National Workshop on Contemporary Issues of Youth Employment in Pakistan organized by ILO, UNDP and UNFPA

Islamabad: - ILO, UNDP and UNFPA are jointly organizing a national workshop titled "Contemporary Issues of Youth Employment in Pakistan" in Islamabad on 11th April 2012. The objective of this national workshop is to disseminate information about development of a joint programme by ILO, UNDP and UNFPA in the area of Youth Engagement for Decent Employment and Economic Growth as well as to discuss youth employment opportunities and challenges and to formulate a set of recommendations in this regard. This national workshop would provide a platform to discuss youth development and employment issues and identifying their solutions. National and international experts, senior government officials, UN heads of agencies, senior representatives of employers and workers associations, representatives of youth organizations will participate in this national workshop.

The workshop will take place on 11 April 2012 at ILO Office for Pakistan Sector G-5/2 Islamabad and concluding session is from 1400 to 1330 hrs.

Keeping in view of the continuing ILO's technical assistance to Pakistan and importance of UN role in various development activities in the country, we highly appreciate your

More than 7 million primary school-aged children in Pakistan missing out on education    

Islamabad, 7 April 2012 – With the start of the new school year now underway, UNICEF is encouraging parents and communities around the country to ensure that all children of primary school-age are enrolled in class.

An estimated 7.3 million primary school aged children in Pakistan do not attend school, depriving them of their right to education, and preventing them from reaching their full potential. Around 20 million children in Pakistan, including those of primary school-age, are not in school. 

"The realization of Pakistan's vision for social and economic development depends on the success of its education system," said UNICEF Pakistan Representative Dan Rohrmann. "Investing in children and their education is both a right in principle and in practice due to the positive impacts it has on so many socio-economic dimensions.  It is therefore vital that all children in Pakistan, both boys and girls, have the opportunity to attend and complete their schooling."

UNICEF is supporting the nationwide 'Every Child in School' campaign, which encourages parents and communities to ensure that all primary school aged children are enrolled for the new school year. A special focus is being placed on enrolling girls, who represent 57 per cent of primary school aged children who are not attending school. Girls from poor families in rural areas, for example, receive just over one year of education, on average, compared with boys from wealthy urban families who receive an average of more than nine years of education.

The right of children to receive an education is enshrined in the UN Convention on the Rights of the Child.  The 18th Amendment of the Pakistan Constitution is providing an added opportunity to realize this right as Article 25a requires the State to provide free and compulsory education to all children between the ages of five and 16, as determined by law.

"The disparities in education are influenced by multiple factors such as wealth, gender, ethnicity, geographic location, early learning opportunities, access and quality of learning and it is therefore critical that all those that can positively influence children's learning opportunities put their best foot forward to ensure that this year's start of schooling will be more successful than ever," said Mr. Rohrmann.

"We must ensure that all children are in school. Free and quality education for all children, especially the most vulnerable and disadvantaged – and which is utilized by all children – is essential to Pakistan's economic and social development. An investment in children is an investment in Pakistan's future," added Mr. Rohrmann.

Fifty-Five New UNICEF-constructed Schools Inaugurated

Islamabad, 4 April 2012 – Fifty-five new schools constructed by UNICEF in Khyber Pakhtunkhwa with funding from Australia and the Netherlands were inaugurated by the Australian High Commissioner Timothy George, the Chargé d'Affaires of the Embassy of Kingdom of the Netherlands Sander Janssen and the UNICEF Representative in Pakistan Dan Rohrmann, at a ceremony held yesterday in the Gari Habibullah Government Primary School in earthquake-affected northwestern Pakistan.

"Education is an investment in the future of individuals, communities, and the nation", said Australian High Commissioner Timothy George. "Australia is proud to be supporting UNICEF's work, in partnership with the Government of Pakistan, to reconstruct 149 schools, therefore providing thousands of children a safe space in which to continue – or in some cases commence – their education".

Speaking on the occasion, the Dutch Chargé d'Affaires Sander Janssen said, "In any society, children are the future. These new schools in the earthquake-affected regions are an asset and we believe that quality education for children is necessary for the good future of Pakistan. It is now up to the Provincial Government to make sure that these new schools are properly maintained and that they continue providing quality education".

UNICEF has constructed seismic resistant state-of-the-art schools in Mansehra district as part of the Pakistan Earthquake Education Programme for children affected by the tragedy in 2005.

With the 55 new schools, 206 of the planned 219 schools in Khyber Pakhtunkhwa have now been completed and handed over to the provincial education department. The remaining schools are at differing stages of construction and will be completed by the end of June 2012.

