Dear all

According to news reports the Prime Minister of Pakistan, Mr. Yusaf Raza Gilani stated, "I will accept gallows but wont abandon Bhutto, Benazir mission".

I have two questions for the Prime Minister;

  1. First, which mission of the two Bhuttos is he talking about or for that matter which mission linked to Bhuttos he is following?

  2. Second, does he know how heavy the last few steps become as one walks towards gallows? According to reports, even a brave person like Zulfiqar Ali Bhutto could not sustain the weight of his emaciated body and was taken to the gallows in a stretcher.


Unlike ZAB, Mr. Gilani has healthy appetite for 'addable and non-addable' as a result of which, he has put on physical and social weight in more than one way after taking over the most honourable post of Pakistan.

Rawalpindi: <April 23>

The Pakistan Ex-servicemen Society (PESS) has demanded the Prime Ministers of Pakistan and India should immediately hold result-oriented negotiations with a single point agenda of resolving the Siachen standoff.

More soldiers are being killed because of severe weather than clashes the ex-servicemen said in a meeting with President PESS Lt. Gen. (Retd) Faiz Ali Chishti in chair.

It is responsibility of the military and political leadership to find a solution which is acceptable to both countries; Siachen issue should be first on the table, they said.

Everyone is becoming aware about the high cost of struggle in the wake of Gyari incident.

Reduced tensions will help Pakistan and India to pull out their troops which will cut defence expenditures enabling governments to spend more on welfare, it was noted.

The meeting welcomed the reaction of President Zardari, PML-N Chief Nawaz Sharif and COAS Ashfaq Parvez Kayani following the demand of troops withdrawal made by PESS last week.

The former servicemen said that all this was possible with the help and positive role media played in highlighting the critical issues.

Maj. Gen Haroon Sikandar Pasha, Commodore M. Farooq Mirza, Sq. Leader Liaquat Ali Ansari, Col. Sajjad Akhtar Malik, Col. M. Mumtaz, Lt. Col M. Tariq Kamal and a large number of members were also present on the occasion.

STAY IN REVENUE MATTERS CAN NOT GO BEYOND SIX MONTHS – REVENUE COLLECTING AUTHORITIES ARE WELL WITHIN THEIR RIGHT TO RECOVER TAXES – CHIEF JUSTICE OF PAKISTAN

 

The Honorable Chief Justice of Pakistan, Mr. Justice Iftikhar Muhammad Chaudhry, while addressing the concluding session of the International Judicial Conference, held a few days ago, said that "To streamline the expeditious disposal of cases pertaining to assessment or collection of public revenues, it is desirable that sufficient courts are established."

The Honorable CJP said, "I would like to point out that under clause (4A) of Article 199 of the Constitution, an interim order passed by a High Court in a case relating to assessment or collection of public revenues ceases to have effect on the expiration of a period of six months and the High Court is required to finally decide such matters within the said period of six months from the date on which the interim order is made. However, it is observed that despite the aforesaid constitutional clog, such matters continue to linger on for longer periods of time on one pretext or the other without any extension having been granted by the competent court. As a matter of fact, in view of the above constitutional provision, no extension at all can be granted by any Court. Since the interim order ceases to have effect on expiration of a period of six months from the date of passing of the order, the concerned authorities are well within their right to seek enforcement of the judgment/order, against which any such interim order is passed after the expiry of the aforesaid period of six months. To streamline the expeditious disposal of cases pertaining to assessment or collection of public revenues, it is desirable that sufficient courts are established. To completely thrash out the issue, we will be further examining it in the next meeting of the National Judicial (Policymaking) Committee."

Increasing prices of energy is never popular anywhere in the world. The problem in Pakistan is that despite these increases the subsidy is still large and has to be "financed" and that is where excess borrowing comes in.
 
Of course the fact that FBR is probably the most dysfunctional tax department in the world does not help.

The Pakistan Economy Watch (PEW) on Sunday said frequent upward revisions in the prices of fuel and electricity and continued government borrowing proves incompetence of the tax collectors.

