IOM photo exhibition and documentary highlight 2010 flood survivors’ resilience

ISLAMABAD: The International Organization for Migration (IOM) today opened a photography exhibition and screened a short documentary at Nomad Gallery to mark the one year anniversary of devastating 2010 floods which affected more than 20 million people in Pakistan.

 

The photo exhibition, which will continue until August 4, highlights eye-catching pictures taken by professional photographers of miseries endured by flood survivors, their resilience and the organization’s response to their urgent needs.

 

The documentary “Recovery from Floods” is a touching story of a mother of four children, Hafeez Mai who lost her husband and home when the 2010 floods reached Muzzaffargarh district in Punjab.

 

Hafeez Mai’s story is very similar to countless others who are still trying to recover from the effects of the floods.

 

“We appreciate IOM and its staff’s untiring efforts in responding to the needs of flood survivors, including distribution of shelter and household items, logistics and in-kind consignment handling support, capacity building and health service provision,” says Dr. Zafar Iqbal Qadir, NDMA Chairman at the ceremony.

 

In the twelve months since the floods, IOM along with humanitarian partners has reached more than 2.76 million flood-affected people with shelter and non food item support and have provided medical services to over than 120,000 people. IOM’s humanitarian communications program has reached an estimated 7.1 million individuals.

 

In the early recovery phase, IOM is supporting the construction of 37,000 one room shelters for vulnerable families and also working on rehabilitation of 90 community infrastructure schemes including schools, hospitals and roads in Sindh, Punjab and Khyber Pakhtunkhwa provinces.

 

“One year after the disaster, massive needs still persist across the country”, says Brian Kelly, Head of IOM Pakistan’s Emergency and Stabilization Unit. “IOM remains committed to helping the people of Pakistan rebuild their lives.”

One Year On: IOM Aids 10.3 Million Pakistani Flood Victims, But Massive Needs Remain

ISLAMABAD - IOM has reached over 10.3 million of the 18 million people affected by the 2010 floods which devastated vast swathes Pakistan a year ago, damaging and destroying some 1.7 million homes.

 

But massive needs remain and IOM is appealing for an additional USD 3.6 million to launch a targeted multi-sectoral response to help the most vulnerable families affected.

 

Over the past 12 months, IOM, which led the humanitarian response in the shelter sector, has distributed emergency shelter to 2.76 million people; provided logistics support to the government and aid agencies, including consignment and processing of 39 relief flights and over 1,000 truckloads of aid; provided health services to over 120,000 people; and disseminated life-saving humanitarian messages to 7.1 million people.

 

"This has been one of the largest disasters ever and our teams have achieved a tremendous amount," says IOM Pakistan Chief of Mission Hassan Abdel Moneim Mostafa.

 

"But it is heartbreaking to see the huge needs that remain. Across the country, most people who lost their homes are still living in tents, health facilities are not fully functional and people have yet to re-establish a source of income," he adds.

 

IOM is currently targeting 37,000 households (some 259,000 people) to help them to construct durable, flood-resistant one-room shelters in Khyber Pakhtunkhwa (1,100), Sindh (23,000) and Punjab (13,000) provinces.

 

Some10,400 homes have already been completed, with funding from the US Office for Foreign Disaster Assistance (USAID/OFDA), the European Commission Office for Humanitarian Aid and Civil Protection (ECHO), the Government of Japan and the Canadian International Development Agency (CIDA).

 

The project follows the Early Recovery Guidelines developed by the inter-agency Shelter Cluster and endorsed by the National Disaster Management Authority (NDMA) and the Housing Early Recovery Working Group (HERWG).

 

After a successful pilot at the beginning of 2011, IOM decided to provide cash transfers rather than material support to help affected families. This allowed beneficiaries to choose what materials to buy and the shelter design as well, putting much needed income into local supply chains.

 

The project is community-driven and targets the most vulnerable families in each community. Groups of beneficiaries are organized into village councils. Each council nominates a focal person to receive cash support from the project and this person distributes it to all the beneficiaries. Payment is in tranches and is paid once the entire group has achieved a construction milestone, such as digging or building the foundations of their new homes.

 

Mohammad Saleh is building a shelter for his wife, three children, mother-in-law and grandmother in Mir Ahmed Khan Bijarani, district Kashmore, in northern Sindh. The village council is helping them to build the shelter so that the whole village will receive its next tranche of funding.

 

He received PKR 25,500 (USD 300) from IOM and says that he found technical training provided by IOM and implementing partner Sewa Development Trust Sindh (SDTS) very useful.

 

"I learnt new techniques including the use of cement mortar in walls and plaster to increase water resistance. The better the foundations and the plastering, the less likely the building will be damaged in the next rains," he says.

 

IOM is also restoring key community infrastructure damaged in the floods and restoring livelihoods through a small grants programme, specifically targeting women and small businesses.

 

Meanwhile, IOM medical staff are continuing to provide primary health services, referral services and information to around 10,000 patients per month in the worst flood-affected areas.

 

In addition, IOM is partnering with the government to prepare for future disasters, including supporting the establishment of an Early Disaster Warning System in Sindh, pre-positioning shelter and non-food relief items, and leading the contingency planning process for shelter, as well as camp coordination and management.

