Private sector has ability to tackle power sector woes: Mian Shahid

We support handing over Gencos to business community: CEO Saudi Pak

Islamabad: [Sept 02]

Business community has supported the proposal of Water and Power Ministry to give control of some power generation companies to private sector for a specified time in a bid to transform them into profit making entities.

This positive suggestion is according to the wishes of private sector which has repeatedly claimed ability to transform inefficient public sector organisations into profit making entities, said Mian Shahid which speaking at a forum.

Giving operational and maintenance control of four power generation companies (Gencos) to private sector for a period of 10 years may prove a turning point, he said adding that it will be a test of the skills of private sector.

Mian Shahid said that private sector's focus is on profit maximisation is what is needed today as the stress of public sector entities on other aspects of business has resulted in losses to the tune of billions.

This decision, if implemented, can rationalise tariff, improve efficiency, reduce complaints, bring political meddling and overstaffing to an end which is a major reason of losses, said said Shahid who is also Chief Executive of the Saudi Pak Insurance Company.

At the occasion VP FPCCI Fazal Elahi said that such a move is imperative as it will reduce per unit cost of electricity if contractors are allowed to trim organisations.

"This proposal should be approved immediately with a mechanism so that mistakes committed in unsuccessful privatization of KESC are not repeated," said Elahi.

Chairman FPCCI Capital Office Hameed Akhtar Chadda said that the elimination of circular debt is the key without which no state-run enterprise can become profitable no matter who manages it.

He called for steps that can attract experienced and reputable individuals and companies in such a venture.

Samina Fazil, President, Islamabad Women's Chamber of Commerce and Industry said that matters pertaining to investment, tariff adjustment and profits should be settled in front of the public eye to ensure transparency in any such deal.

She said that if proven successful, the private sector can be entrusted to bring other organisations out of losses that can save around 500 billion rupees per annum.

Chairman FPCCI Standing Committee on Pharmaceuticals Tariq Mehmood said that such a move without giving full control to private sector may prove counterproductive.

Voluntary disclosure schemes encouraging tax evasion, helping dishonest

Amnesty schemes shattering faith in honest labour, wakening country

Supreme Court asked to probed money parked in tax heavens

Civil society should push govt to recover lost revenue

Islamabad: [September 02]

The Pakistan Economy Watch (PEW) on Friday said tax amnesty schemes are not adding significantly to government coffers but encouraging big-time tax evaders and their helpers.

Idea behind such schemes is to unearth huge amounts of undeclared money but it has become controversial, questionable and useless, it said.

Schemes aimed at retrieving the lost revenue exempts offenders from punishment and help those who assist wealthy hide their taxable income, said Dr. Murtaza Mughal, President PEW.

These schemes are flawed on several counts and raises serious questions as far as moral and social aspects are concerned, he said.

Such schemes offer incentive to individuals and companies to keep money undeclared and have almost no impact on black economy; he said adding that policy makers should not ignore its dangerous effects on moral fabric of society.

"Such schemes may give short-lived boost to our ailing economy but will not help to curb corruption and tax evasion," said Dr. Murtaza Mughal.

He said that influential generates around $15 billion of black money every year while the unrevealed cash is estimated to be $200 billion which can resolve many problems we are facing if governance is improved.

Offering incentives for declaring undisclosed income are not a solution; it send message that government is ready to condone tax evaders and will pursue honest tax payers," he said.

Media and civil society have been raising voice against corruption but inaction by the government amounts to sponsoring corruption, he said.

Dr. Mughal demanded asked the Supreme Court to take steps against those who have parked their money in tax heavens.

He asked honest politicians and civil society to push the government discharge legal duty by signing a deal with Swiss government to recover the lost revenue and stolen funds which are badly needed at home.

Putting the critical issue of rampant corruption on the backburner will continue to weaken the country, he warned.

Britain and other European
governments have helped the US commit "countless" crimes by colluding with
torture and illegal rendition operations in America's war on terror, Europe's
human rights watchdog has said.
Thomas
Hammarberg, the Council of Europe's rights commissioner, accused governments of
being "deeply complicit" in illegal activities carried out by the US over the
last 10 years, since the September 11 2001 terrorist attacks on New York and
Washington.
"In attempting
to combat crimes attributed to terrorists, countless further crimes have been
committed in the course of the US-led 'global war on terror'," he said. "Many
of those crimes have been carefully and deliberately covered up."
A 2007 Council
of Europe (COE) report by Dick Marty, Swiss MP, accused Britain and 13 other
European governments of allowing the CIA to run secret detention centres, of
turning a blind eye to torture and the illegal abductions of terror suspects.
Mr Hammerberg
accused Europe's governments of blocking investigations into rendition in line
with Washington's wishes.
"The message
is clear – good relations between the security agencies are deemed more
important than preventing torture and other serious human rights violations,"
he said.
The COE has
highlighted the case of Khaled El-Masri, a German car salesman, who was
abducted twice, first to Afghanistan and then to Albania, where he was dumped
on a remote hillside in an apparent effort to cover up what officials later
conceded was an error.
"So far Europe
has granted effective impunity to those who committed crimes in implementing
the rendition policy. An urgent rethink is required to prevent this misjudged
and failed counter terrorism approach from having a sad legacy of injustice,"
said Mr Hammerberg.
An American legal
dispute between two aviation companies has unveiled the hidden network of US
companies that played a key role in the covert airlifts to abduct, and
transport terrorism suspects.
The court
files of more than 1,700 pages shed new light on the US government's reliance
on private contractors for flights between Washington, foreign capitals, the US
military base at Guantánamo Bay, Cuba, and, at times, landing points near
once-secret, CIA-run overseas prisons.
The companies
included DynCorp, a leading government contractor that secretly oversaw a fleet
of luxury jets, and caterers that unwittingly stocked the planes with fruit
platters and bottles of wine for US security personnel, according to the court
files and testimony.
