o                    SPECIAL MEASURES SHOULD BE TAKEN IN FOGGY WEATHER TO AVOID ACCIDENTS.

o                    HEAVY DUTY VEHICLES AND PUBLIC TRANSPORT VEHICLES HAVING NO FOG LIGHTS WOULD NOT BE ALLOWED TO ENTER ON MOTORWAY DURING FOGGY WEATHER.

 

 Inspector General National Highways & Motorway Police Wajid Ali Durrani has asked the DIG Motorways and other senior officers of NH&MP during briefing arranged by DIG motorways that the chances of accidents may be minimized and security of commuters may be ensured during foggy weather. The IGP said that Heavy Duty and Public Transport Vehicles may be asked to ensure for installation of fog lights during foggy weather failing which they would not be allowed to enter on motorways. He also said that special measures must be taken during foggy weather to avoid accidents. He said that awareness regarding measuring the level of fog would be started in print & electronic media. He added that it is our responsibility to provide accident-free environment to the public on Highways and Motorways. He further added it has been observed that the Fog remained present from 15th November to 30th February on motorways & on highways in spots, especially at late night and early in the morning, which can be highly dangerous for the road users while driving.  He said that closure of motorways would be ensured for a minimum time. During briefing Dr. Muhammad Shafiq, DIG motorways briefed that the total area of motorways are 556 km having 15 service areas and 28 interchanges. He also briefed that the Emergency Call Booths on motorway (M-1) from Burhan to Peshawar have not been installed by the NHA. The IGP took a serious view and ordered that the matter would be taken up with NHA to install Emergency Call Booths on motorway (M-1). The IGP also said that the NHA may be asked to enhance mobile workshops on motorways as the volume of traffic has so far increased as compared to the previous. He advised the people not to travel during foggy weather from 2200 hrs to 1000 hrs. The Inspector General, National Highways & Motorway Police Wajid Ali Durrani has appealed the people to follow the following safety measures:

  • During Foggy weather drive in extreme emergency but try to travel from 1000 hrs to 1800 hrs.
  • If drive is essential, then install fog lights on the front and rare of the vehicle.
  • During fog if visibility is 100 meters, then maintain your speed at 50/60 km per hour and maintain the safe distance of at least 30 meters.
  • If visibility in fog is 50 meter or less, then stop your journey and take rest in Motorway Police Camps or Service Area or at Rest Area  unless until the visibility becomes better.  You may also get the help of motorway police vehicle to get out from the nearest interchange and wait for clear weather.
  • While fog on motorways always drive in extreme left or middle lane.  Kindly avoid driving in the extreme right lane.
  • While driving if the spot of fog appears abruptly then do not apply breaks immediately but slow your vehicle gradually and then drive with care.
  • Always wear seat belt.
  • Before start of traveling, must check the weather/fog condition from motorway police helpline "130" or get information through electronic media.

MFN: India shouldn't remain highest uncertain destination for Pak businessmen

Neighbours world's poorest performer in intra-regional trade

Trade only recipe for mutual growth, poverty reduction

The Pakistan Economy Watch (PEW) on Tuesday said after getting MFN status, India should no more remain highest uncertain destination for Pakistani businessmen.

 

New Delhi needs to alter perception and lift trade barriers otherwise all efforts to ensure peace and prosperity through enhanced trade will remain counterproductive, it said.

 

Trade below 3 billion US dollars have made both neighbours world's poorest performers in terms of intra-regional trade, said Dr. Murtaza Mughal, President PEW.

 

Pakistani exporters who are weary of the high cost of uncertainty, quantitatively ranked highest in the world, should plan to compete Indians in their home market, he said.

 

India should allow movement of goods beyond border while ensuring fast disposal of merchandise, he said.

 

Indian authorities are still rejecting majority of visa applications. Recently a group of businessmen women were denied entry; in 2010, 350 businessmen applied for visa through ICCI but only 32 visas were granted, he informed adding that experience of other business chambers is not different.

 

Businessmen say that period of visa validity, narrow scope of travel and reporting arrival are obstacles in realising true trade potential, said Dr. Murtaza Mughal. The two countries should explore possibility of moving from sticker scheme to an electronic business travel card, he added.

 

Customs organizations of both countries can exchange data so that export document of one country may serve as the import document of the other country, he suggested.

 

Dr. Murtaza Mughal said that India and Pakistan should take steps to ensure non-reversal of the liberalized bilateral trading environment while Islamabad should address the issues of keeping the existing infrastructure underutilized.

 

Hawks in New Delhi, who are against constructive engagement with Islamabad should realise that Indian share in Afghan market may not surpass 7 per cent without Pakistan's help, Dr. Mughal observed.

 

Similarly, Indian exports to Central Asian will remain costly unless moved through Pakistan, he said adding that gas and goods transit fees can help Pakistan generate 6-8 billion dollars.

 

India is already in process of negotiating trade deals with the US, EU, Israel, New Zealand, South Africa, and Japan while her exports will surpass $300 billion in the current fiscal. India's trade with Beijing stands at USD 60 billion per annum. Pakistan can help her achieve mark of 500 billion dollar of exports by 2015.
