POWER CRISIS DEEPENS, IPPS SERVE ANOTHER NOTICE FOR FRESH OVERDUES.


Islamabad, September 13: Nine independent power producers served the 30  day's  notice to Government of Pakistan for release of their overdue amount of Rs31.16 billion on 25th August and on September 10 an other notice is served by same 8 IPPs for Rs14.79 which became overdue on 1st September 2011, swelling their dues to Rs45.95 billion. If the payments are not made with in 30 days the IPPs will have no choice but to call the sovereign guarantee. On Saturday 10 September the IPPs served another notice to the Federal Government after as usual failing to hear any good news from Pepco. 


The inefficiency of PEPCO, a source in IPPs said, could be gauged from the fact that it not only fails to clear the dues but instead of striving for it penalized the IPPs further aggravating the crisis.


The nine companies are paying the price for threatening to call the sovereign guarantee of the government of Pakistan as even the normal small payments that are being regularly made to all other IPPs are being denied specifically to them once they served the notices. The notices were in accordance with the agreements they signed with PEPCO and GOP (under the sovereign guarantee). 


Few months back 4 out of these IPPs had even invoked the guarantee after a cold shoulder from PEPCO and than the Government, but invoking of guarantee made the Government realize the situation of default it faced and it arranged payments for these IPPs. It was made clear to both Government and PEPCO that dues clearance has to be a regular affair as the IPPs under 2002 policy have to buy their own fuel for which they need continuous cash supply, which is assured in the contract between PEPCO and them and guaranteed under Implementation Agreement by GOP.


The director of one of the IPPs said that it is unfortunate that while being our only client PEPCO defaults on payments and subsequently the Government guarantee has to be called which puts Government also in awkward position internationally. Surprisingly this time around it seems that elements with vested interests have made things worse by advising PEPCO to stop daily payments which will eventually result in closure of these plants.


"Now power supplier in the power sector has cash requirement to the tune of Rs4-6 billion to run their plants", said a representative of one of the affected companies. The government, he added, has to fulfill its commitment of timely payments to IPPs to ensure uninterrupted power supply from private sector producers, he said.


Another affected IPP director said that up till now the affected IPPs were arranging funds from the banks to buy fuel for running their generators.  "The banks have now flatly refused to provide further funds as the limits and collateral provided by the IPPS have exhausted", he said. He said that the banks are justified as they cannot take undue risks when the government is in regular habit of defaulting on payments to the IPPS. Never in last three years the IPPs have dues been fully cleared. In fact the amounts due went on mounting forcing the IPPs to take the extreme step. The government must realize that we are paying a fortune to the banks on the credit that we are forced to take as our legally due payments of power supplied are not released by PEPCO.

 

The details of the dues of the nine IPPs as available in PEPCO record include Rs7.178 billion to Atlas Power Company that include previous noticed over due amount of Rs4.569 billion on August 25 and Rs2.579 billion power supplied in subsequent month. PEPCO owes Attock Gen Limited Rs9.61 billion (Rs7.76 billion plus Rs1.84 billion. Liberty Power Limited dues were Rs4.186 billion on August 25 plus Rs2.555 billion additional bills after that.


Overall dues of Nishat Chunian Power Limited have exceeded Rs6.6 billion, Orient power Limited has to recover overRs3.8 billion, PEPCO owes Nishat Power Limited about Rs6 billion, Sapphire Electric Company Limited dues were Rs1.48 billion on August 25 and has not supplied any power after that. Halmore Power Limited has to collect over Rs1.2 billion from PEPCO while the total dues of Saif Power Limited exceed Rs3 billion


Experts pleaded that the current policy regarding motorcycles should not be disturbed as with its huge forward and backward linkages, the motorcycle industry moves the wheel of the economy. High employment creation and technology transfers make it an ideal sector for a country like Pakistan.

 

Growth in this sector means that upstream businesses such as part making in industries like steel, rubber, electronics and plastics etc. also get a boost. Investment comes in and jobs are created in all these industries. Similarly, this industry pushes up investment and creates additional jobs in downstream avenues like motorcycle dealerships for new and old bikes, repair and maintenance workshops and spare-parts businesses. The multiplier effect of this industry is huge.

