Poverty does not breed extremism in Pakistan, study finds
Spending millions of pounds on development in Pakistan will do nothing to
keep young men out of the clutches of the Taliban, according to an extensive
survey of Pakistani attitudes towards extremism which will deepen the row
over Britain's aid budget.

The study, conducted by researchers from prestigious American universities,
found no link between poverty and support for militant groups.
The findings undermine a central pillar of the Conservative government's
radical new policy on aid, which will deliver almost £1.4bn to _Pakistan_

years as part of a strategy to protect Britain from terrorist attack.
On Wednesday, Theresa May, the Home Secretary, spelled out the policy to a
jeering audience of police officers, who face pay cuts while extra cash is
earmarked for Pakistan.
"If you get aid right in certain parts of the world, such as Pakistan, it
will reduce the possibility of terrorism on the streets of the UK," she
said.
Christine Fair, a South Asia expert at Georgetown University and one of the
authors of the new paper, said there was no evidence for such sweeping
assertions and that her study of 6,000 people suggested that poorer Pakistanis
were actually less likely to support extremist groups than more affluent,
better educated people.
"The terrorism literature has long held that poverty does not explain
terrorism," she told The Daily Telegraph.
"Yet despite what would be a fairly robust body of literature, both the
British government and the American government, have put together this canard
that we can buy our way out of terrorism by investing in education and so
forth. We simply don't find this."
Andrew Mitchell, who became International Development Secretary last year,
has repeatedly talked of putting national security at the heart of aid
policy.
With domestic budgets being cut, the argument has been deployed to justify
continuing to spend money overseas – even in Pakistan, a middle income
country where few people pay tax and the government spends more than £4bn on
its Army and nuclear arsenal each year.
In March, a review of British overseas declared, "Tackling extreme poverty
in Pakistan will help make the UK safer," as ministers announced they would
more than double the amount of cash for the terrorist-hit country – to
£446m in 2015, so long as certain benchmarks are met.
However, development agencies such as Oxfam have warned that such moves are
wrongheaded and that money should be spent purely to help those in need –
not to protect Britain.
The new research, the first of its kind and published by the Social Science
Research Network, suggests the money will not even help make Britain more
secure.
In an "endorsement experiment", respondents were asked how much they
supported different policies – the use of peace jirgas or reform of school
curricula for example.
A test group was told the policies were connected with Kashmiri terror
groups or the Afghan Taliban.
The difference between their responses and those of a control group, which
was not told of any connection, was taken as a measure of support for the
militant groups.
When compared with socio-economic indicators, the researchers found poorer
people were less likely to support extremist politics.
The paper concluded that poorer people in Pakistan were more likely to be
the victims of suicide bombings and other terror attacks, and therefore were
more likely to have negative feelings towards militants.
"This does mean there aren't good reasons to invest in education and
poverty mitigation. There are perfectly good reasons to do that. But if you are
doing it with the explicit goal of buying security at home, there is not a
lot of evidence," said Dr Fair.
"None at all."
Andrew Mitchell, International Development Secretary, insisted that
countries lacking education and mired in poverty were the least stable.
"Improving governance, security and the rule of law, matched with better
opportunities in terms of education and jobs, means we are lifting people out
of extreme poverty and addressing grievances that can lead people towards
extremism," he said.
"It is too narrow to consider this issue simply in terms of financial
poverty and extremism. It is vital to consider a wider range of issues that can
lead to instability and extremism, including local grievances and poor
education."

of 48 percent of Takaful Donation for its BancaTakaful customers for the

Sri Lankan PM inaugurated 6th China-South Asia Business Forum


PR (Islamabad)- "China and South Asian countries can bring about visible change in the global economy through promotion of cross-border trade and mutual trust and seize enormous untapped opportunities" this was stated by Hon'ble D.M. Jayarathne, Prime Minister of Sri Lanka during his keynote address to the 6th China-South Asia Business Forum  jointly organized by  China Council for Promotion of International Trade (CCPIT) and SAARC Chamber of Commerce & Industry in Kunming city of Yunnan Province of the Peoples' Republic of China on 5th June, 2011. 

