Polio eradication worker shot and killed in Karachi, Pakistan


KARACHI/NEW YORK/GENEVA, 21 July 2012 – The World Health Organization (WHO) and UNICEF are deeply saddened by the killing of Mr. Muhammad Ishaq, a local community worker who was part of the polio eradication initiative in Pakistan.

Mr. Ishaq was shot and killed in the Gadap town area of Karachi on Friday evening.

Polio immunization activities were suspended in this area of Karachi earlier this week after a shooting incident injured two WHO staff members who were supporting the implementation and monitoring of a vaccination campaign.

Until activities were suspended, Mr. Ishaq had worked with the national polio eradication effort as a Union Council Polio Worker for several months, helping to plan and implement vaccination campaigns to protect the most underserved and vulnerable children against this debilitating disease.

Because of the dedication of heroes like Mr. Ishaq, Pakistan is this year closer than ever to the eradication of polio. He was known for his dedication and diligence to immunize all children against polio.

Polio is a highly infectious disease caused by a virus that can cause permanent paralysis in a matter of hours. There is no cure, but there are safe and effective vaccines. Polio can be eradicated if every child is immunized until transmission stops worldwide.

Currently the disease remains endemic in only three countries: Pakistan, Afghanistan and Nigeria. Mr. Ishaq was one of the thousands of people across Pakistan who worked selflessly in the battle to eradicate polio.

WHO, UNICEF and all of the polio partners in Pakistan and globally express their deepest sympathy to his family for this tragic loss. The partners of the Global Polio Eradication Initiative remain committed to supporting the Government of Pakistan and the people of Pakistan in their efforts to eradicate this devastating disease.

