Two New York Times journalists, Steve Weissman & Herbert Krosney authored
"THE ISLAMIC BOMB: The Threat to Israel and The Middle East. " (published by
BYT/Times Books, New York in 1981. Chapter 5 in this book is titled as
"Colonel Qaddafi's Bomb, pages 53 to 65, in which theyb reveal how Z. A.
Bhutto's ISLAMIC Bomb was financed by Col. Qaddafi. FaceBook and other
Social Media web sites were used to profile anti-establishment elements in
the North African region that might use their petrodollars to pursue the
ATOM. And since Qaddafi had already been identified and tragetted along with
Saddam Hussein, after having Saddam hamged and killing his two sons, the
Zionist's next hard target was Col. Qaddafi, through acts of induced
violence committed by those profiled people. And this is the main cause of
this adventure initiated by Rahm Emanuel (who cleverly stepped aside, but
during his time in the White House did his best to guide Obama's thinking to
protect ISRAEL from any future "Islamic Atomic Fire-crackers, built by the
petro-dollars to pose a danger for the Zionist State, which had already been
protected in a similar manner by Henry Kissinger through a top-Secret
Agreement known as NSSM40 ( aka "Don't Ask, Don't Test," Secret Treaty

2006], by virtue of this secret agreement ISRAEL was allowed by US to amass
a nuclear arsenal amonuting to more than 300 nukles. But Israel could not
resist the temptation of testing its nukes with the help of the White
Apartheid regime of South Africa in South Atlantic ocean, which was detected
by the instrument placed in VELA Satellite on September 1979. The executive
Office of the President, Office of Science and Technology Policy immediately
appointed an Ad Hoc Panel to report on the September 22, 1979 event, and
sent its report to the Presiden on July 15, 1980, that provided an expected
coverup n=by saying that the Blast flashed=s observed by VELA Satellitte
were false alarms due to faulty instruments. But Lo and Behold! as Surah
At-Tarik, Ayat 13-17, says "The Evil people Plot, but Allah PLANS, . . " A
disgruntled Nuclear Technician provided rolls of films exposed inside the
Nuclear Bomb Factory, DIMONA, by Mordechai Vanunu in London, and after its
authentication verification these pictures taken inside DIMONA Reactor of
Nomb Factory wer published in Sunday Times, October 1986, letting the world
know about the persistent lies of Israel (due to Henry Kissinger). This
revelation created a feeling of insecurity amongst the Muslims who then
tried to chase the ATOM through petro-dollars. Thus After the publication of
article "AFTER IRAQ - How would the Middle East Look Like . . " by Jefferey
Goldberg in Atlantic Monthly, of Jan 2008, the plot began to churn, whose
actions started appearing as "Change of Reginmes," in the Middle East
disguised as operations to bring Democracy in this region. It is an
illusion like a MIRAGE in the Desert. The naïve traitors destroyed Iraq, by
expecting DEMOCRACY (disguised as Operation Iraqi Freedom, which only
brought death, destruction and occupation of IRAQ to steal its OIL
resources, and the first Gulf War cost Arabs more than $650 Billion
Dollars, and more than million deaths according to an article in New York
Times by Youseff Ebrahim. Allah says, in the first 20 Ayats that there are
only Three kinds of peoples in this world: (1) Believers, (2) Un-Believer or
Atheists, and (3) Hypocrites, defining their salient features as well. Thus
it is those Hypocrites or Traitors who joined the "Pretend to be Friends"
to unleash "Shock and Awe," without any trace of Freedom in Iraq and
other emerging Change of Regimes in the works. That is the reason, Allah in
Quran, through Al-Maida Surah # 5, Ayat No's 51 & 57, warns Belivers not to
Trust the "Pretend to be Friends," and accept them as Protectors of the
Believers. Had Muslims understood this clear message and be prepared
according to thsis Fore-Warning, they would be faced with this Jolly
Green-Monster that drops bombs from the sky to Bring Democracy to their
Lands.

The recent attack on Libya by the US , UK and France surprised nearly
everyone with the speed with which it was authorized and executed. Although
hard data on what's actually going on is scarce, what is clear is that after
non-violent protests in Tripoli were met with the murder of a large number
of protesters, an armed rebellion began which includes some members of the
Libyan armed forces, who are primarily located in the eastern part of the
country. The Libyan army and air force responded fiercely, and within the
last week, began to rout the rebels in town after town, finally approaching
the city of Benghazi , which as of this writing, is still in rebel hands.

