HYDERABAD, April 12: Sindh University Teachers Association (SUTA) started a movement aimed at bringing about structural changes for better academic environment at the campus. From the very beginning our movement received criticism from some well-known persons on the basis of their personal grudge/conflicts with some teachers. Initially, they used to criticize the movement on the pretext of suspension of academic activities and baseless allegations aimed at character assassination of the teachers and hence demoralization of the movement. Despite the fact that we informed them about the compensation plan, they continued their propaganda. Now that the movement has achieved some initial results and entered into a new phase where we are continuing the struggle in parallel with conducting the academic activities these persons have again started to malign our struggle on the basis of baseless allegations spread by the cohorts of Nazir Mughul. Please remember that nearly three months have passed but Nazir Mughul is still on forced leave and trying to use these tactics through such persons to create an environment for his return. 

 

One piece of misinformation spread by Mr Inam Shaikh through his post on Facebook which got widely circulated needs to be clarified. Mr Shaikh writes that:

 

"DROP SCENE OF THE TEACHERS STRUGGLE IN SINDH UNIVERSITY: in initial episode posts of registrar, director student affairs, dean student affairs, provost, chairman colony given to teachers. in continuation of it, controller and other posts will also be given to them. one women suta office bearer is striving hard to become director women studies, other has been told that her bogus dptt will not be merged into another functional one. Badar Soomro assured Rs. 6 million spent on his tour in England in the name pf ph.D will not b recovered from him......JAHAN KHAY DYO MUBARKOON ASEEN PYA KAHEENDA ACHOON".

 

 

Please note that the Acting VC Sindh University has replaced Registrar on her own. The post of Director Student Affairs was lying vacant owing to murder of Prof Channar and was filled by SU administration on their own. The provost and Chairman Colony are still same as they were in the time of Mughul. Therefore, all that is said by Mr Shaikh is totally incorrect. SUTA has nothing to do with any post. As a matter of fact SUTA had openly declared its policy that each administrative post including the post of Registrar must be advertised and meritorious persons be appointed through appropriate procedure. This demand was accepted by the Acting VC but is yet to be implemented. Mr Shaikh can't provide any supporting information to defend his allegation. He is an outsider and is being used by some cronies of Nazir Mughul including the present interim administrative setup at SU who are at war with SUTA. Therefore, acknowledging his mistake of defaming SUTA and the teaching community Mr Shaikh owes to extend a public apology.

 

It was Mr Shaikh's baseless allegation that provided ground to yet another arrogant person Mr Zulfiqar Halepoto who not only demeaned the teachers struggle but the whole community, society and Sindhi nation. He went on to write that:

 

"It is very shameful that a group of so-called 'REVOLUTIONARY' teachers were high-jacking teachers community and despite the fact that nation was knowing their caliber and status and level of greed, some of our hypo-crate civil society leaders and DANISHWARS were supporting their PETTY INTERESTS GAME. What a shame and what a pity."

 

It must be remembered that except from Sindh University teachers, this movement is supported by all the public sector Universities of Sindh and Pakistan and all the parties from federal to nationalists and religious to left ones. The vibrant civil society organization like PILER, AURAT foundation, HRCP, WAF, Fisher Folk, ISM, Pirbhat and more across Pakistan supported our struggle. Persons like Saaiin Ibrahim Joyo, Rassool Bux Palejo, Dr Qadir Magsi, (late) Bashir Khan Quershi, Gul Muhammad Umrani, Hassan Mujtaba, Atiya Daood, Dastagir Bhatti and many others have publicly supported this movement and encouraged the teachers to continue this struggle for the betterment of higher education and even extend it to work for the betterment of the secondary and primary education in Sindh.

 

Now according to Mr Halepoto all of these parties, organizations and persons are hypocrites and that the struggle of teachers is nothing but 'petty interests game'. I have no words to say anything about Mr Halepoto and I leave this matter to you to decide.