The West's wasted attempt to fake the Mahdi

Plans and plots has, of course, for donkey years, been making against Islam just to subvert the religion or, at least, to form something in the name of religion which, will be at par with it; or founding myriad number of associations within Islam, purportedly to entrench schism within the uniquely comprehensive religion. Reports of clandestine moves for that are, certainly, abound. Of such reports was one, whose primary aims and objectives, as was exposed, to create a fake MAHDI. Through whom confusion is to be brought among the Ummah; then the cleared ways would come for subjecting Muslims' world becomes readily available.
In the process of that, serious quarrel that led to rancorous feelings occurred among the principal planners of the satanic attempt. So, the plan went awry sine die and the clandestine moves also went public. Another vineyard reports, though, has it that there is, still, the possibility of rejigmeniting the process in different ways, with equally different modus operandi.
With the end of the world war II and, the configuration of United Nations Organization and sundry other International bodies, whose onus, according to the Western Powers, was maintaining peace and stability, then checking any security threat, similar to one that led to the escalation of world war I and II; Western Intelligence Agencies, had a summit in which, it was unanimously agreed upon, that there was direly urgent need for a common agenda and single policy for certain matters which have to do with their common enemies; then mapping out areas of mutual co-operation and equally where they should tolerate one another.
After the afore-mentioned summit too, several others followed in which, a number committees had been formed and, saddle with the responsibility of mapping out a comprehensive plan, by which they can do away with what they called their 'enemies' once and for all.
Having got the reports of all the committees, it was unanimously concurred that, during another but selected summit, the greatest threat, whose menace is imminent, is unequivocally, Islam. If it rises, one day, would definitely, keeps on rolling and conquering; while there is no force to halt it, till it triumphs resoundingly.
The Western powers have it documented that Islam as a religion, has definite system of governance whose bedrock is unalloyed justice and fairness. And there is no religion on earth that can boast of something similar to it. The religion, according to the Western powers, is in possession of clear cut methods of waging war fare for freedom, along with concept of martyrdom which is called Shahadah; which means if one dies on the course of war for protecting the religion, he would no doubt, be directly admitted into paradise, on the day of judgment.
The reports read in part that, Muslims have unshakable obedience to their religion to extend of which, whatever transactions they would have with someone outside the fold of the faith; they would not have hundred percent confidences in him. Reason, they have, already, been fore warned that 'they would never accept you vice-versa.
It took them a considerable number of years studying the report due to the fact that the world has somewhat waken up from its centuries long slumber for re-institutionalizing Islam as a political system in almost every part of the globe. In view of this, therefore, West decided to infiltrate the Islamic groups, who engaged in reforms movements, so as to bend them to other direction, but pure, puritanically precinct Islam.
By these tricks, Palestinian freedom fighting organizations were made to be sounding racial rather than Islamic. They have become very closely tight to the apron of, either West or East. Instead of Islam, whose slogan has been "Neither West nor East." It is a plain truth, islamically speaking, that anything without Islamic justification is Kufr.
What had once took place in Sudan, that someone called himself Mahdi and fought Western colonialists and chased them out of the country then, and enshrined Islam as system of governance then, geared the West to delve deeply very much into the concept of Al-Mahdi Islam. Who is he that mere mention of his name rejuvenates, and energizes Muslims spiritually and physically?
During that episode, Sudanese people trooped out in all shape and colour; character and characteristics; manner and mannerism to wage an all out war with an exceptionally unique enthusiasm and zeal; just because of the Al-Mahdi had commanded them to. British battalions were battered and resoundingly exterminated. Even General Gordon, who was the field commander then, was beheaded at the Khartoum city gate. And the head was tucked on stick for colonial power to watch.
The driving force for this astonishing zeal was nothing but the commandment of the Mahdi; whose incontestable obedience is incumbent on every believing Muslim. Whoever obeys him too, would surely be victorious. The Sudanese then, kept on recording victory sequentially. An entirely new chapter had, therefore, been opened against the Western Powers' intelligence agencies. Who is Al-Mahdi in Islam, and how is he looks like?
Of the phenomena that made a daunting impact on the Western imperialists' power, was Umar Mukhtar's dauntless war on Italy, during its attempt to colonize Libya. History of the war shows that Umar Mukhtar had not, actually, been conquered by the sheer military fire-power of colonial forces; as an alternative, he was deceived and divided his ranks. In the war, though, to say the fact, Italy was worst hit. Wherever he set his foot then, people trooped to pledge their support to him, because they believed that it was Al-Mahdi that appeared.
For this, studies and investigation was on top-most gear, to know who is Mahdi? Where does he live in? When is he going to reappear? Through this process, they came to know that every intrepid Islamic reformist who took Islam to new environments or conquered tyrannical regimes, has, doubtlessly, achieved that courtesy of Mahdi.
A shining example here is a legendry Muslim character who, first, made Indian sub-continent a state, then establishes Islam as political system there then, was, surely, Muslim. He was also called and known as Mahdi; because he conquered the entire sub-continent including present Afghanistan and Islam was his ruling system.
Times gone by has it to West, through academic and intellectual crucibles, that wherever, in the political map of the world, Islam sets its foots, regardless of the remoteness of the corners or crannies; or, a struggle against injustice takes place and records a reverberating success; Mahdi's power, has no doubt, been practically there. They fully knew that Islam reached China and Balkan regions. So, the therefore redouble efforts in studying who is Mahdi in Islam.
At the end of the study too, Western powers came to the conclusion that Mahdi, is a distinctively great servant of Allah who, despite their divisions, Muslims have strongly believed in the doctrine of his reappearance, so as to champion the course of Islam and Muslims; he will also wage war for the establishment of Islamic system on the entire world. But all those that previously appeared were not the real Mahdi; rather, they were name after him, because of their respective exceptional audacity in the cause of the original Mahdi.
Doctrine of the reappreance of Mahdi, islamically speaking, is a reality in the true sense of the word. He will certainly, lead Muslims to the most resonant victory. But the fact here is that no one knows the exact time of his manifestation and when will he be manifesting; though there had been personalities who exhibited extra-ordinary valour, hence they were nicknamed Mahdi. As a consequence, Western security outfits began thinking that if that has been the case; they could have therefore created a fake one, whom they could, remote-controlled for their imperialism to the detriment of the Muslims' world.
This project was a joint venture between Western and Eastern blocs, and commenced in earnest, that a handsomely built person would be trained in the various rubrics of Islamic sciences; then received an extensive in-depth tuition in the act of eloquence; then science and technology would be employed in making gimmick to descend from the sky while hajj rituals are being performed. Through this, someone would just descend from the sky. Whenever he talks everywhere will be echoing. Such were the imperialists' intention as of then.
The project, then, was in the advanced stage; budgets for its execution too, had been the steady one of course. But in the process of developing the hi-tech gimmick which would be used, wrangle and squabble broke out on who, could sufficiently man the machine with an exceptional proficiency? Failure to reach an agreement for that matter therefore, the plan went to indeterminate state.
It was in 1975, romour about this project filtered out through an anonymous KGB agent, who did not want the West to have a dominant power over it disclosed the secret to the media practitioners. This generated a lot of controversy between two sides. Though, the story was not true and, then halted.
In 1982 too, an anonymous and faceless person wrote a book titled The Mahdi. But in preface of the book, it was said that: A.J. QUINNELL, as a pen name, was its author. Quinnell claimed that, the book was a fiction not true life story. Macmilillan of London, were the publishers. Although, before publishing it, Macmillan published another book, titled Man on Fire with that same pen name. In the first book, the anonymous guy warned, in strong term, that a gigantic plot against humanity was on the pipeline, whose negative effects, if comes then, it would have made an incalculable damage.
Although A.J. remained anonymous up to the time of filing this piece, and still claimed that his book is nothing but fiction; and Macmillan also remained silent in disclosing the true author, but has become palpably clear, that it was his book, The Mahdi, generated the afore-mentioned controversy, basically because of the detailed account of what was going to be done and how it was designed; in spite of the fact that, West's top security agencies kept on, strongly, condemning the tale as blatant fairy fiction.
As years tick by too, in 1995, US defense ministry released some information which it was considered no longer classified one. In it, there were ones which successes had been recorded and ones that have woefully failed; then those that attempts were made for its implementation but halted by some technical, political or some other compelling reasons. Because, one should imagine that someone suddenly descended from sky in Mecca, during hajj performances; and the guy speaks to the hearing of all and sundry everywhere across the globe….. My dear readers, you can presume how the result would have been by now.
May Allah, out of His boundless mercy protect Islam and Muslims against all oddities?

