Pakistani businessmen decry ISI-bashing

CIA, MOSSAD, MI-6, RAW, and of course, ISI. These are some of the well-known,
respected, and feared organizations, generally known as intelligence or secret
agencies, and are mandated by their respective governments or charters to
undertake designated activities that are crucial for national security and
national integrity of their motherland. Over the past many decades, other such
agencies have been in the news and most of them have been infamous, not only in
their own country, but throughout the world. Russia's KGB, Shah of Iran's SAVAK,
former East Germany's STASI, or the vicious gang of Haiti's 'Papa Doc' Duvalier,
officially known as MVSN, but contemptuously nicknamed by every Haitian as
Tonton Macoutes. Each and every country, and there are 196 countries in the
world, has some structured organization that could be termed as an intelligence
agency.

What has become synonymous with these secret intelligence organizations is their
portrayal in public as tough, conspiratorial, disregard for world protocols,
ruthless, knowledgeable, and in many cases, 'state within a state'. While
accusations and proofs do manifest such thinking, the fact is that for these
agencies, the primary objective is to protect and secure the nation from
external and even internal threats, intrigues, and more importantly attacks in
any manner and channel. Therefore, bashing the nation's intelligence apparatus
is in effect undermining the national security and national responsibility.

Over the last few years, a new thinking has developed in certain quarters and
this is assuming ominous proportions. Whispers became words, words became print,
print became online debates, and these debates resonated from small hamlets in
the interior of Pakistan to the capitals of the world. What should have been
nipped in the bud, or just gossiped in the parlors, was broadcast all over
through the global megaphone. Suddenly, an organization whose prime objective is
to ensure national security and to provide all possible intelligence reports and
position papers to the armed forces is being unnecessarily compromised and even
postings of the hierarchy have become subjects of pros and cons.

The impetus created by a civilian government to what it called bringing the
organization under the executive in its fullest sense triggered warning sirens
inside the portals of the well-secured enclave in Rawalpindi. A flurry of
actions was immediately conducted and the executive backed down, albeit with a
bitter taste in the mouth. Although the status quo was, and has been, maintained
and the juggernaut in Islamabad's Aabpara is functioning as before, the hard
fact is that a pretty solid dent has been created in its armor. The invulnerable
armor of the organization was further attacked in the back when a mischievous
but poignantly damaging clause in the much-publicized lollipop from Capitol Hill
called Kerry-Lugar-Berman Act desired that this organization be under true
civilian authority. Again, the defenders of the nation brought much needed
sanity and prevailed upon the residents of the two regal edifices in Margalla to
understand the ramifications of this clause as it would not promote democracy
but may unpleasantly damage the process of reconciliation and constitutional
authority.

Ever since these externally initiated dents, pointing fingers towards Aabpara
has become a favorite pastime for many who exert influence in this country. The
self-styled liberals have joined in as a chorus and further exacerbated the
situation without comprehending the sensitivity and insight of safeguarding the
national strategic assets. Ironically, taking due course to the immortal words
of President Harry Truman that "the buck stops here", the focus has been on the
decisions and actions of those who skippered the sensitive organization. The
background of these actions has been scrutinized with a bias while opaque
glasses are worn to justify the vehement opposition to what transpired behind
closed doors. The ensuing result may be the beginning of demoralization within
the cadre in this organization and may severely impact the effectiveness and
capability of a premier organization, an organization positively recognized as
an epitome of excellence within the global intelligence community. Yes, the
naysayers love to call it a rogue organization but, at the same time, it is
generally acclaimed for its skill, talent, and significance.

So, where does all this leads. From a businessman's point of view, the very fact
that sensitive organizations are made to come out from behind the curtains to be
paraded in an alfresco environment and asked to strip bare manifests a
threatening situation for the motherland. From day one when Zulfiqar Ali Bhutto
daringly announced that the denizens of this nation would eat grass but will
possess the nuclear bomb, there has been an anti-Pakistani dark cloud hovering
above in the skies. When the event finally took place at Chagai Hill in
Balochistan, the clouds became darker and menacing. The brilliant minds
overseeing the sensitive organizations ensured that the national strategic
assets were well protected and safe from the daily threats from foes and friends
alike. Today, the 185 million citizens are comfortable in the knowledge that
inspite of all odds, the assets and human resources are secure, dependable, and
ready for any eventuality. This is also reassuring for the business community
that is investing billions, earning foreign exchange, and providing meaningful
employment.

