmountable and those who want to dismantle or destroy it shouldn't waste their energies and resources in futile exercise.
  2. The Muslims around the world should work for a victory in science, technology, research and morality. Strong character with oriental values and traditions of sublimility and refinement will bring them a respectable place in the ranks of civilized nations. Educational progress, democratic ideals as given in Islamic shura system, and peaceful co-existence, tolerance, accommodation, adjustment and mutual work for the common good of human progress and human  civilization will put them ahead of many in the civilizational and cultural development all over the world.
  3. The teachings of Sir Sayyid Ahmad Khan in India after the 1857 War of Independence (mutiny to foreigners) and his fellow scholar Justice Amir Ali (the author of the Spirit of Islam) and the constitutional struggle of Quaid-e-Azam Muhammad Ali Jinnah (the founder of Pakistan) shall be a model for the politically exploited, financially weak, internationally isolated, militarily compromised, educationally backward and psychologically depressed masses of the Muslim world.
  4. The west, especially the USA and the UK, should open their doors to the young Muslim youth for modern education, enlightenment, respectable employment and engagement at all levels. The Muslim youth should be considered as a valuable resource for advancing human progress to its ultimate refinement and their best faculties be utilized to the maximum for the benefit of all. People out-reach programmes and community engagement through minds and hearts be extended to all Muslim communities in the US, and Europe. A rational and tolerant approach to the seemingly isolated Muslim youth be adopted to save them from being slipped into the hands of any unpleasant group.
  5. Pakistan's sensitivities and inherent weaknesses of some elements should not be generalized and her positive role and sacrifices be ignored. Rather, causes of failure of developing Pakistani law-enforcement sector into a viable, intelligence-led apparatus be explored for future improvement. This is how the dialogue will start and come fruitful if intentions are not doubted and responsibilities are shared reasonably, friendly and openly.
  6. The military of the underdeveloped Muslim nations should immediately stop further expenses on any unwarranted adventures. The money should no more go into bombs and bullets. It should rather be visibly allocated to education, health, development and human progress. The inability of even detecting any foreign intrusion has put serious questions to the unaccounted colossal expenses on security sector. Time has come to spend on human beings than on tanks.
  7. The Muslims shouldn't feel disheartened and must recall that it was Islam which saved the Muslims and not vice versa throughout the annals of history. It was the intellectual supremacy, human tenderness, cultural sublimity, linguistic refinement and literary embellishment in Islam that conquered the conquerors every time the Muslims felt small on their timely defeat and failure. The Muslims should work hard for the revival of that civilizational excellence of Islam which has long been receded into the backyards of intolerance, opposition and non-assimilation. Islam believes in interaction, diffusion and dialogue and not in clash of civilizations.

Why do we not get ourselves ever to praise our national flag carrier? Well... I've tried my level best. On my last flight I had a chance encounter with the former editor of Hamsafar who, in his 'propah' English (a little more English than the English), 'phraised' all things 'Phee Aai Yeah'. He talked against the 'gorah' who had come to fix PIA and said very proudly that he was 'khicked outh'. Well... To say the least, that 'gorah' happened to be a man with more than 45 years of experience in the airline business and was associated with the world's best airlines including Virgin. By kicking him out we kissed goodbye to the great future of a pagan airline which refuses to grow up or rather grows up to be a refuse. The 'gorah' happened to become a very good friend of mine after he was kicked out and then I knew here was another victim of politics.
The fault does not lie in PIA and its people not willing to admit they can't grow. The fault lies in us that we have been accepting and allowing them to squander our money for their own fun and having the last laugh always at our cost. We are the promoters of our own victimisation and have made the entire nation a butt of joke with what PIA means to us both inland and oversees.
What exactly is the point I am trying to drive? You may ask...
Nepotism, lies, indifference, false sense of pride and dishonesty are rich ingredients of the staff at all levels. I arrived at Islamabad airport well in time for my 4:45pm flight on Monday 23rd May 2011 with my wife and our seat was confirmed booked on 28 April well in advance. The girl at the counter took her own sweet time and refused us entry 30 minutes before the flight saying flight closed. I tried to reason and the supervisor said aloud not to let us in. In this argument a good 15 minutes were wasted and then she very conveniently wrote a wrong time (16:32) and asked me to speak to the supervisor who was smiling all along as if to establish a clear victory on her face for winning the argument.
To cut it short, the supervisor then made a false statement twice saying you people have a habit of coming late and trying to make a fuss. I told her clearly she can be caught for defamation for making a false statement and she reiterated her words saying them with the famous PIA smile of hospitality, "Sir, you may go ahead and do whatever you want to..." There goes PIA, our national pride and there goes our vanity down the institutional drain.
Within minutes some 'chance passengers' were able to get our seats while we looked on in desperation. We paid cancellations while PIA earned more revenue and the chance passengers earned confirmed seats.
Whosoever is reading this will know well why we can't be able to praise our national flag carrier for whatever good it can ever do to us. Because though we do call it the pride of the nation, we as a nation can never get used to flying with an air of false pride. A food for thought.