Pakistan Long-Term Rating Affirmed At 'B-'; Outlook Stable

SINGAPORE (Standard & Poor's) July 20, 2012--Standard & Poor's Ratings Services today affirmed its 'B-' long-term sovereign credit rating on the Islamic Republic of Pakistan. The outlook on the long-term rating remains stable. Standard & Poor's also affirmed its 'B-' issue rating on Pakistan's senior unsecured foreign- and local-currency debt and its 'B-' transfer and convertibility assessment. At the same time, we raised the short-term sovereign credit rating to 'B' from 'C', following a change in criteria that links long-term ratings with short-term ones.

The sovereign ratings on Pakistan take into account the country's weak fiscal profile and associated high public and external leverage, low income level, as well as the underlying weak political and policy setting. These constraints are balanced against strong remittance inflows that help sustain a still-adequate external liquidity position.

Pakistan's high public and external indebtedness is a main rating constraint. Net general government debt stands at an estimated 52% of GDP in 2012, 40% of which is external debt.

"The interest burden on this debt poses a great constraint on discretionary spending, given already sparse fiscal resources," said Standard & Poor's credit analyst Agost Benard. "The large interest bill and other expenditure-side rigidities against a narrow revenue base of about 12.5% of GDP result in ongoing fiscal slippages."

The country's political and security environments also constitute a rating constraint. A volatile, fragmented, and adversarial domestic political setting detracts from policymaking and implementation. The resulting weak macroeconomic conditions, together with regional insurgencies, sectarian strife, and weak governance standards are a significant deterrent for private sector investment.

The government's recent failure to make timely payments on unrated government-guaranteed commercial obligations by the Central Power Purchasing Agency to independent power producers was attributable to bureaucratic delays and does not constitute a default according to our criteria.

"Our 'B' rating category considers the potential of administrative weaknesses to result in payment delays from ministries to agencies," Mr. Benard said.

The ratings on Pakistan are supported by the country's adequate foreign currency liquidity. Buoyant remittance inflows from a geographically well-diversified off-shore labor force and large Pakistani diaspora amount to 5.6% of GDP, having risen more than threefold in nominal terms over the past seven years.

The raising of the short-term rating reflects our criteria revision regarding the link between long-term and short-term sovereign credit ratings. According to our revised criteria, the short-term rating on a sovereign government is derived directly and solely from the long-term rating. As a result, the raising of the short-term rating does not reflect an improvement in Pakistan's short-term creditworthiness.

