SECP Takaful move to benefit millions
Islamic insurance penetration to ensure stability

The Pakistan Economy Watch (PEW) on Sunday said SECP's move to push Sharia compliant risk coverage in Pakistan is to benefit millions.

The move may triple insurance density and penetration in which Pakistan ranks lowest in the region, it said.

Islamic insurance can benefit those who do not subscribe to the conventional insurance forbidden by the Sharia law, said Dr. Murtaza Mughal, President of the PEW.

Takaful, the Halal risk mitigation has been growing 15 per cent annually, however it grew 31 pc in 2011, he added.

Unlike conventional insurers who charge money to cover the risks, Takaful spread the risk and rewards among all participants, he informed.

Dr. Murtaza Mughal said that approval Draft Takaful Rules 2012, plan to set up a central Sharia board, and allowing conventional insurers to initiate Takaful operations are the steps which were long due.

Pakistanis spend Rs 48 billion on life insurance per annum which put per head contribution to Rs 266. Similarly, per capital expenditure on non-life insurance stands at Rs 327, he said.

The combined life and non-life insurance spending for each person stands at Rs 593 or Rs 106,740,000,000 that is an obstacle in the national development, he informed.

Dr. Murtaza Mughal said that current insurance penetration in Pakistan stands at around 0.7 per cent while insurance density is recorded at 6.13 dollars, one of the lowest in the world.

He said that share of Takaful is 1 per cent of the global insurance market while it enjoy 2 pc of the market in Pakistan which is to get a boost as the top ten companies having 93 per cent of the market share in country are preparing to exploit the potential.

Presently, there are 7 life, 35 non-life, 3 Takaful, 2 family Takaful and 1 re-insurance company operating in Pakistan while Malaysia which presents best model has 12 Takaful and 4 Re Takaful operators.

SECP should supervise and ensure cost-effective and competitive financial protection to the people, push companies to focus small cities and towns and initiate efforts for flow of information aimed at community development, Dr. Mughal demanded.

This may help rural communities in Pakistan who suffered losses worth billions because of inadequate coverage during floods and other disasters.

According to Ernst & Young, global Takaful contributions which were $9.15 billion in 2010 and $12 bl in 201, are expected to touch $25 bl by 2015.

Contributions per Takaful operator in Malaysia are at $115.8 million, GCC at $63.5 m, subcontinent at $16 m, Africa at $11.8 m and around $4.3 m in Turkey, Syria, Lebanon, Palestine, and Egypt.

He said that insurance penetration in Taiwan stands at 18.4 per cent, Switzerland 17.7 pc and India 5.1 pc while Luxembourg, Ireland, Denmark and France top the list of average spending on insurance.

Increased focus on Islamic insurance can save the insurance industry from distress financial in case of any global financial crisis, he noted.

Muslims are 20 pc of the world's population but Takaful has 1pc share that underline the need for immediate legislation and ambitious penetration.

Taxpayers' Interaction Seminar held at RTO Hyderabad

Facilitation and Taxpayers Education (FATE) Wing of the FBR arranged a Taxpayers interaction seminar at Regional Tax Office (RTO) Hyderabad today.
The seminar was arranged by FATE Wing, in coordination with RTO Hyderabad, as part of a series of seminars currently being arranged under Taxpayers Awareness Initiative and was attended by members of Hyderabad Tax Bar Association, Central Sindh Tax bar, representatives of major withholding agents, Chambers of Commerce & Industry of Hyderabad, Mirpurkhas and Thatta; Sindh-Balochistan Rice Millers Association, representatives of Pakistan Tax Bar Association and FBR officials.
During the interactive seminar, detailed presentations were made on working of the Facilitation and Taxpayers Education (FATE) Wing, "Documentation of Economy & Tax Evasion" and "e-services for Taxpayers" followed by a detailed Questions and Answers session.
During the Questions and Answers session, the participants voiced their concerns over the topics covered in the presentations and highlighted their general and specific issues. The FBR officials present in the seminar addressed those concerns and noted down the suggestions for further perusal.
The participants also appreciated the initiative of Taxpayers' interaction, awareness and facilitation undertaken by the FATE Wing of the FBR and said that this should be made a regular feature.
The Chief Commissioner RTO Hyderabad Mr. Misri Ladhani, thanked the participants for attending the seminar and making it a success. He also appreciated the efforts of FBR officials of RTO Hyderabad for arranging the event and thanked the FATE Wing for providing an avenue for interaction between the taxpayers and the Federal Board of Revenue.
Additional Commissioner Mr. Farooque Azam Memon and DC (HQ) Mr. Peer Khalid also addressed the seminar.

