Press Conference by the UN Working Group on Enforced or Involuntary Disappearances (WGEID), on Thursday, 20 September 2012

Islamabad: 18 September 2012– The United Nations Working Group on Enforced or Involuntary Disappearances is undertaking its first official visit to Pakistan from 10 to 20 September 2012, at the invitation of the Government.

The Working Group visited various parts of the country and met with State officials, both at the federal and provincial levels, as well as with representatives of civil society organizations, relatives of disappeared persons and representatives of relevant UN agencies.

The Working Group , represented by Mr. Olivier de Frouville, the Chair-Rapporteur, and by Mr. Osman El-Hajjé, is accompanied by members of the Secretariat of the Office of the High Commissioner for Human Rights.

Upon conclusion of their visit in Pakistan, the Working Group will hold a press conference during which it will present its preliminary conclusions and recommendations, as per the following schedule;

Pakistan, UK to continue Cooperation: CG

Birmingham:Sept 16

Pakistan's Counsel General(CG) in Birmingham Shair Bahader Khan has said that that strong friendly relations exist between Pakistan and Britain and both the countries will continue to cooperate with each other in all spheres of life. 

He said that Pakistan-UK relationships are getting stronger day by day and our strong people to people contacts demonstrate the intensity of our relationship. 
Talking to Pakistani journalists, Khan, the newly appointed CG in Birmingham said that the recently concluded Enchased Strategic Dialogue between Pakistan and UK was another example of Pakistan 's resolve to further strengthen ties with Britain . 

UK is one of the biggest aid provider to the Pakistan with averaging £350 million a year until 2015, he said adding that UK is the first priority distinction for the Pakistani students for their education due to the high standard.
Khan said that Pakistan took pride in its diaspora and the achievements they have made in various fields. Around 1.3 million British Pakistanis are playing an important role in the progress and development of the British society. 

He said that government of Pakistan is dedicated to facilitate overseas Pakistanis and ensure that their concerns are listened to and addressed. In this regards, Shair Bahader said that best possible consular facilities are provided to the overseas Pakistan at the Birmingham Consulate General.
CG Birmingham urged the community leaders to portray the true image of Pakistan at international level. In this regard, he asked the young British Pakistanis to come forward and play their role in order to dispel the growing misperceptions and misrepresentations about Pakistan and Islam. 

Pakistan consulate in Birmingham will continue the process of dialogue and consultation with the overseas Pakistanis as it values their guidance and suggestions, Bahader Khan concluded.

ہزاروں مصریوں نے منگل 11 ستمبر 2012ء کے دن عصر کی نماز کے بعد سے قاہرہ میں امریکی سفارت خانے کے باہر ایک زبردست مظاہرہ کیا۔ یہ مظاہرہ کٹر متشدد عیسائی مھجر قبطیوں کی جانب سے اسلام اور پیارے نبی محمد ﷺ کی ایک توہین آمیز ویڈیو بنانے کیخلاف احتجاج کرنے کے لیے کیا گیا۔

مصر کے چینل 25 نے مظاہرے کی لائیو کوریج کرتے ہوئے دکھایا کہ کس طرح ہزاروں مصری شہری القاعدہ کے کالے جھنڈے لہراتے ہوئے نعرے لگارہے ہیں اور امریکی سفیر کو ملک باہر کرنے، مھجر قبطیوں سے مصری شہریت واپس لینے اور اسلامی شریعت کا نفاذ کرنے کا مطالبہ کررہے ہیں۔

تنظیم القاعدۃ کے امیر شیخ ایمن الظواہری کے بھائی شیخ محمد الظواہری نے مصری شہریوں سے اپیل کی ہے کہ وہ اپنے رسول اکرم ﷺ سے محبت کا اظہار کرتے ہوئے نبی محمد ﷺ کی مدد کے لیے نکالے جانے والے اس مظاہرے میں شریک ہو۔

یہ مظاہرہ ایک ایسے دن میں ہوا ہے جب امریکہ نائن الیون کی برسی منارہا تھا۔

امریکی سفارتخانے کے سامنے 10 ہزار سے زائد مصری مسلمان قبطی مسیحوں کی جانب سے رسول اللہ ﷺ کی توہین آمیز ویڈیو بنانے پر اس کیخلاف احتجاج کررہے ہیں۔



مصری شہریوں نے رحمت دوعالم محمد ﷺ کی گستاخی کی مذمت کرتے ہوئے سفارتخانے پر لہراتا ہوا امریکی پرچم اتار ڈالا۔

مظاہرین نے امریکی سفارتخانے کے اردگرد موجود تمام رکاوٹوں کو ہٹانے کے بعد امریکی سفارتخانے کی دیواروں پر چڑھ کر احتجاج کیا اور سینکڑوں مظاہرین امریکی سفارتخانے کی عمارت کے اندر گھسنے میں کامیاب ہوگئے۔



مظاہرے کے دوران ایک شہری نے ایک بینر اٹھا رکھا ہے جس پر لکھا ہوا ہے''اے کافرو! اے کتو! اے خنزیر کی گندی اولاد! ہم سب کچھ برداشت کرسکتے ہیں، مگر اپنے رسول محمد ﷺ کی توہین نہیں۔



مظاہرین نے امریکی سفارتخانے کی تختی پر ''محمد رسول اللہ'' اور ''اسامہ بن لادن'' لکھ دیا۔



مظاہرین نے جہادی نعرے لگانے کا سلسلہ جاری رکھا ہوا ہے اور وہ توہین اسلام ورسالت پر مبنی ویڈیو بنانے والے مھجر قبطیوں اور امریکی سفیر کو ملک باہر کرنے کا مطالبہ کررہے ہیں۔