Therefore, the business community is of the solid opinion and are united in
requesting people who matter that this is not an 'us versus they' circumstance
but a matter of national interest that should not become a game scoring or an
ego trip. It is imperative that all those who wield authority must be on the
same page and must reflect this unified thinking in word and spirit. This is not
the time for manipulative maneuvers or polemical pursuits. This is not the time
for brinkmanship or gainsaying ventures. This is not the time for putting at
risk the ideology and sovereignty of the country. Pakistan is in a crisis,
economically, politically, and diplomatically. What should come first? Personal
agenda or national integrity? Protection of sensitive organizations, especially
ISI, and prosperity of the nation should prevail and recognized as prime
priorities. This is only possible when everyone truly adheres to the clarion
call, that for all Pakistanis it is always Pakistan First.

Sub: National Interest Petition against the treacherous role of South Asia Free Media Association (SAFMA) and its associates, members and supporters for waging a sinister war against the sacred State and the ideology of Pakistan.
 
Honorable Chief Justice sahib,
I, as a concerned Muslim citizen of Pakistan, would urgently draw your attention towards the treacherous, criminal and seditious role of a media group SAFMA against the State of Pakistan and its sacred Islamic ideology on behalf of our arch enemies especially the Indian Zionist Hindus. Under the façade of free media and freedom of expression, the SAFMA and its allied traitors in media and legal community are demolishing the very foundations of the sacred Islamic republic of Pakistan, acting as the fifth column for the enemy in these times of war and crisis for the country. SAFMA is waging a war against the State and ideology of Pakistan and we would urge the Supreme Court of Pakistan to take most strict action against this gang of media terrorists.
SAFMA is a traitor organization which has exploited the moment to wage an information and media war against the Islamic republic of Pakistan. According to the national laws, constitution and the Pemra rules, SAFMA and its members should be tried for treason against the state, for attacking and violating the Islamic character of the nation and for extending the agenda of a hostile state against Pakistan's national security interests and armed forces and must be banned from operating in Pakistan under any new name, either in individual capacity or as an organization. Severe punishment should be awarded to the SAFMA and its members for acting as fifth columns against the Islamic republic of Pakistan in these times of war and unrest.
1. Pakistan is ideological Islamic state created on the basis of two nation theory to be made a homeland for Muslims to live their lives on Quran and Sunnah. Five millions Muslims sacrificed their lives and over 10 million left their homes to migrate to Pakistan to create this sacred Islamic state for Muslims. Quaid e Azam wished Pakistan to be an Islamic state and Allama Iqbal is the visionary philosopher and the spiritual mentor of Quaid to envision this sacred land for Islam and Muslims.
 
 
2. Our elders passed the Objectives resolution to set the ideological bearings of this state and to make the future constitution and laws according to the Quran and Sunnah. Objectives resolution is now part of our Constitution. There are Islamic provisions in our Constitution which make it clear that no law in Pakistan can be made in violation to the Quran and Sunnah. Articles 62,63 give clear directions for appointments of members of parliament and rulers and all non – practicing "Muslims" cannot even enter the parliament or state offices.
 
3. It is against Pakistan's Constitution and a crime in Criminal procedure code as well as in Pemra laws to attack and humiliate the Islamic ideology of Pakistan. Attacking the two nation theory, Objectives resolution and Islamic character of the state and attacking and humiliating the armed forces of Pakistan is an offence severely punishable by law.
 
4. Our enemies, especially India, have always been waging a war against the state of Pakistan. In 1971, they attacked East Pakistan, supported insurgencies, spread lies and disinformation and worked hard to dilute the two nation theory by promoting provincial hatred resulting in breakup of Pakistan. Indira Gandhi took pride not in the military victory but in the fact that they have defeated the Ideological Piller of Pakistan, the two nation theory. She said in her victory celebrations that "today, the Indians have drowned the two nation theory into the Bay of Bengal". Our enemies know that if the ideology of Pakistan is destroyed, the entire state of Pakistan will then automatically cease to exist. Hence, the ideology, Islamic character and Islamic clauses of the constitution of Pakistan are always most vehemently attacked by the Indians and their paid agents.
 
