THE SECRETARY-GENERAL MESSAGE

ON THE INTERNATIONAL DAY OF DEMOCRACY

ISLAMABAD, 14 September 2012 (UN Information Centre) The UN General Assembly, in resolution A/62/7 (2007) encouraged Governments to strengthen national programmes devoted to the promotion and consolidation of democracy, and also decided that 15 September of each year should be observed as the International Day of Democracy.

 

2012 Theme: Democracy Education

 

The UN Secretary-General issued the following message on this Day:

 

"Today we look back on yet another year of remarkable events in the story of democracy -- a story that continues to be written by people who yearn for dignity and human rights, for an end to corruption, for a say in their future, for jobs, justice and a fair share of political power.

 

Their story is just beginning.  Democracies are not born overnight, nor built in a year, or by holding one or two elections.  They require sustained and painstaking work. Yet, once begun, there can be no going back. 

 

Reform must be real.  People do not seek authoritarianism with a human face.  They want a virtuous circle of rights and opportunity under the rule of law, a vibrant civil society and an enterprising private sector, backed by efficient and accountable state institutions.

 

Inclusive dialogue is crucial.  Diversity is a strength.  We must work to promote pluralism and protect the rights of minorities and the vulnerable.  And women must be at the centre of efforts to build democratic futures.  They have been at the forefront of movements for change.  They have a right to a real say in governance and decision-making.

 

The voices of the young must also be heard and heeded.  Profound demographic pressures around the world make this an imperative.  Faced with bleak prospects and unresponsive governments, young people will act on their own to reclaim their future.

 

Underpinning these prerequisites -- and essential for long term success -- is democracy education, the theme of this year's observance.  It is needed so that all citizens in all nations, in democracies young and old, established or fragile, fully understand their rights and responsibilities.  And it is especially needed in countries that have made recent democratic gains so that progress made does not unravel.

 

The United Nations is strongly committed to working with partners to develop global and local initiatives that elevate democracy education as an integral part of all education initiatives and as a component of long-term governance strategies.  Let us build partnerships between international education experts and Governments to develop and disseminate best practices.  Let us develop a culture of civic participation to explore opportunities made possible by new media, and support countries in devising curricula and training methods.

 

In marking this year's International Day of Democracy, let us use all our creativity to advance this mission.  Let us work to bring democracy education to all, and in particular, to those societies in transition that need it most."

Scaling-up of rural sanitation in flood-affected districts emphasised



Islamabad, 13 September, Pakistan – Immediate measures to scale up sanitation facilities in flood-affected districts were emphasised during the inaugural session of a two-day workshop that began here today, to review the Early Recovery Program on Rural Sanitation in Flood-affected Districts of Pakistan

Spearheaded by the Ministry of Climate Change, Government of Pakistan in collaboration with UNICEF, Plan International, WaterAid and other partners, the workshop is organised to review programme implementation but also objectives and constraint to further scale up the programme to reach out to the most in need in all Provinces in Pakistan.

During the inaugural session, high level officials from the Ministry of Climate Change, Government of Pakistan applauded the efforts of its development partners and ensured the continued technical and institutional support for further replication of this program in all provinces.

Following a phased approach by the end of 2012, nearly 7.6 million people in 34 flood affected districts will be reached within the program. The program focuses on demand creation instruments which include information, education, and communication (IEC) material, Community Led Total Sanitation (CLTS) triggering, triggering in schools, formulation of Water Sanitation and Hygiene clubs and mass media communications, therewith following the basic principles of a human rights based approach to sanitation.

To date, already about 5 million people now reside in 4500 open defecation free villages with access to improved sanitation facilities while the programme is still on-going.

The number of people who still need assistance in sanitation is concerning, but the progress made in safe water shows very clearly that MDG targets can be met with the will, the effort and sufficient funding available," said Simone Klawitter, Chief WASH UNICEF, a vision which is jointly shared with Plan International and WaterAid: "We must target the most difficult to reach, the poorest and the most disadvantaged people, including children and women. Access to drinking water and sanitation are human rights, and we must ensure that every person has access."

This project was made possible through the generous contribution of several donors, including AusAID, USAID, general contributions to UNICEFs early recovery floods 2010/2011 programme and UNICEF's National Committees.