 

We have achieved some of our goals in a way that a bridge between teachers, employees, students and civil society has started building during this movement which is helpful for maintaining peace at the campus and bringing about democratic reforms needed in the governance of our institutes. We made society to realize the state of universities of Sindh where corruption, maladministration, nepotism and many such things are destroying our institutions due to bureaucratic, autocratic and authoritarian style of governance. Institutes of higher education around the world are run with shared and participatory governance based on mutual cooperation of all stake holders. This needs to be changed. We have just started and it is long struggle which need consistency and commitment of all stake holders of society, including some individual who always played the role of spectator.

 

Office bearers of SUTA are continuously holding two hour token sit-in daily in front of Administration Building (AC-II) along with office bearers of Sindh University Employees Welfare Association (SEWA) to press for the implementation of our demands. No one has yet turned to join this protest though we were assured by so many quarters that once you start academic activities we all will be with you. We just wonder where those people have gone! Nearly three and half months have passed still we don't have a permanent VC, still we don't have proper security measures, student unions and we don't know any things regarding the investigation and arrest of the killers of teacher and students. Problems are getting replicated at other Universities of Sindh where teachers are being removed only because they are raising voice against illegal appointment of VCs.  

 

 In this regard, we have arranged a follow-up dialogue entitled 'Dilemma of Higher Education in Sindh' which will be held on Monday, April 16 at 3:00PM at Allama I.I Kazi Hall, SU Old Campus, Hyderabad. Allama I.I Kazi was the founder of the University of Sindh and hence of the Higher Education in Sindh. Traditionally, every year, University of Sindh used to celebrate the first week of April as the 'Founders Week'. The interim administration forgot all of this but we the teachers are determined to trace and restart the journey of higher education from the Hall dedicated to I.I Kazi with a hope that his spiritual presence will guide the new generation of new Sindh to build new system of higher education and get rid of this establishment imposed status-quo once and for all. We invite all the stake holders to participate at this event for the sake of the future of Sindh.

The United Nations holds National Workshop on Youth Employment in Pakistan


Islamabad - 11 April, 2012: ILO, UNDP and UNFPA jointly arranged a National workshop titled "Contemporary Issues of Youth employment in Pakistan" here today. The workshop was arranged in the backdrop of high priority given to youth employment issues in the upcoming International Labor Conference in Geneva in June 2012.

Students, civil society organizations representatives, stakeholders, professionals, scholars and media people attended the workshop. The workshop consisted of three sessions. An Inaugural Session attended by UN heads of agency, Government Officials, and around 150 participants to set a foundation for deliberations. The Technical Session comprised of three separate but parallel panel discussions on different themes by national and international experts and selected policy makers. This session focused on youth development and employment issues and identifying solutions.

Key recommendations of the workshop included; give voice, visibility and sense of involvement to young women and men in the national, provincial and local development planning;  promote job-rich investment programmes and create more and better jobs through an inclusive economic growth model; use youth employment as a leverage to prevent social disintegration and converting threats into opportunities; ensure timely collection and availability of comprehensive national data; improve education attainment; smooth transition from school-to-work; better career counseling & vocational guidance and respect for employment contracts.  The workshop also emphasized to cease the opportunity of having a democratic government in the country, recent devolution of powers, emerging rule of law and economic transition in the country and use it for creating more and better jobs for young women and men.  The workshop also emphasized on adopting an inclusive model where divides on basis of sex, ethnicity, language, or any other bases should be removed and institutions should reach out to the most excluded and vulnerable groups on priority basis.

The closing session chaired by Federal Minister for Information & Broadcasting Dr. Firdous Ashiq Awan reviewed the crux of the situation and recommendations and discussed ways and means to tackle the issue of youth employment.  Closing session was also attended by Mr. Qamar Zaman Chaudhry, Federal Secretary Ministry of Professional & Technical Training, Mr. Timo Pakala, Resident /Humanitarian Coordinator , UN Pakistan, Mr. Francesco d'Ovidio, Country Director ILO, Mr. Toshihiro Tanaka, Country Director UNDP, Mr. Rabbi Royan, Country Representative UNFPA, Mr. Matthieu Cognac, Youth Employment Specialist, ILO and other prominent figures.

