Demand for restoration of previous tax system gains momentum

Business leader terms new income tax return system unsatisfactory

Islamabad: Munawar Mughal, Chairman of the Founder Group of Islamabad Chamber of Commerce and Industry has put his weight behind majority of the traders of the country who are have shown serious concerns about new income tax return system.

Mr. Mughal who is also Member of the Managing Committee of the FPCCI and has remained president of ICCI and Chairman FPCCI Capital Office said that restoration of previous income tax return system is imperative.

Talking exclusively to Pakistan Observer, the veteran trade leader said that FBR has extended the date to file returns for four times but to no avail as only 17 per cent of the taxpayers have so far filed returns which proves that the strategy employed by the tax authorities has backfired.

Many trade associations and business chambers have expressed their concerns in their internal meetings and with the tax collectors, he informed.

Munawar Mughal said that traders have no faith in the moves directed by the foreign lenders and the only resolution of the issue lies in simplicity of the system.

Small traders and industrialists on Wednesday warned the Federal Board of Revenue (FBR) of protests, if it failed to change the 'disputed' conditions in the income tax form for 2011-12 in line with the businessmen community's demands.

We have decided not to file tax returns if the disputed conditions are not omitted, he said adding that anti-business tax policy should be immediately reviewed.

"I foresee that the protest against the tax policy would continue till the FBR restored the previous mode of filing returns," he observed.

Munawar Mughal demanded of the government to introduce plans to help the financially weak traders with attractive tax policies so that the government's annual revenue could also increase. He also urged the FBR to avoid new experiments on the traders who were already in the tax net.

Such new and controversial initiatives would have negative impact on the existing tax collection system, he said.

FBR should not avoid imposing tax of favourite sectors; it should first widen the tax base then introduce changes that should be only aimed at betterment of the country, he demanded.

Munawar Mughal warned that some traders may not refrain from getting violent in order to stop the tax recovery teams in the markets as many associations across the country have decided to resist officials.

Trading community reeling under energy outages, inflation, law and order situation and unfair taxation system have formed committees to stop the tax recovery teams from entering markets which can result in law and order situation and further drop in collections, he said.

He said that the clause "D" from the income tax return form should be deleted and recently-increased rate of turnover tax should be revised.

FBR cannot reduce the fiscal deficit by squeezing the existing taxpayers while patronising landed elites and other non-tax paying affluent sections of society, he said.

The present system of agricultural taxation has created significant distortions and inefficiency in the economy. Loopholes in the system, especially the exemptions of income tax on agricultural income, have created opportunities for tax evasion on incomes earned from non-agricultural sources, he said.

Mr. Mughal said that current moves will not help FBR in any way to support tax culture in country and boost tax-to-GDP ratio which is keeping us dependent on foreign loans.

A dialogue is needed to resolve the issues as majority of business community see new income tax return form as unrealistic and against the interest of the trading community, said Munawar Mughal.

Kaiyoom Awan President PPP, California and a founder member of the party issued by the information secretary it is said that in case of memorandum gate, Mr. Hussain Haqqani has tendered his resignation and offer himself for the enquiries to be made in to MEMORANDUM involving the Government of Pakistan, Political leadership including President Honorable Asif Ali Zardar, the Chief of Army Staff Commander In Chief of the Pakistan Army Mr.Kiani, and General Pasha in a so called Memorandum prepared on the instigation of someone by Mr. Aijaz who is already famous for this kind of scams. No matter what when Mr. Haqqani has resigned and offered him before the parliament of Pakistan to face any enquiry made on any level of the judiciary committee, and or made by any other source, it has been made clear that positively a committee is being constituted to look into this very serious case of treason against our country Pakistan and its solidarity involving our respected Army which is highly respected and trusted by the Government of Pakistan, the general public of Pakistan amongst others. It is not justified that a baseless propagation to defame our own country, our nation, our respected Army before it is investigated no matter what and after coming the verdict then this very sensitive issue could be discussed in the media, general public or on the stages of opposition parties to eradicate the possibilities of the such defamation on the part of Pakistan and the nation. Although it is a burning question for each one of us as nation of Pakistan, but we must wait till some decision is taken by the incoming commission by the Government. Everyone knows that this memorandum sent the Army Chief of the United States of America which anonymous, without sufficient proof of evidence against our Ambassador Mr. Hussain Haqqani etc.  In the very best interest of the benefit for Pakistan it is requested to kindly stop any kind of propagation on this issue.
 
