IOM and PDMA Establish Roster of Master Trainers on Camp Management in Sindh

KARACHI/ISLAMABAD: IOM and the Sindh Provincial Disaster Management Authority (PDMA) have jointly hosted a 6-day training of trainers (ToT) on Camp Coordination and Camp Management (CCCM) for 30 government officials and staff from NGOs working in flood-affected districts of Sindh Province.

The ToT establishes a roster of experts who will train others throughout the province and serve as resource persons in preparing for and responding to displacement to camp-like settings in the event of any future natural disaster.

 

Participants took part in a rigorous capacity building programme, learning to train on 10 key components of CCCM – Introduction to Camp Management, Roles and Responsibilities, International Law and Human Rights Framework, Protection, International Standards, Camp Set Up, Camp Care and Maintenance, Camp Closure, Coordination and Information Management, and Participation.

 

In delivering these modules at the field level, roster members will promote a more systematic, structured approach to protection and assistance of internally displaced persons, in line with international standards and best practices.

 

“We are proud to partner with PDMA in creating a pool of expert trainers whose services will not only be available for deployment during any future emergencies, but who will be of great service in training other government and civil society officials, which is a need of the hour keeping in view natural disasters the country has faced during the last several years,” said IOM Pakistan Chief of Mission Enrico Ponziani.

 

Attending the closing ceremony today (23/3) as Guests of Honour was the Sindh Minister of Rehabilitation and Disaster Management, Haji Muzaffar Ali Shujra.

 

Other key participants included Provincial Secretary of Rehabilitation and Additional Chief Secretary of Home Department Sohail Akber Shah, Director General of the Provincial Disaster Management Commitment Danish Saeed, and IOM Chief of Mission Enrico Ponziani.

 

The minister awarded certificates to the trainees and delivered the closing remarks, congratulating participants, recognizing the joint accomplishment of IOM and the Government of Pakistan, and encouraging further expansion of the project throughout the province.

 

The 30 participants for the training of trainers were selected from previous trainings organized in flood-affected districts of Sindh including Hyderabad, Sukkur, Badin, Dadu and Mirpukhas.

 

As the global IASC Shelter Cluster lead agency for CCCM in natural disasters, IOM is part of the broader flood response working along with the Government of Pakistan, local and international NGOs, and UN agencies.

Vice Council for Japan's political and economic affairs Mr. Yuki
Ochiai met Chairman Mohajir Qaumi Movement Mr. Afaq Ahmed at his
residence on Thursday.

Issues of mutual interest, in particular the law and order situation
in Karachi and the political situation in Pakistan were discussed.

Ahmed said that G8 countries were investing in India with the hope
that this would provide them with access to Central Asian countries
via land routes.

However, the MQM chairman said that he believed that Pakistani nation will
never allow India to have that land access unless Kashmir issue is
resolved.

He said Pakistan was most favorite country in this region for foreign
investors which can send their finished goods to central Asian
countries easily.

Mr Ahmed stressed that a friendly business environment can be created
in Karachi only after it is de-weaponized. We, all political ,religious
parties and civil society have resolved to deweaponise Karachi,he added.
He believed that a time would come soon when foreign investors would
invest more in the city and utilize the potential of its hard working
people.

Pak-Malaysia trade hits $2.8 billion mark, says Pak envoy to Malaysia

Pakistan's High Commissioner to Malaysia, Masood Khalid has said the bilateral trade between Pakistan and Malaysia has reached US$2.8 billion, registering an impressive 14 per cent increase last year.

"We are happy that the bilateral trade has increased steadily but Pakistan's share in the bilateral trade is only US$257 million which has tilted the balance of trade heavily in favour of Malaysia ... we're looking to balance this gap by increasing export to Malaysia especially of rice, mangoes and beef," he said in an exclusive interview with Bernama News Agency on the eve of 72nd Pakistan Day being commemorated on Friday.

He said Pakistan would also like to invite more Malaysian companies to expand their business in Pakistan especially in the construction industry and exploring untapped business opportunities in fields such as gems and salt industry. 

He said Pakistan was also looking to strengthen bilateral ties with Malaysia in education and manpower supply. "We have around 3,500 students in top universities in Malaysia and are hoping to increase it ... the majority of our students study in information technology, engineering and natural sciences," he said, adding there was already an effort being made by the local Malaysian universities to pick up and groom talented Pakistani students for the local industry.