"Education is not only the basic right of every child but also a necessity for national development," said UNICEF Pakistan Representative Dan Rohrmann. "Creating opportunities for children in the wake of the 2005 earthquake is a mission UNICEF embarked upon soon after the tragedy."

"With the invaluable support of the Australian Agency for International Development and the Embassy of the Kingdom of the Netherlands, along with ERRA, PERRA, KP Education Department and a host of other partners, we have managed to come a long way in support of the 'build back better' initiative of the Government of Pakistan," Rohrmann added.

"These new schools provide equitable access to education and combined with the child-friendly schools and learning environments, children will be exposed to a more interactive and empowering learning environment," Rohrmann said.

"With the added elements of health and hygiene; clean drinking water and improved sanitation, parents, teachers and community members have a unique opportunity to ensure that every child of school-going age is enrolled and does not drop out," he said.

To date, the Netherlands Government has provided US$32 million and the Australian Agency for International Development AU$19 million to UNICEF for the Pakistan Earthquake Education Programme.

The newly inaugurated 55 schools in Mansehra district were built at a cost of PKR 394 million (US$4.7 million). Nearly 5,755 children are currently enrolled in them schools.

UNICEF has trained hundreds of teachers in pedagogy, teaching methodology and psycho-social support for the new schools.

The opening of the new schools coincides with a UNICEF campaign recently launched across the country with the aim to enrol every child of school-going age in school and to encourage those already enrolled to stay in school.

Present on the occasion were the Secretary Education KP Muhammad Mushtaq Jadoon, Director General of the Provincial Earthquake Authority (PERRA) Munir Azam, teachers, children, community members and local dignitaries. (#)

[Pak-Media] Islam, the West and Modern Free thinkers (Abul Kasem on Quran)

Dear friends and scholars,

       This has been my earnest desire to work for community engagement, religious harmony, inter-faith dialogue and global peace through intellectual discourse, academic encounter and mutual respect and understanding of one another's viewpoints. However, it gives me immense pain that for quite sometime, a few so-called murtads (apostates) or self-proclaimed free-thinkers have been spreading blasphemous literature in the name of free-speech and critical evaluation of Islam, the Quran and the Holy Prophet (Peace Be Upon Him) around the world. Unfortunately, these modern Orientals or free-thinkers have a very poor knowledge of Islam and Quran, and are producing a kind of literature on internet in particular, which is based absolutely on false notions, twisted explanations, slanderous account, out of context meanings and no more than sinister fabrications and baseless accusations against a divine religion and its great personalities. Sadly to say, these people are indulged in promotion of their personal agendas, and more than often they provoke and instigate violent reactions from the un-educated masses in the Muslim world. They are not doing any service to humanity, relations between Islam and the west, pollute the tender minds of the next generations and thwart the international efforts of cooperation for world peace, tranquility and dialogue amongst the members of the world community. I have commented on the views of one Sujit Das in my previous coloumn for his extremely provocative and full of distortions book against the Holy Prophet of Islam (PBUH). The current coloumn is a rebuttal to another such self-styled scholar of Quran, Abul Kasem, for his superficial knowledge, poor account and false charges against the Quran and the Prophet (PBUH).

            Though this is not my field of expertise, yet I have replied to these so-called intellectuals in my detailed English essay, only with the honest intention of telling the truth, disapproving their misgivings and with a desire to de-radicalize the community of such extreme thoughts, fear and propaganda around us, and to replace the violence by dialogue, hatred by love, intolerance by accommodation, division by unity, and promote religious harmony and mutual respect whether we live. Anyone can translate this English essay into other languages and please feel free to forward it to your other colleagues if you think this will be of interest to them. I don't want to enter into a futile exercise of discussions and counter-discussions, however, am ready to reply any query on the subject or authorities I have quoted therein. Shaheed Zulfiqar Ali Bhutto was victim of an unfair trial and his execution was a judicial murder, PPP HR Cell

 

On the eve of Shaheed Zulfiqar Ali Bhutto's 33rd death anniversary, the PPP Human Rights Cell has termed his trial unfair, and his execution a judicial murder. 

 

The Central Coordinator Dr Nafisa Shah, Secretary General Sheikh Mansur, and members Shahjahan Sarfaraz, Rubina Qaimkhani, Dr Zile Huma and Shazia Tehmas have hailed President Asif Ali Zardari's decision to send the reference under Article 189 to the Supreme Court of Pakistan. "Shaheed Mohtarma Benazir Bhutto had planned to approach the courts for vindication of the great democratic leader, and by doing so, the President has not only followed her footsteps but also the responded to the will of the people of Pakistan," they agreed.

