What may be the science story of the century is breaking this evening, as heavyweight US solar physicists announce that the Sun appears to be headed into a lengthy spell of low activity, which could mean that the Earth - far from facing a global warming problem - is actually headed into a mini Ice Age.

The announcement made on 14 June (18:00 UK time) comes from scientists at the US National Solar Observatory (NSO) and US Air Force Research Laboratory. Three different analyses of the Sun's recent behaviour all indicate that a period of unusually low solar activity may be about to begin.

The Sun normally follows an 11-year cycle of activity. The current cycle, Cycle 24, is now supposed to be ramping up towards maximum strength. Increased numbers of sunspots and other indications ought to be happening: but in fact results so far are most disappointing. Scientists at the NSO now suspect, based on data showing decades-long trends leading to this point, that Cycle 25 may not happen at all.

This could have major implications for the Earth's climate. According to a statement issued by the NSO, announcing the research:

An immediate question is whether this slowdown presages a second Maunder Minimum, a 70-year period with virtually no sunspots [which occurred] during 1645-1715.

As NASA notes:

Early records of sunspots indicate that the Sun went through a period of inactivity in the late 17th century. Very few sunspots were seen on the Sun from about 1645 to 1715. Although the observations were not as extensive as in later years, the Sun was in fact well observed during this time and this lack of sunspots is well documented. This period of solar inactivity also corresponds to a climatic period called the "Little Ice Age" when rivers that are normally ice-free froze and snow fields remained year-round at lower altitudes. There is evidence that the Sun has had similar periods of inactivity in the more distant past.

During the Maunder Minimum and for periods either side of it, many European rivers which are ice-free today - including the Thames - routinely froze over, allowing ice skating and even for armies to march across them in some cases.

"This is highly unusual and unexpected," says Dr Frank Hill of the NSO. "But the fact that three completely different views of the Sun point in the same direction is a powerful indicator that the sunspot cycle may be going into hibernation."

President Zardari to visit Turkey for trilateral meeting on Afghanistan

ISLAMABAD, Oct 27 (APP): President Asif Ali Zardari will visit Turkey from Monday next at the invitation of his Turkish counterpart Abdullah Gul to attend the trilateral meeting on Afghanistan being held in Istanbul.

The President will have an all-encompassing dialogue with the Turkish leadership on different aspects of bilateral relations and cooperation on regional and international issues.

Giving details of the visit, foreign office spokesperson Ms.  Tehmina Janjua at weekly briefing said President Asif Ali Zardari would join President Abdullah Gul and Afghan President Hamid Karzai in the trilateral summit on Afghanistan. The agenda of the summit, to be held in Istanbul, will include peace, stability and reconciliation in Afghanistan and economic cooperation among the three countries.

She said Pakistan attaches importance to the trilateral and multilateral processes relating to Afghanistan and supports all endeavours and initiatives in this regard.

Replying to a question she said Pakistan would raise the issue of attacks by militants from Afghanistan into Pakistani territory during trilateral summit.

She said on Wednesday next, Turkey would host regional conference on Afghanistan and Foreign Minister Hina Rabbani Khar would lead Pakistan's delegation at the moot.

The conference would provide a platform to express solidarity and support for Afghanistan in its endeavours to establish peace and stability, she added.

Turkey is hosting the trilateral summit between Afghanistan, Pakistan and Turkey.

Foreign Office spokesperson said, "Pakistan attaches importance to the various trilateral, quadrilateral and other processes relating to Afghanistan and will continue to contribute constructively to all endeavours and initiatives in this regard."

She said Pakistan attached importance to the Regional Conference on Afghanistan being held in Istanbul on November 2 and added that Foreign Minister Hina Rabbani Khar will lead the Pakistan Delegation to the conference.

She said, "We envisage this Conference as a platform to express regions solidarity and support for Afghanistan in its endeavours to establish peace and stability; an inclusive process of national reconciliation; consolidate its sovereignty and territorial integrity; and achieve socio-economic prosperity by undertaking mutually beneficial economic cooperation with neighbouring states, the region and the world."

The spokesperson said, "Pakistan supports efforts for a secure, peaceful and prosperous Afghanistan contributing to stability, security and prosperity in the region."

She said regional support for this undertaking is of particular significance and the concept of developing a harmonious and mutually beneficial partnership between Afghanistan and the region is important.

The spokesperson said, "We believe the Istanbul Conference should manifest in tangible terms its support for Afghanistan on the basis of established principles of inter-state conduct enshrined in the UN Charter and the International Law as well as material, financial and technical support for socio economic development."

She said in dealing with the existing challenges, the Conference should also affirm support for eliminating all forms and manifestation of terrorism as well as production and trafficking of drugs in psychotropic substances.

The spokesperson said it is important that unity of purpose and the region's support for Afghanistan must be ensured through 'consensus decision making.'