 

The Sri Lankan premier accentuated the need for exchange of cooperation in Science and Technology, Energy, Agro-business and Tourism sector and sought Chinese Investment in South Asian countries to create better complementarities. The session was moderated by Mr. Rashid Bathiuddin, Minister for Industries and Commerce, Sri Lanka and addressed by business leaders from China and South Asia.

 

On behalf of the business community of South Asia, Immediate Past President of SAARC CCI, Mr. Tariq Sayeed addressed the Forum and proposed 10-point agenda for augmenting economic cooperation between China and South Asia.  He regarded China's economic development as one of the wonders of 21st century and perceived that China shall soon become the global economic leader. While appreciating the role of China-South Asia Business Forum, he said that since its establishment on 2005, the trade volume between China and South Asia has improved from $ 25 billion to $ 80 billion in 2010 and hoped that by year 2015, the volume will likely to cross $ 125 billion while referring the commitment of Heads of the Governments of China and India who have envisaged bilateral trade target of $ 100 billion by 2015.    

 

Vice Chairman, CCPIT Mr. Wang Jinzhen, said that since the opening of economy, China has been able to achieve high growth level and despite global financial crisis managed to attain double digit growth and overall witnessed 11.2% GDP growth for last one decade. He said that the objective of the creation of the CSABF and organizing of South Asian Commodity Fair as a regular annual feature is to provide South Asian countries to make niche in China, which despite being the largest export nation, was the 2nd largest import destination of the World.

 

Mr. Akber Khan, Vice President FPCCI represented the Private Sector of Pakistan and highlighted the areas of cooperation between China and Pakistan. He sought FDI and relocation of labour intensive and value-added Chinese manufacturing units in Pakistan, which could help bridge huge trade deficit faced by Pakistan.

 

The inaugural session f the Forum was also addressed by H.E. Bai Enpei, Secretary of Yunnan Committee of Chinese Communist Party, Mr. Wu Hailong, Assistant Minister of Ministry of Foreign Affairs of China, Mr. Tariq Puri, Chief Executive of TDAP, Dr. Mohammad Sharif Sariff, Deputy Minister of Commerce & Industry of Afghanistan and Mr. I.M. Pandey, Counsel General of India Consulate General in Guanghzhou. The Forum was followed by two sessions. The First session "How to expand the trade, innovate commercial policies and create a favourable environment for cooperation on a wider scale on trade and investment" was moderated by Mr. Macky Hashim, former President SAARC CCI (Sri Lankan) and the second session "How to promote investment and facilitate cooperation in Energy, Agriculture, Infrastructure Development and Tourism" was moderated by Mr. Iqbal Tabish, Secretary General of SAARC CCI. The sessions were addressed by prominent business figures from South Asia including President, Bhutan CCI, First Vice President, Federation of Bangladesh CCI and H.E. Ambassador of Bangladesh. Consul General of Pakistan and Commercial Counselor in Chedgdu and diplomatic corps of all eight South Asian Nations and more than 300 businessmen attended the Forum.

As-salamu `alaykum wa rahmatullah

Less than 2 weeks ago, David Cameron the Prime Minister, made some highly unacceptable, hasty and offensively judgemental statements about Muslims in the UK (under the guise of "Islamic Extremism") in his speech delivered in Munich. Not only was his speech offensive, it was also very ill-timed - delivered on the same day as an EDL march (an Islamophobic, racist group who wish to see Islam removed from this country). Now, these statements are not something entirely new or surprising as this is a topic the government is always heating up in society (yes, scaremongering is a favourite tactic of theirs), but what I was particularly pleased to see was a certain response from a certain shaykh.

When a people's principles and set of beliefs are attacked, the last thing they ought to do is react with passiveness and indifference. It would be even worse for them to fall in agreement with the foul remarks made about those principles or morals which they hold dear. This is the tarbiyah we need to develop within ourselves such that we enjoin the good whatever it may be and that we also go against any type of evil, whatever it may be - especially if it is one directed at our noble religion, belief and way of life. Every smoke signals a fire and so when scathing statements are made, you can be sure that actions will soon follow unless you stand up and make it clear that those statements are unacceptable.

And so this was the response of Shaykh Haitham al-Haddad in his open letter to the Prime Minister, David Cameron. Indeed, this is how our scholars should respond. Not by remaining silent, not by making speeches and writing articles on "Radicalism", but rather by challenging those in authority - with respect and firmness - and making it clear that we will not tolerate this type of hounding and humiliation.

