The Press and politicians have been callous and unreasonable in their reaction to the resignation Dr Zulfiqar Mirza which reminds me of my own resignation in September 1979.
The resignation of Dr Zulfiqar Mirza is one of the most important events in the history of the political class of Pakistan in which there have been very few instances of a politician acting honorably. Resignations always entail a cost. That cost is always weighed against the benefit – to oneself, the organisation or the country. When I resigned in protest against the execution of a popular Prime Minister, I made the point that the decision to put Mr Bhutto on trial and to execute him was not of the Army as an institution but of General Zia ul Haq alone. I could not have brought Mr Bhutto back to life but it did result in General Zia never obtaining legitimacy for his rule. After his death in an air accident, it was not the COAS – General Aslam Beg – who took over, the Constitution was applied in letter and spirit by him. Unlawful actions of Prime Minster Nawaz Sharif did result in another coup d'état – this time by General Musharraf - and he did secure legitimacy from the courts as well the parliament. But the ease with which he obtained the endorsement of the political class, this time led by PML(Q), he thought he was so secure that he could challenge the Supreme Court and even to incarcerate members of high judiciary. This time, the military added its weight and voice to that of the lawyers and the civil society through its ex-servicemen's organisation. This resulted in the judges removed by Musharraf being restored, democracy returning and the judges handpicked by Musharraf removed, and he himself being forced to resign. The effect of my resignation has been unfolding over several years, even decades. Those who criticized me why I resigned in September when Mr Bhutto had been executed in April, clearly missed the point.
Once again, the press is missing the point. Dr Zulfikar Mirza is being criticized why he waited so long; what action did he take when he was holding the office of Home Minister? The unkindest cut of all is that he is accused by the MQM of being an accomplice in a plot by his party leader – Asif Zardari – to deal a death blow to the MQM, and by others for being disloyal to his party – the PPP. The point of Dr Mirza's resignation is an important one and it is being deliberately missed. We have all suspected for years that the MQM is a fifth column of India and America and that Interior Minister Rehman Malik was infiltrated in the Zardari-Geelani Administration in order to protect the MQM from being banned and its leadership prosecuted. Dr Zulfiqar Mirza, is not the only person who knew the facts or to have the proofs. But he is only one who dared to expose the crime and the criminals. Since he did not have the authority to prosecute a federal minister or to obtain the arrest and repatriation of Altaf Hussain from the UK to Pakistan to face trial, all he could do was to bring the information he had to the notice of his party President and the ISI. He had to wait until either of them acted on the information. When he found that they were unwilling or unable to act, he made the information public. His action is timely, responsible as well as honorable.
It is already clear that Dr Mirza is not a part of a plan – ostensibly by President Asif Zardari – to discredit the MQM and gain voters in the urban areas of Sindh as the MQM suggested in a letter written by Nasreen Jalil to all the Ambassadors in Islamabad. It is the MQM that has blackmailed President Asif Zardari by alluding towards him being complicit in the killings of Mohajirs by the Baloch in Karachi. The resignation of Dr Mirza has brought the focus back on the real issue. He has stated on oath that the MQM is a terrorist group and that Interior Minister Rehman Malik protects them thus facilitating slaughter of innocents on the streets of Karachi. Now the Zardari-Geelani Administration has all the proof it needs to ban the MQM and put its killers on trial. If they do not act on the information provided, the Supreme Court is already seized of the matter and it can act even without the Executive Branch having pressed the case against the MQM.