Addressing the occasion, the chief guest Dr. Firdous Ashiq Awan appreciated the efforts of ILO, UNDP and UNFPA for jointly arranging the workshop and said that this workshop and subsequent support from the UN can provide the Government with invaluable support for addressing youth issues in the country.

The Minister said that the Government of Pakistan People's Party has always worked for the betterment and uplift of youth in the country. She said that the government, in line with the vision of Shaheed Mohtarma Benazir Bhutto, has always strived to create employment opportunities for the people, especially the youth, in the public sector. She said that the government has always encouraged and helped the private sector in launching initiatives for provision of employment to the young. She also mentioned the various initiatives launched by the Benazir Income Support program for providing employment and self-employment opportunities to the youth.

Earlier, the federal secretary for Professional and Technical Education Mr. Qamar Zaman Chaudhary briefed the workshop about the work done by the ministry for uplift of youth especially the initiatives launched by the four provincial governments.

Mr. Francesco d'Ovidio, Country Director ILO talked about the latest situation of youth and employment realities in reference to Pakistan. He also iterated the need for quick and comprehensive action in line with the recommendations of this workshop and explained the context of the workshop.

During the workshop, participants actively participated in the session and gave precious feedback.

کی خاطر اپنا سب کچھ قربان کیا،افغانستان کی جہادی تاریخ میں ایک ایک فرد ایسا ہے جن کی قربانیوں پر کتابیں لکھی جاسکتی ہے، روس کے خلاف جہاد ہو یااسلامی نظام کے لئے مزاحمتی تحریک ہو یاپھر امریکی استعمار کے خلاف جہاد مقدس ہو۔ افغانوں نے کبھی بھی اپنے دشمن کو سکھ کاسانس لینے نہیں دیا،اور اس جہادی دھرتی کو ایسے ایسے قائدین ملے جنہوں نے کبھی بھی استعمار اور سامراج کے سامنے سرتسلیم خم نہیں کیا،انہی جہادی قائدین میں ایک نام ایسا بھی ہے جو افغانستان کے افق پر قیامت تک جگمگاتا رئیگا،جس نے سب سے پہلے امریکیوں اور اس کے اتحادیوں کوشاہی کوٹ کے تاریخی محاذ پرایسا سبق سکھایا جس نے نہ صرف امریکی طلسم کو توڑا بلکہ بعد میں آنے والی ہر کامیابی کی بنیاد یہ جنگ ٹہری،یہ تذکرہ قائد ابن قائد مجاہد ابن مجاہد ابن امام ،ملا سیف الرحمن منصور کا ہے جس نے اپنے خون سے اس چمن (افغانستان)کی ایسی آبیاری کی جس سے آج پوری فضاءمہک رہی ہے۔جب "بی باون" طیاروں کے خوف سے لوگ اپنے ایمان کا سودا کررہے تھے اس وقت گردیز میں یہ نوجوان امریکی شیطانوں سے جنگ کے لئے مجاہدین سے شھادت پر بیعت لے رہا تھا

اللہ اللہ کیا منظر تھا ۔۔۔۔۔

یہ دس سال قبل کی بات ہے جب امریکی درندھے اپنے تمام تر دجالی ٹیکنالوجی کے ساتھ افغانستان پر بلاجواز حملہ آور ہوئے،ہر طرف افراتفری پھیلا دی گئی تھی مقامی ایجنٹوں نے لوگوں کو امریکا سے اتنا مرعوب کردیا تھا کہ کمزور ایمان والوں نے امریکا کو ہی سب کچھ سمجھ لیا تھا۔۔۔۔۔۔مگر سیف الرحمن ایسا نوجوان تک جس نے سامراج کے سارے رعب اور دبدے کو اپنے جوتے کی نوک پر رکھا۔۔ ۔۔۔ اور یہ کہتا پھرتا رہا کہ جسے جنت جانا ہے وہ میرے ساتھ شاہی کوٹ چلے۔۔۔۔یہ ویہی شاہی کوٹ ہے جہاں سیف الرحمن کے والد ماجد اور روس کے خلاف افغان کے عظیم اور حقیقی ہیرو مولوی نصراللہ منصور کا جہادی مرکز تھا۔ یہ ویہی شاہی کوٹ ہے جہاں خود سیف الرحمن روس کے خلاف موچہ زن ہوا تھا ۔۔۔ اور آج امریکی استعمار کے خلاف سیف الرحمن نے اپنے ساتھیوں کو اس مقام کی طرف بلایا۔

