Dear Sir,

Re: Unseating of Parliamentarians Elected on MQM Tickets

The former Home Minister of Sindh, Dr Zulfiqar Mirza, has stated in a press
conference, broadcast on all the TV news channels in Pakistan that:

1. Altaf Hussain is a fugitive and his party - the MQM – is a terrorist
organisation. He released the copy of a letter written by Altaf Hussain to
the British Prime Minister Tony Blair dated 23rd September 2001 offering the
services of his party to advance their objectives in Pakistan using the
massive street power of his party in the 'port city of Karachi'. (See
attached).

2. Altaf Hussain was in self exile and a Pakistani citizen at the time
of writing of this letter to the British Prime Minister Tony Blair making
offers to a foreign government to provide, among other things, 'espionage
network' in Pakistan and Afghanistan.

3. The contents of this letter by MQM party leader Altaf Hussain to a
Foreign Government is a 'Treacherous Act' under the law of Pakistan. This
letter should be considered as true and authentic because the MQM
representatives have since tried to justify its contents in their press
interviews.

4. Altaf Hussain is now a British national and was granted British
Citizenship in February 2002, four months after writing this treacherous

5. Leader of MQM Altaf Hussain never returned to Pakistan since his
self exile since 1992. He is not a registered voter in Pakistan and never
voted and/or took part in any general or local bodies' elections.

6. He has never paid any taxes in Pakistan but caused billions of
dollars in losses to Pakistan's economy by calling strike and city shutdown.
His target killers have killed judges, lawyers, journalists, soldiers,
policemen, politicians and businessmen.

7. MQM has demonstrated its capability for murders and mayhem in
Karachi on several occasions the most significant of which occurred on 12th
May 2007 when the Chief Justice of Pakistan was kept confined to Karachi
Airport preventing him from travelling to Sindh High Court to address the
bar.

8. The then Home Minister – Waseem Ahmed - who is now an MNA, stated
on TV with pride that he ordered the placing of containers on the roads
leading to and from the Karaachi Airport. While the Chief Justice was
virtually held prisoner at the airport, the leader of the MQM was giving
instruction on telephone from London to a gathering of MQM workers in
Karachi which were broadcast live on all TV news channels. At the same time,
the workers of the MQM went on rampage in Karachi which resulted in 53
deaths on that day. An inquiry ordered by Sindh High Court wax frustrated by
many hundreds of MQM workers flooding the Sindh High Court premises
ostensibly to 'give evidence'.

9. The MQM has an armed wing which has killed hundreds of policemen in
Karachi. It has also killed many thousands of Pathans, Sindhis. Punjabi and
Baluch and resorted to extortion of money from businesses. Even when cases
are registered, it has been impossible to prosecute and punish culprits
because witnesses have been too afraid to give evidence. Moreover, the MQM
has been a part of every ruling coalition in the country since 1989.

10. Since the letter written by Altaf Hussain to Tony Blair, the
facsimile of which is available on the web site of BBC – Urdu, (transcript
appended below), foreign governments have interceded in support of the
anti-state and anti-people activities of the MQM. Until now, no state
official was prepared to take the risk of exposing the antics of the MQM
with proofs.

11. Now that Dr Zulfiqar Mirza has shown exemplary courage to reveal the
truth about the objectives and methods of the MQM, it is incumbent upon the
institutions of the state to take notice and act.

12. While the Supreme Court is already looking into the causes of
wanton violence on the streets of Karachi, the political parties in the
ruling coalition have a different priority - to secure control of both
houses of the parliament in Senate elections in March next year. That
precludes proper executive action necessitated by the revelation by Dr
Zulfikar Mirza.

13. It is unacceptable by the canons of 'rule of law' that members of a
political party whose leader lives in London, who is a British citizen, and
who has admitted that he and his party are working for the American agenda
of disintegration of Pakistan, should be sittings in the parliament as
Senators, MNAs and MPAS.

14. In view of the above, I request that all those elected on the MQM
ticket may be unseated and bye-elections held on the seats thus vacated.

15. Any delay in such an action would help the MQM to continue to
operate despite its criminal nature to cause destabilisation of the state
and to advance the agenda of the enemies of Pakistan. The MQM has been found
out before but it survived and even gathered strength under Musharraf rule.
Pakistan has been on the verge of becoming a failed state - a state in which
the 'rule of law' is primarily constrained by criminals sitting as law
makers.

