Saudi funding with UNICEF support aims to bring children in conflict-affected districts of KP and FATA back to school

21 October 2011, Nawan Kalay, Swat – Almost half a million conflict-affected children in North-western Pakistan will benefit from a better learning environment as a result of key support from the Saudi Fund for Development for the UNICEF Welcome to School Initiative. The initiative was celebrated at a hand-over ceremony held at Nawan Kalay Government Primary School in Swat today.

Under the project plan, a total of 800 schools in six districts of Khyber Pakhtunkhwa (KP) and 350 schools in two agencies of Federally Administered Tribal Areas (FATA) will be provided with essential education materials and equipment that will enhance learning. As a result, approximately 483,000 children affected by the conflict will be able to return to school.

The ceremony was attended by senior representatives from the Education Department of KP, the Saudi Fund for Development (SFD), the Royal Embassy of Saudi Arabia and UNICEF. Teachers, students and parents from the local and surrounding areas were also in attendance.

"I admire the people for overcoming whatever they lost in the past during conflict," said Abdullah Al-Shoaibi, Chief Engineer Technical Department, of the Saudi Fund for Development. "The future is the future and we are happy to aid them in rebuilding their lives and country. I also admire UNICEF for all their efforts in the procurement of these educational items that will enhance the lives of the children and families in the area."

Provincial Education Minister of Khyber Pakhtunkhwa, Sardar Hussain Babak, said: "In each and every critical situation in Pakistan, the Saudi people and Government have assisted us. We are very grateful. We also appreciate the help of UNICEF in working with the Provincial Government of Khyber Pakhtunkhwa, the Saudi Fund for Development and implementing partners in resupplying these schools."

"I salute the people of SWAT for bravely facing difficult circumstances in the last two years, where teachers and students were threatened. Now I can say that we in Khyber Pakhtunkhwa are the role models for the rest of Pakistan in rebuilding the educational system," said Mr Babak.

UNICEF Pakistan Representative, Dan Rohrmann, said: "The Saudi Fund for Development and UNICEF share a vision of ensuring that children and their rights are protected under any circumstances. By working together we can make a difference that will forever change the lives of children, especially of the most vulnerable and disadvantaged. An investment in children is an investment in the future."

The project focuses on improving the education environment and learning outcomes for children, particularly in areas where displaced families have returned. SFD provided funding for the initiative by contributing US $12.5 million. Under an agreement signed by UNICEF and SFD, US$23 million has been allocated for an integrated package of assistance for children and families in KP and FATA.

The schools are to be equipped with all basic educational, recreational and emergency management services and facilities. Children will be provided with basic learning supplies including textbooks. In addition, an organized campaign to increase student enrolment will be initiated at the community level.

(Mexico City / New York: 19 October 2011): During a visit to Mexico in the context of a concert later today, UNICEF Goodwill Ambassador Angélique Kidjo visited a UNICEF-supported integrated facility that provides medical, psychological and legal assistance to children who have suffered different types of violence: the Integrated Child Protection System, known as “SAPII” for its Spanish acronym.

“When you are six or sixteen, and you have been beaten or sexually abused, your life is in shatters”, said Ms. Kidjo, who is a Benin-born international singer. “Then, what you most need is to avoid going through the trauma repeatedly in visits to various doctors, psychologists, police and prosecutors in different distant places. To give children the best possible care in these circumstances, SAPII’s specialized and integrated attention at the first point of contact is exactly what you want”, she said after visiting the facility in Mexico City’s Iztapalapa neighbourhood.

Located in the east of the megalopolis, Iztapalapa is one of the most disadvantaged in the city, with a population of nearly two million, of whom half a million are children. Almost half of its residents live in poverty, and it is the city’s borough with the highest reported incidence of domestic violence.

The SAPII was created to assist children who suffered violence. It operates within and around the Iztapalapa Paediatric Hospital, and has provided care to almost 600 children since its inception. UNICEF and its partners, working closely with Government institutions, have made this possible through advocacy and technical support, by proposing and developing inter-institutional protocols to cater for children and adolescents who suffered violence.