شاہی کوٹ کی جنگ ایک تاریخ ہے،ولولوں،جذبوں شہادتوں اور قربانیوں کی عظیم تاریخ ۔۔۔۔اور اس میں حصہ لینے والا ہر مجاہد امارت اسلامیہ کی نشاة ثانیہ کا معمار تھا۔

معرکہ شاہی کوٹ کی داستان بہت طویل ہے اہل مغرب اب تک اس جنگ کے مختلف پہلووں پر دو درجن سے زائد کتابیں لکھ چکے ہیں جب کہ سینکڑوں کی تعداد میں اخباری کالم اور رپورٹیں دنیا بھر کے اخبارات میں شائع ہوچکی ہیں ۔اس جنگ کی اہمیت کا اندازہ اس بات سے لگایا جاسکتا ہے کہ اب تک اس جنگ پر تحقیق کی جارہی ہے اور اس بات کو سمجھنے کی کوشش کی جارہی ہے کہ کس طرح مٹھی بھر مجاہدین نے امریکیوں اور ان کے اتحادیوں کو دندان شکن جواب دیا۔

مجھے اچھی طرح یاد ہے جس وقت شاہی کوٹ کی جنگ جاری تھی اور امریکیوں کے تمام اندازے غلط ثابت ہورہے تھے اور مجاہدین نے ان کو اپنے حصار میں لے لیا ہوا تھا اُس وقت امریکی ٹیلی ویژنC C Nپر آپریشن اناکنڈا کے کمانڈر انچیف لیفٹنٹ جنرل Franklin L. Hagenbeck نمودار ہوئے اور جب ان سے پوچھا گیا کہ امریکیوں اور ان کے اتحادیوں کی پیش قدمی کیوں روک گئی تو انہوں نے شکست خوردہ لہجہ میں انتہائی مایوسی کے ساتھ جواب دیا " ہمیں اس طرح سخت جواب کا اندازہ نہیں تھا۔۔۔ہمیں دشمن کی حکمت عملی سمجھنے میں کچھ وقت لگے گا۔ ایک فوجی جنرل کا یہ بیان اس کی شکست وریخت کا مظہر ہے ۔

دوسری جانب مجایدین جن کی تعداد 200 سے زائد نہیں تھے نے دنیا کے بارہ ممالک کی فوجیوں کا اس مردانگی سے مقابلہ کیا جس کی نظیر تاریخ میں بہت کم ملتی ہے۔

سیف الرحمن منصور کی جہادی زندگی میں معرکہ شاہی کوٹ ہی صرف ایک معرکہ نہیں بلکہ کیمونسٹ فوجوں کے خلاف لڑنے سے لیکر امارت اسلامیہ کے قیام اور اس کے بعد امریکیوں کے خلاف جہاد میں گذرنے والا ہردن ایک تاریخی دن رہا انہوں نے جہادی میدان میں ایسے ایسے کارنامے سرانجام دئے جو مجاہدین کے لئے مشعل راہ ہیں۔

سیف الرحمن منصور اعلی اخلاق اور بہترین منتظم ہونے کے ساتھ ساتھ انتہائی متواضع انسان بھی تھے۔

