Peshawar University VC found involved in plagiarism

University of Peshawar Vice Chancellor Dr Azmat Hayat Khan has been found involved in plagiarism by the three-member committee of Higher Education Commission (HEC) that was constituted to probe into the matter.

According to sources, HEC has submitted its report to Governor Khyber-Pakhtunkhwa (KPK) who is also the Chancellor of the University in which it has been clearly stated that the VC has been involved in plagiarism.

According to the information, Dr Khan, a former director of the Area Study Centre has been accused by a university teacher Muhammad Zubair, of including in his book titled 'The Durand Land: Its Geo Strategic Importance', published in 2000 by Area Study Centre, University of Peshawar, and Hanns Seidel Foundation, some passages from the book 'Pak-Afghan Relations', written by Dr Kulwant Kaur of Jammu University, Jammu, and published by Deep and Deep publications in 1985.

As per plagiarism policy, vice chancellors are responsible to constitute the plagiarism standing committee and committee will report to him but in this case the complaint is against the VC himself.

Muhammad Zubair has also approached Supreme Court of Pakistan (SC) and in his appeal dated May 3, 2011 in which he said that HEC policy on plagiarism, if made applicable to charges of plagiarism against the sitting VC, is fundamentally flawed and illegal as it authorises the VC to investigate the charges of plagiarism and constitute the Plagiarism Standing Committee of the University for that matter. The policy makes the VC a judge in his own cause and that if the VC takes no action in pursuance of the HEC's direction, nothing could be done by the HEC till the expiry of 90 days.

Finding itself toothless in the said situation, HEC asked the Governor KPK to intervene and conduct an independent, impartial and unbiased enquiry against the incumbent VC, being fully in charge of the university.

However, the Governor wrote letter to HEC and authorised it to constitute a committee to probe into the matter. "Keeping in view the gravity of the situation, the Governor/chancellor has been pleased to desire that the HEC may constitute a committee under its own supervision and furnish findings/ recommendations for the perusal of the honourable Governor KPK," The letter said.

It is pertinent to mention here that Challenging the jurisdiction and authority of Higher Education Commission (HEC) in dealing with the cases of plagiarism, University of Peshawar Vice Chancellor (VC) Dr Azmat Hayat Khan has filed a writ petition in Peshawar High Court in which he has asked the apex court to refrain the commission from taking any action on the grounds of alleged plagiarism against him.

According to the copy of petition available to this scribe, the petitioner claimed that HEC cannot assume unto it jurisdiction to entertain and adjudicate upon any alleged act of plagiarism hence the very initiation of proceedings to this effect would have no backing from law laid down on the subject hence liable to interference by this august court in exercise of constitutional jurisdiction.

Talking to 'The News', HEC Chairperson Dr Javaid Laghari confirmed that the report of the inquiry committee has been submitted to KPK, however, he has refused to make any comment on the findings of the report.

On the other hand, the complainant Mohammad Zubair believes that some political leaders of ANP were trying to cover VC by stopping the Governor to take any action against him. "What is the point for not taking any action against the VC when the findings have been submitted to the Governor," he said.

However, its not the question of whether he resigns or not, it the question of the future of our youth. He must have been removed from his office by now. We must join our hands in demanding from the Chancellor to immediately remove him. Otherwise what precedent are we leaving for our youth.

    I made a complaint to the HEC regarding the plagiarism of VC on March 10, 2011 and it decided the issue on August 9, 2011! There was no justification for such a long delay. It was not even a sophisticated plagiarism - stealing ideas of others with paraphrazing / in your words. It was exact copying. A student of 7th grade could have determined the question in five minutes by a mere comparison. But he was deliberately given such a long time.

    Since March 9 till date the HEC and Chancellor allowed the VC (by implication) to punish me: the VC wrote to the USEFP to cancel my Fulbright Ph.D scholarship, calling me a terrorist from Waziristan; suspending me from service at the University; charge-sheeting me; sending students to physically attack me; bugging my telephones; deputing people to threaten me with physical and life injuries; chasing my family members through unknown people; trying to cancel my LL.M degree; planting false stories in the newspapers; implicating me in sexual harassment cases etc. All this was happening under the noses of HEC and Chancellor.

  • Mohammad Zubair Khan And all this for what? Because i had exposed his plagiarism! I faught alone and suffered too. But I had to show in action what I have been teaching in the last ten years to my students: to take stand on principle and that no one could ultimately harm you. Ideas run and move the societies. If the VCs are involved in stealing the ideas of others how will our youth be education and given better tools.

   Adolescents from Mexican indigenous communities assert their rights

(Mexico City, 17 August 2011): Mexican adolescents from different indigenous communities express their opinions, experiences, ideas, feelings, doubts, dilemmas, complaints and concerns. These are all captured in a multimedia publication produced by the United Nations Children’s Fund (UNICEF) and the Mexican academic institution Centro de Investigaciones y Estudios Superiores en Antropología Social (CIESAS).

The publication aims to promote participation by adolescents from indigenous communities, and to raise awareness about their life and the problems they face. The project is part of the continuing efforts by UNICEF Mexico to promote policies in favour of children and adolescents, especially those who live in the most vulnerable and disadvantaged situations – such as the ones from indigenous groups.

