UN-HABITAT commemorates one-year anniversary of floods with photo exhibition.

 

Islamabad, July 30th- UN-HABITAT organized a photo exhibition commemorating the one-year anniversary of the 2010 super floods. The exhibition was a tribute to the beneficiaries of the on-going projects of UN-HABITAT in the 20 most flood affected districts of Pakistan. United Nations Special Envoy, Mr. Rauf Soysal attended the exhibition with his wife.

 

UN-HABITAT flood relief interventions are targeted towards rehabilitating almost 250,000 people through an integrated approach of one-room shelters, hygiene, sanitation and water schemes and community infrastructure works. One year after the floods, work is underway in 422 villages with the support of the Government of Japan and in 64 villages with the support of DFID.

UN-HABITAT Country Programme Manager, Mr. Siamak Moghaddam thanked the donor community, especially DFID and the Government of Japan, whose generous contributions have funded UN-HABITATs flood relief project interventions. He stressed on the need to make communities more resilient through proper training and participation so they could build back safer and better.

 

Activities marking the one-year flood anniversary began with a field trip to village Qasba Gujrat, Muzaffargarh facilitating Special Envoy Soysal to the project sites. He said that, " This project, that UN-HABITAT is running with great success, is giving high morale, energy, and self-confidence to the communities.  It is not about assistance, but it is more about building together better structures and better constructions with the people.  The ownership and the leadership of the community are what struck me the most."

 

The exhibition featured photos of 38 beneficiaries that were taken by UN-HABITAT staff Torsum Khan and Miki Yoshimura. With the kind support of Mr. Kazuo Tase, Acting Director for the United Nations Information Centre (UNIC), the event hosted several heads of UN agencies, members of the donor and humanitarian community. The event ended with songs of hope from Uzair Jaswal and his band mates Waleed, Asfandyar, Parham, Zakria and Abu Bakar.

CJP URGED TO TAKE NOTE OF UNPRECEDENTED ILLEGALITIES COMMITTED BY SENIOR JUDICIARY WITH JOINT PLANNED INVOLVEMENT OF BUREAUCRACY IN VIOLATIONS OF HUMAN RIGHTS WHICH IS DANGEROUS TO THE STABILITY AND EXISTENCE OF THE COUNTRY

A top retired government official on Sunday asked the Chief Justice Pakistan Iftikhar Muhammad Chaudhry to take note of excesses perpetrated on him and his family by Additional Registrar Peshawar High Court.

 

Former Provincial Secretary and Senior Member Board of Revenue, Khyber Pakhtoonkhwa, Reayat Khan said that Additional Registrar Peshawar High Court, Dera Ismial Khan Bench, Rauf Khattak has managed to emerge as most powerful and rich person in the area.

 

Now, the politically motivated official is employing all the resources including fake cases and harassment to deprive him of his property, said Reayat Khan while speaking at a press conference at National Press Club.

 

He said that he has served the nation at a highly responsible level and has delivered honestly and efficiently and after about seven years of his retirement he and his sons are continuously being involved in fake, baseless and built up cases like aerial firing etc.

 

He clarified that the players in the fake and baseless cases are Mr. Rauf Khattak and Sahibzada Khurshid Ahmed Additional Registrars Peshawar High Court.

 

It stands proved that Additional Registrar Peshawar High Court Sahibzada Khurshid is harassing witnesses, concealing facts, filing inquiries on baseless grounds to the extent that he has shown living witnesses as dead in his inquiry report to provide protection to Mr. Rauf Khattak.

 

He said that involvement of judicial officers in such cases has stigmatised judiciary and he can furnish proof of wrongdoing of judicial officers if given full hearing.

 

He demanded that apart from corrupt politicians and bureaucrats, judicial officers should also be held accountable, especially those who have made fortunes.

 

The veteran bureaucrat said that a case was framed against him and his son to stop the later from appearing in the competitive examination and to irreparably damage his whole family and perpetuate their tension/torture.

 

"Former Senior Member Board of Revenue Ahsanullah Mehsud, SP Investigation Karak Anwar Saeed Kundi, DPO Karak Sajid Mohmand, SDO Fata Construction Sub Division, Peshawar Sher Afzal are directly involved in the malpractices, illegal acts with corruption as a regular and continuing process," he said.

 

Member Board of Revenue KPK Hussain Zada is yet another player who submitted an exparte, flawed biased and glaringly illegal inquiry report despite repeated no trust expressed in him  which amounts to deliberate, brazen/naked partiality and unprecedented violation of the fundamental law, he said.