Baloch Diaspora to hold a meeting on human rights in Geneva

Geneva, Sep.14 (ANI): A group of Baloch diaspora will meet on September 20 to discuss the prevailing human rights crisis in Pakistan's Balochistan province.
Some 20 Baloch leaders from Europe, Canada and the United Kingdom will gather in Geneva on the sidelines of 21st session of the Human Rights Council.
"We will discuss the prevailing human rights situation and Baloch genocide" said Munir Mengal, the President of Baloch Voice Foundation in an e-mail to ANI.
The meet coincides with the visit of United Nations Working Group on Enforced or Involuntary Disappearances in Pakistan.
Granted permission to meet Baloch victim families after years of request, the four-member U.N team consisting of French lawyer Olivier de Frouville, the Chair-Rapporteur, has been facing opposition from many Pakistani groups, including the Diffa-e-Pakistan Council, an umbrella coalition of more than 40 Pakistani quasi-political religious parties.
Pakistan is reluctant to allow U.N. human rights members to examine the prevailing situation in Balochistan as the human rights situation is said to have deteriorated with reports of continuous incidents of enforced disappearances of political leaders and activists emerging.
"Pakistan, as member state of United Nations Organisation (UNO), has a responsibility to facilitate visiting U.N. members to allow them to meet representatives of Baloch society, lawyers, politicians, human rights activists and family members of the disappeared persons," added Munir Mengal.
Munir, who is attending the 21st session of the Human Rights Council, also interacted with members of UNO bodies and NGO representatives in Geneva urging them to take urgent note of the genocide of Baloch people by Pakistan.
"The people, and particularly the victims, have hope and confidence on the UN body to play an effective role on the issue of enforced disappearances. Now, it is on the shoulders of the working body to take measures for the safe release of the people and bring the culprits to court of justice", added Munir.
The New York-based rights group Human Rights Watch (HRW) in its 'World Report 2012' on Pakistan stated that the situation in Balochsitan is 'deteriorating'.
In an estimate, over 14,000 people, including political leaders, social activists and journalists, are missing, and hundreds of their bullet-riddled bodies have been recovered from parts of Balochistan. (ANI)

FBR Clarifies Admissibility of Performance Allowance

 

            Federal Board of Revenue clarifies with reference to a news item published in a section of press on 14-09-2012 that the employees of the Board are allowed performance allowance equal to their running basic pay by the Federal Government.

 

2.         This allowance is admissible irrespective of grades and status of employees. The payment of said allowance is subject to selection of employees against specific job positions as per the skills/qualification requirement as well as selected by a designated Selection Committee for various level of grades.

 

3.         The Selection Committee accordingly recommended for notification of performance allowance for newly posted Chairman, FBR. However, when the notification was brought to the knowledge of the Secretary, Revenue Division/Chairman, FBR, he himself declined to receive the said allowance in the public interest and in view of the current economic scenario of the country. Hence, the notification of performance allowance for the Secretary, Revenue Division/Chairman, FBR was immediately withdrawn.

THE SECRETARY-GENERAL MESSAGE

ON THE INTERNATIONAL DAY OF DEMOCRACY

New York, 15 September 2012

 

 

ISLAMABAD, 14 September 2012 (UN Information Centre) The UN General Assembly, in resolution A/62/7 (2007) encouraged Governments to strengthen national programmes devoted to the promotion and consolidation of democracy, and also decided that 15 September of each year should be observed as the International Day of Democracy.

 

2012 Theme: Democracy Education

 

The UN Secretary-General issued the following message on this Day:

 

"Today we look back on yet another year of remarkable events in the story of democracy -- a story that continues to be written by people who yearn for dignity and human rights, for an end to corruption, for a say in their future, for jobs, justice and a fair share of political power.

 

Their story is just beginning.  Democracies are not born overnight, nor built in a year, or by holding one or two elections.  They require sustained and painstaking work. Yet, once begun, there can be no going back. 

 

Reform must be real.  People do not seek authoritarianism with a human face.  They want a virtuous circle of rights and opportunity under the rule of law, a vibrant civil society and an enterprising private sector, backed by efficient and accountable state institutions.

 

Inclusive dialogue is crucial.  Diversity is a strength.  We must work to promote pluralism and protect the rights of minorities and the vulnerable.  And women must be at the centre of efforts to build democratic futures.  They have been at the forefront of movements for change.  They have a right to a real say in governance and decision-making.

 

The voices of the young must also be heard and heeded.  Profound demographic pressures around the world make this an imperative.  Faced with bleak prospects and unresponsive governments, young people will act on their own to reclaim their future.

 

Underpinning these prerequisites -- and essential for long term success -- is democracy education, the theme of this year's observance.  It is needed so that all citizens in all nations, in democracies young and old, established or fragile, fully understand their rights and responsibilities.  And it is especially needed in countries that have made recent democratic gains so that progress made does not unravel.

 

The United Nations is strongly committed to working with partners to develop global and local initiatives that elevate democracy education as an integral part of all education initiatives and as a component of long-term governance strategies.  Let us build partnerships between international education experts and Governments to develop and disseminate best practices.  Let us develop a culture of civic participation to explore opportunities made possible by new media, and support countries in devising curricula and training methods.

 

In marking this year's International Day of Democracy, let us use all our creativity to advance this mission.  Let us work to bring democracy education to all, and in particular, to those societies in transition that need it most."