1997 کے اوائل میں چہار آسیاب کے مقام پر میری پہلی ملاقات سیف الرحمن منصور سے ہوئی تب انہوں نے کم عمری کی بنیاد پر مجھے جہاد سے روکا اور کہا کہ تم واپس جاو ایک دو سال بعد جہاد میں آنامیرے چہرے پر نارضگی کے آثار دیکھ کر فرمایا ابھی تم تعلیم حاصل کرو انہوں نے انتہائی شفقت کا معاملہ فرمایا اور واپسی کے خرچے کے لئے کچھ پیسے بھی دئے اور ساتھ ساتھ مجھ سے یہ وعدہ بھی لیا،کہ سیدھا مدرسے جانا کئی اور نہیں، میں نے وعدہ کیا کہ سیدھا مدرسے جاوں گا جب میں واپس قندھار پہنچا تو مجھے میرے مدرسے کے کچھ اور طلبہ ملے وہ ہرات کی طرف جارہے تھے میں ان کے ساتھ گاڑی میں بیٹھ گیا اور ملاسیف الرحمن سے کیا ہوا وعدہ بھول گیا ابھی گاڑی کچھ ہی دور چلی تھی کہ سامنے سے آنے والی تیز رفتار گاڑی سے بچنے کے چکر میں ہماری گاڑی الٹ گئی،گاڑی میں بیٹھے کسی بھی طالب کو کچھ نہیں ہوا سوائے میرے ،میری بائیں ہاتھ کی ہڈی ٹوٹ گئی ،تب مجھے کمانڈر صاحب سے کیا ہوا وعدہ یاد آیا۔۔ میں نے اپنی عافیت اسی میں سمجھی کہ واپس ہوجاؤں۔سات ماہ بعد جب میری دوبارہ ملاقات ہوئی تب میں نے اس واقعے کا ذکر ان سے کیا ۔۔تو ہنسنے لگے اور فرمایا مجھے اندازہ تھا کہ تم سیدھا گھر نہیں جاوگئے۔

آج اس عظیم انسان کو شہید ہوئے دس برس بیت چکے ہیں لیکن دل اس بات کو ماننے کو تیار نہیں،وہ آج بھی زندہ ہے کیونکہ شہید مرتا نہیں۔۔

وہی جوان ہے قبیلے کی آنکھ کا تارا۔۔۔ شباب جس کا ہے بے داغ ضرب ہے کاری

Hurriyat (M) asked to Clarify its Position – JKCHR

 

 

 

Expressing concern on the decision of Jammu and Kashmir government  to constitute a Special Investigation Team (SIT) to investigate the alleged involvement of the Executive Director of Kashmir American Council, Dr. Syed Ghulam Nabi Fai and others in militancy and separatist related activities within Jammu and Kashmir and issue red corner notices, in cases of involvement in anti-national activities JKCHR has said that that every investigation would  be opposed and every individual defended by Human Rights Lawyers (other activists) in the context of the jurisprudence of the Rights Movement.

 

JKCHR Secretary General Dr. Syed Nazir Gilani has said that we are faced with exceptional circumstances and the recent court proceeding against Fai in USA and March 14, 2012 International Criminal Court’s (ICC) conviction of Congolese leader Thomas Lubanga Dyilo for War Crimes of enlisting child soldiers in Lturi could encourage the State administration to go for a red corner notice against Fai and may be against some others.

 

We will have to defend the various accused, should they have remained on the side of the people of Kashmir, and acted in good faith in defending the right of the people of Kashmir to self-determination, as ‘equal people’. The defence would not be available to people who have remained instruments in the death of a generation, death of self-determination and have been paid to act as a reflex of Pakistani establishment (or Indian).

 

Dr. Nazir Gilani has said that the FBI Affidavit in the Fai’s case and his plea agreement may also encourage the J & K government to issue Blue and Green Notices against two others named in the FBI Affidavit. The evidence of ‘Mr. John’ referred in Para 125 of the Criminal Complaint would be enough to issue Red, Blue and Green notices against officers of London and Brussels based Kashmir Centres. In addition to Confidential Witnesses 1 and 2 the evidence of ‘Mr. John’ points to a direct connection with certain such activities.

 

Dr. Syed Nazir Gilani has said that every conscientious Kashmiri in general and responsible Kashmiri leader in particular has a duty to investigate the substantive merits of various kinds of works carried out in the name of the people of Kashmir. It would include the running of Kashmir Centres in London, Brussels and the cursed one in Washington. The FBI investigation has established beyond doubt that it is a multi-million dollar business.

