Equal representation in all the trade bodies demanded

The Pakistan Economy Watch (PEW) on Tuesday said equal representation is imperative in the trade bodies for smooth functioning, accountability and economic development.

 

Many associations and chambers of commerce and industry have lost their effectiveness due to dominance of families, lobbies and groups, it said.

 

These Qabza groups violate rules for personal gains which is triggering unrest among business community, said Dr. Murtaza Mughal, President of the Pakistan Economy Watch. 

 

Promotion of the collective interests of the business community can only be ensured after free and equal representation in all the trade bodies, he added.

 

He said that Islamabad Chamber of Commerce and Industry (ICCI) has been dominated by the Founder Group since a decade where all the office bearers are elected unopposed.

 

This group is known for retaliating against those who demand democracy or want an end to the illegal activities of the group.

 

Similarly, he said that Mian Group is looming over Rawalpindi Chamber of Commerce since last fifteen years while a nationalist politician is dominating Khyber Pakhtoonkhwa and Mardan Chambers since long.

 

Dr. Murtaza Mughal said that politics in many chambers sometimes take such a turn that Government had to intervene and install administrators as it did in Faisalabad and Gujrat Chambers recently.

 

Traders have recently announced to boycott elections in the Sialkot Chamber of Commerce which need to be probed, he demanded.

 

There is an urgent need to introduce democracy in chambers across Pakistan and elections should be held under supervision of a judge of High Court, he said.

*Clarification regarding Payment of surcharge at 15% under section 4A of the
Income Tax Ordinance 2011—levied vide Income Tax (Amendment) Ordinance 2011*

The Federal Board of Revenue has announced that the 15@ surcharge under
section 4A of the Income Tax Ordinance 2011 is payable by all tax payers of
their tax liability for the Tax year 2011, irrespective of whether their tax
year ends on 31st December 2010 or 30th June 2011 or any other date.

In a circular issued here today, the FBR has made certain clarifications to
the 15% Surcharge under section 4A of the ordinance in view to address the
queries being received by the Board suggesting multiple interpretations of
this Section and to streamline the implementation of this time bound
provision.

The circular further clarifies that the Tax Liability for the entire Tax
Year 2011 may not be subjected to the imposition of surcharge and the same
be levied on the proportionate liability for a period of three and a half
month.

It may hence be noted again that the surcharge is to be computed @ 15% of
the Income Tax payable for three months and a half on pro-rata basis and the
tax liability inclusive of 15% surcharge so calculated is to be set off
against the taxes withheld or collected in the tax year.

Pakistan urges Malaysia to expand import base of Pak products

Pakistan and Malaysia have agreed to enhance bilateral economic cooperation and explore avenues for joint ventures in a host of sectors, including agriculture, construction and Halal industry.

The understanding to "tap full potential of bilateral economic relations" was reached here at the first ever meeting of the Pakistan Malaysia Joint Committee on Review of the Free Trade Agreement (FTA) between the two countries. The meeting co-chaired by Mr. Zafar Mahmood, Secretary Commerce, Government of Pakistan, and Datuk Dr. Rebecca Fatima Sta Maria, Secretary General, Ministry of International Trade & Industry (MITI), undertook a comprehensive review of the performance of FTA with special focus on customs procedures, concessions under trade in goods and services, preferential treatment to products and issues relating to the establishment of sub-committees for trade and goods, investment and services.

Both sides noted with appreciation what they saw as a significant increase in the bilateral trade after the operationalization of FTA in 2008. The Pakistani side underscored the need for reducing the trade deficit and identified a number of areas, including livestock, food processing, construction and Halal industry as having considerable potential for further collaboration. Both sides agreed to hold the next meeting of the Joint Review Committee in Islamabad next year.

Later in the day, the Pakistani delegation led by Commerce Secretary Mr. Zafar Mahmood held separate meetings with Datuk Seri Mustapa Bin Mohamad, Minister for International Trade & Industry, Tan Sri Bernard Dompok, Minister for Plantation, Industries and Commodities, and Dato' Mah Siew Keong, Chairman of Malaysia External Trade Development Corporation (MATRADE) to discuss ways for furthering bilateral economic relations. High Commissioner for Pakistan in Malaysia, Mr. Masood Khalid and Commercial Counsellor Mr. Wajiullah Kundi were also present.

During the meetings, the Malaysian side showed a keen interest in enhancing cooperation with Pakistan in the agriculture and Halal sector. The two sides agreed to educate and encourage private sectors in both the countries to leverage the FTA to explore long term and sustainable trade and investment ventures. It was noted that there was a need to promote business-to-business interactions to tap the full potential of bilateral economic cooperation.