16. The excuses that have been put forward in the past are no longer
valid. The Executive Branch is not going to investigate and request the
Election Commission to unseat the members of a criminal gang from the
parliament.

17. The Election Commission would have to act on requests by citizens
like this one. The alternative to the failure of the Election Commission and
the Supreme Court to act on the disclosures made by Dr Zulfiqar Mirza is
anarchy – rule by murderers and extortionists.

September 2001

Dear Prime Minister

Muttahida Qaumi Movement (MQM) categorically stands against all sorts of
terrorism, religious fanaticism and violence, and favours genuine democracy.

We can provide the following:

1. Many demonstrations in Karachi in favour of the International
Community combating terrorism, within five days notice of the agreement
being signed, putting hundreds of thousands of people on the streets of
Karachi, (providing the permission of the Government of Pakistan is
secured). First demonstration is scheduled for 26th of September 2001 in
Karachi, the port city of Pakistan.
2. Provide unlimited resources in humint (human intelligence) in the
towns and villages throughout the province of Sindh and in the province of
Punjab to some extent, to monitor the activities of fundamentalists and
Taliban led organisations, and also to monitor the activities of "madrassas"
(Religious Schools).
3. To ensure select groups to penetrate Afghanistan in the form of aid
workers so as to enhance Western agencies intelligence information
capabilities.

In return for this assistance, we would seek assurance for the following
minimum objectives, which would be held essential for ourselves and the good
of Pakistan as a whole. Our objectives are as follows:

a) Equitable participation in the Governance of the province of Sindh and
the Federation as partners, genuinely.

b) Equitable participation in all spheres of life including education,
employment, army and administration.

c) That would need local policing consisting of Mohajirs and Sindhis.

d) That full autonomy be granted to provinces with the federation keeping
only three subjects: Defence, Foreign Affairs and Currency Control, and in
these sectors equal participation of all provinces be guaranteed.

e) ISI (Inter-Services Intelligence) the secret agency must be disbanded
otherwise the ISI will continue to produce many more Osama bin Laden and
Taliban in the future.

I hope that you would be kind enough to seriously consider my offer for the
benefit of Pakistan should any geo-strategic and commercial relevance of
Pakistan left for the United Kingdom and the International Community.

Altaf Hussain of MQM wants Karachi"Independent State"

Altaf Hussain's demand of international intervention as well as invitation
to India now and 48 hours ultimatum issued earlier is clear indication that
heavily armed MQM-Altaf is looking for an armed conflict with the state
institutions. Approximately 6000 people have been killed in Karachi since
this democratic government took over in the name 'reconciliation with the
killers and cons' in February 2008.

MQM-Altaf terrorist and high value asset Ajmal Pharee confessed to the JIT
that: "he has received terrorist training in New Delhifrom five Indian Army
officers. During this training he was informed about Altaf Hussain's desire
to separate Karachi from Pakistan." Altaf Hussain has been calling 'Pakistan
a blunder, asking India to give political asylum to him and his workers and
recent wall chalking 'separate Mohajir Province ' is part of his designs. He
is more than welcome to back to India and may as well do some work and claim
his father's a job at Agra Railway Station on the basis of kinship.

Altaf Hussain is following the Indian policy of 'keep Karachi bleeding' in
response to the indigenous struggle in Indian occupied Kashmir. Altaf
Hussain's MQM and his mafia have caused more economic and human losses to
Pakistan by strikes and terrorist activities than three wars with India and
war on terror. If MQM only allowed peace to prevail in Karachi Pakistan
would have been far richer in economically and militarily.

The impression that Altaf Hussain a British Citizen long distance leader of
MQM is one of many illegitimate children created by Pakistani intelligence
agencies can not be disputed under any circumstances? Can we say that those
agencies which created him have no control over him anymore?

If any one in GHQ and Pakistani establishment thinks he is a friend of
Pakistan than they should update their notes. There is possibility that he
might be blackmailing some people in the establishment with his secret
recordings. What he probably does not know that how much his recordings are
going to crop on the internet soon. This illegitimate child created is now
become a 'Frankenstein Monster'. He told MJ Akbar of Asian Age that, 'I was
not offered commission in the Pakistan Army because I was a Mohajir'. More
recently General Musharaf aka YK2 was a Mohajirs and no different than Altaf
Hussain in harming Pakistan 's national interests? They both live in London
and cowardly enough can't or won't go to Pakistan .