Dr. Syed Nazir Gilani has expressed his deep concern on the continued association  of Hurriyat M  with the three Kashmir Centres run by the establishment  He has pointed out that the credibility of Hurriyat M would continue to cascade lower and lower, if it continues to be seen as the fourth Kashmir Centre based in Srinagar.

The degree of the sovereignty of a country, is directly proportional to the state of economy of that nation. Actually, in constant growth & development lies our salvation. Secondly, we Pakistanis must know, that without any doubt, the easiest and surest way of moving ahead, is to stand on our own feet.
Foreign aid, can keep us afloat, but won't allow us to swim.
Now the time has come to separate the growth, development, education, eradication of poverty & security of Pakistan, from the politics, forever.
In this regard, it is suggested that, we should aim to bring Pakistan, to the level of Singapore of 2010, by the year 2030. All politics & other considerations should be made subservient to this target for 2030, even if we have to abolish weekly holidays for the next 20 years & reduce our daily sleeping time to 6 hours.
All stake holders in Pakistan must immediately come forward for deciding about the direction of the future of the nation.
Biggest factor in any victory is self-confidence. Anti-thesis of terrorism is education, coupled with economic emancipation.
As such, the nation must embark upon the following agenda, to resurrect our economy without any further loss of time.

1. Request to all foreign donors for a 5 years moratorium, on all debt repayments by Pakistan, which is a frontline state of the world's war on terror.

2. 20% per annum reduction in all non-developmental government expenditures, plus total freeze in all perks paid from the national exchequer, involving foreign currency.

3.Maximum tax rate on each and every type of income in Pakistan should be fixed at 10%. This will not only bring huge revenues to the government but will also discourage the tax evasion tendencies.

4. Increase in productivity & exports with liberal tax relief to industry, commerce & trade.

5. Set a target for 20% per annum increase in foreign remittances, by offering innovative incentives to expatriate Pakistanis.

6. Abolish FBR (which will alone increase income by Rs.500 billion) & impose flat 10% tax on all & every type of income (as already mentioned at 3. above), without any exemption (except for the security forces personnel, whose salaries may be doubled with expected receipt of un-precedented increase in revenue, due to this formula). This will not only reduce income tax burden on salaried class (with max. tax rate of 10%) but will also result in so much increase in revenues, to the extent that government will not require any tax imposition in the budget. Plus, the government will be able to give tax free salaries to all armed forces, rangers, police and other security agencies personnel, who are shedding their blood, in fighting the menace of terrorism, for our safe tomorrow.

7. Initiate steps (by imposing economic emergency) to bring each and every economic activity under document.

I am more than confident that by the dint of sheer hard work, sincerity & honesty, which is imbibed in the bones of Pakistani work force, we can surely bring Pakistan, into the comity of 20 developed nations of the world, in the next 15-20 years.

National Workshop on Contemporary Issues of Youth Employment in Pakistan organized by ILO, UNDP and UNFPA


Islamabad: - ILO, UNDP and UNFPA are jointly organizing a national workshop titled "Contemporary Issues of Youth Employment in Pakistan" in Islamabad on 11th April 2012. The objective of this national workshop is to disseminate information about development of a joint programme by ILO, UNDP and UNFPA in the area of Youth Engagement for Decent Employment and Economic Growth as well as to discuss youth employment opportunities and challenges and to formulate a set of recommendations in this regard. This national workshop would provide a platform to discuss youth development and employment issues and identifying their solutions. National and international experts, senior government officials, UN heads of agencies, senior representatives of employers and workers associations, representatives of youth organizations will participate in this national workshop.

The workshop will take place on 11 April 2012 at ILO Office for Pakistan Sector G-5/2 Islamabad and concluding session is from 1400 to 1330 hrs.

Keeping in view of the continuing ILO's technical assistance to Pakistan and importance of UN role in various development activities in the country, we highly appreciate your