Background Information


Pakistan Approach to Total Sanitation (PATS)
Sustainable access to sanitation is central to development in Pakistan. More than 48 million people are still lacking access to basic sanitation, out of which 40 million are defecating in the open. Tellingly, as shown in the 2012 Joint Monitoring Report (JMP) the Millennium Development Goal sanitation target, to halve by 2015 the proportion of people living without access to sanitation, remains the most off-track of all the MDG targets in Pakistan.

The impact of a lack of sanitation on health, education and economic growth is profound. In Pakistan, Water and sanitation related diseases are responsible for some 60% of the total number child mortality cases. In fact, every 24 hours, 320 children die in Pakistan from diarrhoea, the result of poor water and sanitation conditions. They die in remote villages and crowded urban slums. They also die in areas too poor to afford the inexpensive medicines which might save their lives. These 320 children who die from diarrhoea in Pakistan are almost 8 % of total 4,100 children who die every day globally. Diarrhoea triggers a cause-and-effect chain with tragic results. It is closely linked to malnutrition, which accounts for more than half of all the under-5 deaths. Poor sanitation also has a serious impact on the right to education, with kids missing school due to water and sanitation related diseases. Girls especially drop out when there are no sex segregated toilets. Women, as the primary caregivers of sick relatives, lose out on work opportunities when they stay home to care for the ill.

The economic cost to inadequate sanitation has been estimated at PKR 343.7 billion annually or four per cent of the GDP (Water and Sanitation Program of the World Bank, 2012).

A holistic vision of sanitation was developed in 2010 by the Government and its partners in the form of The Pakistan Approach to Total Sanitation (PATS). Subsequently, An Early Recovery Program with the aim to upscale rural sanitation in flood affected areas was thereafter developed and is now being implemented in all provinces.

Following a phased approach by the end of 2012, nearly 7.6 million people in 34 flood affected districts will be reached within the program. The program focuses on demand creation instruments which include information, education, and communication (IEC) material, Community Led Total Sanitation (CLTS) triggering, triggering in schools, formulation of Water Sanitation and Hygiene clubs and mass media communications, therewith following the basic principles of a human rights based approach to sanitation.

The challenge basically stems from the context where most of the investment in the sanitation sector traditionally is driven by subsidy to individual households, which ends up positioning sanitation primarily as a private good. The program shows that PATS can be put into practice and that reaching out to a large number of people even during crisis imposed by the floods in 2011 is doable including those most need, children and women fostering a strong equity focus in service delivery.

With the Pakistan Approach to Total Sanitation (PATS), the Government of Pakistan facilitates access by ensuring that appropriate standards are in place to assist individuals in constructing and maintaining toilets while promoting the right to water and sanitation through hygiene education and promotion.

The Government of Pakistan recently participated in the Sanitation and Water for All High Level Meeting in Washington DC (April 2012), committing to improve access to sanitation and water for the people of Pakistan through: prioritization of sanitation and drinking water needs, increasing sector budget allocation by 1% by 2015 and support the development of sector plans, comprising provincial level water and sanitation sector plans, to guide development in water and sanitation

At this occasion several children were vaccinated over travelling along with their parents on Motorway. At this moment DIG Motorway Police Abbas Hussain Malick took active part being a member of Polio vaccination team and vaccinated children by him self. While addressing the media he said, "This is a part of our duty to provide safety to all". The UN Working Group on Enforced or Involuntary Disappearances (WGEID) is visiting Pakistan (10 -20 September 2012)

10 September 2012– The United Nations Working Group on Enforced or Involuntary Disappearances* is undertaking its first visit to Pakistan from 10 to 20 September 2012, at the invitationof the Government. 

During the mission, the UN experts will gather information on cases of enforced disappearances pending before the Working Group. They will also study the measures adopted by the State to prevent and eradicate enforced disappearances, including issues related to truth, justice and reparation for the victims of enforced disappearances.
 
The Working Group will visit various parts of the country and meet with State officials, both at the federal and provincial levels, as well as with representatives of civil society organizations, relatives of disappeared persons and representatives of relevant UN agencies.

The Working Group will be represented by Mr. Olivier de Frouville, the Chair-Rapporteur, and by Mr. Osman El-Hajjé,member. The independent experts will be accompanied by members of the Secretariat of the Office of the High Commissioner for Human Rights. 