 

Zulfiqar Ali Bhutto gave the people of this country rights, in the form of the Constitution of 1973. But he was denied his fundamental right of a fair trail. "It was a glaring case of an unfair trial, where at every step, justice was denied," said the Central Coordinator Dr Nafisa Shah. "We hope that the revisiting of the case is not made victim of delays and hope also that this historical wrong would be corrected by the courts, not only to redeem Shaheed Zulfiqar Ali Bhutto, but the very justice system of this country. This nation needs good news, and this would certainly be one – and would lead to strengthening of democracy," She added.

 

The PPP HR Cell members further recalled that the courts have been used historically to validate the suspensions of law, and by doing so, made all acts of omission of the dictators legally valid, and more importantly exposed the people to abuse of their fundamental rights. Now, as the courts are independent, the people expect justice for the great leader, noted the members.

 

The members further decided to visit the Court regularly, once the hearing resumed.

The United Nations Entity for Gender Equality and the Empowerment of Women [UN Women], in collaboration with the United Nations Development Programme [UNDP] and Free and Fair Elections Network [FAFEN], organized a national forum in Islamabad on Monday, 2 April 2012 on 'Collective Action for Ensuring Women's and Girl's Participation in Electoral Processes in Pakistan' which aimed at building political commitment and momentum on women and girls participation in elections, and to formulate recommendations to ensure the inclusion of women and girls in the electoral process. The forum was attended by participants from National Database Registration Authority [NADRA], Election Commission of Pakistan [ECP], national and international development and human rights organizations, members of the parliament and provincial assemblies, academia, and media. 


The forum presented a draft resolution recommending specific steps to be taken by policymakers in order to increase women's participation and representation in the electoral process at all levels. These include earmarking at least 10% of party tickets to women; 33% representation of women in parliamentary boards; expedite the process of registering all women, issuing them CNICs and making them part of the electoral roles; improved facilities for women voters at the polling station; where there is evidence of women not being allowed to vote, the polls in that constituency should be declared null and void; and implementation of reforms at ECP according to their 5-year plan. 


The speakers at the event highlighted the need for women's and girl's participation in electoral processes as an important channel for ensuring that they have both  voice and visibility, and are part of decision making processes essential for a strong democracy. The critical role of the Election Commission of Pakistan was also recognized. In its five year plan, the ECP focuses, among other reforms, on the need to formulate laws that ensure that marginalised groups including women, minorities and persons with disabilities are able to participate in the political and electoral processes. Civil society organizations, international and national organizations were encouraged to support the government's efforts in striving for this noble cause.

A trial by the Grand Jury would have brought into debate our ‘legend’, our ‘song and story’

It is over 60 years since Dr Frank P Graham (US Senator) became UN representative for India and Pakistan in Kashmir dispute and in his report to the UN Security Council in January 1952 praised the people of Kashmir as “people of legend, song and story, associated with snow-capped mountains, beautiful valleys and life-giving waters”.

He said, “The plebiscite would keep the promise made to the people of Jammu and Kashmir, who are worthy of the right of their own self-determination through a free, secure and impartial plebiscite”.

It is exactly 60 years after that praise that Judge Liam O'Grady of a court in Alexandria, Virginia, Washington DC sentenced Fai an American of Kashmiri origin to 24 months jail term, which will be followed by three years of supervised release. The judge also asked Fai not to maintain any contact with the officials and agents of the Government of Pakistan and the Pakistani intelligence agency –ISI. While sentencing Fai the judge stated, "You participated in a conspiracy to defraud US and completely deceive the IRS (Internal Revenue Service). You knew Pakistan and the ISI was paying you in a manner because your actions would be consistent with theirs and you would represent their voice and you were willing to do so."

The character of Kashmiri rights movement took another hard battering when Neil H MacBride, United States Attorney and party to the Plea Agreement entered into by Syed Ghulam Nabi Fai on July 12, 2011 made a serious allegation against Hurriyat Conference (M) chairman Mirwaiz Umar FarooqRegardless of everything else, there is still a case to be answered by all those who had been part of this project run in the name of Kashmir. Fai has honestly summed up his remorse stating before the court, “Words possibly can't define the damage that I have done to my beautiful family and friends in US and the damage that I have done to the Kashmir cause."  Mirwaiz Umar Farooq has to explain the wisdom of his role in this dollar project and the sting of the allegation made by the US Attorney. One would not squabble with him on the manner of any support from ISI (or any other source) but there would a serious question on the allegation that he has given in to the ISI ‘control’. His close and overwhelming affinity with the discredited three Kashmir Centres adds to the allegation made by the US Attorney.