To a question, he said there were approximately 38,000 Pakistanis working in various industries and sectors in Malaysia and Pakistan was willing to supply more skilled and semi-skilled manpower to contribute towards Malaysia's development.

Mr. Masood Khalid said Pakistan was also keen to enhance cooperation in the tourism industry where both countries were rich with interesting places to visit. "Besides interesting places, we have many similarities in our rich culture, food and language which we can use to boost our tourism industry," he said.

He said energy and green technology were other sectors in which Pakistan was looking to cooperate with Malaysia. "Malaysia is more advanced than us regarding green technology and we're looking for a way to cooperate in developing more green technology. We have a lot of green technology's raw material like paddy husk," he said.

The High Commissioner said Pakistan was also hoping to see more interaction and cooperation between the media from both countries. "I would like to see more Malaysian journalists come to Pakistan to make the coverage and vice versa. The people in both countries want to know what happens in each other's region. "Besides the media, I would also like to see more linkage between think-tanks in both countries so that we can develop and go forward together," he added.

To a query, he said Pakistan was looking into the possibility of getting Malaysian Halal Certificate to boost its export of halal products to Malaysia especially beef. He said the prices of meat and beef in Pakistan were cheaper and the supply was abundant. "Our meat and beef are cheaper and the Pakistan's reserves of meat and beef are also sufficient. We have to work together to get Malaysian halal certificate and we don't have any problem supplying halal food because we're Muslim producers," he said.

Dear Media Colleagues,

World TB Day, falling on March 24th each year, is designed to build public awareness that tuberculosis today remains an epidemic in much of the world, causing the deaths of several million people each year, mostly in developing countries. It commemorates the day in 1882 when Dr Robert Koch astounded the scientific community by announcing that he had discovered the cause of tuberculosis, the TB bacillus. At the time of Koch's announcement in Berlin, TB was raging through Europe and the Americas, causing the death of one out of every seven people. Koch's discovery opened the way towards diagnosing and curing TB.


The UN Secretary-General issued the following message on this Day:

"For too long, tuberculosis has not received sufficient attention. The result of this neglect is needless suffering: in 2010 alone, nearly 9 million people fell ill with TB and 1.4 million died, with 95 per cent of these deaths occurring in developing countries. These numbers make tuberculosis the second top infectious killer of adults worldwide.

The impact reverberates far beyond the individuals directly affected. TB takes a heavy toll on families and communities. Millions of children have lost their parents. Children who are exposed to sick family members are at high risk of contracting the disease. Far too many go untreated, since TB is often difficult to diagnose and treat in children.  That is why this year we should aim to expand awareness of how children are affected by the disease.

It is critical to support those who lack the means to respond with the care and treatment they need to enjoy healthy and productive lives.

With the right interventions, we can make a major difference. We know how to end all forms of TB, including multi-drug resistant TB – which has emerged in most countries – before it leads to severe manifestations that are costly to treat and cause additional suffering. Where we have taken strong and proven measures, the number of people falling ill with TB has declined markedly.
 

The World Health Organization reports that our concerted efforts have helped to cut death rates by 40 per cent since 1990. Forty-six million people have been cured and seven million lives have been saved since 1995 thanks to the efforts of the United Nations, governments, donors, civil society groups, private partners, public health experts, and tens of thousands of health workers and affected families and communities.

Now is the time to be even more ambitious and "Stop TB in our lifetime," the theme of this year's World TB Day.

I call for intensified global solidarity to ensure that all people are free from fear of tuberculosis and its devastating effects. Let us vow to end the neglect of TB and to end deaths from this disease in our lifetime." (#)