The letter written by Altaf hussain to the British Prime Minister Tony Blair informed him that the MQM is willing and able to act as spies to provide 'humint' not just in Pakistan but also Afghanistan. The MQM claims to be a fifth column capable of paralyzing the port city of Karachi. The letter was written soon after 9/11 and the 'offer' made by Altaf Hussain, it appears, was accepted not so much by the British as by the CIA and RAW. Ever since, the MQM has insisted on control over the Ministry of Ports and Shipping in every government. One sees the hand of India in all the political plans of the MQM. The Six Points of Sheikh Mujib and the four points of Altaf Hussain have one important point in common. Both wanted such provincial autonomy which did not give the federation the right to levy taxes and present budgets. When the MQM presented its proposals for the 18th Amendment, it sought the federal government to be restricted to Defence, Foreign Affairs, and currency. Without much support from other parties, it opposed the VAT (RGST), which is an essential pre-requisite for documentation of the economy. When everybody was too tired, it succeeded in the GST on Services being made a provincial tax. It hopes to go on creating financial conundrums until all taxes are collected by the Provincial Governments. What Dr Mirza said on oath on the Quran is obviously true. The MQM knows that it is the American agenda that Pakistan breaks up and it is fully co-operating with the enemies of Pakistan towards that objective. It proposals for 'provincial autonomy' and the Sindh Province opting out of the GST on Services being collected by the FBR show how they wish to help America achieve its objectives. Yugoslavia came apart when the federation lost its right in the post Tito Constitution to collect taxes on the people – on their income and consumption. The MQM and its paymasters wish the same for Pakistan.

Dr Mirza has reported a crime of high treason – conspiracy to break up Pakistan – by the leadership of the MQM in which Rehman Malik is an accomplice. Since the Supreme Court has already taken suo moto notice of the slaughter in Karachi, one hopes they would go to the root cause which has fortuitously been revealed by Dr Zullfiqar Mirza. He has not given a view on how the enemies of Pakistan wish to use the services of the MQM for the break up of Pakistan. I wish to be heard by the Supreme Court on the subject.

Provide unlimited resources in humint (human intelligence) in the towns and villages throughout the province of Sindh and in the province of Punjab to some extent, to monitor the activities of fundamentalists and Taliban led organisations, and also to monitor the activities of "madrassas" (Religious Schools).
To ensure select groups to penetrate Afghanistan in the form of aid workers so as to enhance Western agencies intelligence information capabilities.
In return for this assistance, we would seek assurance for the following minimum objectives, which would be held essential for ourselves and the good of Pakistan as a whole. Our objectives are as follows:
a) Equitable participation in the Governance of the province of Sindh and the Federation as partners, genuinely.
b) Equitable participation in all spheres of life including education, employment, army and administration.
c) That would need local policing consisting of Mohajirs and Sindhis.
d) That full autonomy be granted to provinces with the federation keeping only three subjects: Defence, Foreign Affairs and Currency Control, and in these sectors equal participation of all provinces be guaranteed.
e) ISI (Inter-Services Intelligence) the secret agency must be disbanded otherwise the ISI will continue to produce many more Osama bin Laden and Taliban in the future.
I hope that you would be kind enough to seriously consider my offer for the benefit of Pakistan should any geo-strategic and commercial relevance of Pakistan left for the United Kingdom and the International Community.

UN-HABITAT completes more than 1,700 one-room shelters for Eid-ul-fitr for the flood affected in Sindh province.
UN-HABITAT has completed 1,709 one-room shelters for the flood affectees in the districts of Dadu, Kambar Shahdat Kot and Jacobabad, Sindh, in time for Eid celebrations. A total of 1,104 shelters have been completed in union councils Karim Buksh and Ahmad Pur in Jacobabad district, 475 shelters in union councils Gozo, Kandi Chuki, Thallo and Bughia in Dadu district and 130 shelters in union councils Gaji Khuawar and Mir je Wahi in Kambar Shehdat Kot district. UN-HABITAT staff have provided these shelters to the vulnerable and the extremely vulnerable beneficiaries with active community participation and involvement at every stage of construction. The completed one-room shelters have been constructed through the generous funding of UKaid and the Government of Japan, of which 1,000 shelters have been built under UKaid and 709 under the Government of Japan funds. The shelters have been successfully completed in time so that these families may have some relief and comfort for Eid-ul-fitr. Nearly 4,000 shelters are expected to be completed within the next month. UN-HABITAT will be working in the coming months to provide more families with permanent one-room shelters, hygiene, sanitation and water and community infrastructure facilities.
UN-HABITAT is thankful for the support of the donors and in the coming months, promises to continue the efforts to support the flood affectees for their rehabilitation.

FBR allows Special Exemption to Growers of Agricultural Produce, Incidental Expenses of Oil Tankers' and Steel Melters
The Federal Board of Revenue has allowed special Exemption to Growers of Agricultural Produce, Incidental Expenses of Oil Tankers' and Steel Melters through a circular issued here.