 

"Most serious threat to this industry is a sudden policy shift, and threats for that are abundant now a day", said another expert. "Talks of commercial imports of motorcycles and change in tariff to suit a certain entity will wreck havoc on this industry" he said while demanding the government not to disturb the growth momentum of most localized engineering industry in Pakistan.

Pakistan seeks joint ventures with Malaysia in agriculture, Halal industry


Pakistan and Malaysia have decided to effectively utilise various protocols and frameworks available under the Free Trade Agreement to boost economic relations and broaden the scope of bilateral trade.

The two countries agreed that while the bilateral trade had witnessed a steady increase since the operationalisation of the FTA in January 2008, there still existed a considerable untapped potential to enhance the two-way commerce and broaden the narrow range of products being traded between the two countries.

The consensus to work aggressively to forge business partnerships emerged at a daylong Pakistan Malaysia Business Forum held in Kuala Lumpur Tuesday under the joint aegis of the Trade Development Authority of Pakistan (TDAP) and the High Commission for Pakistan in Malaysia. The event that drew nearly 100 leading Malaysian and Pakistani investors and businessmen for a daylong exchange of business ideas also served as an ideal opportunity for productive networking and business matchmaking.

Addressing the inaugural session of the Forum, Pakistan's Commerce Secretary Mr. Zafar Mahmood said Pakistan attaches great importance to economic and trade relations with Malaysia and a steady growth in the bilateral trade between the two countries is a reflection of the determination that exists on both sides to further deepen these relations.

He, however, opined that while a steady increase in bilateral trade was a source of satisfaction, both countries could take their economic relations to a new height by aggressively exploring opportunities for joint ventures in sectors such as agriculture and Halal industry which offered better returns and greater scope for growth given a growing demand for quality food and Halal products in the region. He also underscored the need for addressing the trade gap.  

Speaking on the occasion, Malaysia's Deputy Minister of International Trade & Industry Dato' Mukhriz Mahathir welcomed the holding of Pakistan Malaysia Business Forum which, he said, offered a good opportunity to the Malaysian companies to interact, network and build relationships with their Pakistani counterparts.

He conceded that trade and investment between Malaysia and Pakistan was still relatively low. "We continue to trade in a rather narrow range of products …there is, therefore, untapped potential to enhance two-way trade," he said, adding "the role of the private sector is very crucial in implementing the trade and investment framework created by our governments".  He also welcomed the setting up of the Malaysia Pakistan Business Council and hoped that the Council would actively advise on "how to avoid pitfalls and reduce start-up risks and facilitate entry of potential investors" in each other's market.

Earlier, High Commissioner for Pakistan in Malaysia, Mr. Masood Khalid welcomed nearly 100 businessmen and investors representing major sectors of the Malaysian economy and hoped that the daylong event would enable a fruitful interaction with the Pakistani counterparts with a view to identify new areas for potential collaboration and business partnerships.

TV channel, Periodial or Newspaper till they are in APP's service. However, Riaz who is the Managing Director of the  Associated Press of Pakistan (APP)
has allowed Ashfaq R Qureshi to work for daily express Tribune, an English language newspaper of Express Media Group. Thus Qureshi is working with
APP and daily express Tribune, both at a time. Qureshi enjoys big salary from the APP as well as from daily express Tribune. Qureshi is incharge of district

Pakistan U-16 began their AFC U-16 Championship qualification campaign with style with a 4-0 win over a hapless Maldives U-16 team in Kuwait City with a late-night kick off yesterday 12 Sept 2011. The Pak U-16 boys continued their fine form and confidence from their SAFF U-16 Championship victory as they took Maldives to the sword once again from the start in the opening fixtures of the AFC U-16 qualifiers Group B at Ali Sabah Al-Salem stadium.