The stable rating outlook balances still-adequate external liquidity against vulnerabilities posed by structural fiscal weaknesses and significant political and security risks.

We may lower the ratings if major slippages in policy occur, resulting in rising public debt, or if the balance-of-payments position deteriorates and external liquidity comes under greater stress. Conversely, we may raise the ratings if Pakistan shows progress in its fiscal consolidation efforts, manifested in moderating deficits and a steady reduction in the public debt burden.

"UNESCO Advocates Free Education, Health & Safety Standards in Schools to Meet Education for All Goals in Sindh"


"Article 25-of the 18th Amendment of Constitution has recognized access of all children aged 5-16 to free and compulsory education as a fundamental right.  It is a great achievement of this country. All 4 provinces and territories are are now demanded to legislate their own provincial acts for implementation of Article 25-A as a prerequisite, and mobilize funds to implement this article. In this regard, UNESCO has already assisted the Senate and Capital Development Authority which has recently passed the bill on free and compulsory education Islamabad Capital Territory. ", these remarks were given by Director UNESCO, Dr. Kozue Kay Nagata on the occasion of advocacy seminar on Right to Free and Compulsory Education and Health & Safety Standards in Schools, held in Hyderabad. Minister for Education in Sindh Pir Mazharul Haq along with, Dr. Riaz Memon, Special Secretary, Department of Education, Govt. of Sindh, Civil Society Representatives, Parents and a large number of teachers participated at the event. Over 300 participants from different walks of life participated in the seminar. 

The seminar on Right to Free Education and Health & Safety Standards in schools was organized by Education & Literacy Department, Government of Sindh, in collaboration with UNESCO to encourage Education for All, health and hygiene practices among children in schools, and also advocate the need of having safe schools; one of the key areas UNESCO is helping provincial ministries to develop the school safety plans, to integrate Disaster Risk Reduction at school level in order to create preparedness and increasing individual's and community's mitigation of disasters.

It was recommended that school health should be firmly adopted as an important impetus for Education for All, attracting more students in schools and improves their retention and successful completion of their education. 

Talking to the occasion, Dr. Nagata showed her confidence in the representatives of people in Sindh, led by Sr. Minsiter, Pir Mazhar ul-Haq and Education Department, Government of Sindh to pass the bill on right to free and compulsory education in Sindh and ensure School Health and School Safety Standards in the province and its districts. Islamabad Capital Territory was cited as a role model for provinces to follow suit in passing the bill on right to free and compulsory education as per the mandatory requirement of Article 25-A. 

Senior Minister Education, Pir Mazhar-ul-Haq appreciated the efforts of UNESCO for advocating free education and raising awareness on healthy and safe schools in Sindh. He affirmed that Sindh Government is committed to Article 25-A and soon a bill on right to free education will be presented in provincial assembly for legislation. He expressed concern over falling standards of education in his province and said that the parents, the students and the civil society organizations should join hands with the education department for improving the standards and quality of education in the province. 

He also highlighted in his speech the missing facilities in schools, especially the latrines, which are deterring the students, especially the girls from attending schools. He also stressed on the need for school buildings in the shelter-less schools and emphasized upon community's participation in school affairs. 

This seminar was in line with UNESCO's Article VIII of Dakar Framework of Action, which states 
"Create safe, healthy, inclusive and equitably resourced educational environments, conducive to excellence in learning…" (Article 8.viii)

WHO clarifies

In several articles appeared in the local and international press concerning difficulties encountered in polio eradication in Pakista, it
is wrongly indicated that Dr Shakeel Afridi used polio vaccination to track down Osama Bin Laden in Abbottabad, Pakistan.

These baseless information have damaged the on-going vaccination campaigns and WHO would like to confirm that Dr Afridi had absolutely no links with any polio vaccination campaign. 

Alegedly Dr Afridi was inoculating hepatitis vaccine with syringes and was collecting blood samples in the neighborhood for genetical investigations.

WHO would like to clarify that not only Dr Afridi was NOT part of the Polio eradication programme but also that Polio vaccine is currently administrated with omly 2 drops in the mouth of every children below 5 years and thereofore does not allow collection of blood samples for any use.