According to the Circular, the Clause (12) of Part-lV of Second Schedule to the Income Tax Ordinance 2001 (XLIX of 2001) has been substituted through SRO 787(I)/2Q11 dated 22ncl August 2011, in order to allow specific exemptions / Concessions in withholding tax deductible under clause (a) of sub-section (1) of section 153 to the following categories:
i) On sales made by growers of agricultural produce;
ii) On incidental expenses incurred by owners/contractors of oil tankers; and
iii) On local purchase of scrap steel by steel melters.
Since the agricultural income as defined in Section 41 is exempt under the Ordinance, subjecting the growers to the withholding regime under section 153(1)(a) on sale of agricultural produce would have been an anomaly & unfair. Therefore, their sale receipts from agricultural produce have been exempted from withholding tax. The expenditure on purchase of agricultural produce from its grower has also been exempted from the applicability of clause (I) of section 21, which requires payment through crossed banking instruments / banking channel. The grower in order to avoid payment of withholding tax shall be required to provide a certificate to the person making payment directly to the growers as prescribed in the said notification.
In view of the peculiar characteristics of Cotton crop, it has been decided by the Board that the ginner purchasing cotton from the grower will be required to forward a copy of the certificate furnished by the grower to the concerned RTQ/LTU. The authenticity of the particulars provided in the said certificate may be verified by the relevant Inland Revenue authority within one year, and no question shall be asked from the ginners after lapse of one year after the date the certificate was received by such authority. The concerned RTOs/LTUs are required to set up a special cell for obtaining and processing the information/documents regarding transactions of agricultural produce. It will be the responsibility of the concerned Chief Commissioner to ensure that all the Commission Agents/traders of agricultural produce whose receipts have been subjected to withholding tax are borne on tax roll and filing their returns of income.
The provision of particulars as prescribed in the certificate about the measurement and identity of agricultural land is optional for the growers, and department shall not insist on this requirement.
The person purchasing agricultural produce through a commission agent shall be required to deduct advance tax @ 10% on the amount of commission paid to the agent and tax u/s 153(1)(a) shall not be deductible on such transactions. The grower making sales through such commission agent shall also not be required to furnish the prescribed certificate.
Exemption provided under sub-clause (a) of clause (12J of Part-IV of Second Schedule to the Ordinance, is not available to the traders of agricultural produce and withholding lax shall be deductible from them at the prescribed rates.
Payments made by the owners/ contractors of oil tankers for meeting necessary incidental trip expenses paid to crew of oil-tankers, have also been exempted from the provisions of clause (a) of sub-section (1) of section 153. However this exemption shall not be allowed to the owners of oil Tankers made under any other head of their business expenditure;
The rate of deduction withholding tax under clause (a) of sub-section (1) of section 153 has been reduced from 3.5% to 1%, in case of local purchases of scrap steel made by the steel melters who have opted for the Safes Tax Special Procedure Rules 2007 relating to steel melters, and are regularly filing returns under the said scheme. The benefit of this reduction in rate of tax cannot be allowed to those steel melters who are outside the ambit of Sales Tax Special Procedure Rules 2007, or who have failed to file Sales Tax Returns regularly.

Around 600,000 acres of cultivation belt in Sindh has been inundated with rainwater, which has caused a massive damage to standing crops of cotton, sugarcane and other agriculture commodities, Said,Sindh Agriculture Forum .
Rainwater hit around 250,000 acre of the total fields, which are under cotton, 200,000 acres of land with standing sugarcane crop and remaining land inundated in rainwater having vegetables, millet, animal fodder and some lintels.
In Punjab around 10,0000 acres of land was affected with the rainstorm and most of the parts include Rajanpur, Dera Ghazi Khan, Haroonabad, Kasur, parts of Multan district, Vehari and Mailsi etc.
Chairman of SAF Shakeel Ahmad said due to damage to nearly 550,000 bales of cotton in Sindh and Punjab floodwaters, the prices of lint might jump nearly 30 percent in the next coming trading sessions.
"Cotton prices in Pakistan are still lower compared to international prices and this will attract the international buyers especially importers from USA to negotiate deals for fine cotton with Pakistani exporters," Ahmad maintained.