According to a report by Naveed Miraj published in The Frontier Post states:
Altaf Hussain's MQM issued a memo to his workers saying, "If there was war
between India and Pakistan , MQM workers will be remain neutral". Why? The
memo was issued during the 2002 tension between India and Pakistan . Though
Altaf Hussain is not the only 'dirty egg' in the Indian basket but his
affiliations and actions are more open and crude. Following the arrest and
video confession of MQM-A terrorist Ajmal Pharee strengthened the notion
that Altaf Hussian is following separatist agenda.

MQM and Altaf Hussain have close links with the Indian secret agency RAW as
well as other players. MQM- Altaf terrorist and Indian agent Ajmal Pharee
confessed to the Joint Investigation Team of (ISI, IB, Military
Intelligence, CID, Special Branch etc) that, "MQM-Altaf was behind the
'Asura Bombings of 2009' in Karachi. He confessed to the team that he and
other MQM city workers were ordered to wear black Shia mourning clothes on
the day in a meeting called three days before the Ashura bombings. The
orders were to burn the shops and businesses in and around Light House as
well as kill the people. The shop owners of that area refused to give
extortion money to the MQM-Altaf. These burnings caused losses of billions
to the poor Pakistanis and shop owners in Karachi".

Mustafa Kamal billionaire - poor former mayor of Karachi become abusive when
London Post report published on 31st December 2009, was quoted that, 'MQM
was involved in Karachi bombings with black water', in a live program by
famous anchor Talat Hussain. Faces of the looters were visible on CCTVs
footages still available on youtube.

This brave son of London "Edgware" sleeps in a multi million pound bunker
with 24 hours CCTV cameras security and star trek type control room. He was
preaching people of Karachi to sell their valuables and buy weapons and now
he has asked them to do house shopping for a month'. Why is he allowed to
do these kinds of provocative speeches and live broadcasts from London ? He
has harmed Pakistan's economy and caused losses worth billions of dollars.
Those who allowed him to do the harms are equal partners in his crimes
whoever they are.

Ajmal Pharee also confessed murdering hundreds of innocent people as well as
receiving training in India by Indian security agencies. In a video
statement he said, "I joined MQM in 1988 arrested in 1989 for fire arms
offences imprisoned for one year. He was arrested and sentenced for five
years again in 2000 for murdering Iqbal Raad, lawyer of former Prime
Minister Nawaz Sharif. He told the JIT that his handler Nadeem Nusrat is
based in MQM – Altaf's London Secretariat and is inner circle man of Altaf
Hussain. Ajmal Pharee told the JIT that, 'Nadeem Nusrat told him to escape
from Pakistan to Singapore in 1996 with Zeshan a MQM worker'. He stayed in
the Mustafa Market Hotel on his instructions in Singapore, where he was
given Singapore Airline tickets and Indian visas by Jamil aka Jimi who lives
in South Africa. They travelled to Delhi, stayed there for 15 days and later
received terrorist training for one month in a near by jungle by five
Indian army officers. He also met other MQM-Altaf workers Noora of Shah
Faiasl Colony, Zafar Tension of Buffer Zone, Raju of Nazim-a-Bad, Shakir
Chota of Orangi Town .

He received terrorist training of AK-47, RPG, MP-5 LMG, hand grenades. He
was transported to India-Pakistan border inserted in from Chawanda area of
Shakr Gurh ( Sialkot ) in Pakistan . They later went to Lahore and than
Karachi ", said Ajmal Pharee in his confessions.

On December 28, 2009, three thousand shops were burnt; one thousand were
burnt after looting which caused loss of Rs. 60 billion to Pakistani
economy. The question is why is he allowed to do this?

MQM is systematically using violence to pressurize PPPP, which had tried to
prop up MQM's rival Mohajir Qaumi Movement as counter weight in the
political scenario but in vain. The weak and compromised PPPP government
headed by Asif Zardari is probably now considering ending commissionary
system in MQM dominated Karachi and Hyderabad.

Security agencies have informed the government that MQM had instructed it
sector level organization to target ethnic Pashtuns in the city and Pashtun
businesses are specially being hit, said the sources. According to a
communication sent to the federal government in Islamabad on 24th July 2011,
MQM- Altaf was stirring ethnic violence in Karachi and had planned to
continue bloodbath until its demands are met.