[Pak-Media] 23 March: Challenges and Response - By General Mirza Aslam Beg

It is a day of reckoning for us, to recollect the failings of the past, and to carve-out a new destiny for the nation. No doubt Pakistan has faced serious challenges to its security, mainly due to foreign aggression in the region and our collusion with them. Having come full circle now, Pakistan is moving on the corrective course. Symptoms are encouraging:
One. The Parliament is laying down the 'New Rules of Engagement' establishing the correct level of working relationship with the United States and other countries.
Two. The judiciary is handling with discreet care, some very sensitive issues, such as, President's immunity; the NRO cases; scandals and corruption cases of institutions and agencies. An independent judiciary is the hope for justice and rule of law to be established in lawless Pakistan, where even the President of Pakistan eulogizes the Prime Minister for his defiance of the judiciary.
Three. The Armed Forces of Pakistan, now honour the oath, which has been so blatantly violated by General Ayub, Yahya, Zia and Musharraf. The oath demands: "To uphold the Constitution of Pakistan, which embodies the will of the people, and not to engage in politics."
This oath has been honoured twice at critical junctures of our history, during the last six decades. First, on 17th August 1988, when the three services chiefs namely, Admiral Saeed Ahmed Khan, Air Chief Marshal Hakimullah and myself, assisted by DGISI Lieutenant General Hamid Gul and Judge Advocate General of Army, Brigadier Aziz Muhammad Khan, restored the Constitution and handed over power to the people, within three hours of General Zia's death – an unprecedented act of correcting the course of democracy. Secondly , on 18th October 2008, when General Ashfaq Pervez Kiani said 'NO' to General Musharraf's plan of rigging the elections using military intelligence – a repeat of elections 2002. Thus General Kiani, corrected the course of democracy, to the great disappointment of the 'Capitol Hill', USA. Arnoud de Borchgrave, the editor of Washington Times and United Press, commenting on the elections results, lamented in his column, titled "Pak-Forces Align Against USA":
"Washington's Pakistan kibitzers will soon rue the day, they squeezed President Pervez Musharraf to restore democracy. "Democracy" is what has now emerged, or an unholy alliance of long-time American haters. Acting as behind-the-scenes catalysts are two prominent American-haters, Gen Aslam Beg, former COAS (1988-91) and Gen Hamid Gul. Both Beg and Gul are strongly opposed to military action, encouraged by the United States, against Taliban and Al-Qaeda safe heavens in the tribal areas along the Afghan border. What the United States and Britain describe as Taliban "terrorists", according to the two generals, are the "freedom fighters" of a "Muslim world facing unprecedented oppression and injustice." The new behind-the-scenes god-father of this broad-based anti-US coalition is Nawaz Sharif, chief of the Pakistan Muslim League. This also puts Kiani in a quandary, Musharraf has handed over his military powers, along with a Rubik's Cube."

The real threat to Pakistan
In fact, the military high command decisions of 17th August 1988 and 18th October 2008, defeated the plans of the 'Nexus' – a combination of America, Army, Judiciary and the ever compliant politicians – to bring about Regime Change in Pakistan. No doubt the Nexus is defeated, but the powers behind the Nexus, are active and alive, trying to reverse the process, are targeting the judiciary, the armed forces, the national intelligence agencies and the political parties, who say 'NO' to their machinations.
General elections are likely to be held soon, and a new parliament would be in place to tackle the challenges, which are serious, particularly those that threaten the core of national existence, such as:
One. Indian 'water hegemony plans' seriously threaten Pakistan's economy and agriculture. On 27 February 2012, the Indian Supreme Court ordered the government to implement the 2002 project to link major rivers in India, 'in a time-bound manner'. The over $100 billion project will link around 30 rivers. The project is split into the Himalayan component, with 14 linkages and the peninsular component, with 16 linkages. It is the Himalayan component which will dry-up the rivers flowing into Pakistan. India, continues building 300 small and major dams, linking the rivers to contain Pakistan's water share, has allocated $212 billion for turning the water courses of Chenab, Jhelum and Indus from North to South. These include 24 projects on River Chenab, 52 on River Jhelum and 18on River Indus. Thus India will deprive Pakistan of its share of water and establish Indian water hegemony – an all-encompassing strategy to ruin Pakistan's agriculture affecting seven million acres of fertile land. According to articles 3, 4 and 7 of Indus Water Treaty, India could not construct water reservoirs, over western rivers of Chenab, Jhelum and Sindh nor it could divert the catchment areas of tributary canals of these rivers. New Delhi is also bound to notify Pakistan in advance about the water schemes but so far it has failed to do so.
Two. The Pakistani nations' 'ideological base' is badly tarnished, weakening the 'National Purpose' as enshrined in the Constitution of Pakistan, i.e. to 'strive for a democratic order, based on the principles of Quran and Sunnah.' The 'component of democracy' is protected by the parliament, the judiciary, the Armed Forces and the civil society, but the 'ideological component' has been relegated and subordinated to the political authority and expediency. For example the government at the centre, and governments in the three provinces, enjoys secular orientations – just one step away declaring Pakistan a secular state, once the Muslim League government in Punjab is pulled down.
The threat to National Purpose, thus has become endemic, because United States has succeeded in achieving 'Media Management goals', and now is aiming at 'Perception Management' of the Pakistani nation. For this purpose, a huge sum of US$ 1.4 billion has been allocated by the US Congress, to be spent in Pakistan for 'Institutional Support'; Support to the Civil Society and for 'Perception Management.' Therefore, protecting and safeguarding Pakistani nations 'ideological base', is the most serious challenge. If the parliament doesn't take this matter seriously, then the impacting ideological forces of Afghanistan and Iranian revolutions and the Islamic surge within Pakistan, would gain overpowering influence over the masses, and cause violent change. Change is inevitable, but must be induced through the democratic dispensation.