He said due to shipments problems at many ports in USA and Irene hurricane, importers of soft commodities prefer to buy cheap cotton from Pakistan.
Ahmad said 10 percent of the USA cotton also was hurt by the storms and bad weather and due to dull economic and agriculture activities in affected parts, the cotton buyers were intending to make deals with Pakistani lint merchants.
He said Pakistani white gold is still cheaper and available at around 25 to 30 cents per pound less in the international market.

By that time Ed Haas’ Freedom of Information Act (FOIA) requests were not all answered by the various branches of the US Government; Central Command’s (CENTCOM’s) response was still missing. His requests relate to the only evidence the
In June 2006, Ed Haas wrote an article “FBI says, it has ‘no hard evidence connecting Bin Laden to 9/11”. Ed was wondering why the FBI had not indicted bin Laden for the 9/11 attacks. So, he contacted Rex Tomb, Chief of Investigative Publicity for the FBI. When asked why there is no mention of 9/11 on Bin Laden’s Most Wanted web page, Tomb said:
“The reason why 9/11 is not mentioned on Usama Bin Laden’s Most Wanted page is because the FBI has no hard evidence connecting Bin Laden to 9/11.” Surprised by the ease in which this FBI spokesman made such an astonishing statement, he asked, “How this was possible?” Tomb continued, “Bin Laden has not been formally charged in connection to 9/11.”When asked, “How does that work?” Tomb continued, “The FBI gathers evidence. Once evidence is gathered, it is turned over to the Department of Justice. The Department of Justice than decides whether it has enough evidence to present to a federal grand jury. As soon as I became aware of Ed Haas’ work, I contacted him; it was August 2006. I shared with him my work that was published a few weeks earlier on counterpunch.org titled “Osama’s Confession, Osama’s Reprieve” and my opinion as to why bin Laden was not indicted for 9/11 even though the American government had presented the world with a tape in which bin Laden clearly showed prior knowledge of the attacks as evidence of his guilt, the tape could not be submitted to a federal grand jury without providing both the chain of custody and authentication. If authenticated, that would have corroborated my findings and show the complicity of the American government in the attacks.
On the issue of authentication, it is a fact that, to this day, the videotape released by the Pentagon on December 13, 2001, of bin Laden “confessing”, has not been authenticated by the US government or any other government, media outlet, or institution which could be construed to be authentication as stated in “Osama’s Confession; Osama’s Reprieve”.
In August of 2006, responses to Ed’s FOIA started trickling in. Ed is ex-military who understands its bureaucracy and record keeping. He launched in reaction to Rex Tomb’s disclosures, a barrage of FOIA that correctly focused on chain of custody and authentication.
The following are the responses in chronological order:
1. August 2006, the FBI’s response: “The material you requested is located in an investigative file which is exempt from disclosure pursuant to Title 5, United States Code, Section 552, Subsection (b)(7)(A)”. Ed Haas appealed the FBI’s decision and I reminded him that the investigation had started almost five years earlier and should have been completed by now. For the record, to this day, the FBI has not released any results of the investigation, interim or otherwise and no material relating to authentication that Ed Haas had requested. Ed Haas won the appeal and a few months later the FBI sent a letter saying that it could find no records responsive to his request.
2. September 2006, the DoD/Pentagon response: “The office of the Assistant Secretary of Defense for Public Affairs conducted a search of its files and located no record responsive to your request. Responsive records, to the extent they exist, mostly likely would be found at the United States Central Command (CENTCOM) and I suggest that you submit a FOIA request to that command at…” This is the most bizarre response. If we give the Pentagon the benefit of the doubt, chain of custody or portions of the chain might reside at CENTCOM but any authentication work prior to the release must reside with the Pentagon; the Pentagon would not even release information relating to the hiring of the two translators, George Michael and Dr. Kassem M. Wahba, which Ed Haas specifically requested in his FOIA.