Both political and military leadership have to make a decision either to
protect their personal interests' i.e. foreign bank accounts, properties
abroad, green cards or Pakistan 's national interests before it is too late
for both of them.

Altaf Hussain exaggerates things beyond imagination. For example, he claimed
his supporters in Karachi increased by 10 million in just two years because
he claimed to have 20 million supporters in an interview with Edgware Times
in November 1998. But in 2001 MQM claimed to have 30 million supporters when
MQM send a fax to Reuters on 22 September 2001. "(MQM leader) Altaf Hussain
has offered the unconditional support of over 30 million MQM supporters to
the U.S. president and the international community," its London-based
international secretariat said in a statement faxed to Reuters on September
22, 2001".

Impression is growing fast in Pakistan that British Government has been
quite lenient to the activities of Altaf Husasain and harbouring a terrorist
who is responsible for the death and destruction of thousands and caused
losses to the Pakistani economy. He is a British citizen and living in
London tax free and should not be allowed to play with the British values,
democracy and freedom.

Probably for that very reason Alistair Burt British Foreign Office Minister
telephoned Governor of Sindh province of Pakistan on 3rdAugust 2011.
Foreign Office Minister for South Asia said: "This morning I spoke to the
Governor of Sindh Dr. Khan to expressed my concern at the continuing
violence and loss of life that Karachi has faced in recent weeks. I
encouraged the Governor in his ongoing strong personal engagement to restore
law and order. I warned that inflammatory statements from any political
party risked making the situation worse and that all political leaders and
their parties have a duty to refrain from inciting violence and to reduce
tensions and restore calm. I reiterated the view of Her Majesty's
Government that the stability of Karachi is in the interests of all in
Pakistan and the wider international community. I said that peace and
prosperity in Karachi was necessary to encourage further foreign direct
investment which would be vital to Pakistan's future economic growth and
stability.

"Our Deputy High Commissioner in Karachi, Francis Campbell, has met with
representative of all main political parties in Karachi to encourage them to
work towards stability in Karachi and the wider region. I have asked my
officials to reiterate these points directly with the leadership of the
Muttahida Quami Movement (MQM) and to discuss our concerns."

Straggly enough until November 1998 Government of Pakistan was reportedly
seeking extradition of Altaf Hussain who was said to be wanted in 50 murders
and 150 cases of kidnapping and arson. The question is how come Altaf
Hussain got the British Citizenship when HM Government refused UK
Citizenship to billionaire Mohammad Al-Fayed on the grounds that he does not
have 'good moral character' required to be British?

It is time to say enough is enough to this psychopath sitting in London who
is suffering from Histrionic Personality Disorder according to a British
mental health specialist. Following definition match his personality.

As far as dealing with the MQM terrorism is concerned an intelligence lead
police operation is enough and there is no need to drag armed force into it.
Surely Altaf Hussain wants to drag the army so he could go to UN and ask for
peace keeping force in Karachi. He is exporting terrorism to Pakistan by
making long provocative speeches from London it is the responsibility of
British Government to issue gagging orders against him to save lives.

If Altaf Hussain is brave enough and wishes to do Pakistani politics he may
as well go to Pakistan and do whatever he likes. British soil should be
allowed to be use for harboring terrorists and exporting of terrorism to
Pakistan?

Zulfiqar Mirza is an Honorable Man

The Press and politicians have been callous and unreasonable in their
reaction to the resignation of Dr Zulfiqar Mirza which reminds me of my own
resignation in September 1979.

The resignation of Dr Zulfiqar Mirza is one of the most important events in
the history of the political class of Pakistan in which there have been very
few instances of a politician acting honorably. Resignations always entail a
cost. That cost is always weighed against the benefit – to oneself, the
organisation or the country. When I resigned in protest against the
execution of a popular Prime Minister, I made the point that the decision to
put Mr Bhutto on trial and to execute him was not of the Army as an
institution but of General Zia ul Haq alone. I could not have brought Mr
Bhutto back to life but it did result in General Zia never obtaining
legitimacy for his rule. After his death in an air accident, it was not the
COAS – General Aslam Beg – who took over, the Constitution was applied in
letter and spirit by him. Unlawful actions of Prime Minster Nawaz Sharif did
result in another coup d'état – this time by General Musharraf - and he did
secure legitimacy from the courts as well the parliament. But the ease with
which he obtained the endorsement of the political class, this time led by
PML(Q), he thought he was so secure that he could challenge the Supreme
Court and even to incarcerate members of high judiciary. This time, the
military added its weight and voice to that of the lawyers and the civil
society through its ex-servicemen's organisation. This resulted in the
judges removed by Musharraf being restored, democracy returning and the
judges handpicked by Musharraf removed, and he himself being forced to
resign. The effect of my resignation has been unfolding over several years,
even decades. Those who criticized me why I resigned in September when Mr
Bhutto had been executed in April, clearly missed the point.