Dear Mr. Cameron

In the Name of Allah, the Most Beneficent, the Most Merciful

"For me, I have set my face, firmly and truly, towards Him Who created the heavens and the earth, and never shall I give partners to Allah." ( The saying of Abraham, Quran 6:79)

We are deeply dismayed by your statements made in the Munich Security Conference on the 5th February 2011. Your speech was misleading, ill-timed, counter-productive. You have insulted the Muslims you are meant to serve and have demonstrated a failure to understand the Muslims and their faith.

A Muslim, literally, means one who has submitted his will to God. We bow our head in prayer to Allah, five times a day, in submission to Him and Him alone. We only have one Master, and we are Muslims first. Our beliefs in our values, and in what we hold to be right and wrong is dictated not from an elected parliament, but from Allah (God) as revealed in the Quran and the teaching of last Messenger, Muhammed (Peace be upon him) and consensus of the Muslims. Furthermore, we believe that this life is a test, that after our death we are accountable before Allah on a Day of Judgement, and we will all be given recompense according to our deeds. This, above all, is what motivates us:

Every human being is bound to taste death: but only on the Day of Resurrection will you be requited in full [for whatever you have done] - whereupon he that shall be drawn away from the fire and brought into paradise will indeed have gained a triumph: for the life of this world is nothing but an enjoyment of self-delusion. 3:185

We readily accept and work to strengthen the meritorious institutions of British society, especially those that exist because of the common origin of the Muslim and Judaeo-Christian tradition that British values were derived from: of honesty and moral integrity; of altruism and neighbourliness; of social, political, and economic justice. We encourage Muslims to do whatever they can, even while being a minority, to assist in increasing the general good and minimising harm in society, even if it be by an act as small as removing something harmful from a walker's path. We seek to work towards a peaceful society in Britain.

We encourage Muslims to work for the benefit of the people of Britain, for no one's sake but Allah's. We will go further to say that we endeavour to work with greater sincerity for the betterment of Britain and its people than any Prime Minister or an elected parliament does, for we seek no worldly gain. We would be insincere citizens if we failed to share with Britons what we believe will bring them peace and tranquility in this life and in the hereafter. Our role models are the Prophets of God, among them Noah, Abraham, Moses, Jesus, and Muhammed (peace be upon them all). As one Prophet said:

"I wish not, in opposition to you, to do that which I forbid you to do. I only desire your betterment to the best of my power; and my success can only come from Allah. In Him I trust, and unto Him I look."

But Muslims will not be bullied by 'muscular liberalism' into compromising on their teachings and the principles of their faith as Christiandom and others may have done, nor will we be forced to embrace values that oppose the faith of millions of Muslims in Britain, Europe and the world over. Interpretations of British values change as governments do, and what may be in keeping with liberal values may be completely unacceptable to our belief, whether it be mocking God and His Prophets, the alcohol culture with all its ills, and any cohabiting out of wedlock between man and woman, this being the only relationship Islam recognises. Are we still to be forced to embrace such liberal values and promote them? What values allow the fighting of illegal wars that kills thousands to spread democracy by the gun or of staunchly supporting nations that deprive a people of a land their rights and oppresses them? Are these British values?

What we believe to be wrong and unjust, we will exercise our right to speak out against. You cannot speak of a belief in the freedom of speech and religion while in the same breath denying the Muslims the right to proclaim and preach their belief. You thus make 'freedom of speech' an empty slogan. You either accept that people - British Muslims included - have a right to believe in the values that their religion teaches, or that the state regulates our beliefs and our values as in a 'thought police' that incriminates and sanctions citizens for what they may believe even if they break no law. This, in essence, is what you propose. If so, then how different is that from communist dictatorships that repress those voices that oppose the state's 'values'? You are travelling down a road that will end with sanctions being placed on Muslims for simply believing in Islam and the Quran.

The Islamic faith does not teach extremism. But the Prime Minister, MPs and non-representative think-tanks with their own prejudices will not dictate to Muslims what constitutes a correct Islamic understanding and what does not. You would be ill-advised to be directed by any biased coterie of individuals with neo-conservative leanings or those who seek to undermine Muslims to forward the cause of other interest groups. The government has already, on the basis of such misinformation, branded mainstream Muslim individuals, events and organisations as extremist, reinforcing the perception that your government is unable to make an impartial judgement about its Muslim citizens. This reality makes your speech a cause for even greater concern among British Muslims.