          The former Prime Minister and a veteran politician, Pakistan Muslim League- (Qauid-e-Azam) PML-Q's President Chaudhary Shujaat Hussain has assured leader of Sunni Tehrik Mr. Sarwat Ejaz Hussain Qadari that PML-Q was determined to hold All Parties Conference (APC) for stopping blood shed of innocent people and to restore peace in Karachi. Chaudhary Shujaat said during a telephonic conversation with Sunni Tehrik leader who called on Mr. Ghous Bux Khan Mahar President PML-Q Sindh Federal Minister for Privatisation at Karachi today.

 

          Mr. Ghous Bux Khan Mahar also assured the leader of Sunni Tehrik Mr. Sarwat Ejaz Hussain Qadari that PML-Q platform supports efforts of all segments of society to stop violence and to maintain peace in Karachi as the city was of all Pakistanis and not belonged to any Sindhi, Mohajir, Punjabi, Pakhtoon or Baluchi. National integrity was the need of the hour for strengthening the national economy and national prosperity, he added.

 

          The leader of Sunni Tehrik Mr. Sarwat Ejaz Hussain Qadari expressed his gratitude for full support extended by PML-Q leadership for the restoration of peace in Karachi and said that his "peace carvan" was purely an effort of a common citizen and has nothing to do with any political, ethnic or lingual identification. Sindh's Provincial Ministers Mr. Aleem Adil Shaikh and Muhammad Ali Malkani were also present during the meeting.

Dear Media Colleagues,

It is one year since the devastating monsoon floods hit Pakistan, affecting more than 18 million people, almost half of them children.

UNICEF Pakistan's new report: "Children in Pakistan: One year after the floods - Turning towards a brighter future" is attached here, along with a media release.

The report notes that many children and their families are still struggling to rebuild their lives, with the impact of the floods set to continue for years to come.

The floods also exposed an existing tragedy of chronic malnutrition, unhealthy sanitation practices, low primary school enrolment (especially for girls), and child protection issues.

UNICEF made a major humanitarian response to the floods and continues to assist flood-affected communities.

Pakistan flood survivors struggle to restore their lives amid new disaster fear and humanitarian funds shortage
 
Geneva/Islamabad/New York, 29 July 2011 – A year after devastating monsoon floods hit Pakistan, many of the more than 18 million affected people – almost half of them children –are struggling to rebuild their shattered lives against a background of dwindling humanitarian funding and fear of new monsoon floods.
 
The floods – which at their worst covered up to one-fifth of the country and caused almost US$10 billion of damage – stretched communities to breaking point, with millions of people forced from their homes into camps or other temporary shelter. Almost all of these displaced people were already the poorest of the poor in Pakistan.
 
According to a new report issued today by UNICEF, the impact of the floods will continue to be felt for years to come, especially by children who are the most vulnerable to the impacts of disaster. When displaced children and their families returned to their areas of origin, they found homes, livelihoods, and infrastructure – including health facilities and almost 10,000 schools – damaged or destroyed.
 
The floods also exposed an existing tragedy of chronic malnutrition, unhealthy sanitation practices, low primary school enrolment (especially for girls) and child protection issues. The report warns that new and continued assistance is required to ensure that flood-affected children and families do not enter a downward spiral of increasing vulnerability. If children remain untreated for malnutrition, for example, they are more susceptible to disease as well as life-long stunting and cognitive impairment.
 
"I, like others, was shocked to see the devastation from the 2010 flooding and its impact on children in Pakistan," said Anthony Lake, UNICEF Executive Director, in the report. "Over the past year, the global community, including UNICEF, has launched a massive response, reaching millions with clean water, critical nutrition, immunizations, education and other essential services to protect children and their families."
 
UNICEF's response was one of the largest emergency responses in its history, in terms of the deployment of human and financial resources, and was carried out in close coordination with the Government of Pakistan, other UN agencies and civil society partners.
 
Among its major accomplishments, UNICEF provided clean drinking water daily to 5.1 million people; vaccinated 11.7 million children for polio and 10.4 million children for measles; screened over two million children under five for malnutrition; established temporary learning centres for almost 300,000 children; supported child-friendly spaces for close to 400,000 children; and provided 761,000 children with school supplies to allow them to continue their education and recover more quickly from the disaster.
 
UNICEF also led key emergency clusters at national and sub-national levels and continues this leadership role in the Early Recovery Working Groups, coordinating for improved efficiency of both humanitarian and early recovery responses.
 
"Today, there is still much more to be done to address the underlying conditions that made these communities so vulnerable, and to help them build resilience. Together, we can turn the tide in the lives of children and families of Pakistan who have suffered so terribly," said Mr Lake.

"In a sense, the development clock has been reset, and requires continued support to meet the higher expectations," said Mr Rohrmann. "As such, UNICEF will continue to meet the needs of the most vulnerable and disadvantaged children, as part of our 'core commitments for children', and continue to advocate and raise awareness of the rights of children."
 
Mr Rohrmann said that the Transitional School Structures UNICEF is constructing to fill the gap left by destroyed schools are a good example of the way forward.
 
"These schools are designed to provide a bridge between the emergency tent classrooms and permanent schools," said Mr Rohrmann. "They are popular with children and many students are able to attend school for the first time in their lives because of these schools. We would like to build them in large numbers, allowing ever more boys and girls, including those who have not been to school before, to access safe and secure education."
 
UNICEF faces a shortfall of almost US$50 million to meet the critical early recovery needs of flood-affected children and families. The major areas of under-funding are in water, sanitation and hygiene (US$36.3m), education (US$8.1m), and health (US$4.9m). In addition, US$6.2m is needed for nutrition interventions due to the continued humanitarian levels of global acute malnutrition.