She said the existing regional organizations and arrangements may also be urged to prioritize support in their respective domains for achieving the afore-stated objectives of a stable, peaceful and prosperous Afghanistan in a stable, peaceful and prosperous region.

Dear friends and scholars,
Who is Breaking the Country and Who is Dismantling the Army? Please read Mr. Fasihuddin (PSP) article/column in Daily Aaj, Peshawar today (October 27, 2011) on this hot sensitive topic in his regular column. The writer identifies the internal dynamics of feudal-dominated politics and elites-race for establishing their self-centered authority in the country, though in the name of democracy! The Pakistan Army is made a scapegoat now and a target of all criticism in a shameful manner. Despite some differences with the role of Army in politics, everyone knows that the Army has protected the country's frontiers in the hardest times of Afghan-Soviet war and during current militancy. However, the land-owning classes blame the Army for being pregnant with radicals, but actually have a chronic tussle with the Army for their own corrupt-practices. The debatable column invites more discussion which is also available on the following online link

You may forward it to your colleagues and friends if it is of their interest.
With Best Wishes

PRESS RELEASE

Khyber Pakhtunkhwa Government and UNDP release first-ever Millennium Development Goals Report

Report to serve as a baseline for tracking development progress in the Province

Peshawar, 27th October, 2011: The Government of Khyber Pakhtunkhwa and the United Nations Development Programme (UNDP) launched the first-ever Millennium Development Goals (MDGs) Report at the Planning and Development Department in Peshawar today. The Report tracks Khyber Pakhtunkhwa’s progress against each MDG.

The MDGs are a set of 8 goals adopted by 189 countries, including Pakistan in 2000 and set to be achieved by 2015.  The MDGs provide concrete, numerical benchmarks for tackling extreme poverty in its many dimensions.

Speaking on the occasion Mr. Rahim Dad Khan, Senior Minister, Planning & Development and Energy & Power, Government of Khyber Pakhtunkhwa stated, ‘The Government of Khyber Pakhtunkhwa would like to thank UNDP and other UN agencies for extending their sasupport for the compilation of the first-ever provincial MDG report. This Report will serve as a baseline to track progress and inform future programmes and policies of the Province. The Government of Khyber Pakhtunkhwa is committed to accelerate progress towards the achievement of MDGs and is the only province which has developed provincial MDG targets.’

‘The Government is implementing a Comprehensive Development Strategy which seeks to accelerate development in the province’ he added.

Jean Luc Stalon, UNDP Country Director a.i., appreciated the contribution and active involvement of the Chief Minister of Khyber Pakhtunkhwa, Chief Secretary, Additional Chief Secretary, Secretary Planning and Development, Chief Economist as well as Secretaries of other departments in the compilation of the report. “The ownership at such a high level shows the commitment of the Government towards the achievement of MDGs”  Jean-Luc underlined.

Jean-Luc Stalon stated ‘The Report provides empirical evidence on the status of MDGs and will help inform development planning and programmes of not only the Provincial Government but also other development partners. We would also like to thank the sister UN agencies for their invaluable contribution into the compilation of this report.’

‘UNDP has helped countries develop MDGs Acceleration Frameworks and will be happy to provide similar support to the Government of Khyber Pakhtunkhwa to fast track progress towards the MDGs’ he further added.

The Report uses the Pakistan Social and Living Standards Measurement (2008-09) data for most of its analysis.  Poverty in Khyber Pakhtunkhwa is estimated at 29% (in 2005/06) which is 7% higher than the national average.  However, with sufficient resource allocation, the provincial and federal poverty alleviation programs can play a role in poverty reduction.

The 10+ literacy rate in Khyber Pakhtunkhwa is 50% and the gap in female literacy is 31%. Despite this, there are pockets of high literacy in the province. Abbotabad, for example, has the highest literacy rates in the province at 72 %, with female literacy estimated at 61%.

Other MDG targets also indicate slow progress. Significant gender gaps exist in almost all social indicators across the Province and maternal mortality rate remains high. The infant mortality rate was 76 deaths per 1000 births in 2008.  Through successful immunization programmes, 73 % children (ages 12 to 23 months) have been fully immunized, while in some urban regions, 100% children have been immunized.

The Report also highlights that only 50% of Khyber Pakhtunkhwa’s population has proper sanitation facilities and access to tap water with disparities between rural and urban areas.

The Report concludes that, as is the case nationally, Khyber Pakhtunkhwa is not on track to achieve the MDGs with security problems, conflict and natural disasters (2005 earthquake and 2010 Floods) as contributing factors. Despite these impediments, the Government of Khyber Pakhtunkhwa has shown resolve and can still bring about significant positive change if the security situation remains at current levels of stability, or improves; and if rehabilitation and reconstruction efforts post-floods go as planned.