“The SAPII always receives us with tenderness, always with a hug or a kiss. Despite rejection by our families, here we find something very beautiful and helpful: love and understanding”, said a mother beneficiary from SAPII. The SAPII integrates specific protocols and resources from the state government’s health, social services and judicial branches, thereby ensuring holistic responses to their cases – providing essentially a one-stop shop where children can receive medical attention and psychological support, and can be interviewed by the prosecutors handing their cases.  The protocol places particular emphasis on inter-disciplinary assessments. It introduces innovative and sensitive techniques for taking legal testimonies from children, and it helps prevent family separation where possible.  “Now my daughter is smiling and interacting with other children again”, said another mother.

“This is an innovative approach, to respond to cases of violence against children in an integrated manner. The initial dedication of individual doctors, social workers and prosecutors, is now an official system”, said Susana Sottoli, UNICEF Representative in the country. “But we see this as just the beginning. In support of the federal and the state institutions, we are working to promote the model across the city and the country – so that we can alleviate suffering not for hundreds of children, but for tens of thousands who have suffered different forms of violence at home, at school, or in the streets”.

The SAPII’s concrete impact on the lives of children has been steadily increasing. In 2007 the hospital attended only 12 cases of violence against children. In 2010, with the SAPII being functional, it attended and followed 216 cases. The training of health, justice and social welfare personnel has enabled better detection of cases of sexual abuse and violence (53% of the cases attended in 2010), which were not identified in such proportion before. Of all the different kinds of violence attended, 61% were committed by family members and 48% occurred in the children’s own homes. Of all these cases, only one has resulted in the institutionalization of the child in a care home, while in all others, members of the child’s extended family have been identified and supported in providing appropriate care. Psycho-social monitoring has indicated a reduction of almost 50% in symptoms of emotional and other consequences on the children attended. For instance, 23 out of 39 children attended in 2010 whose schooling was negatively affected, managed to overcome these difficulties. Thanks to the joint work by UNICEF and partners, the SAPII model is now an option for authorities across the country.

[Pak-Media] PFUJ welcomes the SC judgment

President Pakistan Federal Union of Journalists (PFUJ), Idrees Bakhtiar, and Secretary General Mian Rifaat Qadri have welcomed the Supreme Court's judgment over 7th wage board award, and termed it victory for journalist community.
 
In a statement, they said that journalists are the backbone of media industry, and after implementation of wage board award, various longstanding problems being faced by journalists would be resolved, which would ultimately benefit the journalism industry.
 
They hoped that the newspapers owners would implement the apex court's judgment in its letter and spirit.
 
They thanked senior lawyer Akram Shaikh, who represented PFUJ (D) in the Supreme Court, and counsels for other journalist organizations for their perpetual struggle for journalists' right.
 
The PFUJ leaders also congratulated all the journalist organizations on the apex court's judgment.

Women entrepreneurs on Wednesday called upon the authorities to rationalise the interest rate spread to revive ailing economy.

 

Interest rate spread, which is 100 per cent above the normal level, is good for banks only while it is disastrous for economy, said Samina Fazil, founder President Islamabad Women Chambers of Commerce and Industry (IWCCI).

 

Sole aim of the business community has been confined to contribute to the profits of banks as regulatory bodies seems uninterested in ensuring best banking practices, she said while talking to Dr. Murtaza Mughal, President of the Pakistan Economy Watch.

 

Samina Fazil said that lack of investment opportunities, frequent mergers, uncompetitive environment, privatization, collusion, and apathy of State Bank of Pakistan has given additional strength to the banking companies that are offering negative rate of return since long.

 

Banks, supposed to mobilise savings and finance economic activities, are merely focused on maximising profits in absence of proper accountability, she added.

 

Situation has transformed banking into most profitable sector of the country; she said adding that such a massive spread is hurting women who are frequently ignored by the banking companies on one pretext or other.

 

Borrowers, depositors and the whole country is paying price for the excessive desires of uncontrolled banking sector, Alia Akram, President IWCCI noted.

 

State Bank of Pakistan shouldn't forget its responsibility to keep banking system efficient and competitive and save depositors and borrowers from exploitation, the business leader said.

 

Banking system is contributing towards declined saving rate; unjust distribution of wealth, widespread poverty and controversial monetary policies, said Vice President IWCCI Naima Ansari.

 

Disrespecting sources of profit is against the ethics of any business she said adding that intermediary costs (difference between the cost of borrowing and return on lending) as are illogical and oppressive in Pakistan's imperfect market, they said.