Secondly the President of Pakistan People's Party Dr. Awan has congratulated the Prime Minister of Pakistan to appoint Mrs. Shiree Rehman as an Ambassador of the US replacing Mr. Haqqani which is great decision appreciated by the PPP of the California, US. Also the PPP leadership too to work together to build a new Pakistan, instead of falls propaganda to show the hidden wealth and ASASAS, which is just cheating to the general public and nothing beyond that. Whatever has done and who has looted the Pakistan, just forget it for the past, work for the present and look for the future of Pakistan. Such memo having no genuinity and a anonymous and has nothing to do with the prosperity of Pakistan. So please be positive and save Pakistan under the policy of live and to let live. Post Devolution: ILO hosting Decent Work Consultation

ILO Islamabad (21 Nov): The Government of Pakistan after the 18th Constitutional Amendment has      
devolved the subject of labour to the provinces. In order to identify priority areas for promoting      
Decent Work at the provincial and federal level, the ILO has organized 2-days tri-partite consultation      
(22-23 Nov 2011) to finalize its Decent Work Country Programme 2010-15.      

In this high level consultation, ILO's Team of Decent Work Specialists will provide technical support to      
the delegation of Government, Employers and Workers in Pakistan to fine tune their priorities for the      
next four years.      

The Ministry of Human resource Development and the Four Secretaries of Labour from the province      
of Punjab, Baluchistan, Khyber Pakhtunkhwa and Sindh, with their technical experts, are participating in      
these consultations. The Delegation of Employers Federation of Pakistan (EFP) is headed by its      
    President Haji Mohammad Javed whereas that of Pakistan Workers Federation (PWF) by the veteran      
trade union leader Khalil-ur-Rehman      

The inaugural ceremony will be held on 22nd November 2011 at the ILO Office for Pakistan Sector G-     
5/2 Islamabad from 13:30 to 16:00 hrs. You are kindly requested to send your representative to cover

Thatta is the Symbol of Culture and Heritage of Sindh.

Thatta is also called Thatto in local language. It is a town in Sind Province, ninety-eight kms (60 miles) East of Karachi, on the National Highway, just west of the Indus River and the Arabian Sea coast. Thatta was once called the El Dorando of the east. At one time Thatta was important for being Sind's capital city and as a center for Islamic arts. From the 14th century four Muslim dynasties ruled Sind from Thatta, but in 1739 the capital was moved elsewhere and with it Thatta declined. Thatta has a very rich heritage of Muslim architecture during the era of the 16th and 17th century. The history of Thatta goes back some 2000 years. It is now a mere vestige of its former greatness as 16th-century capital of the Samma dynasty in Lower Sind. It was Incorporated as a municipality in 1854.
It is believed that this was the place where Alexander the Great rested his legions after their long march. The remains of Thatta include the tombs, mausoleums and mosques. Some of them are in a good state of preservation. The remains of Thatta depicts their civilized sense.
The surrounding region includes the barren and rocky Kohistan area and the swampy deltaic land of the Indus. Sugarcane is the chief crop; camel breeding is significant. Nearby excavations reveal occupations dating from the first century B.C.
The Makli Hill near Thatta is the world largest graveyard spread over 15.5 sq. kms, having millions of graves. Here in eternal sleep lie kings, queens, Scholars, Philosophers and soldiers of a by-gone era-an era renowned for its culture and learning.
We can see the masterpieces of stone carvings over the gravestones and mausoleums. These grave stones and mausoleum stones represent the different era's and dynasties. There are monuments of Summa period (14th to 16th centuries), the Tarkhan & Arghun period (16th century), and the Moghul period (16th to 18th centuries). You can examine the minute and delicate workmanship on the tombs of famous Mughal governor's. The structure is strong and beautiful exemplifying its immaculate beauty. The main stone used in the construction of these monuments are; marble and granites which have a tendancy to last for generation's. You could easily see a rhythmic construction in these monuments.
The largest and the most impressive tomb among the tomb's is the tomb of Isa Khan Tarkhan who died in 1644. Isa khan had constructed this tomb in his lifetime. After a partial completion of that tomb, Isa khan cut off the hand's of most talented craftsmen, so that no other emperor could engage them to copy the same monument again. Besides the most preserved monuments are, the tomb's of Mirza jani Beg, Mirza Tughral beg and Diwan Shurfa Khan.
3.22 km away from Thatta is the Shah Jehan Mosque, which is the masterpiece of mughal construction. This mosque was built by the constructor of Taj Mahal in 1647 A.D. Build towards the middle of the 17th century, this sets a glorious example of Muslim architecture and heritage. This mosque was build by Mir Abdullah under the order of The Mughal emperor, Shah Jehan. Shah Jehan mosque is a superb example of crafty tile work. Its 93 domes and 33 arches with varying sizes add to their architectural beauty. The domes have been exquisitely laid in a mosaic of radiating blue and white tiles. Thatta with so much offering poses to be a prime choice of visitors.
