·                    MOTORWAY POLICE REUNITED 04 LOST CHILDREN WITH THEIR PARENTS. 

National Highways & Motorway Police has reunited 04 lost children with their parents. As per details, Motorway Police Officers SPO Gulzar Ahmed and PO Wasim Akram were on their routine patrolling duty on national highway in the area of Jambar saw a child Muhammad Altaf s/o Muhammad Latif r/o Okara aged 07 years, who was weeping. On asking, he informed that he was going to home in a bus, but he fell to sleep in the bus and they disembarked him here. The NH&MP officers took the child in their safe custody and after hectic efforts succeeded to search his parents. Later on after due verification from the people of area, he was handed over to his uncle. In 2^nd incident, NH&MP officers SPO Mudasar Ali Shah and APO Amjad Afridi were on their routine patrolling duty on national highway in the area of Khanewal, saw a child Muhammad Shoib aged 10 years r/o Lodhran, who was wandering on the road and weeping. On asking, he informed that he is studying in a Madrasa Farooqia and due to dispute with teacher he run away from  Madrasa and was going to home in a bus, but due to non payment of fare they disembarked him here. The NH&MP officers took the child into their safe custody and after hectic efforts succeeded to search his parents. Later on after due verification from the people of area, he was handed over to his elder brother Muhammad Hashim.  In 3^rd incident, the Motorway Police officers SPO Riaz Ahmed and PO Abdul Hameed were on their routine patrolling duty on national highway in the area of Sundar saw a child Muhammad Yasin aged 09 years r/o Multan he was weeping on the road.  On asking, he informed that he was going to Lahore to meet with his brother and brother in law, but he lost his way. The NH&MP officers took the child into their safe custody and after hectic efforts succeeded to search his parents. Later on, after proper counseling of the child, he was handed over to his brother. In 4^th incident, A driver of bus No.JA-488 of Raja coach bus service informed the NH&MP movie officer Agha Ghulam Rasool that a girl aged 10 years boarded in the bus from Sukkur bypass and going to Multan, but she don't have fare to travel. On this NH&MP movie officer informed the NH&MP patrolling officers SPO Ghulam Muhammad and PO Muhammad Anees. The NH&MP officers took the girl into their safe custody and contacted her father who came in the camp of NH&MP.  After proper counseling of the girl and her father, the girl was handed over to her father. The Motorway Police Officers handed over these children to their parents after due verification. In this regard, different methods & media were used in tracing the parents of these recovered children. However, the desperate faces of the parents of these children were filled with happiness when the Motorway Police officers reunited these children with them. They and the people of area were really thanked the officers of NH&MP on doing this sacred job.  The Inspector General, National Highways & Motorway Police Wajid Ali Khan Durrani has appreciated the performance of the officers and announced cash rewards with commendation certificates who took part in these incidents.

Economic Growth in Pakistan"*

*A report launched by Planning Commission of Pakistan*

*Islamabad, **Wednesday, 11 January 2012**:* The Planning Commission has
been charged with developing growth policy and managing the Public Sector
Development Program (PSDP). The Framework for Economic Growth (FEG) which
has been prepared by the Planning Commission through research and
countrywide consultations has been approved by the National Economic
Council (NEC). This strategy focuses on governance, urban management,
markets, connectivity and youth and community engagement.

Planning Commission of Pakistan has launched a report "Disconnected?
Physical Capital, Social Capital and Connectivity for Economic Growth
Pakistan" to inform the process of Framework for Economic Growth Pakistan.
The report is an effort to shape the basis for an argument for government
and non-government entities to invest much more in exploring the role of
social capital in the economy.

The report highlights Pakistan has suffered from a series of political,
social and economic crises over the last several decades that encompass
virtually all facets of public life. Whether government, private sector or
civil society, public life is constantly in problem-solving mode.

Most potent and significant kinds of crises Pakistan faces (with alarming
frequency) are economic crises. Economic crises tend to manifest themselves
in a variety of ways, sometimes separately, and often jointly high
inflation, high and unsustainable current account deficits, high
unemployment, high poverty and most significantly slow and unpredictable
economic growth.

Although physical infrastructure exists in significant quantity, the
internal inefficiencies and poor governance often result in significant
losses for state-owned enterprises like Pakistan Railways (PR) and Pakistan
International Airlines (PIA). In addition to inefficiencies within these
major industries, poor planning and rigid approval processes of development
projects have led to the underutilization of public investment

This report explores connectivity as a platform for economic development;
the role it plays in economic growth; and its contribution to Pakistan's
FEG. Connectivity supports trade, commerce and interactivity (via the
exchange of information, ideas, methods and processes, goods and services,
and transfer of funds), enhances productivity and economic growth.
Connectivity may be viewed as a network of connections which could either
be physical or social in nature. Physical connectivity facilitates movement
of people, flow of information, goods and services and facilitates social
and human resource connectivity.

On the other hand, social connectivity and building social capital have
thus far not been considered as part of Pakistan's development plans to
improve the quality of life. For example, investments in libraries,
community centres, and recreation and athletic facilities, which facilitate
the growth and development of social capital, were never a priority.
Inefficient domestic transport systems combined with unfriendly zoning
policies that restrict the use of dense cities reduce interactivity

Connectivity needs to be seen within a broader context, which moves beyond
the conventional roads, railroad networks, trucking, airlines, computer
networks, cell phones, fiber optic cables etc. to how networks enhance
interactivity, with the efficient use of physical, human and social capital
– and how these resources intertwine to produce desired outputs.