Over 200 adolescents participated in the exercise. They live in the Mexican states of Chiapas, Chihuahua, Guerrero, Jalisco, Morelos, Oaxaca, Sinaloa and Veracruz, as well as in Mexico City, and one group among the Mexican community in the United States of America. They belong to different Mexican indigenous ethnicities including Choles, Huicholes, Mixes, Mixtecos, Nahuas, Rarámuris, Tlapanecos, Tzeltales, Wixáritari, Zapotecos and Zoques. They were the authors of the publication, with each of 13 chapters containing work by one group.

In the presence of Zapoteco adolescents living in Mexico City, and others of the Mixes and Mixteco ethnicities from the Oaxaca and Morelos states respectively, the publlication “Voices of young adolescents: adolescence, ethnicites and communities in Mexico” was presented to the public today as the product of a participatory exercise through which the adolescents articulated their views and thoughts about their rights, their identity, their lives, and their major concerns – with the objective to be heard well beyond their communities.

“This project, which gave birth to various initiatives owned and implemented by adolescents from indigenous communities, is invaluable to us – to adults and to other young people across Mexico”, said Susana Sottoli, Representative of UNICEF Mexico, while speaking to adolescents at the launch event. “We can see that your rights are not just about acknowledging and valuing your ancestral roots. You go a lot further: you correctly assert your right to have access to the latest culture, science, and technologies that your country can offer”.

Through texts, photographs, video productions, works of visual art, songs, and other expressions of their abilities, the adolescents conveyed that they want to be heard and want their voices to count. They demand full rights of participation, in order to take the lead in improving living conditions for themselves and for their communities.

This publication, which will be shared with policymakers, opinion leaders and other interested parties, as well as with the general public, is part of UNICEF’s commitment to promote policies and social responsibility in favour of adolescents from indigenous communities. Events are already planned in the states of Chiapas, Oaxaca, and Yucatán, where UNICEF’s implementing parteners, together with the adolescents who contributed to the publication, will use this publication as a key instrument to advocate for appropriate attention and responses by public authorities and civil society towards the problems affecting indigenous adolescents.

Since 2010, UNICEF and CIESAS have been working on this project, collecting voices of adolescents from indigenous communities throughout the country from very different backgrounds: youth from rural and urban contexts, migrants in the United States of America, and itinerant farm workers. Through its methodology, the publication placed special focus on the egalitarian participation of adolescents not only as members of indigenous groups with distinct ethnicities and languages, but also simply as young members of today’s varied Mexican population. The publication was supported by Spain’s Agency for International Cooperation and Development, and by the sponsors Laboratorios Liomont and Comercial Mexicana.


In Mexico, just over 10 million people (9.8% of its population) are considered indigenous.[i]
 They live primarily in highly marginalized
areas, to the point that 70% of Mexicans speaking indigenous languages live in these areas.[ii] Members of indigenous communities have lower average income than the rest of Mexicans. Their poverty and marginalization are evident from lower salaries, lower educational levels, and their limited access to public services. The Mexican states with the highest presence of indigenous people are Yucatán (65.5%), Oaxaca (55.7%), Quintana Roo (45.6%), and Chiapas (30.9%). The indigenous population of Mexico, and especially its children and adolescents, is the group with greatest shortcomings in their human development, and facing the most significant obstacles in the exercise of their fundamental rights.

NASA Astronaut Sunita Williams Converted to Islam

Sunita Williams 2nd Indian Lady who went to the Moon on 09/07/2011, immediately after her return yesterday on
Earth has declared that she embraced 'ISLAM' as her Faith and converted to It.
She said that from the moon the whole
earth looked very black and dark except the 2 places which were bright
and shining, when I looked through the Telescope, she added.

Amazingly those two spots were MAKKAH and MADINA, in the Arabian peninsula. She also added that at the moon all the Frequencies failed but I still could hear the sound of ADHAAN.

Living witness shown as dead to protect colleague

CJP asked to ensure justice

A responsible judicial official has been alleged to show a living witness as dead in an inquiry against his colleague.

 

The witness, who is a serving official of Board of Revenue was shown as dead after his refusal to hide facts.

 

According to a report on a local TV channel, former Secretary Board of Revenue  Reayat Khan has filed a complaint in the Peshawar High Court (PHC) against an additional registrar in which harassment was alleged.

 

Reayat in his complaint said that the additional registrar is using his official position to make life difficult for him.

 

The Chief Justice PHC ordered an inquiry into the case during which Tehsildar Muhammad Ghulam refused misrepresentation following which he was declared dead more than once in the report.

 

When contacted, the inquiry officer, who is also an additional registrar said that it was a trying mistake. However, he could not clarify that why Tehsildar Muhammad Ghulam was not included in the report as a witness.

 

Meanwhile, Reayat Khan, who has served as Secretary in half a dozen departments termed it a lame excuse. He said that what could be the reason behind other contradictions in the said inquiry report.

 

 He said that declaring a serving government official as dead, another wealthy as bankrupt and healthy as ill amounts to playing with the law.

 

The former bureaucrat said that this is a test case for superior judiciary which is honestly striving for eradication of corruption and rule of law in the country.

 

He requested the Chief Justice Pakistan to take note of the situation and ensure justice.