5. Today, Pakistan is passing through the most critical phase of his history after the 1971 crisis. The country is already in a state of war and Pak army and the people have already given over 100,000 people shaheed and wounded in this imposed war. The American presence in Afghanistan has allowed the Indians to support multiple insurgencies and wars in Pakistani tribal areas, Baluchistan and in urban areas. Pakistan army and government are on record saying that these insurgencies are getting covert and clandestine support from foreign powers and India. US government is preparing grounds for an intervention in Baluchistan and great national security threats like Memo scandal have come to surface which has created a grave and unprecedented clash within the state organs weakening the state tremendously. Pakistan is being softened up for an invasion under US led Af-Pak and Indian led Cold Start military doctrine and a 4th generation war is already upon Pakistan where urban gangs, economic collapse and insurgencies are tearing the very fabric of the state and the nation.
 
6. In these most critical and dangerous critical times of national crisis and war, SAFMA is acting as the fifth column of the enemies within Pakistan media. SAFMA are ideological terrorists whose responsibility is to attack and destroy the Islamic ideology and Islamic clauses of the Objectives resolution and Constitution on behalf of the Indian intelligence and establishment and to "Hinduize" Pakistani society under its "soft war" through media and information warfare. SAFMA are the traitors, and hostile media assets within the Pakistani media responsible for
 
 
destroying Pakistan from within through massive information warfare against the ideology and the state security apparatus even the attacking the army and the ISI.
 
7. SAFMA is also responsible for promoting the political, diplomatic and security agenda of Indian government in Pakistan particularly. The stance of SAFMA on all security issues promote and extend the agenda of Indian government. Kashmir, Baluchistan, Terrorism, Pakistan army and ISI and "secularism" just to name a few where SAFMA's stance severely damages Pakistan, Pakistan army and the national security apparatus and interests.
 
8. None of the actions of SAFMA have ever created a crisis for the Indian government, RAW or the Indian army. All those incidents and events where Muslims are being suppressed or Indian state or Hindu extremists are involved in terrorism in Pakistan, SAFMA remains silent or takes the side of the Indian government. Kashmir, TTP and BLA violence, Samjhota express, Mumbai attacks to name a few.
 
9. Many most senior and patriotic analysts of Pakistan have raised serious objections over the objectives and agenda of SAFMA in Pakistan, also exposing their sinister agenda against the state and ideology of Pakistan. Pakistan's national security apparatus also treat SAFMA as hostile enemy entity.
 
I, as a concerned citizen of Pakistan, would strongly urge the honorable Chief Justice to take immediate and urgent notice of this seditious role of SAFMA and its managers and deal with them according to the law and Constitution.

Need for effective accountability apparatus underlined

Financial matters of ministers, departments need attention of authorities

The Pakistan Economy Watch (PEW) on Sunday underlined the need for effective accountability apparatus in the country.

 

Financial matters of many ministries and departments needs urgent attention of the authorities to ensure proper utilisation of funds which will guarantee national development, it said.

 

Stories of corruption appearing in press, Auditor General's reports and Transparency International Pakistan's findings should not fall on deaf years, said Mirza Riaz, Secretary General of the PEW.

 

Talking to a group of National Highways Authority (NHA) contractors, he said that almost every department is violating public procurement rules and other procedures.

 

Riaz said that NHA would swiftly transfer allocated funds to other projects and make adjustments in the finalised plans for achieving personal gains.

 

The department enjoys such an influence that agitations and accusations by Senators, MNA, Chief Ministers, PAC and resolutions in the assemblies would not force it to mend ways, he said.

 

ANP's persistent insistence on getting communication ministry in every coalition is amazing, the PEW official said.

 

He said that AG, NAB, FIA, PAC and TI-P have unearthed corruption cases to the tune of tens of billions in NHA which are tip of the iceberg. Adil Gilani has mentioned over 50 cases of corruption and irregularities but to no avail.