Although the UN authorization is based on the premise that civilians are
under attack, clearly, the rebels are armed and an armed conflict is
underway. The Libyan government has the right, as a sovereign nation, to
put down the armed rebellion, even if it did not have the right to kill the
innocent protesters.

It's actions should be guided by the principle of proportionality. That is,
efforts must be made to minimize the harm to innocent people, or collateral
damage, as it is known in the West. The Libyan opposition are classified as
rebels. They cannot be not considered insurgents, due to short length of
time they have been in conflict, their lack of control over significant
territory, and other factors, such as a lack of military structure,
uniforms, and so forth. As such – and whatever one may think of the justness
of their cause – they have no special legal status and may be treated by the
Libyan government as crimnals.

Unlike the invasion of Iraq, this military operation was approved by the UN
Security Council, which may, under Chapter 7 of the UN Charter, authorize
the use of force when it finds, under Article 39 of the Charter, the
existence of a threat to peace, a breach of the peace or an act of
aggression that puts the lives of people at risk. The UN's enforcement
powers, under either Chapter 7, or Articles 42 et seq, were meant only as
"extrema ratio" – that is, as a last resort. The so-called "ethic of
responsibility," in other words, is that the remedy should be no worse than
the evil, as wars quite often are.

The new age we appear to be in, of liberal wars in pursuit of a
humanitarian agenda, has created wars of choice rather than wars of
necessity. The basis for such interventions has been, more often than not,
sheer power rather than law, and the results are often not good. They are a
return to the medieval concept of a bellum justum (morally justified war),
which was replaced by the concept of the bellum legale (legal war) long
ago. It is just the kind of thing the UN was designed to prevent. As
Vladimir Putin recently observed, the concept of a "just war" can easily
take on the aspect of a crusade, and in the case of Iraq , a rather
disingenuous one. It is almost beyond argument that the 2003 invasion of
Iraq was an illegal war of aggression, in that legal grounds for the attack,
such as self-defense or Security Council authorization, did not exist. The
"coalition," then, can at least be given credit for playing by the rules
this time in Libya . The actions taken by the US and its coalition have
been, at least up to this point, legal.

It's important to note, though, how limited the mandate of the UN Security
Council is. It is to ensure peace, not to pass judgments on governments or
to replace bad governments with better ones. The UN's mission is not to
spread democracy. According to the UN Charter, its role is "the maintenance
of international peace and security, and to that end, to take effective
collective measures for the prevention and removal of threats to peace, and
for the suppression of acts of aggression or other breaches of peace, and to
bring about, by peaceful means, and in conformity with the principles of
justice and international law, adjustment or settlement of international
disputes or situations which might lead to a breach of peace …" Article 39
of the Charter states that its purpose is not to maintain or restore law,
but merely to maintain and restore peace.

So, when US Secretary of State Hillary Clinton says that "the first and
overwhelmingly urgent action is to end the violence," but that "a final
result of any negotiations would have to be the decision by Colonel Gaddafi
to leave," it should be clear this exceeds the UN's authorization to end the
conflict, and is in pursuit America's own objective of eliminating an old
adversary.

This is, of course, to take America 's motives at face value. It must be
said that most of the Libyan population lives in the western part of the
country, and most of the oil is in the east. Oil and gas account for 97
percent of Libya 's export earnings and 90 percent of government revenue,
according to the International Monetary Fund. American and British media
are already referring to eastern Libya as "disputed territory." However,
there is no legal dispute over this territory, and no legal argument for the
partition of the Libyan people from their oil. The UN's mandate is to
prevent "violations of the territorial integrity of states," not to
facilitate them. The partition of Libya would create yet another place in
the world destined for permanent war.

Pakistan Day was observed with great zeal and characteristic fervour in Canberra, the leafy capital of Australia. A flag hoisting ceremony was held in the morning at the Pakistan High Commission with a group of Pakistani men and women in attendance. The green and white flag was unfolded and raised in air by the Acting High Commissioner of Pakistan in Australia, Mr Tasawar Khan. Pakistan Day messages from President of Pakistan Mr Asif Ali Zardari and and Prime Minister of Pakistan Mr Yusuf Raza Gilani were read out. The message from Mr Zardari reminded of the challenges Pakistan was currently facing, stressing the need for unity in ranks to face these challenges. Prime Minister's message focussed on the sacrifices offered by our elders to achieve an independent state. The message urged the need for a fresh resolve in the minds of all Pakistanis including overseas Pakistanis  to do their utmost for the prosperity of Pakistan. 
 