 

Government continues to revise energy prices on one pretext or other to raise funds as the tax machinery has failed to show any sign of improvement.

 

Similarly, ruling coalition has crossed all the limits of borrowings to generate money without considering its social and economic complexities, said Dr Murtaza Mughal, President PEW.

 

Any hike in the price of CNG, electricity, and petrol etc. automatically add billions to the coffers of government without any effort by the FBR, he added.

 

He said that dependence of price revisions and borrowing despite SBP warnings proves that rulers don't expect anything from FBR therefore they are left with limited options to finance their expenditures.

 

Dr Murtaza Mughal said that the government continues to give relaxations and unjust exemptions to the influential sectors and squeeze masses to make money for luxuries.

 

PEW sees no positive move to broaden tax base or bring powerful sectors into tax net in the election year.

 

This means that traders, rural elite, real estate, some services and stock brokers would continue to earn without sharing for national development, he added.

 

Government is in process of giving additional relaxations to some sectors known for financing election campaigns, Dr. Mughal said.

 

He said that government has asked FBR to collect additional Rs 0.39 trillion in the next year despite knowing that it has never achieved target.

 

The sectors comprising 80-85 per cent of the economy are not giving taxes and may not pay in the years to come; masses and honest taxpayers will be facing more hardships in the next year.

Mother Earth is a common expression for the planet Earth in a number of countries and regions, which reflects the interdependence that exists among human beings, other living species and the planet.

The proclamation of 22 April as International Mother Earth Day is an acknowledgement that the Earth and its ecosystems provide its inhabitants with life and sustenance. It also recognizes a collective responsibility, as called for in the 1992 Rio Declaration, to promote harmony with nature and the Earth to achieve a just balance among the economic, social and environmental needs of present and future generations of humanity.

This year in June, world leaders will gather at the Rio+20 sustainable development conference, to discus on two main themes: how to build a green economy to achieve sustainable development and lift people out of poverty; and how to improve international coordination for sustainable development.

UN-Habitat and Serena Hotels join hands on Earth Day, 2012

April 22nd, 2012 --- Islamabad. UN-Habitat partnered with Islamabad Serena Hotel to celebrate Earth Day 2012 through a tree plantation and waste reduction campaign with UN-Habitat facilitated Environment Clubs in urban schools. The main objective of this campaign was to increase awareness and appreciation of the earth's natural environment among the students participating, their teachers as well as their parents.

One hundred Bottle-brush and Jacaranda saplings donated by Islamabad Serena Hotel were planted by the Environment Club children in selected schools during the past two days.  The Earth Day activities concluded with a waste reduction campaign  in the Fatima Jinnah Park, where more than 150 students participated.  These activities have helped in educating students about environmental issues so that they understand the importance of civic responsibility and are inspired to act on behalf of the planet. The 2-day (20-21 April, 2012) campaign for Earth Day celebrations in schools of Rawalpindi and Islamabad concludes the year-long 150,000 trees plantation drive of UN-Habitat in 18 flood affected districts of Pakistan.

UN-Habitat, is involved in promoting Sustainable Urbanization and improving access to Basic Services for the urban poor in Pakistan as a basic human right. Local Community Based Organizations are mobilized to involve local citizens in the formulation and implementation of Community Action Plans for sustainable solutions. The main implementing strategy has been community involvement, which enables people to take charge of their environment and health.

 Our situation increasingly demands a transition towards a green economy that does not accelerate climate change or destroy the planet in order to profit.  Development of renewable energy and clean technology sectors must be prioritized to begin the shift to a post-carbon economy. The worlds of finance, business and policy need to routinely place an accurate, measurable value on the services that nature provides our world in order to protect those assets and prevent them from being destroyed.