 

At the occasion Dr. Murtaza Mughal said that improving the policies of financial sector should be taken as a challenge. He said that high-cost capital can never encourage investment or support economic activity.

 

Low and stable inflation encourages investment and promotes while high inflation can retard GDP growth if it stays above the 5 per cent threshold, said Dr. Mughal.

 

Authorities should engineer soft lending to revive economy, he demanded. Stubborn inflation should not be allowed to change people's perception about effectiveness of monetary policy therefore there is a need to fine-tune guiding principles.

Mansha Yad was undoubtedly the gentleman of Urdu Literature.He was my friend and a great
contemporary.His sudden death is my personal loss.May God rest his soul in peace.As far as I know, he did not belong to Ahmadiya Community,as indicated by Dr Abrar Ahmed

Muhammad Mansha Yad

Muhammad Mansha Yad was born in 1937 in Thattha Nushtar, a village close to Farooqabad, earlier known as Sachha Soda. He did his matriculation from Hafizabad and got a diploma in engineering from Rasul College. He passed examinations of Fazil-e-Urdu in 1964, Bachelors in 1965, Masters in Urdu in 1967 and Master in Punjabi in 1972 from University of the Punjab.

He was married in Lahore to his cousin Farhat Nasim Akhtar in 1960. He has one daughter and three sons. His eldest son Farrukh Jamil is Vice Principal at Army Public School & College Rawalpindi and daughter Noma Shabnam is also teaching in a Model College for Girls in Islamabad. His son Dr. Amer Shakil is a Professor of Medicine at The University of Texas, Dallas, USA. The youngest sonKashif Naveed is Assistant Manager in a National Newspaper/ TV Channel in Islamabad.

Mansha Yaad joined the Pakistan Government Service in 1958 in PWD rehabilitation in Rawalpindi and Murree for about two years (1958–1960) as a Sub Engineer and by 1960 started working with the Federal Capital Commission which was later converted into Capital Development Authority (CDA), Islamabad as an Sub Engineer. He served as Asstt. Engineer ,Executive Engineer, Public Relations Officer & Chief Complaints officer over time and retired as an Depputy Director in 1997.

After his retirement he lived in Islamabad at his residence known as "Afsana Manzil" ( Urdu: منزل افسانہ ) ( Tanslated: "Fiction Destination") and is actively invested his time towards literature and getting involved in literary gathering as well as writing on encouragement of topics such as magnificence in life and significance of justice for printed and electronic media. Mr Mansha Yaad died from a heart attack on October 15, 2011 in Islamabad.

The death of this genious is a big loss for Urdu literature and Ahmadiya Muslim Community.

HIGHLIGHTS/ KEY PRIORITIES
·        16,365 cholera cases of which 467 deceased reported in DRC since January
·        Protection of civilians remains of high concern amid overgrowing insecurity in eastern DRC
·        UNHCR to distribute NFI kits to over 12,500 people in 21 IDP camps in North Kivu
·        Malnutrition overtakes malaria as the main cause of mortality for children under 5 in Province Orientale

General Overview

·        Restricted access to vulnerable population in eastern DRC due to insecurity, especially in North Kivu and South Kivu, is negatively impacting on the humanitarian situation. In northern North Kivu, fighting between the DRC National Army (FARDC) and armed groups pushes civilians to flee their villages and makes them more vulnerable as they are living in areas that have limited access for humanitarian actors. In South Kivu, armed groups attacked at least eight humanitarian vehicles in the past few weeks and a World Health Organization (WHO) immunization campaign against polio in Uvira risks to be compromised due to insecurity. Six health centres in Uvira Territory have already closed as staffs have fled to Uvira Centre to escape insecurity. In the build-up of elections, there are risks that the situation worsens and leaves hundred of thousands of vulnerable populations without much needed assistance.  

Population Movements
·        Province Orientale: The Rapid Response to Population Movements (RRMP) program reports the displacement of around 13,000 people in the last three months in Yakoko village (Territory of Opala). These IDPs moved following the repression against a religious sect in late July by the FARDC. According to a RRMP evaluation report, there are another 11,000 households (around 55,000 people), of which returnees and host families, who need assistance in shelter, food, non food items (NFI), protection and education. Unfortunately bad roads limit humanitarian access to Yakoko and many other areas of Opala Territory.
·        Following improvement of the security situation in some localities of Shabunda Territory in South Kivu, NGOs report a progressive return of IDPs. According to ADSSE, around 1,250 IDPs have so far returned to the south-west of Shabunda Centre. However, other civilians are still fleeing their villages within Shabunda Territory due to the activism of the Rwandan rebel group FDLR and local Mayi-Mayi militias.  