Acting High Commissioner of Pakistan, Mr Tasawar Khan, in his speech thanked all attendees who found time on a working day to join the celebrations. He said that it was a miracle that Pakistan became a physical reality only after seven years of conceiving its idea and every Pakistani should join hands to shape up Pakistan the way it was dreamt to be.

 A group of Pakistani Defence Forces officers currently studying in Australia offered their salutes to the national flag. The group was headed by the Defence Attaché of Pakistan in Australia Brigadier Zahoor Ahmad.
 
A reception was held in the evening at the Pakistan House, which was attended by members of diplomatic core of Canberra, dignitaries from Australian Defence Forces including Air Chief Marshal Angus Houston and dignitaries from Pakistani community in Canberra and Sydney. 

 

Pakistani Associations  are celebrating 23rd March throughout Australia. The association in Canberra is arranging a colourful program this weekend.

Pakistan's Decline

It has become difficult to identify positive trend lines in Pakistan,
where growing nuclear stockpiles provide no protection against bad
governance and great misfortune. Two positive indicators in recent
years were a vigorously free media and the lawyers' movement that
prompted the departure of the last military ruler who stayed too long,
Pervez Musharraf. These hopeful developments now appear in a
different light. Many media outlets constantly drip poison into
Pakistan's political bloodstream. Progressive voices are few in
number and under great strain. Lawyers do not leap to the task of
prosecuting Muslim assassins and those who plan bomb blasts in markets
and mosques. The central government fails badly at delivering public
services.

The country's founder, Muhammad Ali Jinnah, rightly complained that
England bequeathed Pakistan a moth-eaten state due to its odd
geographical boundaries. Rampant corruption eats away at what's left
of the state's fabric, most evocatively in the detention of the former
Minister of Religious Affairs, Hamid Saeed Kazmi. Kazmi, a member of
President Asif Ali Zadari's party, is accused of ripping off pilgrims
during the Hajj.

Pakistan's strategic culture feeds on grievances and threat
inflation. Its political culture has devolved into little more than
point scoring and deflecting responsibility. The case of the recently
released Raymond Davis, alleged robbery victim turned deadly avenger,
fuses all of the above. U.S.-Pakistan ties are worst I can recall in
almost two decades of visits, and are likely to deteriorate further.
Washington is enmeshed in counter-productive tactics in pursuit of a
muddled strategy, as is evident by the drone attacks on Pakistani soil
along the Afghan border.

Will Pakistan go the way of Tunisia and Egypt? There is, after all, a
demographic time bomb happening in Pakistan as in other Muslim
countries. Young people have many reasons for bitter resentment. And
still, Pakistanis persevere. An off-the-books economy keeps the
country going, even though inflation is above 15% and rising, few pay
taxes, and the avoidance of hard choices is foreclosing economic
growth and foreign investment.

Almost everyone consulted on a recent trip (admittedly a very narrow
sampling) dismissed the possibility of a popular revolt. The only
well defined unifying national impulse is dissatisfaction with the
status quo; almost everything else – including the role of religion in
the state – divides. There are many outlets to let off steam.
Stifling autocracy isn't the problem in Pakistan: different
governments, civilian and military, have been tried. Governments
change after failing, but familiar faces and terrible problems endure.
Mass protests in Pakistan are usually not spontaneous. Catalytic,
nation-wide protests would make it very hard for any government to
keep the country stitched together.

Pakistani military officers told me that, like their Egyptian
brethren, they would refuse to fire on protesters. Presently, it seems
unlikely that they would face this dilemma. There appears to be
widespread resignation, not anger, directed at the current government,
and recognition that there are no quick and simple answers to the
country's plight. Pakistan feels to this outsider like a country in
depression, not on the brink of upheaval. Then again, I'm in no
position to sense a bottom-up revolution in Pakistan.

Might this mood of depression pave the way for a government led by
religious extremists? Voting blocks in Pakistan tend to be very well
defined, although as a result of the current rot, voting preferences
might change. As is evident from the current government's back-
peddling on reforming the blasphemy law, religious zealots have less
of a need to assume high office: even if religious parties remain a
distinct minority, they have good reason to believe that the
authorities will not push back against their favored causes. Extremism
in the defense of Pakistan is becoming less of a vice.