 

Blue-eyed contractors were paid despite poor quality of work while others are made to run from pillar to post for their dues, said Riaz.

 

The contractors informed that in Dec 2010 the Senate Committee on NHA termed it den of corruption. The then Chairman who would call contractors at home to strike deals with the help of GM Finance and Director Revenue.

 

Subsequently the then Chairman was removed but his cronies escaped, got promotions and they are still plundering the resources while Ministry of Communication has become a silent spectator, they informed.

 

The contractors said that the powerful mafia comprising member finance, director revenue and some others are calling the shots in NHA who have transformed this institution into a nursery of corruption.

 

After uproar on the national level, the NHA took some face measuring including dismissing 1800 employees while safeguarding the mafia. Shoaib Ahmed Khan, the head of the mafia got rapid promotions to become member finance from the post of GM Finance.

 

They lauded the move of Planning Commission to suspend the funds of NHA for spending Rs 20 billion in violation of the rules.

  Pakistan ratifies D-8 Preferential Trade Agreement

 

ANKARA, 9 March 2012: Pakistan has ratified the D-8 Preferential Trade Agreement (PTA). The Instrument of Ratification was handed over to the D-8 Secretary General Dr. Widi A. Pratikto by the Consul General of Pakistan Dr. Yousaf Junaid in Istanbul today.

 

The ratification of D-8 PTA by Pakistan signifies its commitment to the D-8 objectives of promoting and developing economic and commercial cooperation among the member states of D-8 group.

 

The D-8 Group was established in 1997 at the initiative of Turkey, to promote development cooperation among Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey. The establishment of D-8 was announced officially through the Istanbul Declaration of Summit of Heads of State/Government on June 15, 1997.

 

D-8 member countries have a population of more than 961 million which represents almost 15% of the world population. Total trade among D-8 countries has grown from US$ 14.5 billion in 1999 to US$ 1.15 trillion in 2009.

 

Pakistan trade with D-8 countries accounts for 8.14% of its overall trade which is the highest as compared to the trade of other D-8 member states with members of the organization.

Govt claim of hike in CNG consumption debatable

Controversial steps to scare away potential investors

The Pakistan Economy Watch (PEW) on Friday said government's claim of an extra-ordinary 39 per cent hike in CNG consumption is arguable.

 

According to a CNG association, the consumption has witnessed a nominal growth of 0.4 per cent in 2011, it said.

 

How come CNG consumption increased when a good number of the filling stations remained closed for almost five months in 2011 due to load management, Dr. Murtaza Mughal, President PEW questioned.

 

Data regarding consumption should not be kept secret, it should be made public so that all stakeholders and masses know the facts, he demanded.

 

Dr. Murtaza Mughal said that government is planning to lift prices of CNG to Rs 100 per kg which will affect almost every citizen of this country.

 

Decisions should not be based on consumption only; social benefit, tax contribution and other aspects should also be considered, he demanded.

 

A middle-size industry which consumes 10 MMcf natural gas is enough to keep 34000 cars running for a workweek.

 

Dr. Murtaza Mughal said that 57 per cent vehicles in Pakistan are using CNG. The consumption of 3.4 million vehicles is half the intake of two power plants owned by an influential politician.

 

Two more natural gas-fired power plants of the same political figure will be online soon for which ground is being prepares, he said adding that every Pakistan will be made to pay for that commercial venture.

 

He said that steps like ban on import of CNG kits and cylinders and import duty on CNG spare-parts have already raised concerns among investors from Japan, Italy, Argentina and China.

 

More steps to penalise the CNG sector will send wrong signals, further tarnish our image, and scare away potential investors. It will also contribute to environmental degradation.

 

He informed that CNG prices in New Delhi stands at Rs 35.45 per kg after six upward revisions during the current year while prices in two different regions in Pakistan stands at Rs 77.12 and Rs 71.35/kg.

 

Imported gas is being sold at economical rates in India while it is costlier in Pakistan despite being a locally produced resource, he said.

 

Dr. Murtaza Mughal demanded of the Chief Justice Pakistan to take note of the situation, stop distribution of gas on political basis, and take steps to safeguard the interests of oil and gas companies which are fed-up of increasing demands by the politicians.