David Miliband to support Agriculture Development in Pakistan

(20th January, 2012 Islamabad) Indus Basin Holding (IBH), a leading agricultural development company in Pakistan, has announced that Britain's former Foreign Secretary, The Rt Hon David Miliband MP, has become a Senior Advisor.
IBH invests in high-growth agricultural projects which help improve and develop land farmed in Pakistan's Indus river basin, one of the largest irrigated regions in the world.  
Agriculture represents some 25% of Pakistan's GDP and employs 45% of the country's workforce.  Despite this it remains one of the most under-invested sectors in the country. As a result, farm yields are lower than industry average, and post-harvest infrastructure is significantly underdeveloped.  This is what IBH seeks to correct.
IBH attracts leading international investors and partners into its projects which range from food processing to contract farming.  One of these projects, Rice Partners, manages the complete rice supply chain from seed to packaged rice, by working closely with small-hold rice farmers.

It is for the first time, women are being trained in supervisory skills and not just the lower end of the production belt. The project has not only broken stereotypes that confines women to low skilled jobs and occupations in Textile Sector but also created strong industry linkages for sustainable guaranteed employement . The visit is planned from 1145 to 1300.

"Boom-Boom" Afridi aiming to hit hard against drugs in new role as UNODC Goodwill Ambassador

18 January 2011- Islamabad- (UNODC) - Pakistan cricket star Shahid Afridi has been appointed UNODC Goodwill National Ambassador in recognition of his outstanding sporting record.
Both batsman and bowler, Afridi is a talented all-rounder who was captain of the Pakistan national team from 2009 to 2011 in various formats of the game.  

He became an overnight sensation in 1996 when, as a 16-year-old, he made history by scoring the fastest century in a one-day international (ODI) in his very first innings. "Boom-boom" Afridi as he is affectionately known to his legions of fans goes all-out for runs instead of contenting himself with defending his wicket.

"He plays with heart," said Jeremy Douglas, UNODC Pakistan Representative of the appointment. "Shahid Afridi is a role model who can speak powerfully against drug abuse. Young people see in him the courage to push away boundaries and the will to go on when things get tough".  

"I have never done anything by halves and I will give my all to my new role of National Goodwill Ambassador. I hate to see drugs ruin the lives of young people. If I can convince just one boy or girl to turn away from drugs I will be proud," said Mr. Afridi accepting his two-year assignment.

Mr. Afridi will promote healthy living though sports, and emphasize positive values and attitudes during visits to schools and colleges.  In 2012, he will witness the impact of the work of UNODC in Pakistan and highlight the need to curb drug use and associated crime.  He is expected to take part in a range of activities, such as a youth cricket tournament; the commemoration of the International Day against Drug Abuse; raising awareness of the importance of ethics in sports; advocating gender-responsive services for drug users; and promoting  knowledge of drug and HIV/AIDS issues.  

Shahid Afridi has roots in Khyber Pakhtoonkhwa Province and lives in Karachi, giving him a unique connection to important parts of Pakistan. He has played 27 tests, 325 ODIs and 43 Twenty 20 internationals and holds the distinction of having hit the most sixes in the history of ODI cricket. In 2011, Afridi led the national team to the semi-final of the Cricket World Cup and in 2012, Afridi will play various ODI and Twenty-20 fixtures.  

Mr. Afridi has been involved in humanitarian relief work in the past, including efforts supporting the emergency response after the catastrophic flood and earthquake that hit Pakistan.

Masses being misguided on the CNG issue
Plans of energy ministry contrary to national interests

The Pakistan Economy Watch (PEW) on Wednesday said masses are being misinformed on the issue of compressed natural gas (CNG) to benefit few influential.

Present CNG consumption in country is not more than 8 per cent but those who want to relieve masses of their hard-earned money have targeted it, it said.

Import of any alternative fuel will cost additional billions as far as modifications of vehicles, establishing new filling stations, industrial units for conversion and reconfiguration of while system is concerned, said Dr. Murtaza Mughal, President of the PEW.

Import will also eat up huge foreign exchange which is badly needed in the country, he added.,

Dr. Murtaza Mughal said CNG sector is facing a planned conspiracy while those who matter are behind unethical allocation of gas.

He informed that 600 mcf gas per day is being provided to two power stations owned by an influential politician which is 15 per cent of the total production—almost double than the total consumption of CNG.

Merit is being ignored in provision of gas to the power producers which is sending very wrong signals, he noted.

Dr. Murtaza Mughal said that masses have a right to know the names of all stakeholders in one of the biggest fertiliser plant in the country which was allowed to commence operations despite shortage of gas.

Who allowed establishment of such a huge project and who are the beneficiaries leaving shares of other companies worthless, he questioned.

Additionally, he said, masses must know that what happened to the plan to import LNG; how a company become bankrupt and who made masses pay for the failure of a well-connected industrialist.

He said that ministry of energy should accept incompetence and mismanagement. It should stop misguiding masses to ensure smooth flow of their plans that are opposite to the national interests.