3. June 2007, the CIA’s response:”In accordance with section 3.6(a) of Executive Order 12958, as amended, the CIA can neither confirm nor deny the existence or non-existence of records responsive to your request. The fact of the existence or non-existence of requested records is properly classified and is intelligence sources and methods information that is protected from disclosure by section 6 of the CIA Act of 1949, as amended. Therefore, the Agency has denied your request pursuant to FOIA exemptions (b)(1) and (b)(3)”. Based on the types of exemptions the CIA took, Ed Haas correctly interpreted the response as confirmation of what Ed Vulliamy and Jason Burke reported in The Observer of London LINK, three days after the bin Laden confession tape was release by the Pentagon: “although absolutely genuine, it is the result of a sophisticated sting operation run by the CIA through a second intelligence service, possibly Saudi or Pakistani”, and my extensive analysis of the bin Laden “confession” tape had reached the CIA sting operation conclusion and, without speculation, that the other intelligence service was clearly Saudi.
4. December 2009, CENTCOM responds two years after receiving the Ed’s request: “Pursuant to procedures established in 5 U.S.C. 552, Freedom of Information Act and DOD 5400.7-R, Department of Defense FOIA Program, our search included all existing records in USCENTCOM. Despite our extensive search for documents pertaining to your request, we were unable to locate responsive documents.” Please note the use of the word extensive and ask yourself, if CENTCOM, the command responsible the Afghan theater of operations did not have any chain of custody records, how did the bin Laden “confession” video come to be.
From these responses, the
ACCORDING TO MY RESEARCH, the following is the correct timeline of how the tape was produced.
1. On September 21, 2001, a sting operation targeting bin Laden was launched from
2. The sting operation had two parts, the first part, conceived after 9/11, was to tape bin Laden confessing, the second part, which was the original goal of the sting prior to 9/11, and possibly as far back as the Clinton administration, was to capture bin Laden or kill him.
3. The first part was conducted successfully around September 26, 2001, and we all have seen bin Laden at a dinner gathering practically, if not legally, confessing to the 9/11 attacks. For the second part, the capture or kill, one of the Al-Harbi’s companions was left behind in order to alert American Special Forces to bin Laden’s return to the village.
4. Al-Harbi, had left
5. A side bar here, the Iranian government who issued Al-Harbi and his two companions travel visas have a lot of hard information about him and can get access to even more. While doing my investigative work into the video tape, I contacted the Iranian authorities through their UN ambassador. My email dated 12/22/2005 had about twenty very specific questions relating to material the Iranian authority possessed and suggestions as to where relevant material that they have access to can be found. One of the specific questions that the Iranians could have answered was the date the visas were issued
It is also likely that all those individuals received their visas at the same time from the embassy or consulate in Saudi; unless the visas were forged. If they received their visas prior to 9/11, that would also give the article I am writing a different dimension.

In early October 2001, three things happened that are worth noting:

NATO invoked Article 5 and declared, “Frank Taylor, the US Ambassador at Large and Co-ordinator for Counter-terrorism briefed the North Atlantic Council - NATO's top decision-making body - on 2 October on the results of investigations into the 11 September terrorist attacks against the United States. As a result of the information he provided to the Council, it has been clearly determined that the individuals who carried out the attacks belonged to the world-wide terrorist network of Al-Qaida, headed by Osama bin Laden and protected by the Taleban regime in Afghanistan.”
3. Statements by Tony Blair to the BBC on September 30, 2001, and the Parliament on October 4, 2001, is that “ it has been shown strong evidence linking Bin Laden to the attacks… the evidence from intelligence services was ‘powerful and incontrovertible’ …. the evidence we have is intelligence and highly sensitive, which it is not possible to release without compromising people or security to release precise details”
All of these three incidents indicate that there was strong evidence that bin Laden was guilty; even though the “confession video” was not released by the Pentagon until December 13, 2001, it was clearly available through intelligence to the parties above. Not supplying such evidence to the Taliban in exchange for bin Laden and to avert war, is a clear violation of the UN Charter and The Geneva Convention thereby rendering those responsible liable for indictment for war crimes. It was also important to put pressure on the Musharaf regime and those in his Foreign Ministry, such as Mr. Khan, who were privy to the evidence and force them to join the
The ultimate objective of the sting operation was to kill or capture bin Laden but the
On November 2, 2001, the Saudi intelligence operative left behind in that village alerted the
William F. and David S. (last name witheld in order to comply with American law) of the CIA confirmed that the Predator drone collided with the helicopter, they also stated that the collision was intentional in order to sabotage the mission. Since William and David refused to answer specific question, I reported the collision as a fact since I independently reached instead of using their version that I could not confirm. Later I learned that these two CIA guys were given the task of derailing my investigation and preventing the publication of the results in any mainstream publication; my mistrust was in the right place.