The misinformation spread by this wrong news in have unfortunately raised doubts on real objectives of the polio eradication campaigns hampering the efforts of a dedicated Polio staff. The government health departments along with WHO, UNICEF and rotary international are trying their level best to clear the misconceptions and make people understanding that polio vaccination is crucial for their children well being.

Situation is gradually improving with the help of religious leaders and cleric who are playing an instrumental role in clearing the misconceptions about the polio vaccine and its impact on children's health.

The new 2012 UNAIDS report Together we will end AIDS will be launched on the 18th July ahead of the XIX International AIDS Conference which is taking place from 22-27 July in Washington DC.

It also highlights new scientific opportunities and social progress, and gives an overview of international and domestic HIV investments.
The report will be launched during a high-level interactive panel discussion in Washington DC at 10:30am EST / 14:30 GMT on Wednesday 18th July which is also the time that the report and press kit will go live on the UNAIDS website at www.unaids.org

A wide spread of Pakistan surgical/dental instruments bedecking the Pakistan pavilion at the APHM International Healthcare Conference and Exhibition 2012 managed to interest and excite a large number of visitors and buyers visiting the Kuala Lumpur Convention Centre (KLCC) to explore the three-day event here Wednesday.

The event being organized by Association of Private Hospitals of Malaysia (APHM) is featuring nearly 120 booths showcasing the latest technological advances in healthcare by exhibitors from Australia, China, Malaysia, Pakistan, Singapore and USA. The Pakistani pavilion has been set up jointly by Pakistan High Commission in Malaysia and the Trade Development Authority of Pakistan which has also sent in a nine-member delegation comprising leading exporters of surgical/dental instruments to represent and introduce the Pakistani products to the Malaysian market.

Visiting the Pakistani pavilion, Pakistan's High Commissioner to Malaysia Mr. Masood Khalid said the Pakistani surgical and dental instruments were known throughout the world for their competitiveness, effectiveness and durability and were earning precious foreign exchange worth millions of dollars for the country.

He said Pakistani surgical and dental equipments were already reaching markets in the US, Europe and Middle East in large number and the ongoing visit of the Pakistani exporters to Malaysia and their participation in the world healthcare moot and exhibition would pave the way for the Pakistani products and instruments to make their way into the Malaysian market and others in the region.  

Meanwhile, the Pakistani delegation besides attending the conference and exhibition, also held several key meetings Malaysian stakeholders, including the Malay Chamber of Commerce and Industry (DPMM), Federation of Malaysian Manufacturers (FMM), Malaysia Islamic Chamber of Commerce (DPIM), Medical Devices Bureau, Ministry of Health, Government of Malaysia to explore possibilities for the export of surgical/ dental instruments from Pakistan.

The delegation also held separate meetings with Mr. Amiruddin Abdul Sattar, Chief Operating Officer of KPJ Healthcare Bhd, Mr. Aminuddin Awang, Director of Pantai Holdings Berhad, YB Hj Abdul Malik Kassim, State Minister for Religious Affairs, Domestic Trade and Consumer Affairs, State Government of Penang, and Dato' Hj Abdul Rafique Karim, Honorary Counsel General of Pakistan to Penang. Visits of the delegation to leading local hospitals, including the Tawakkal Hospital and the Gleneagles Hospital as well as a visit to Bayan Lepas Free Industrial Zone in the state of Penang, are also scheduled.

According to the Surgical Instruments Manufacturers Association of Pakistan (SIMAP), Pakistan's exports stand at US$225 million (2009-10) while the total capital investment in the surgical industry is estimated at Rs.20 billion. There are about 1000 to 1200 active small and medium surgical units with labour force ranging from (10-500). The number of workers in the surgical industry is about 500,000. The industry manufactures about 110 million instruments annually.

Pakistan mainly exports two types of surgical instruments, including the disposable instruments which constitute 80% of exports; reusable instruments which account for 19% of exports; and advanced devices which are 1% of the exports. The leading buyers of Pakistani surgical instruments are United States (US$57 million), Germany (US$34 million), United Kingdom (US$24 million), France          (US$11 million), Brazil (US$8 million), Italy (US$7 million), Japan (US$6 million), Australia (US$5 million), UAE (US$5 million) and Mexico (US$4 million).
