The South Asia Studies at the Johns Hopkins
University�s School of Advanced International Studies in collaboration
with the Institute for Gilgit-Baltistan Studies held a seminar titled "The
Regional Implications of China's Growing Presence in Gilgit-Baltistan".
Prominent among the participants were Selig Harrison, executive director
of the Center for International Policy; Syed Iqbal Hasnain, distinguished
visiting fellow of environmental security at the Stimson Center; Lisa
Curtis, senior research fellow at the Asian Studies Center at the Heritage
Foundation; Mumtaz Khan, executive director of the International Center
for Peace and Democracy; Imtiaz Hussain, president of the Gilgit Baltistan
National Congress; Senge Hasnan Sering, president of the Institute for
Gilgit Baltistan Studies; and Walter Andersen (moderator), director of the
South Asia Studies Program.

Bordering Afghanistan, Tajikistan, China, India, and Pakistan, and as
part of the larger disputed state of Kashmir, Gilgit-Baltistan is one of
the most politically sensitive and geo-strategically situated regions in
the world. As a resource-rich region abundant in minerals and
energy-sources; a lynchpin for China to access Afghanistan, Iran, the
Indian Ocean region, and Africa; China has over the past decade become
increasingly involved in Gilgit-Baltistan both strategically and via
economic investment. With Chinese involvement in the region comes a wide
array of political, security, and economic sensitivities, but also a slew
of environmental concerns as Chinese-funded infrastructure projects like
dams, mineral exploratory activities and strategic infrastructure
development worth billions of dollars begs immediate attention.

Selig Harrison opined that Gilgit-Baltistan is an economically
under-developed and socially fractured society and very vulnerable to such
outside interventions. He said, �The impact of even a small Chinese
presence is highly disproportionate on a marginalized mountainous region
like Gilgit-Baltistan. This situation of creeping process of control by
China begs our immediate attention.�

Lisa Curtis opined that India�s wariness about China�s presence in a
region which is part of former princely state of Jammu & Kashmir is
understandable. The situation can be seen as highly provocative and
extremely unhelpful in resolving the regional dispute especially when one
considers that just eleven years ago, a war between India and Pakistan
caused huge damage on both sides of Line of Control which divides
Gilgit-Baltistan and Ladakh.

Syed Iqbal Hasnain warned that China�s projects like mega dams increase
seismic activity and submerge habitable areas and thousands of acres of
agricultural land. At the same time, it accelerates glacial melting and
occurrences of flashfloods. While comparing Gilgit-Baltistan with Tibet
and Xinjiang, he talked about damage to flora and fauna due to China�s
infrastructure development.

Mumtaz Khan expressed concern that China has departed from its policy of
neutrality on Kashmir and has adopted a stance favorable to Pakistan�s
position on the issue. He said, �While China is consolidating its position
in Gilgit-Baltistan; at the same time, it challenges India�s locus standi
in Kashmir, which could only complicate and prolong the Kashmir dispute.�

Senge Sering said that China�s activities in Gilgit-Baltistan are leading
to environmental degradation and fails to benefit the natives of the
region. He said, �The local people who oppose China�s role in damaging
glacial resource, pastures and cultural heritage continue to face sedition
charges in the Pakistani courts. Gilgit-Baltistan is a disputed territory,
yet both China and Pakistan exploit natural resources sans constitutional
guarantees.� He asserted that China�s involvement in Gilgit-Baltistan is
comparable to advancing the great game in the region.

Imtiaz Hussain brought attention to the fact that Pakistan has failed to
grant genuine autonomy to Gilgit-Baltistan, as legislative matters
pertaining to utilization of natural resources and revenue distribution
continue to remain with Islamabad. He demanded a complete control of the
people of Gilgit-Baltistan over their land and resources.

In concluding remarks, Walter Anderson expressed his concern over
construction of several dams in Gilgit-Baltistan which lies on the western
fringes of the fragile Tibetan plateau. He opined that the situation is
very alarming since it affects not only Gilgit-Baltistan but also
endangers the ecosystem and sustainability of biodiversity in the
surrounding countries. In the end, he thanked the panelists for their
valuable input and the audience for their participation.

ANKARA, 19 February 2011: Deputy Speaker of the National Assembly of
Pakistan Mr. Faisal Karim Kundi met the President of Housing Development
Administration of Turkey (TOKI) Mr. Erdogan Bayraktar at his Ankara office
and thanked the Turkish Government for building 4620 houses for flood
affectees of Pakistan.