PC DECIDED TO ACCELERATE THE PRIVATISATION PROCESS
Islamabad, March 21, 2012: The Privatisation Commission Board met here
today under the Chairmanship of the Federal Minister for Privatisation Mr.
GhaousBux Khan Maher.
PC Board took review of implementation of Board's decision of last two
years and showed concern over un-implemented decisions and directed to
expedite the implementation. The board also directed the Privatisation
Commission to overcome the operational deficiencies if any to speed up
the privatisation process.
While discussing the Capital Market Transaction Roadmap the Board decided
that as domestic Capital Market has recovered, and to help the local
market, Capital Market related transactions should be expedited. To ensure
timely completion of such transactions Board constituted a sub-committee
to oversee progress as per timelines.
For hiring of Lawyers and Law Firms for Privatisation Commission, PC Board
Constituted a Committee comprising Mr. LaeeqShiekh (Chairman), Director
General (Admin & Fin), member and Consultant (Legal), PC as members for
short listing of firms who have submitted EOIs. Whereas Fourteen Charted
Accountant and Valuer Firms also submitted EOIs for placement on PC panel.
The Board, selected Eight Charted Accountant firms and two Valuers firms
to provide support services to PC for three years.
The Board also approved the audited accounts of Privatisation Commission
for the year ending June 30, 2011.
The Board Members, representatives of Ministry of Petroleum & NR, Ministry
of Finance, Senior officials of Privatisation Commission, transaction
Managers and Financial Advisors attended the meeting.
Second session of PC Board meeting shall be held on 22.03.2012 in
Privatisation Commission.

FOOD SECURITY MINISTRY UNVEILS HUGE

ANNUAL WHEAT DONATION TO WFP

 

ISLAMABAD – The United Nations World Food Programme (WFP) today welcomed a commitment by the newly created Pakistan Ministry of Food Security and Research (MFSR) to donate annually up to 500,000 metric tons of wheat to WFP to combat malnutrition and improve food security among vulnerable groups across the country.

 

“This in-kind donation is the largest in recent years by any country where WFP has operations,” said WFP Pakistan Country Director Jean-Luc Siblot. “It shows a strong commitment by the Government of Pakistan to address the issues of food security and malnutrition and will encourage the international donor community to step up its support.”

 

The donation, valued at US$144 million, was announced in a Letter of Intent signed today by the ministry and WFP at the end of a six-day food security workshop attended by government representatives, donors, WFP, the Food and Agricultural Organization and NGOs including Oxfam and  the Sustainable Development Policy Institute.

 

Speaking today in Islamabad at the closing session of the workshop, Pakistan Prime Minister Yousuf Raza Gilani said the next federal budget would make provisions for school feeding in the most food insecure districts of the country and nutrition programmes for children under five years old and for pregnant women and breastfeeding mothers.

 

“My priority will be ensuring food security for women and children,” the Prime Minister said.

 

Under the agreement, some 500,000 mt of wheat will be converted to nutritious food commodities to be used to combat hunger and undernutrition among the most vulnerable sections of society.  Prioritizing the most food insecure districts, specialized nutritious food will be distributed to some six million malnourished children, pregnant women and primary school children.

 

These specialized commodities will include mineral and vitamin fortified wheat flour, high energy biscuits and fortified pastes for the treatment and prevention of malnutrition among infants and young children, all of which will be produced in Pakistan.

 

WFP’s partnership with the Government of Pakistan falls under the National Zero Hunger Programme, within which the Government will work with UN agencies and donors and draw on the experiences of other countries to eradicate hunger and malnutrition.

 

“Pakistan has the means and capacity to solve the hunger problem” said Siblot, “and this contribution to WFP is a clear signal of their determination and leadership.”