Many groups are well armed in Pakistan. Some fight each other. Some
fight U.S. and coalition forces in Afghanistan. Some fight and do
deals with the Pakistan military. Some, most notably Laskhar-e-Toiba,
remain linked to the security apparatus, serving as unconventional
reserves in the event of a war with India – a war that the LeT might
spark by attacking iconic targets on Indian soil. With the renewal of
Indo-Pakistan dialogue and the possibility of modest agreements, the
likelihood of another high-profile attack within India grows,
especially if the Pakistan Army leadership opposes meaningful steps
toward normalization. India is the proud possessor of three new
airports in New Delhi, Hyderabad and Bangalore. They are poorly
secured, and there are many other targets to choose from.

Secretary-General Ban Ki-moon Wednesday urged governments to recognize that the water crisis facing many urban areas is the result of weak policies and poor management rather than scarcity, noting that the problem calls for increased investment in water and sanitation services. 
"Let us also pledge to reverse the alarming decline in pro-poor investment in water and sanitation," the UN chief said in a message to mark World Water Day, whose theme this year is "Water for Cities".
"And let us reaffirm our commitment to ending the plight of the more than 800 million people who, in a world of plenty, still do not have the safe drinking water or sanitation they need for a life in dignity and good health," he said.
The Secretary-General pointed out that over the past decade, the number of urban dwellers who lack access to a water tap in their home or immediate vicinity has risen by an estimated 114 million, while the number of those who lack access to the most basic sanitation facilities has risen by 134 million. The 20 per cent increase has had a hugely detrimental impact on human health and on economic productivity, he said.
"In many countries, girls are forced to drop out of school owing to a lack of sanitation facilities, and women are harassed or assaulted when carrying water or visiting a public toilet.
"Moreover, the poorest and most vulnerable members of society often have little choice but to buy water from informal vendors at prices estimated to be 20 to 100 per cent higher than that of their richer neighbours, who receive piped city water in their homes. This is not just unsustainable; it is unacceptable," the Secretary-General stressed.
The United Nations Food and Agriculture Organization (FAO), meanwhile, highlighted the need for new and innovative approaches to ensuring safe and adequate water for city dwellers in developing countries.
"Within the next 20 years, 60 per cent of the world's population will live in cities, with most urban expansion taking place in the developing world.
Ensuring access to nutritious, affordable food for the poorer of these city-dwellers is emerging as a real challenge," said Alexander Mueller, FAO Assistant Director-General for Natural Resources.
He called for non-conventional alternatives for ensuring clean water is available, pointing out that rainwater harvesting in cities holds great potential for urban agriculture, but the method is relatively untapped. One other key issue, according to FAO, is how to safely and sustainably scale up agriculture in urban and urban fringe areas and increase its contribution to meeting the needs of urban populations, while simultaneously coping with resource bottlenecks. Shortages of irrigation water inside and around cities, along with rising interest in urban farming, has highlighted the potential for water reuse in urban environments.
"Right now, farmers and cities are competing for water. Cities are using water then putting it back out, polluting the environment. It would make so much more sense if more of the water used in the cities was then cleaned and reused in agriculture," said Javier Mateo-Sagasta, a specialist with FAO's Water Unit.
Doing so would reduce water scarcity and free up more of the resource for food producers in urban and urban fringe areas, who would not only spend less on acquiring water, but also on buying fertilizers, since treated wastewater is rich in nutrients, he added.
The UN independent experts on water and sanitation, extreme poverty and housing, for their part, emphasized that water and sanitation are human rights which must be guaranteed for all people without discrimination, calling for solutions to ensure that slum dwellers and residents of informal settlements have safe water and decent sanitation facilities.
"With ever increasing numbers of people living in cities today, lack of access to safe and affordable water and sanitation in urban contexts is a pressing concern," Catarina de Albuquerque, the independent expert on water and sanitation, Magdalena Sep-lveda, the independent expert on extreme poverty, and Raquel Rolnik, the Special Rapporteur on housing, said in a joint statement.
"Time and again, we see that those without access to water and sanitation are also those who are marginalized, excluded or discriminated against. Their inadequate access to safe water and sanitation is not simply an unfortunate by-product of their poverty but rather a result of political decisions to exclude them and to de-legitimize their existence, which perpetuates their poverty."
They also underlined the fact that poor people often pay more to access essential services such as water and sanitation. Citing UN studies, they noted that someone living in an informal settlement in Nairobi, the Kenyan capital, pays five to seven times more for a litre of water than an average North American citizen.
"With no legal connections to the formal water and sanitation network, people living in poverty often buy water of dubious quality from informal vendors, or use dirty public latrines that are not properly managed " however, without these inferior services, millions would have no access to water and sanitation at all," they noted.