Dear Sir

Assalamu Alaikum Warahmatullahi Wabarakatuhu

I write with reference to the an article published in your daily on 14th April, 2012 entitled '19 Hizb-ut-Tahrir men booked under sedition law, jailed' written by a reporter, Ashraf Javed. I seek to bring to your attention a highly irresponsible and ill researched news item which has brought disrepute to an otherwise respected paper. Not to mention the damage it has attempted to cause to Hizb ut-Tahrir's political history of sixty years throughout the world. The article is full of factual mistakes and is clearly fed by the Pakistani secret agencies as Hizb is mounting pressure on General Kayani and his henchmen for their treachery in the War on Terror against the Muslims of Pakistan.

Here are some factual and journalistic mistakes to mention a few:

1.         The report claims that "All 19 accused have been sent to a local jail after the Lahore High Court (LHC) rejected the petition, seeking their post-arrest bail." It is clear that the reporter simply filed what he got from the secret agencies without even bothering to corroborate simple facts. Whilst the fact is that the court is still hearing arguments and it has fixed 18th April as the next hearing date. This is the worst kind of tabloid sensationalism where the reporter doesn't even have a clue as to what happened on the field. No wonder no other English newspaper of any repute reported this lie. This journalistic blunder should be enough to warrant an institutional inquiry leading to termination of the contract of the irresponsible reporter, Ashraf Javed, and accountability of the Chief Reporter, Ashraf Mumtaz.

2.         The one sided view on the story reveals the bias and unethical stance of the reporter. The news item is littered with statements from unknown secret services employees without any substantiation, which defies all journalistic norms and practices. The report quotes a police investigator as saying, "By God, they even don't know the basics of Islam". Did the reporter exert any effort to find the correctness of this statement? Did he try to find out how many books Hizb has issued on the Economic system, Ruling System, Social System, Judicial System and Education Policy? Does he know that Hizb is the only party who has presented a whole constitution, derived from Islam, and its details for the upcoming Khilafah? How does this indicate in any way that Hizb does not know Islam? He could have easily known that if he had contacted our members who frequent the Nation office constantly. Moreover, all these books are available on the click of a mouse had he cared to find out. But obviously the purpose of the report was not to arrive at the truth or to uphold objectivity, rather to malign the Hizb in exchange for gaining respect within the secret agencies.

3.         The report alleges that "Sources in the joint investigations team disclosed that some of the arrested leaders of HT have alleged that they were receiving funding from the MI-6" and gives the impression that this is the prime reason why the government is cracking down on Hizb. The reporter failed to ask a basic counter question that if having links with MI-6 is so bad then why is Gen. Kayani and Zardari meeting night and day with the CIA and MI-6 over war on terror and any other agency that would come forward?! Why they are killing Muslims in FATA and Afghanistan with complete coordination with these foreign agencies? If the government had any issues with foreign agencies they should have ejected their agents and private contractors, rather than providing security and protection to them. Hence if Hizb was actually backed by the MI6, we would have been the blue eyed boys of the secret agencies including their boss Gen. Kayani, extended red carpet treatment like the killer Raymond Davis, rather than being harassed, chased and tortured since 2001. Why didn't the reporter ask the basic question as to why the British Council and various other UK backed NGOs, who are covertly involved in espionage and spying, are allowed to work, openly whilst a global political party originated from the Arab world in 1953 is being treated as a terrorist organization? The journalist failed to ask the basic question as to why in all those countries where the UK has been in control of the political setup for decades, such as Libya, Jordan and Yemen, Hizb was banned and its members hounded, imprisoned and even executed?

4.         Its well known that Hizb ut-Tahrir is the largest political party in the world who is known for its political and intellectual struggle for the establishment of the Khilafah. Its steadfastness on Haqq and non-compromising attitude with the authorities puts it apart from the rest of the political parties. The recent arrests are in the backdrop of resumption of NATO supply line and the growing and spreading unrest in the Muslim World as the Ummah increases its demand for the Khilafah and Islam. The authorities knew that we are going to be vocal against this treachery and so they arrested members of Hizb in Islamabad and Lahore and abducted a member in Karachi. Hence this is nothing to do with any foreign agency with whom Gen. Kayani and his entourage feel privileged to have a cup of tea and slice of cake with!