Once again, the press is missing the point. Dr Zulfikar Mirza is being
criticized why he waited so long; what action did he take when he was
holding the office of Home Minister? The unkindest cut of all is that he is
accused by the MQM of being an accomplice in a plot by his party leader –
Asif Zardari – to deal a death blow to the MQM, and by others for being
disloyal to his party – the PPP. The point of Dr Mirza's resignation is an
important one and it is being deliberately missed. We have all suspected for
years that the MQM is a fifth column of India and America and that Interior
Minister Rehman Malik was infiltrated in the Zardari-Geelani Administration
in order to protect the MQM from being banned and its leadership prosecuted.
Dr Zulfiqar Mirza, is not the only person who knew the facts or to have the
proofs. But he is only one who dared to expose the crime and the criminals.
Since he did not have the authority to prosecute a federal minister or to
obtain the arrest and repatriation of Altaf Hussain from the UK to Pakistan
to face trial, all he could do was to bring the information he had to the
notice of his party President and the ISI. He had to wait until either of
them acted on the information. When he found that they were unwilling or
unable to act, he made the information public. His action is timely,
responsible as well as honorable.

It is already clear that Dr Mirza is not a part of a plan – ostensibly by
President Asif Zardari – to discredit the MQM and gain voters in the urban
areas of Sindh as the MQM suggested in a letter written by Nasreen Jalil to
all the Ambassadors in Islamabad. It is the MQM that has blackmailed
President Asif Zardari by alluding towards him being complicit in the
killings of Mohajirs by the Baloch in Karachi. The resignation of Dr Mirza
has brought the focus back on the real issue. He has stated on oath that the
MQM is a terrorist group and that Interior Minister Rehman Malik protects
them thus facilitating slaughter of innocents on the streets of Karachi. Now
the Zardari-Geelani Administration has all the proof it needs to ban the MQM
and put its killers on trial. If they do not act on the information
provided, the Supreme Court is already seized of the matter and it can act
even without the Executive Branch having pressed the case against the MQM.

The letter written by Altaf hussain to the British Prime Minister Tony Blair
informed him that the MQM is willing and able to act as spies to provide
'humint' not just in Pakistan but also Afghanistan. The MQM claims to be a
fifth column capable of paralyzing the port city of Karachi. The letter was
written soon after 9/11 and the 'offer' made by Altaf Hussain, it appears,
was accepted not so much by the British as by the CIA and RAW. Ever since,
the MQM has insisted on control over the Ministry of Ports and Shipping in
every government. One sees the hand of India in all the political plans of
the MQM. The Six Points of Sheikh Mujib and the four points of Altaf Hussain
have one important point in common. Both wanted such provincial autonomy
which did not give the federation the right to levy taxes and present
budgets. When the MQM presented its proposals for the 18th Amendment, it
sought the federal government to be restricted to Defence, Foreign Affairs,
and currency. Without much support from other parties, it opposed the VAT
(RGST), which is an essential pre-requisite for documentation of the
economy. When everybody was too tired, it succeeded in the GST on Services
being made a provincial tax. It hopes to go on creating financial conundrums
until all taxes are collected by the Provincial Governments. What Dr Mirza
said on oath on the Quran is obviously true. The MQM knows that it is the
American agenda that Pakistan breaks up and it is fully co-operating with
the enemies of Pakistan towards that objective. It proposals for 'provincial

Dr Mirza has reported a crime of high treason – conspiracy to break up
Pakistan – by the leadership of the MQM in which Rehman Malik is an
accomplice. Since the Supreme Court has already taken suo moto notice of the
slaughter in Karachi, one hopes they would go to the root cause which has
fortuitously been revealed by Dr Zullfiqar Mirza. He has not given a view on
how the enemies of Pakistan wish to use the services of the MQM for the
break up of Pakistan. I wish to be heard by the Supreme Court on the