The simplest way to conceptualize the value of connectivity to economic
growth is through the framework of what are traditionally seen as
transaction costs. The easier it is for people to interact with each other,
the more likely it is that they will do business together. This simplified
model does not capture the vastness of the challenges to a modern economy,
much less a transition economy like Pakistan's.

Pakistan's Framework for Economic Growth Pakistan will attempt to be bold,
innovative and holistic about the future of the twenty first century
Pakistani economy. The anticipated emphasis of the new strategy is on
cities and urban spaces, on entrepreneurship and job creation, and on
youth. Implementing the growth strategy will require serious efforts and
sustained reform; a task needing an approach of learning and creativity.

          Pakistan Muslim League Qauid-e-Azam Sindh Province President Federal Minster for Privatisation Mr. Ghous Bux Khan Mahar, former Chief Minister Balochistan Mir Muhammad Naseer Mengal and Sindh's Provincial Minister Mr. Muhammad Sheheryar Khan Mahar have condoled the death of veteran politician Pir Sahib Pagara.

          In their condolence message to the bereaved family members, they termed the death of legendary politician Pir Pagara a great loss to the nation and the country. Pir Sahib was a guiding force for almost all the political leaders of the country and was respected by all politicians, they said.

           They further said that the spiritual inspiration of the deceased have attracted a large number of his followers all over the country from every walk of life. They prayed to the Almighty Allah to shower His blessings over the departed soul and give courage and fortitude to the members of the family to bear this irreparable loss with patience and equanimity.

India and Pakistan have been engaged in resolving their disputes including their interests embedded in Jammu and Kashmir. However, there was a generational shift in Kashmiri approach on their Right of Self Determination in early 1990. It was for the first time that three components, namely, politics, militancy and diplomacy were inducted to realise this right. It was the first major drift from the UN mechanism agreed on Kashmir. There is a general complaint that UN did not implement its resolutions and Kashmiris were not treated in equity and fairness by the world community.

It is all propaganda and a lie. In fact Kashmiri people did not raise any voice to have three Kashmiri Governments at Srinagar, Muzaffarabad and Gilgit supervised by UN. The Government of Pakistan with all its hype of providing a political, moral and diplomatic support (and what not) to the people of Kashmir decided not to raise the Kashmir issue at the UN Security Council for 30/31 years from November 1965 to August 1996, until it was hit by Rule 11 of Procedural Rules of the Security Council and seriously disturbed as a regular agenda item.

It is also untrue that UN Resolutions have not been implemented. Cease fire and the deployment of UMOGIP on either side of cease fire line (LOC) is part implementation of UN Resolutions on Kashmir. In fact there has been a generational shift in Kashmiri behaviour since 1990. He has decided not accept the wisdom of Thomas Fuller that, "If an ass goes travelling he will not come home a horse."

Our leaders in Kashmir have taken upon to plug their ears, blind fold themselves and wash the dirty linen of politics at the cost of their life, honour and property and increment the ability of the politicians in AJK to black mail Pakistan or be blackmailed by the secret agencies for a shared deal.

At least three instances namely 1) FIR registered against Syed Nazir Gilani in New Town Police Station, Rawalpindi on 15 August 1979, 2) resignation dated 19 November 2002 by Sardar Mohammad Abdul Qayyum Khan as Chairman Musharraf's Kashmir Committee and lastly 3) Criminal Complaint filed against Syed Ghulam Nabi Fai by FBI on 18 July 2011, should have given our leaders a structured wisdom that has evolved from August 1979 to July 2011 around Kashmir.

All the 10 paras of this resignation addressed to President Musharraf would remain an important document of the 'statement of facts' by an elderly leader and history will question the leaders in the Valley to have nudge passed the wakeup call given by Sardar Mohammad Abdul Qayyum Khan in November 2002. He would be blamed for playing hot and cold in secret with President Musharraf and for not making the contents of his resignation public on both sides of LOC.

In item 5 of his resignation he states, "Except for a few productive visits at home and abroad the Committee has nothing to offer as its credit. More so because I cannot shift or escape the blame". It is not only inaction but also his association in causing the death of a generation and the death of self-determination that he would continue to be accused of. He would also be accused for going along with a plan which has hurt life, honour and dignity, never witnessed in 166 years from 1846-2012.

In item 7 he states, "There has been little realization that while the Movement is a revolutionary one in character, it has all along been dealt with bureaucratically, which is itself a big contradiction". The elderly leader from AJK has spilled the beans in this para. He does not realise that he is 12 years late in making an admission that Kashmir movement was run by bureaucrats from Pakistan. However, he has remained very modest and has failed to summon courage to state whether it was civil or military bureaucracy which had its hand on Kashmir handle.

These important instances from August 1979 - July 2011 should have served as a reason to examine the political, militant and the diplomatic approach handed down to the people as reliable instruments of benefit. Fai and his handlers have to account for the abuse of not millions but billions of people's money and waste of life time of 25 years in promoting a culture of politics, militancy and diplomacy which has left us with the death of a generation, death of self-determination, injury to life, honour and property and now with a criminalized character in July 2011 in USA. All this has happened without any knowledge or reference to the people (in one or other manner) of Jammu and Kashmir. It has happened behind our backs and para 31 of the FBI Affidavit, puts our national pride to shame. It reads, "Another such document, written by Abdullah to Fai on December 7, 1995, reflected Abdullah's criticism of Fai for renewing a contract with a public relations firm without prior authorization, and notified that Abdullah's organization took no responsibility for his unilateral decision to renew that contract".

The tragedy is that if the three Kashmir Centres of the manner described in FBI Affidavit are the fountain source of the wisdom of Kashmir politics, then one could rightly say that "If an ass goes travelling he will not come home a horse." We are lost in a political wilderness.