 

Meanwhile, Mr. Gul Muhammad Khan and his son Muhammad Rizwan had appeared his witnesses before the inquiry officer and also produced their written affidavits before him levelling allegations against Rauf  Khattak including the making of false and frivolous case against Raeyat Khan and his sons and illegal and exparte cancellation of 17 years old mutations , closure of joint family street etc. The inquiry officer has made no mention of it in the inquiry report which is highly shocking/surprising.

 

Reayat Khan made a stirring appeal to the CJP to take note of violation of law for personal unholy designs by the senior judicial officers like Mr. Khurshid Ahmed who concealed the concrete and documentary facts to the extent that responsible government servant living and functional has been shown as dead, the healthy as sick and ailing, the resourceful as financially weak-unable to afford the travelling expanses from DIK to PHC for appearance as witness.

 

To be brief if senior judicial officers entrusted with conducting judicial inquiry resort to twisting, perverting, and above all killing the ground realities where should the victims go for justice, he questioned.

Flood-affected Pakistanis still need reproductive health services -
UNFPA works to fill the gap

ISLAMABAD, Pakistan 31 July 2011-- One year after Pakistan's worst flooding in decades, UNFPA, the United Nations Population Fund, continues to deliver comprehensive reproductive health care services as part of its humanitarian response.

In August 2010, the Fund's immediate response after the floods struck was to support basic reproductive health services for the displaced. Now, during the recovery phase, the Fund is focusing on upgrading health facilities to provide comprehensive emergency obstetric care.

The floods brought to the forefront women living in rural and underprivileged areas of Pakistan, some of whom had never been to a doctor before. Current maternal mortality figures show that one out of every 89 Pakistani women will die of maternal causes, whereas complications of childbirth still account for one fifth of deaths among women of childbearing age.

An estimated 500,000 pregnant women were among the 20 million people affected by last year's flash floods. Their vulnerability was further exacerbated by malnutrition, trauma and fatigue due to long journeys to safer areas or camps, and by subsequent poor hygiene.

Given the immense needs, UNFPA in collaboration with the Government and civil society partners started to deliver urgently needed maternal health services through mobile service units as part of an outreach programme for areas that had no functional health facilities.

Damaged health facilities were refurbished and female health care providers were recruited to restart basic services. The Fund, among other things, provided personal hygiene, newborn and clean delivery kits to tens of thousands of women. Reproductive health equipment and supplies sufficient to cover an estimated population of 6 million were distributed within the past year, making this one of UNFPA's biggest humanitarian operations globally.

Today, the emphasis is on helping flood-affected people rebuild their lives. "A vast majority of people have gone back but some are still here and are in need of services. Those who have gone back are more aware of their health needs." says Ceemab, a Community Health Worker from Khairpur, Sindh. "Women who come to see us are very scared that there will be another flood this year and they will again lose the little that they have managed to build back in a year." she adds.

"The buying capacity of the flood-affected people who have returned to their areas has decreased significantly," says Dr. Jameel Chaudhry, UNFPA Provincial Coordination Officer in Punjab. "There is a need to provide services at minimal or no cost, as the returnees cannot afford out-of-pocket health expenses."

The Fund is now working to provide, where possible, free reproductive health services in Government-owned health facilities. The focus is to strengthen quality and improve the accessibility of services. However, sustainability of services remains the biggest challenge as it requires support and commitment from the Government at district and provincial levels.

A programme aimed at protecting displaced women and girls from violence was also initiated last year. Coordination mechanisms, co-led by the Department of Social Welfare, were set up both at the federal and provincial level. Referral systems were established for the survivors to receive medical, legal, and psychosocial support. Twelve women-friendly spaces were also set up to reach women in affected communities.

"UNFPA will continue to provide humanitarian assistance in reproductive health and gender-based violence programmes for flood-affected communities as well as for people internally displaced as a result of conflict," Said Mr. Rabbi Royan, UNFPA Representative in Pakistan.

IOM photo exhibition and documentary highlight 2010 flood survivors’ resilience

ISLAMABAD: The International Organization for Migration (IOM) today opened a photography exhibition and screened a short documentary at Nomad Gallery to mark the one year anniversary of devastating 2010 floods which affected more than 20 million people in Pakistan.

 

The photo exhibition, which will continue until August 4, highlights eye-catching pictures taken by professional photographers of miseries endured by flood survivors, their resilience and the organization’s response to their urgent needs.

 

The documentary “Recovery from Floods” is a touching story of a mother of four children, Hafeez Mai who lost her husband and home when the 2010 floods reached Muzzaffargarh district in Punjab.