Mr. Kundi, who is leading a seven-member Parliamentary delegation on his
visit to Turkey, requested Bayraktar to build more houses in Pakistan and
assured him for all kinds of assistance including providing land for
construction. He also requested Mr. Bayraktar to build community facilities
along with disaster homes.

TOKI President Bayraktar said Turkish Prime Minister Erdogan instructed him
to finish the disaster houses in Pakistan as soon as possible. "We will also
build facilities like health center and trade center along with houses,"
said Mr. Bayraktar adding "these houses will be built on high altitude areas
in order to protect these from possible floods and match the cultural
structure of Pakistan,." He said Pakistan needs urgent housing and this can
be achieved by establishing house manufacturing factories to build low cost
houses on a fast track.

The delegation included Members National Assembly Mr. Usman Muhammad and Ms
Shireen Arshad, Senators Mr. Muhamad Kazim Khan, Ms Simeen Yusuf Siddiqui,
Mr Mohammad Saleh Shah and Mir Lashkar Raisani.

Customs officials seize drugs, oil worth over Rs 100 million

 

The Directorate General Intelligence & Investigation-FBR have seized heroin, Hashish and smuggled oil worth over Rs 100 million in two incidents, according to a press release issued Saturday.

 

In the first incident, a team of the Directorate officials of Regional Office of DG I&I Peshawar arrested two persons and recovered from them 2,240 kilogram (gross weight) of Hashish and 14 kilogram (gross weight) of heroin powder being transported on a truck from tribal areas to the down-country.

 

Acting on a tip-off, the staff intercepted the truck on the Peshawar-Islamabad Motorway and found the drugs concealed under a load of marble scrap. The value of the seized drugs is estimated at Rs 100 million in the international market.

 

In another incident, the Model Customs Collectorate Hyderabad staff impounded an oil tanker loaded with 35,200 high-speed smuggled diesel on the Hyderabad Bypass. The value of the oil is estimated at Rs 2.8 million. The driver of the tanker has been arrested following an FIR lodged in the court of Special Judge Customs and Anti-Smuggling, Karachi.

Journalist Association's Office Bearers Take Oath

Shujaat Hussain Urges FSJA To Create Sportsman Spirit Among Politicians

The newly elected office bearers of Federal Sports Journalists' Association (FSJA) on Friday took oath to their respective slots with a resolve of being committed to the objectives of the organization as well as promotion of sports activities in the country.

 

President former ruling Pakistan Muslim League-Q Chaudhry Shujaat Hussain administered the oath from the FSJA members. Former President Pakistan Tennis Federation (PTF) and Senator Dilawar Abbas, former Davis Cup winner Nasir Munir and other dignitaries were also present on the occasion.  Dilawar Abbas was also announced the Patron-In-Chief of FSJA on the occasion.

 

While addressing the oath taking ceremony, Chaudhry Shujaat Hussain highlighted role of media in promotion of the sports activities and asked journalists to educate sportsman spirit to the politicians because some political leaders tended to 'foul play' merely for the sake of their interests.

 

Former Prime Minister said that the role of media was very important for the promotion of sports in Pakistan and urged the need of sportsman spirit ship in every field of life.

 

Chaudhry Shujat said that sportsmen and people linked to the sports could play pivotal important role in bringing peace and healthy sporty environment back to the country.

 

"Pakistani image has always been uplifted by the sportsmen" said by the president PMLQ hoping that day would come when law and order situation in Pakistan would be improved to the level that international sports events could be organized here.

 

Commenting on ongoing row between Pakistan and US over the detention of American national Raymond Davis for killing three Pakistanis, he said that provincial Punjab Government mishandled the issue because it could be addressed in more appropriate way.

 

Delawar Abbas while expressing his views said that the sports journalists in Pakistan had a very important role to play amid prevailing conditions because foreign teams were not ready to come to Pakistan and the journalists through their profession could build an image of a sporty Pakistan .

 

He praised the role of sports journalists and said that re-activation of FSJA would let the new and current lot of sports journalists to play their in the promotion of sports in Pakistan .

 

Member FSJA also gave vent to their views on the occasion and highlighted the importance sports media in the promotion of sports in Pakistan . Souvenirs/ shields were presented in last to the guests. All the sports Federation officials and sports personalities greeted the FSJA for re-activation and their active efforts in the promotion of sports.