 

According to the press release issued here by Pakistan Football Federation (PFF), Pakistan took the lead after 13 minutes when Muhammad Bilal scored off a well-placed pass from star striker Mansoor Khan. Bilal's shot hit the post and went in as Pakistan went 1-0 up. 3 minutes later, Mansoor got his name on the score sheet when his well-placed shot just inside the box found the net as Maldives defence were in complete disarray.

 

At half-time, Pakistan looked comfortable 2-0 up and was determined to score more. In 63rd minute, a Mansoor Khan cross found the head of Bilal, who flicked it on for impressive winger Sher Ali who finished with aplomb as Pakistan went 3-0 up and took the game well beyond the reach of Maldives. Midfielder Raza Ali then made it 4-0 when his 20 yard shot flew past the goalkeeper 3 minutes later as Pak U-16 ended the game with a dominating performance over their fellow SAFF rivals.

 

The win should give the Sajjad Mehmood and Hassan Baloch coached side great confidence in their tricky AFC qualification group also featuring the likes of UAE, Kuwait, Yemen, and Afghanistan.

 

In other games of the group, Yemen was held 1-1 by UAE, Kuwait came from behind to draw Afghanistan 1-1 earlier in the day to avoid a humiliating loss. The results mean that Pakistan is currently on top in Group B with 3 points and a +4 goal difference, as they now face hosts Kuwait in next game on 14 September.

ISLAMABAD: IOM yesterday dispatched 17,000 shelter and non-food item (NFI) relief kits to help families displaced by flooding following torrential monsoon rains in Pakistan’s southern province of Sindh.

 

The aid, which includes plastic sheeting, ropes, blankets, kitchen sets and plastic sleeping mats from a multi-donor emergency stockpile, followed a request from Sindh’s Provincial Disaster Management Authority (PDMA.)

 

The kits will be distributed in the 12 worst-affected districts of Jamshoro, Mirpur Khas, Thatta, Tharparkar, Shaheed Benazirabad, Ghotki, Naushehro Feroze, Khairpur, Dadu, Tando Muhammad Khan, Tando Allah Yar and Sanghar.

 

The move follows a distribution of 3,400 tents by UNHCR, IOM and HANDS that began yesterday in Badin district, which, according to local officials is 90 percent flooded, with some 100,000 people displaced. IOM previously delivered 1,400 shelter kits to Badin, Mirpur Khas and Tando Muhammad Khan districts.  

 

Pakistan’s monsoon rains, which followed the worst flooding in the country’s history in 2010, began a month ago and have to date affected some 5.3 million people, according to government estimates.

 

The Sindh PDMA estimates that more than 279,300 displaced people are now living at some relief sites, including public buildings and other temporary settlements.

 

Over a million homes have been destroyed or damaged, 4.2 million acres of agricultural land has been inundated and over 200 people have died, according to the National Disaster Management Authority (NDMA).

 

Heavy rains resumed at the weekend and are forecast to continue through the next three days, affecting districts including Badin, Mirpur Khas, Tharparkar, Umar Kot, Thatta, Hyderabad, Shaheed Benazirabad, Dadu and Larkana, as well as Karachi and eastern parts of Balochistan.

 

IOM, at the request of the UN and the government, agreed last week to lead the IASC Emergency Shelter Cluster – the group of international aid agencies helping the government to provide emergency shelter to flood victims. IOM played the same role following the 2010 floods.

 

Between 10 -12 September IOM organized a rapid assessment of some 2,000 temporary settlement sites, including schools and other public buildings, by 250 teams to assess the number of displaced people and their immediate needs.

 

“The rains are showing no sign of abating and this disaster is still evolving. Hundreds of thousands of displaced people already need emergency shelter and, as in 2010, the inaccessibility of flooded areas is going to be our biggest challenge,” says IOM Hyderabad Head of Office Arshad Rashid, a former Emergency Shelter Cluster Coordinator. 

 

“IOM is committed to supporting Pakistan in the face of another huge natural disaster at a time when people were still struggling to recover from last year’s floods.  We will be doing everything we can to coordinate the work of our humanitarian partners to get shelter aid to the people who need it most,” says IOM’s Emergency and Post Crisis Regional Advisor for Asia and the Pacific Brian Kelly.