 

Hafeez Mai’s story is very similar to countless others who are still trying to recover from the effects of the floods.

 

“We appreciate IOM and its staff’s untiring efforts in responding to the needs of flood survivors, including distribution of shelter and household items, logistics and in-kind consignment handling support, capacity building and health service provision,” says Dr. Zafar Iqbal Qadir, NDMA Chairman at the ceremony.

 

In the twelve months since the floods, IOM along with humanitarian partners has reached more than 2.76 million flood-affected people with shelter and non food item support and have provided medical services to over than 120,000 people. IOM’s humanitarian communications program has reached an estimated 7.1 million individuals.

 

In the early recovery phase, IOM is supporting the construction of 37,000 one room shelters for vulnerable families and also working on rehabilitation of 90 community infrastructure schemes including schools, hospitals and roads in Sindh, Punjab and Khyber Pakhtunkhwa provinces.

 

“One year after the disaster, massive needs still persist across the country”, says Brian Kelly, Head of IOM Pakistan’s Emergency and Stabilization Unit. “IOM remains committed to helping the people of Pakistan rebuild their lives.”

One Year On: IOM Aids 10.3 Million Pakistani Flood Victims, But Massive Needs Remain

ISLAMABAD - IOM has reached over 10.3 million of the 18 million people affected by the 2010 floods which devastated vast swathes Pakistan a year ago, damaging and destroying some 1.7 million homes.

 

But massive needs remain and IOM is appealing for an additional USD 3.6 million to launch a targeted multi-sectoral response to help the most vulnerable families affected.

 

Over the past 12 months, IOM, which led the humanitarian response in the shelter sector, has distributed emergency shelter to 2.76 million people; provided logistics support to the government and aid agencies, including consignment and processing of 39 relief flights and over 1,000 truckloads of aid; provided health services to over 120,000 people; and disseminated life-saving humanitarian messages to 7.1 million people.

 

"This has been one of the largest disasters ever and our teams have achieved a tremendous amount," says IOM Pakistan Chief of Mission Hassan Abdel Moneim Mostafa.

 

"But it is heartbreaking to see the huge needs that remain. Across the country, most people who lost their homes are still living in tents, health facilities are not fully functional and people have yet to re-establish a source of income," he adds.

 

IOM is currently targeting 37,000 households (some 259,000 people) to help them to construct durable, flood-resistant one-room shelters in Khyber Pakhtunkhwa (1,100), Sindh (23,000) and Punjab (13,000) provinces.

 

Some10,400 homes have already been completed, with funding from the US Office for Foreign Disaster Assistance (USAID/OFDA), the European Commission Office for Humanitarian Aid and Civil Protection (ECHO), the Government of Japan and the Canadian International Development Agency (CIDA).

 

The project follows the Early Recovery Guidelines developed by the inter-agency Shelter Cluster and endorsed by the National Disaster Management Authority (NDMA) and the Housing Early Recovery Working Group (HERWG).

 

After a successful pilot at the beginning of 2011, IOM decided to provide cash transfers rather than material support to help affected families. This allowed beneficiaries to choose what materials to buy and the shelter design as well, putting much needed income into local supply chains.

 

The project is community-driven and targets the most vulnerable families in each community. Groups of beneficiaries are organized into village councils. Each council nominates a focal person to receive cash support from the project and this person distributes it to all the beneficiaries. Payment is in tranches and is paid once the entire group has achieved a construction milestone, such as digging or building the foundations of their new homes.

 

Mohammad Saleh is building a shelter for his wife, three children, mother-in-law and grandmother in Mir Ahmed Khan Bijarani, district Kashmore, in northern Sindh. The village council is helping them to build the shelter so that the whole village will receive its next tranche of funding.

 

He received PKR 25,500 (USD 300) from IOM and says that he found technical training provided by IOM and implementing partner Sewa Development Trust Sindh (SDTS) very useful.

 

"I learnt new techniques including the use of cement mortar in walls and plaster to increase water resistance. The better the foundations and the plastering, the less likely the building will be damaged in the next rains," he says.

 

IOM is also restoring key community infrastructure damaged in the floods and restoring livelihoods through a small grants programme, specifically targeting women and small businesses.

 

Meanwhile, IOM medical staff are continuing to provide primary health services, referral services and information to around 10,000 patients per month in the worst flood-affected areas.

 

In addition, IOM is partnering with the government to prepare for future disasters, including supporting the establishment of an Early Disaster Warning System in Sindh, pre-positioning shelter and non-food relief items, and leading the contingency planning process for shelter, as well as camp coordination and management.