The Working Group will hold a press conference at the end of the visit, on 20 September 2012, at 15.00 hours at the Marriott Hotel, in Islamabad.

A final report on the mission will be presented to the UN Human Rights Council in 2013.

(*) During the mission, the Working Group will be represented by Mr. Olivier de Frouville and Mr. Osman El-Hajjé. Mr. Olivier de Frouville, of France, is the Chair-Rapporteur of the Working Group. He was appointed by the Human Rights Council in 2008.  

Mr. de Frouville is Professor of Public Law at the University of Montpellier, where he teaches public international law, international human rights law, international criminal law and international economic law.

Mr. Osman EL HAJJÉ, of Lebanon, was appointed by the Human Rights Council in 2009. He is Professor and Chair of the Centre for Human Rights at Jinan University, in Tripoli, Lebanon. He was advisor to the Permanent Mission of Lebanon to the United Nations in Geneva and advisor on legal and social affairs to the Permanent Delegation of the League of Arab States in Geneva. 

Mr. Ugo Cedrangolo, Secretary of the Working Group, and Ms. Alia El-Khatib from the Office of the High Commissioner for Human Rights are also accompanying the mission.

The Working Group was established bythe UN Commission on Human Rights in 1980 to assist families in determiningthe fate and whereabouts of disappeared relatives. It endeavours to establish a channel of communication between the families and the Governments concerned, to ensure that individual cases are investigated, with the objective of clarifying the whereabouts of persons who, having disappeared, are placed outside the protection of the law. In view of the Working Group's humanitarian mandate, clarification occurs when the fate or whereabouts of the disappeared person are clearly established. The Working Group continues to address cases of disappearances until they are resolved. It also provides assistance in the implementation by States of the United Nations Declaration on the Protection of All Persons from Enforced Disappearance.

NATO is undertaking a dangerous and provocative global expansion that threatens the peace of the world, a distinguished geopolitical analyst Mahdi Darius Nazemroaya writes in a new
book.



By the time NATO started its war on Libya in March, 2011, it was conducting
operations in the Atlantic, Arctic and Indian oceans, the Mediterranean and
Red seas, and the Gulf of Aden, as well as in countries on four continents
that included Afghanistan, Iraq, Pakistan, Somalia, Sudan, and the former
Yugoslavia, Nazemroaya says.



As part of these adventures, the U.S. and its NATO allies have lowered "a
new iron curtain" from the Baltic to the Aegean "to castrate and contain
the European core of Russia and its allies in Eastern Europe," Nazemroaya
writes. He points out that Sergey Markov, co-chair of the National
Strategic Council of Russia, described the 2008 war between Georgia and
South Ossetia as being, in effect, "a U.S. attack on Russia."



However, "NATO expansion is not just limited to Europe, but is in pursuit
of a worldwide capability to expand Washington's empire under a global
confederacy," writes distinguished Canadian sociologist Nazemroaya in The
Globalization of NATO(Clarity Press).



He warns the expansion will eventually lead "to East Asia and the borders
of the Chinese where the U.S. has been waging a shadow war to box China in
and checkmate it."



"The U.S. and NATO have literally authorized themselves to go to war
anywhere in the world," Nazemroaya continues. The 2010 Strategic Concept of
NATO, which was drafted by a committee chaired by Madeleine Albright and
vice-chaired by former Royal Dutch Shell CEO Jeroen van der Veer, "also
asserts the legitimacy of whatever actions NATO members take to secure
energy sources as the U.S. and NATO look towards securing all the world's
energy hubs."



Besides expanding its area of operations, since the end of the Cold War,
NATO's nuclear strike posture has become more aggressive. "Within NATO and
among U.S. allies a consensus has long been established to legitimize and
normalize the idea of using nuclear weapons in conventional wars,"
Nazemroaya says. "This consensus also aims to pave the way for pre-emptive
nuclear strikes against targets like Russia, China, and Iran."



Most of the world's countries, he points out, argue the U.S. and its NATO
allies have violated Articles 1 and 2 of the Non-Proliferation Treaty
(NPT), because the Pentagon has a NATO nuclear weapons sharing program. In
addition, "Through its continued construction of nuclear weapons the United
States is the chief violator of the NPT and the chief cause for the
development of Russian and Chinese nuclear weapons," Nazemroaya writes.