Protection of civilians
·        Armed groups continue to attack villages, to loot houses and to commit different abuses against civilians in the Territory of Irumu (Ituri District) in Province Orientale. Meanwhile, in Djugu Territory, intercommunity clashes occurred following land disputes. At least 120 houses were burnt down. This incident is the second to occur within a month in Djugu Territory. The persisting displacement of populations due to insecurity amplifies the tensions over land control that already exist.
       
Humanitarian Needs and Response

Food Security and Livelihoods
·        The World Food Program (WFP) provided 22 tones of food to 21 health centres in Dungu and Faradje (Haut Uele District) in Province Orientale to assist 2,365 moderately malnourished children, 313 pregnant and breastfeeding women, and 50 caretakers. In Dungu Territory (Ituri District), Caritas and ADSSE – operational partners of WFP – distributed 92.5 tones of food to 5,022 vulnerable people in the localities of Kiliwa, Limayi and Ndedu.      
·        3,270 returnee households of Buabo and Nyamaboko sites in Masisi Territory (North Kivu) received farming tools and 165.5 kg of garden seeds from the United Nations Food and Agricultural Organization (FAO) to improve food security in the areas of return. FAO provided the assistance through DIOBAS, a local NGO working in the area. On October 02, FAO handed cassava processing units to three organizations that host 77 demobilized soldiers in Masisi and Walikale Territories.

Health
·        From January 01 to October 11, a total of 16,365 cholera cases of which 467 deceased have been reported in DRC according to a joint DRC Ministry of Health and WHO report. Out of 11 provinces, only three – Bas Congo, Kasai Occidental and Kasai Oriental – have not reported any case. The number of cholera cases in four provinces that are going through an epidemic (Bandundu, Equateur, Kinshasa and Province Orientale) has reached 7,008 with an average lethality rate of 6%. Limited access to clean water remains one of the major factors in the persistence of the water-borne disease.  
·        According to Buta Health District Authorities (Bas Uele District) in Province Orientale, malnutrition has overtaken malaria as the main cause of mortality among under-five children. A nutrition mapping study is planned with the support of the United Nations Children’s Fund (UNICEF) and WFP.

Nutrition
·        Following a workshop to analyze the nutrition issue in the Equateur Province, UNICEF and the National Nutrition Program (PRONANUT) recommend urgent actions against malnutrition throughout the province. The workshop took place following a nutritional screening organized in April that revealed a global acute malnutrition rate of over 10% (MAG > 10%). Malnutrition and food insecurity are among main humanitarian issues in non conflict zone in the DRC.

Protection  
·        To reinforce community based efforts against Sexual and Gender Based Violence (SGBV), the German International Cooperation (GIZ) and the NGO Search for Common Ground organized a workshop in Uvira (South Kivu) on the role of the Police in children protection and the prevention of SGBV. At the end of  the workshop, participants mostly community leaders such as local authorities, local churches leaders, civil society members and heads of local NGOs signed an engagement to promote human rights and the fight against SGBV. SGBV is one of the main protection of civilians’ issues in South Kivu.
·        South Kivu: NGO “Fondation Solidarités des Hommes” (FSH) concluded on October 11 a series of workshops aiming to elaborate a Minimum Assistance Package (MAP) for the economic reinsertion of victims of sexual violence. FSH argued that many of reinsertion projects fail as they do not take into account opportunities offered by the local markets. These workshops which brought together participants from international and national NGOs, and the United Nations Agencies, aim to put in place a reference tool for actors working on economic reinsertion of SGBV victims.  

Shelter and non-food items (NFI)
·        The United Nations High Commission for Refugees (UNHCR), in collaboration with the shelter and NFI cluster, started on October 04 the distribution of basic commodities’ kits to 12,570 IDP households living in 26 IDP camps in the Province of North Kivu. Moreover, some 3,428 households displaced within Birambizo Health Zone will benefit of canvas covers as part of the same operation that will last up to the end of October. As of September 30, around 75,000 IDPs are still living in 31 camps coordinated by the UNHCR in North Kivu.
