The Economic Team

 

Let me say at the outset that I have great respect for the present Pakistani Finance Minister. Not only is he a complete gentleman, he is by reputation a fine economist.

 

Unfortunately, given the objective conditions in Pakistan at the moment, Pakistan needs more than a gentleman-economist to lead it. Pakistan needs a slick rogue, a snake-charmer and spin-doctor like Shaukat Aziz, adept at double-speak, manipulation and blackmail. The FM is none of the above.

 

I think the FM and his immediate team, the Deputy Chairman of the Planning Commission and the Governor of the State Bank bring together some of the best minds to bear on the economic front. However, the Finance Secretary, back for the third time in the same position (can't they find someone else?), is a bit of an outlier in the mix given his visceral hatred for international financial institutions generally. News reports of a "testy" exchange between the Finance Secretary and the IMF Mission Chief, Adnan Mazeri, if true, are sad considering Mr. Mazari is someone who desperately wants to help Pakistan succeed. It is not often that an IMF Mission Chief is so favorably inclined and committed to a country he works on.

 

This is not the time for hate and prejudice. This is a time for calm and careful reflection and for professionalism in addressing the pros and cons of various policy options and measures. It is the time to get over the mental block against moving forward just because the advice comes from the IMF/Bank.

 

If there is another way of achieving the same macroeconomic and structural objectives, we should not hesitate to offer it as our initiative. That is the way to build program "ownership", a critical ingredient in program success. The IMF/Bank in my experience is amenable to arguments that are buttressed by logic and empiricism. They do not have the closed minds or the "blinkered thinking" that is often attributed to them.

 

One may ask if the team is so good, why are we in the mess we are in? I can only answer that question based on my own experience. The Planning Commission was once a stellar institution because the political leadership (specifically Ayub Khan himself as its Chairman) backed it to the hilt. Indeed, Ayub Khan would often defer to the advice of Planning against the views of the high and mighty ICS/CSP. Pakistan became a star performer in the economics and planning field in Ayub Khan's time and was called a "model of development" and "aid-effectiveness" which other developing countries admired and sought to emulate.

 

While the present political leadership is hemmed in with many non-economic challenges which are distracting, it needs to find the time and give greater attention to economic matters. Whether the move towards some sort of national government will help garner support and build momentum for genuine (as opposed to cosmetic) reforms is difficult to foretell. It is not obvious why the new entrants into government will want to be associated with difficult and painful reforms whose benefits will accrue only slowly and possibly spill-over into the next election cycle and a new government. However that may be, the fact is that even the best economic minds will prove to be unavailing (and their considerable talent wasted), unless there is bold and unswerving political support from the top.

Importing India electricity not a solution for Pakistan power woes

The Pakistan Economy Watch (PEW) on Sunday said Indian offer to export electricity to Pakistan is not a viable option.

 

It is a diplomatic initiative by an energy deficient country to get free publicity at a time when Pakistan is facing a shortfall of 6000 megawatt, it said. 

 

India, the sixth largest consumer of electricity, is fruitlessly trying to bridge the gap between demand and supply since decades to achieve high rates of growth on sustainable basis, said Dr. Murtaza Mughal, President Pakistan Economy Watch (PEW).

 

However, she is facing the around 20 per cent power deficit and 42 per cent transmission and distribution losses, one of the highest in the world, he said.

 

India's population which is 17 per cent of global count can only consume 3.5 per cent of international energy consumption which is a serious threat to its future, he added.

 

Indian power sector is inefficient, heavily dependent on state subsidies and rate of return is negative up to 30-40 per cent.

 

Therefore, it is impossible for Indian leadership to export power to Pakistan on the cost of their population and industry. It is financially and politically unworkable as there is not a single town or industrial estate in India which is not facing load shedding, said Dr. Murtaza Mughal.

 

Our government should stop looking for easy options to overcome power shortfall and utilise its full installed capacity which is currently being operated on roughly 50 per cent efficiency, he opined.

 

Before offering electricity, Indians should have considered the decision of Pakistani authorities not to buy internet data from India which is available at a distance of only 18 kilometres from the border, he said.

 

Moreover, he said, one of the reasons India walked out of the Iran gas deal was to deprive Pakistan of expected economic benefits. How come ruling coalition accept Indian offer to pay them for electricity in the much needed foreign exchange, he questioned.

 

 

India offers will not result in any economic miracle in Pakistan but it can pave way for Indian designs to transform Pakistan into a client state, said Dr.  Mughal.

LIFE THREAT TO ME AND MY FAMILY MEMBERS FROM IMTINAN SHAHID PUJ PRESIDENT RANA AZEEM AND THEIR GUNDAS.

Dear Journalists.


I Muzamal Suharwardy am a journalist from Lahore. I am in profession for last more than twenty years. During this I have been elected as Vice president of Lahore Press Club too.

Iand my family are in litigation with Zia Shahid and his Son Imtinan Shahid for last two years. To compel me to with draw my cases Zia has used various illegal methods, including a highly defamatory campaign against me and my family members in his newspaper daily Khabrain, and lodging against me and my other family members four highly malicious Firs which have all been cancelled.

In relation to defamatory campaign against me and my family members My father has won against Zia Shahid and his family members a money decree of Rupees One Crores from the Court of Additional District and Session Judge Musharraf Sumra with additional verdict that Zia Shahid and Imtinan Shahid will apologise from me in their newspaper as many times as they have published defamatory material against me. I along with my father have also filed criminal private complaints against Imtinan Shahid and Zia Shahid for defamation. These are pending adjudication in the Court of Additional District and Session judge Lahore Mr Yousaf Aujla. 

My family members own shares in owner company of Daily Khabrain Liberty papers Limited. They have filed against Zia Shahid and his family members a petition u/s 494 of the Companies ordinance. This case is pending adjudication in Lahore High Court in the Court of Justice Mansoor Ali Shah. In this case Dr Perviaz Hassan and his company Hassan & Hassan were appointed local commission. He has given a clear finding against Zia Shahid and Imtinan Shahid in his report.

On 21st  April 2011, when I along with my father  were present in the Court of Additional Session Judge Yousaf Aujla for the hearing of private complaint. Imtinan Shahid came to the court with PUJ President Rana Azeem, and a large number of Gundas. He and his Gundas threatened to kill me and my father if we both did not withdraw all the litigation against him and Zia Shahid. I called police emergency (15) from the Court of Additional Session Judge Yousaf Aujla for rescue.

Police came and guarded us safely from the court to our home. The honourable judge also witnessed the situation. He ordered for my and my father's police protection and also ordered for appropriate legal proceedings.

Zia Shahid his son Imtinan Shahid along with PUJ President Rana Azeem and his Gundas are regularly threatening us through various methods and the police is not providing protection to me and my family.

The latest reason for Zia Shahid and his son Imtinan Shahid to become so extremely violent is that my father has accepted in 2nd week of March 2011 a brief of Bank of Punjab against him and his family members to lodge a criminal case and prosecute against him for kick back in lease finance of nine crores.

I am writing to the journalist community through this letter for my protection.  . During all this litigation from last two years I have deliberately not approachedany journalist forum. I was fighting through legal methods in Court's.  Now Imtinan Shahid and his Gundas are resorting to violence and terrorism and are threatening to kill me and my family members.

If police will not provide me and family protection despite orders of Additional Session Judge Yousaf Aujla and any thing happens to me or any of my family members, every member of the journalist community is requested to handover this letter to law enforcing agencies for prosecutions of Zia Shahid, Imtinan Shahid PUJ President Rana Azeem and their Gundas.