In your speech you stated regarding terrorism that the "threat comes in Europe overwhelmingly from young men who follow a completely perverse, warped interpretation of Islam". This is not true. The 2008 TE-SAT report of European terrorism confirmed that in 2007, only 4 out of 583 (0.007%) attacks were 'Islamist' in nature. In 2006 it was 1 in 498. The main threat comes from separatists and left-wing groups. Why do you seek to exaggerate the threat from Islamists when the facts state otherwise? It is irresponsible for you to further sour the relationship between a minority and the community at large, where there is already evidence of much anti-Muslim feeling. Statistics demonstrate that by sheer numbers alone there are more non-Muslims who feel hostility to Muslims (more than 20% in UK) or than vice versa. While singling out Muslims in the attack on multiculturalism, you made no mention of some Christians, Jews, Hindus and Sikhs who have been united for a common cause of hatred against Muslims in various guises under the banner of the EDL who were marching on the same day that you spoke. Rather than countering this unhealthy Islamophobia that is sweeping across Europe, you contributed to it. That you were on German soil should have reminded you of the consequences of contributing to hatred against minorities.

The most insulting and disdainful of your remarks directed to the Muslims was the threats of withholding funding from whom you think are extreme. Do you think that the strength of our conviction in our values is measured against paltry handouts or opportunities for photoshoots with MPs? Muslims do not need such money nor do they have any need to share platform with such ministers, and certainly not if these are meant to bribe them away from their principles. Reliance and trust upon Allah are the bedrock of our faith. What is the entitlement of any citizen - regardless of religion -should be granted to them. If the government decides to wrongfully withhold this from a Muslim individual or group because of ill-informed reservations about their beliefs, then it is the government that should be held accountable.

It is time Britain comes to terms with the reality of Muslims as part of Britain with the differences that we have between us. If this is what you want to confront, and this is how you want to browbeat Muslims with 'muscular liberalism' then do, for we will, with God's help, will be even harder-nosed in standing up for our faith, for we are responsible for this before God. We will always turn to Him and His guidance and we will, Insha'Allah (God willing) have the mettle to remain patiently steadfast on our faith and speak what we believe to be right:

Say: "O my people! Do whatever ye can: I will do (my part): soon will ye know who it is whose end will be (best) in the Hereafter: certain it is that the oppressors will not prosper." 6:135

Your speech has led to much upset in the Muslim community. While you may win over many right-wing and possibly racist voters, you will lose Muslim voters who will not forget your remarks in four years' time. But it is not votes, but a sense of justice and perspective that should guide you. We hope you reconsider your statements and reassess the direction this government is taking with regards to the rights of Muslim citizens of Britain, and not join Europe's growing far-right.

I had read some where long time back that when Musharraf
took over the very first call he made was to the centcom fellow. His words
are qouted "Zenni I have taken over". Now what does this signify? Did the
9/11 plan start in 1999? Zenni then was the area theatre commander. Later
after his retirement when I saw his picture he was visiting Israel and
standing in front of Aerial Sharon wearing a skull cap hands folded in
front, head bowed slightly in complete state of submission. I leave here to
draw your own conclusion.
The situation is quite clear as to what is happenning in Baluchistan and kpk
and concurrently what is happening with our waters. Our country is in a
strait jacket. The zardari clan are but installed by the CIA fellows- who
has not been able to identify the murderers fo BB- But are diverting the
attention of the people by issuing red warraants for musharraf etc.
Musharraf does deserve red warrants but for deeds other than the mock
investigation and allegation of BB. I do not understand as to why the
government is not demanding the satellite video/photographs from which the
murderer can be easily identified.
As far as Gwadar is concerned it was a deliberate sell out to an off shoot
of Singapore port Authority. Singapore as I had said earlier as well has a
special MOU and relations with USA. Its armed forces are trained by the
Israelis. When disscussion regarding gwadar was on I had predicted that
they are only a front man and they will never operate this port and delay
it for one trivial reason or the other.
U have mentioned of Baluchistan propaganda machinery working at the
carnigee endowment . u have also mentioned about Slieg Harrison. U also
mentioned of our ambassador's protest. Here where you have been led astray.
HH second wife - Farah naz Isphani was in the team of Slieg Harrison - and
who has been all in all in carnigee- even before the marriage. I would also
not be surprised that it could have been an arranged marriage by Slieg
Harrison him self. More of it later.
As of now the only government organisation that we can dependd on is the
Armed forces - but they are also being tarnished one way or the other. Last
but not the least - just pray that the north Waziristan action does not take
place.