Secretary Commerce Zafar Mahmood emphasized the need to broaden the import base of Pakistani products as Pakistan was in a strong position to export more rice, fruits and vegetables to meet the needs of the Malaysian market.  He also urged the Malaysian businessmen to explore the vast Pakistani market and enter in joint ventures with their Pakistani counterparts. He also invited the Malaysian businessmen to attend the forthcoming Expo Pakistan 2011 to have a first-hand look at the Pakistani products and business opportunities available in Pakistan.

Key stakeholders renew commitment to sustainable development in Pakistan
National consultation deliberates on new and emerging challenges and makes recommendations to Rio+20

Islamabad, 12 September 2011: A National consultation was held today in preparation for the UN Conference on Sustainable Development (UNCSD)/Rio+20 June 2012. It was jointly organized by the United Nations Development Programme (UNDP) in its capacity as Co-Chair of the One UN Joint Programme on Environment and the Sustainable Development Policy Institue (SDPI). The Consultation, followed provincial consultations in Lahore and Karachi and engaged a wide range of Pakistani stakeholders (Government, private sector, NGOs/think- tanks & civil society).

Ambassador (r) Shafqat Kakakhel, UNDESA Consultant for Pakistan's Preparations for UNCSD, stated that the objective of the consultation was to secure renewed political commitment towards sustainable development based on the progress in implementation of previous summits on sustainable development and the new and old emerging challenges. He pointed out that Rio +20 Summit will discuss and make recommendations on green economy and institutional framework for sustainable development at global, regional and national level.

The Rio +20 process is of global significance as the outcome from Rio will influence and direct the sustainable development agenda in the post-2015 period. It provides the opportunity to bring inclusiveness for human-focused, low-emission, climate-resilient growth.

Key particpants included, Dr Ishfaq Ahmad, Advisor on Climate Change and Development, Planning Commission, Toshihiro Tanaka, Co-Chair One UN Environment/Country Director UNDP, Prof. Dr. M. Qasim Jan, Former VC Quaid-I-Azam University and Member, Board of Governors, SDPI, Mr. Shafqat Kakakel, Former Ambassador Dr Adil Najam, Vice Chancellor, Lahore University of Management Sciences (LUMS).

In his opening address, Dr. Ishfaq emphasized that strengthening implementation capacity on the ground is critical and the government and multilateral agencies can play a pivotal role in this regard'.

Mr. Toshihiro Tananka, further reiterated the importance of the Summit in the context of Pakistan, 'Move towards sustainable development is not a matter of choice but necessity for Pakistan. Rapid population increase calls for wise decisions on the use of available resources as more and more people become dependent for their lives and livelihoods on already depleting natural resources.'

Addressing the opening session, Prof. Dr. M. Qasim Jan said that SDPI has contributed to the work of the Planning Commission's Task Force on Climate Change and the formulation of the National Environment Policy in recent years. It is represented on the Advisory Group on Climate Change and Development. He said that the substantive and logistic support extended by SDPI, in collaboration with the UNDP, is perfectly in line with the mandate and goals of SDPI. After the Rio Summit, SDPI will join the government and other key stakeholders in ensuring the effective implementation of the outcomes of the Conference.

Dr Adil Najam highlighted different aspects of sustainable development while emphasizing the importance of integrity of economy, environment and social justice. "Rio is an opportunity to redefine sustainable development across the globe and in Pakistan. We need to bring sustaianibility and effieciency checks while greening our policies' he stated.

Please find Mr. Fasihuddin's coloumn on Terrorism – Learn from America, published in Daily Aaj, Peshawar on September 12, 2011. The writer discusses the law-enforcement aspect of terrorism which is generally debated in the country, mostly in political perspective. Policing terrorism and controlling radicalism is a specialized subject in police-studies in the west, especially the USA and UK. A political and generalistic approach will rarely help in counter-terrorism strategies of law-enforcement agencies. The US policies of counter and anti-terror are both international (outward) and domestic (inward). The writer analyzes the internal security measures of the US which have now secured their borders and population inside America. It is now time to learn from the best practices of the US and the UK so our law-enforcement agencies are enabled to devise meaningful and effective policies and practices. If we can learn medicine, engineering, law and other social sciences from the modern world and developed western countries, then why not to learn from their empirically-tested policies of policing  and security studies. Despite differences with some of the western policies, it is advised to learn from their effective tactics and strategies.