Mirwaiz has to explain his position in regard to item 7 of the FBI affidavit filed in the Criminal Complaint against Syed Ghulam Nabi Fai, which states, “The Kashmiri American Council (KAC) is a non-governmental organisation located at 1111 16th Street, Suite 420, in Washington, DC. The KAC was founded in 1990 and also goes by the name “Kashmir Center.” It is one of the three “Kashmir Centers” that this investigation revealed are run by the elements of the Government of Pakistan (ISI); the others are the Justice Foundation/Kashmir Center located in London, England run by Nazir Ahmad Shawl, and the Kashmir Center-European Union, located in Brussels, Belgium, and run by Abdul Majeed Tramboo.” Mirwaiz has to do more to clear his position in respect of the allegation made by US Attorney, than just issuing a statement of condemnation. We would not mind any support from the Government of Pakistan as a member nation of UN and as a party to Kashmir dispute. However, if the role of Mirwaiz has been one akin to that of Fai, it raises the principal issue of his ability as a leader who is able to keep and discharge the trust of his people.

The sentencing of Syed Ghulam Nabi Fai is a sad affair and those who have tried to celebrate the reduced sentence have made a serious error of judgement. To an extent the reduced sentence may sit well with our psychology, yet the case embeds many serious questions which need answers. The first and foremost is that Fai chose to remain on the wrong side of the jurisprudence of Kashmir case and Kashmiri people and decided to offer himself to the ‘elements in the government of Pakistan’, to deflect attention from Pakistan over on to India. He did not realise that the death of a generation would mean the death of self-determination for a long time to come.

The other important question which has to be debated in public, are the three people, named Confidential Witness 1 (CW-1), Confidential Witness 2 (CW-2) and Mr John (an officer in one of the three Centers), who have helped the FBI agents to prepare a 44 page criminal complaint against Syed Ghulam Nabi Fai. Para 125 of the Criminal Complaint records, “On January 23, 2011 Fai had a conversation with an individual to whom I will refer as “John” who serves as an officer of a Kashmiri organization…During his conversation with Fai, John complained about Nazir Shawl (Fai’s Government of Pakistan-controlled counterpart in the UK) and threatened to expose “everything and everybody. He ended by saying that he was prepared to go to the Indian Embassy to beg forgiveness for his previous activities, even if doing so displeased his Pakistani bosses.” These people have not only remained beneficiaries in a multi-million dollar project but at the same time have shopped Fai to the US authorities.

It is without merit that Fai has been singled out by US authorities to snub ISI. The judge in his statement, “I do not think you are ready to believe that by your acts you did a great harm to the US, you ignored that even after FBI brought this to your notice," has clearly pointed out that Fai had been contacted by FBI to reconsider his position as a lobbyist.
Fai could have turned his arrest and the facts of his case into a full blown advantage for the people of Kashmir. A quick rush to enter into a Plea Agreement has hurt our national pride and remains to be explained. If he had done nothing wrong, the Grand Jury Trial would have been the best opportunity to raise awareness and interest of the people in the Rights Movement of the people of Kashmir.

The manner in which Fai agreed to waive indictment and plead guilty, is uncharacteristic of a ‘freedom fighter.’ Fai has knowingly agreed to waive the right to appeal, agreed to payment of penalties, restitution for the full amount of the victim’s losses and his agreement to ‘provide all documents, records, writings, or materials of any kind in his possession or under his care, custody, or control relating directly or indirectly to all areas of inquiry and investigation’, does not make him a beloved of the suffering people of Kashmir. The decision to forfeit a total cash of US $ 142851.32 held in five accounts points to the potential abuse of funds secured for Kashmir cause.

Our people duly described as “people of legend, song and story” have played no role in the actions which have caused Judge Liam O'Grady to state before announcing the verdict, “You knew Pakistan and the ISI was paying you in a manner because your actions would be consistent with theirs and you would represent their voice and you were willing to do so."
The judge also said: "He (Fai) clearly knew, he is being paid... Pakistan has lost wars with India on Kashmir and so Pakistan is looking for other means to achieve its objectives." A trial by the Grand Jury would have brought into debate our ‘legend’, our ‘song and story’. We would have known the identity of CW-1, CW-2 and Mr. John in charge of multi-million projects and thriving at our suffering. It would have shamed those in authority in Islamabad who had expressed their taste to Fai to be introduced to “Mary” (Para 126 of the FBI Affidavit).