He observes that Russia, too, is re-arming itself with nuclear weapons and
has the largest nuclear arsenal in the world because Moscow strongly
believes its nukes "are what have stood in the way of U.S. attempts to
pummel Russia." What's more, Russia has copied the adoption of the
U.S./NATO pre-emptive nuclear attack doctrine.



He goes on to say, "Washington has made it categorically clear that it
could attack Iran and North Korea with nukes." Nazemroaya notes the Obama
administration says it will not honor NPT's provisions barring a nuclear
attack on certain non-nuclear states, "meaning Iran and North Korea." Obama
says those two countries aren't complying with the NPT.



"This was a fallacious claim," Nazemroaya continues, as in the case of the
Iranians, the IAEA "has repeatedly reported that it has not found any
evidence that Tehran has a nuclear weapons program and is in breach of
NPT." And North Korea withdrew from the NPT in 2003.



In a Foreword to the book, NATO is described by former Assistant UN
Secretary-General Denis Halliday as a "dangerous instrument" of U.S.
aggression that is undermining the United Nations and "must be abolished."



Authorities around the world have showered Nazemroaya with praise for his
work in general and The Globalization of NATO in particular. "I hope this
book will be read by very, very many who can turn this morbid fascination
with violence into constructive conflict resolution," writes Johan Galtung,
Professor Emeritus of Peace Studies and Sociology at the University of
Oslo, Norway, and recognized as the founder of peace and conflict studies.



"This book is a must read for those committed to reversing the tide of war
and imperial conquest by the world's foremost military machine," adds
Michel Chossudovsky, Professor Emeritus of Economics at the University of
Ottawa, Canada.



Again, "Nazemroaya's book, in addition to reminding us that the role of the
United Nations has been confiscated by NATO, elaborates the danger that the
North Atlantic Treaty represents to world peace," writes Jose L. Gomez Del
Prado, former Chairman of the United Nations Working Group on the Use of
Mercenaries, of Ferney-Voltaire, France. And, in the words of Tiberio
Graziani, President of the Institute of Advanced Studies in Geopolitics, of
Rome, "This is a book really necessary to understanding the role of NATO
within the frame of long-term U.S. strategy. It not only provides an
articulate analysis on the Atlantic Alliance: it is the best modern text
devoted to the hegemonic alliance. With this book Nazemroaya reconfirms his
ability as a brilliant geopolitical analyst."



Adds Admiral Vishnu Bhagwat, former Chief of the Naval Staff of India,
"(Nazemroaya) is one of the prescient thinkers and writers of contemporary
times who deserves to be read and acted upon by people with a conscience
and concern for humanity's future." And Miguel D'Escoto Brockmann, former
Foreign Minister of Nicaragua and President of the 63rd Session of the
United Nations General Assembly, said: "The Globalization of NATO by Mahdi
Darius Nazemroaya is simply magnificent, erudite and devoid of the

OH!  My  Allah
Our  most  respected, devoted, hard working, wonderful  friend  MUKHTAR  AZMI   killed.  Hell  for killers.
Our  beloved  Mukhtar  Azmi  was  a  great  person.  He  built  MAZ  from  zero  to  a  top class  Adverising Company.  He  was  a  Pakistan  Delegate  to  Various  Media  Congresses.  What  a  great  loss.
 
I  pray  for  him  and  hearfelt  condolences  for  his  wonderfull  son.  I  am  depressed  to  learn.  What  JJ  is  doing  in  this  idiotic  city  Karachi,  which  we  built.
 
Pakistan Advertising  Association   must establish  an  Advertising  Hall/Foundation   or  so.  Where  material  about  Pakistan  Advertising  must  be  collected.  Avertising  great  personalities  like  Nusrat Bukhari, C.A Rauf, M. Mushtaque, Ch. Ghafoor, Sultan Mehmood. Aziz Khan, S.H.Hashmi  and  dozens others  need  a  permanent  citation.  I  compiled  50  page  " PAKISTAN ADVERTISING KI DASTAN E TARRAQI "  in  Nawai Waqt, Karachi  is  probably  the  only  printed  document.
 
Tyrant  killing  of  MUKHTAR AZMI  is  an  eye  oener  for  Masood  Hashmi  and  Dara Bashir..........Tariq Khan.