Intentional or not, the mission was sabotaged, the Pentagon told us that the helicopters were on a mission to retrieve an ill or injured soldier, that the second helicopter rescued the crew while the F-14 that had left the same carrier in support of the mission bombed the crashed helicopter in order to distroy any sensitive material.
The name of one soldier on the crashed helicopter is known, Staff Sargent Pabela, most likely a
On November 3 and 4, the children of bin Laden were videotaped by Aljazeerah playing with the wreckege of the downed helicopter. Also, extensive taping by Mokhtar, the person trusted by bin Laden to look after his kids while away. Mokhtar taped the kids climbing the hill near the village to view the wreckage at the crash site. There is also video taping of bin Laden’s son Hamza indoors handling smaller wreckage pieces including predator landing gear. The indoor taping included closeups of equipment tags which helped identify the aircrafts they came from.
On November 8 or 9, the village was overrun, the Saudi intelligence operative is collected by American special forces or intelligence. Video material the operative managed to record was collected so was video material from the bin Ladin family residence. These two video sources will later be used in an attempt to camouflage the videotape of September 26, 2001.
On November 14, 2001, it appeared that Tony Blair was almost obsessed in providing video evidence of bin-Laden confessing. Without Al-Jazeera’s knowledge or consent, Tony Blair obtained a taping of an interview Al-Jazeera conducted with bin Laden. Due to bin Laden not fulfilling the interview agreement with Al-Jazeera, intimidating their interviewer and technicians, and putting conditions on Al-Jazeera that would have removed any journalistic value, Al-Jazeera decided not to air it. An early release of a snippit from the tape by David Bamber of the Sunday Telegraph of London alerted Al-Jazeera that it was their tape and quickly moved to have Tony Blair return it, most likely threatening legal action.
Also on November 14, The Washington Post reports how Blair introduce the tape evidence in the Parliament, “The British government did not release the video or a full transcript, saying it does not have a copy of the video but has information about it from intelligence sources.” Basically whatever Tony Blair shared with British Parliament was hearsay. The British mainstream media did not mount any serious challenge to the video and never challenged the value of what he presented. Still, taking such a tremendous risk by obtaining an unauthorized copy can only be justified if NATO members were promised video evidence and all they got prior to declaring Article 5 were assurances that such evidence existed and that it would be provided.
Again, it is imperative that the democracies of Europe begin questioning NATO’s role and
On December 13, 2001, the Pentagon released the bin Laden “confession tape”. The tape is an out of sequence collage from three sources, the covert taping of bin Laden visiting with Al-Harbi, tapings by Saudi intelligence operative left behind by Al-Harbi, and home videotapes from the bin Laden family residence.
This “confession tape” is by far the worst attempt to conceal that the taping of bin Laden was the result of a sting operation. The material that was added, especially from the bin Laden family home videotapes, had so much information that made it fairly easy to produce the timeline I presented to uncover US criminality.
On December 14, 2001. Attorney Thomas Henry, on behalf of Leo Wanta, sent a report by fax to Vice President Dick Cheney using two different fax numbers, which indicate that the material in the report was important. The report places Khalid Al-Harbi, the visitor in the bin Laden “confession tape” at the Midtown Hotel Metro Manila, Philippines, in the presence of Brad Lee representative of the “company”, i.e. CIA, and, SAC Robert Wachtel, i.e. FBI.
The report goes on to say that Al-Harbi was observed over a period of time and on several occasions and that he was about to invite those observing him to visit him at his residence; all important elements for a positive identification. The fact that Al-Harbi was in the presence of two American agents is another confirmation that the “confession video” was the result of a sting operation.

Again, it is imperative that an independent body authenticates the bin Laden “confession tape” in a transparent manner. If crimes are committed, perpetrators should be prosecuted and punished.