PC ISSUES POLICY GUIDELINES FOR PRIVATISATION THROUGH CAPITAL MARKET TRANSACTIONS

Islamabad, February 19, 2011

In compliance to the decision of the Cabinet Committee on Privatisation (CCOP), the Privatisation Commission (PC) has issued the Policy Guidelines for privatisation through Capital Market Transaction, which were approved by the CCOP in its meeting held on February 3, 2011, which reads as follows:

"In terms of the Privatisation Commission Ordinance 2000, Privatisation includes a transaction by virtue of which any property, right, interest, concession or management thereof is transferred to any person from the Federal Government or any enterprise owned or controlled, wholly or partially, directly or indirectly, by the Federal Government. The Privatisation Commission is, therefore, mandated to divest title, interests, rights, ownership and control in the SOEs by means of various modes of privatisation. Section 25 of the PC Ordinance stipulates that the Commission shall carry out privatisation, in accordance with the prescribed procedure, through any of the modes, including sale of assets and business; sale of shares through public auction or tender; public offering of shares through a stock exchange; management or employee buyouts by management or employees of a SOE, lease, management or concession contracts; or any other method as may be prescribed.


2.            Pursuant to section 25(c) stated above, Privatisation Commission has been proactively pursuing a policy of supporting capital market development through the sequenced divestment of shares in state owned companies through stock exchanges in both domestic and international markets, taking into account stock market conditions and investor demand.

3.         In view of the foregoing the following policy outlines were approved by the Cabinet Committee on Privatisation (CCOP) on 3rd February, 2011:-

1.       The privatisation policy of supporting capital market through the sequenced divestment of shares in SOEs through domestic and international stock exchanges. Divestment of SOE's through capital market transactions will add depth to the local capital market and will provide shared ownership to both retail and institutional investors.

2.       The public offerings through Stock Exchanges and International listings (GDRs) will be done on case-to-case basis tailored to the circumstances of each enterprise. It is emphasized that only careful packaging, timing and sequencing can give best results.

3.        Where found expedient, the entity will be listed before adoption of the PPP privatisation mode to benefit, from amongst others, capital market price discovery mechanism.

Kashmir resolution key to regional peace: Dr Fai

Islamabad, Feb 18: Terming resumption of dialogue process between India and Pakistan as a positive development, the Executive Director of Washington based Kashmiri American Council, Dr. Ghulam Nabi Fai has said the two countries had no choice, but to address the Kashmir dispute for the sake of peace and prosperity in South Asia.

 

Addressing a press conference here on Friday, Dr Fai said, "It is agreed that the dialogue is the only way to reduce tension, but the ultimate objective of the talks should be the settlement of the long-standing issue of Kashmir that happens to be the root-cause of tension in the region".
Underling the gravity of Kashmir issue, Dr. Fai said, Kashmir should be on top of agenda during the forthcoming Indo-Pak talks. 
Quoting Pakistan Prime Minister, Syed Yousuf Raza Gilani, he said Kashmiri leadership fully endorse PM Gilani's statement in which he mentioned that dialogue would be meaningful if Kashmir was part of the agenda.
 

Drawing parallels between Egyptian uprising and the present non-violent movement in Kashmir, he said, "The important message for the people of Kashmir from the streets of Egypt is that non-violent indigenous movements cannot be suppressed by the use of brute force". The second important aspect of the movement he pointed out was that "it is the will of the people that ultimately prevails".

Cosmos and cosmic language (part I)

Over two decades ago, a Dervish once told me that cosmos speaks to us all the time in it's own language. It is different matter that we don't perceive or understand it. It's like a person sitting next to us talking in a foreign language sounding gibberish. All we hear are unintelligible words and see antic gestures. In order to comprehend him partly, we link his utterances with his body movements. When I enquired of him if he was talking about the non-conventional languages observed in numerology, astrology, astronomy, palmistry, etc., he replied in negative. He added that these languages may play a tiny part in it as parallels can be drawn from these languages and applied to unite past, present and future occurrences in a single continuity thus reflecting past with present and present with future and vice versa. Otherwise, these languages operate by a set of rules, while cosmic language has no such rules. What the Wiseman said further about the Islamic world and Pakistan was bewildering. Before I delve into that, let me briefly talk about the cosmos and it's language.

Generally speaking the word cosmos is applied to an orderly or harmonious system. The word originated from the Greek term kosmos, meaning "order" the opposite of chaos. Pythagoras is said to have been the first philosopher to apply the term to the Universe. It has become synonymous to universe ever since. In many Slavic languages such as Russian and Bulgarian, the word means the "outer space", while in Mandarin Chinese, it is translated as "space-time".