5.         We would also like to point out here that since Mr. Ashraf Mumtaz has taken over as the Chief Reporter there has been a consistency in baseless and agency prompted reports against Hizb. This is not the first time that Nation has falsely and solely reported that Hizb is backed by MI-6. On accounting the reporting team ascribed it to ISPR, where as there were no Press Releases or Press Conferences from ISPR claiming that. They are more loyal to the King than the King himself! When we verbally accounted the Chief Reporter, Mr. Ashraf Mumtaz, he was unable to produce any proof and ducked the matter. We demand an in house inquiry as to why lies are being concocted against the Hizb at the behest of the secret agencies under the new reporting head.

To redress the matter we request that you print an apology as well as publish this letter for the benefit of your readership.

Peoples League pays glowing homage to S. HAMID WANI

Srinagar 17 April 18, 2012: Jammu and Kashmir Peoples League, a constituent
of All Parties Hurriyat Conference today conducted an important meeting at
its party headquarters Rajbagh Srinagar in which Peoples League pays
glowing tributes to Shaheed-e-Inkilaab (Martyr of Revolution) S. Hamid Wani.

Meeting was headed by Peoples League Chairman, Mukthar Ahmad Waza and
attended by a number of Peoples league leaders and activists.

In the meeting rich tributes were paid to the martyr who is ascribed to be
amongst the frontline Pro-freedom leaders of 70's and was one of the
founders of All Parties Hurriyat Conference (APHC) - which represents the
aspiration of Kashmiris politically, diplomatically and socially.

While speaking in the colloquium Senior Hurriyat Leader and Chairman Jammu
Kashmir Peoples League, Mukhtar Ahmad Waza said that the sacrifices of
Kashmiri martyrs had centre-staged the Kashmir dispute at the international
level. He reiterated the pledge to continue the liberation struggle,
despite all odds. He said that the scarifies of hurriyat leadership
especially the scarifies of innocent kashmiri people will not be allowed
to go in vain.

Waza urges India to show seriousness in resolving the Kashmir dispute issue
and added that Kashmir dispute was not a border dispute between India and
Pakistan but a question of the future of Kashmiri people.

While welcoming India Pakistan dialogue process, he reiterated that without
the inclusion of Kashmiris' genuine leadership, the dialogue process
between Pakistan and India would remain meaningless, as the people of
Kashmir were the main party in the dispute. Waza said that the easiest
solution available to resolve the 63-year-old dispute was implementation of
the resolutions passed by the United Nations. "As long as the Kashmir
dispute is not resolved, neither would political uncertainty end in the
South Asia nor can the people of the region realize the dream of prosperity
and development," he maintained.

It is worth to mention that S Hamid Wani was arrested by the Indian police
and killed in custody on April 18, 1998 in Soura Srinagar; Peoples League
said that the sacrifices of Kashmiri martyrs would not be allowed to go
waste and their mission would be taken to its logical conclusion.

"Reducing Risks and Vulnerabilities from Glacier Lake Outburst Floods (GLOF) in Northern Pakistan"

 

A Glacial Lake Outburst Flood (GLOF) occurs when a lake contained by a glacier or a terminal ice dam fails. This can happen due to erosion, a buildup of water pressure , an avalanche of rock or heavy snow, earthquake or volcanic eruption under the ice, or if a large enough portion of a glacier breaks off and massively displaces the waters in a glacial lake at its base.

 

Keeping in view the importance of the GLOF issues, the Ministry of National Disaster Management in collaboration with UNDP Pakistan and Adaptation Fund has initiated a Climate Change Adaptation Project titled "Reducing Risks and Vulnerabilities from Glacier Lake Outburst Floods in Northern Pakistan".

 

The media launch of the Project shall be held on Monday, 16 April 2012. You are cordially invited to participate and cover the event. Please see below the schedule of the event :

China provided search and rescue equipment

to the Pakistani military

 

According to the needs of the Pakistani army, the People's Liberation Army in recent days has provided the Pakistani army with a number of technical equipment used to search for avalanche bodies of the victims, and sent technical experts to provide technical guidance in Islamabad.