Budget to serve interests of elite: PEW

Vice President Federation of Pakistan Chamber of Commerce and Industry (FPCCI) Fazal Elahi has said that budget is not as per the expectations of the business community or masses.

 

He welcomed the announcement of adding 2.3 million people to the tax net saying that if materialised, it will resolve many problems.

 

Talking to Dr. Murtaza Mughal, President, Pakistan Economy Watch (PEW) he said that measures for sustainable growth were avoided which disappoints many.

 

Fazal Elahi said that issue of energy outages has not been given due attention which will result in missed collection and export targets and add to unemployment.

 

The Vice President of the apex chamber said that no one can deny the presence of the black money in the country which should be channelled towards industry.

 

He said that debt servicing eats up 1972 billion rupees which is a major threat in a situation where tax-to-GDP ratio is falling and less than 1 per cent pay taxes.

 

At the occasion, Dr. Murtaza Mughal said that exempted sectors like agriculture, property and services have not been touched in the budget which is unfortunate.

 

Putting education and other critical services on the back burner will not help us in any way adding that situation is pushing millions to send their children to seminaries.

 

Dr. Mughal said that budget hardly offer any relief for the poor or business community and has nothing to attract investment.

 

Govt has again failed to raise taxes on the elite to cut an unsustainable deficit which has left us reliant on debt. Budgets made for political survival is one of the biggest problems Pakistan is facing.

Pakistan has great potential, future very bright: Ambassador

Pakistani exporters should explore emerging Halal market in Philippines

Islamabad: Ambassador of the Philippines Jesus I. Yabes has said that Pakistan has great natural resources, outstanding economic potential and a good economic team, which is moving the economy forward.

 

Pakistan has braved many problems, will soon come out of the troubles including terrorism to become a developed nation, he said.

 

This he said while talking to a delegation of FPCCI that included Malik Sohail Hussain, Chairman Media, FPCCI, Inayatullah Mirza, former president ICCI, Samina Fazil, President Women's Chamber, Uzma Maqsood and others.

 

He called upon the business community to explore more possibilities to enhance trade, which is improving, but remains below the actual potential.

 

Jesus I. Yabes said that further avenues of cooperation can be found with the help of people-to-people contact and interaction between the private sectors of the two countries, he said.

 

The Ambassador said that concept of Halal Food was growing in his country that can be an excellent opportunity for Pakistani exporters.

 

He said that Pakistan produces pharmaceuticals of guaranteed quality that can support the low-cost medicines programmes in many countries.

 

Pakistan is global leader in production of top quality rice, which is in great demand in the Philippines, the envoy informed.

 

Jesus I. Yabes said that Pakistan has been enjoying a surplus in trade; it is exporting cotton, textiles, rice, pharmaceutical, and glassware while importing semi-conductors, electronics, chemicals, paper and some agricultural products from his country.

 

He agreed to the proposals of Malik Sohail to showcase Pakistani products in Manila, share knowledge as well as expertise with each other and remove trade barriers.

 

Malik Sohail Hussain informed the diplomats that national business leaders Tariq Sayeed, Iftikhar Ali Malik and Ghulam Ali are eager for a meeting of the Joint Economic Commission to boost the two-way trade.

 

 

 

"Our business leaders want to cooperate with the Philippines in multiple arenas of bilateral and global significance," Sohail said.

 

Inayatullah Mirza said that Pakistan could benefit from the experience of the Philippines in telecom, call centres, tourism and hospitality sectors.

 

The Ambassador informed Samina Fazil that markets of handicrafts, clothing, and brassware could be explored in his country. 

 

He assured the delegation of all out support in enhancing trade and establishing enhanced contacts with Philippines Chamber of Commerce and Industry.