In theology, the term denotes the created universe, not including the Creator. For example, in Christian theology, it is referred to "this world" as opposed to the afterlife. Similarly, in the Quran Allah says that He created the universes and the earth and everything in between. In Zoroastrian theology the term aša is used signifying the concept of a divine order, or divinely ordered creation.

If we take cosmos as universe then according to current scientific theory, it began 13.7 billion years ago as a result of the Big Bang. Some scientists estimate the beginning at 18 billion years. The current diameter of the observable cosmos is thought to be about 93 billion light years, while the diameter of the entire cosmos is unknown and possibly infinite. Before going further, it is important to know the place of life in cosmos. Philosophically speaking observations of the physical Universe (cosmos) must be compatible with the conscious life that observes it. This became the basic rule of the anthropic principle. The principle was formulated as a result of a series of observations that the laws of nature and parameters of the Universe take on values consistent with conditions for life on Earth as we know it.

This principle gave rise to controversy as some thought it discouraged the scientific search for a deeper physical understanding of the universe. By invoking the ideas of multiple universes or an intelligent designer, the principle is criticised as more of a philosophical concept than a scientific reality. One way to bypass the controversy is to emphasize on the part of the principle which states, "conditions that are observed in the universe must allow the observer to exist" This became 'the weak anthropic principle' which makes fewer claims of substance and 'easier' to support. Thus, in its wider understanding, three aspects of the cosmos are studied; first, its width; second, its intelligent designer (some dispute this concept) and its sustainer (spiritualists believe in this notion); and third, its language.

The concept of 'intelligent designer' is an important part of this principle making it acceptable by the theosophists. In traditional theosophy, the beings that govern our particular Cosmos are called the Cosmic Logos. Various versions of such 'beings' have been recorded the details of which are beyond the scope of this write-up. But two beings became popular in theosophical and paranormal world. They are Alpha, the Heavenly Father and Omega, the Heavenly Mother which are said to live in the Great Central Sun, a hyperspherical body said to be located in the fourth dimension.

As opposed to this concept, the organised monotheistic religions believe in one 'Being' which governs the entire Omniverse and all its Multiverses. The attributes of this 'Being' were given the status of deities making a way to pantheistic theologies. This notion in its turn became the principle of communication in universal spirituality and a potent bond between various religions to make the warring theologies drop their guns of hate and open the door of tolerance.

Talking about language, theories about its origin are divided. Some state that language evolved from earlier pre-linguistic systems among our pre-human ancestors. It did not just appear from nothing. The opposite viewpoint is that language is such a unique human trait that it must have appeared fairly suddenly in the transition from pre-hominids to early man. It is believed that pre-human australopithecines did not have communication systems until the appearance of Homo some 2.5 million years ago. Some scholars assume the primitive symbolic communication started with Homo erectus,1.8 million years ago and proper language started with Homo sapiens sapiens around 50,000 years ago. Formal study of language began in India in the 5th century BC when 3,959 rules were formulated in Sanskrit morphology. Two hundred years later in 280 BC, one of Alexander the Great's successors founded a university in Alexandria, where the ancient texts were studied and Greek was taught to speakers of other languages. This school was the first to introduce "grammar" in its modern sense. The first book ever published was in Esperanto, the world's most widely spoken constructed language. Today, approximately 3000–6000 languages are spoken by humans.

The millennia years old evolution of human language is unique as compared to the forms of communication used by other animals, In this system the symbolic communication, is seen as consisting of three parts: signs, meanings and a code connecting signs with their meanings. In this way it allows humans to produce a limitless set of utterances from a limited set of elements and symbols and joined them through grammatical rules acquired as part of human social interaction. In other words the language has become a collection of symbols governed by grammatical rules combining signs with meanings and used in formal logic by evolved human brain. The areas of brain involved in this process are Broca's area, Wernicke's area, Supramarginal gyrus, Angular gyrus, and Primary Auditory Cortex. Through complex interactions between these areas and depending on whether the language is spoken, signed or written, it is uniformly transmitted through sounds, gestures, letters or symbols in orderly fashion.

Conversely, the cosmic language is entirely different ball game. It has non structured rules based essentially on intuition which brings it closer to spirituality without disconnecting it from theology or logic (philosophy). In this way it links theology, philosophy (logic) and spirituality completing the basic framework of any organised religion. As cosmic language is a comparatively new system with close links to spirituality, and spirituality being the main attraction of 21st century, this language can emerge a new dynamic phenomenon in the current century.
