Pakistan states dubious role, is disinformative and mischievous. US drone attacks kills some terrorists, but in the bloody colateral destruction hundreds of innocent people, men, women and children have been killed and maimed. The fury of revenge in the short term and the long term impact on the mind and psyche of the Pushtun's of FATA and Pushtunkhawa in particular, and the hate syndrome in Pakistan has damaged American image for a long time to come. The talk of human rights, and human values propounded by American intellectuals has vaporized by the death an destruction perpetrated by CIA's Predators.

ANALYSIS: Drone strikes: some problematic assumptions —Farhat Taj
Local people say that the terrorists have sleepless nights due to these drone attacks. They live in fear and focus a good deal of their attention on self-preservation. Without the drone attacks that energy and attention would have been used in terrorist attacks against the Afghan, NATO and US forces in Afghanistan

The US Central Intelligence Agency (CIA) has made a series of attacks on Taliban and al Qaeda targets in FATA since 2004 using Predator drones. These strikes are part of the US-led war on terror. The drone strikes have been viewed through the prism of assumptions by some people in the international media and research communities. These assumptions are problematic.

One of these people is David Kilcullen. He claims that the "death from above" — the drone strikes — produce "outrage down below" — the targeted areas in FATA. The attacks are converting terrorist commanders like Baitullah Mehsud into Robin Hoods in FATA. The attacks are unpopular in the tribal areas. He urges the US administration to halt drone attacks because they have proved ineffective in the war on terror in terms of precision and civilian casualties. Kilcullen's entire understanding of the drone attacks is based upon a framework he elaborates in his book, Accidental Guerrilla. The entire framework is not applicable on FATA. I will be deconstructing his framework in detail in my upcoming book Taliban and Anti-Taliban. For now, I wish to underscore that, by and large, Kilcullen's Accidental Guerrilla reports what his host, the Pakistan Army, has told him. There is no perspective of tribal society, especially frequently drone hit Waziristan, in his book. Accidental Guerrilla is a piece of misinformation as far as FATA is concerned. His assumptions about the drone attacks based on his book's framework are, at best, far from the truth. Also, the US administration does not seem impressed with Kilcullen's argument. The evidence is that the administration continues the drone attacks on FATA despite his advice.

Former President Bush's speechwriter and author, Marc Thiessen, opposes the drone attacks on the grounds that the US is killing terrorists that the CIA could instead capture and interrogate to get valuable information. I have already questioned his argument in my paper, 'CIA Drone Strikes in Pakistan's FATA Region and the 'Loss' of Actionable Intelligence: A Pakhtun Perspective' in the Jamestown Foundation's Terrorism Monitor. Thiessen's idea that terrorists must be captured for interrogation to thwart future terrorist attacks is a good one, but not applicable to FATA due to its geography, the well established terrorist infrastructure and, above all, the Pakistani state's dubious role as an ally in the war on terror. Again, it looks like the US administration is not impressed with his argument. The evidence: continued US drone attacks in FATA despite Thiessen's advice.

Quoting an American think-tank with 'expertise' on FATA and some unnamed Pakistani sources, a recent report in the Washington Post concludes that an overwhelming majority of those killed are low-level militants or foot soldiers and only a handful of them are high value targets. According to the report, out of the 518 people killed in drone attacks last year, only two were on the most wanted list of the US.

I will not make a great deal of comments on the unnamed Pakistani sources. These sources have always planted false or, at best, distorted information about FATA in the media. The international media and researchers have shown a tendency to accept such information uncritically in complete disregard to research and journalistic ethics. The same may be the case with this report in the Washington Post.

The US think-tank referred to in the Washington Post report is the New America Foundation. Unfortunately, it too has a record of producing misleading reports about FATA. I have been questioning its reports via my newspaper columns and research papers. A recent survey by the think tank, showing that drone attacks are unpopular in FATA, is marred with serious ethical and methodological flaws. My critique of the survey will be appearing in a scientific journal. The think tank's reports even have some factual mistakes that one would not expect from a think-tank like the New America Foundation. Their reports are not only an injustice to the terrorised people of FATA, but also unfair to Americans, who might base their opinion on the misinformation produced by the think-tank. Thus, the Washington Post report is not beyond doubt due to the sources it draws upon.

Actually, drone attacks are not the real issue in FATA. With or without the drone attacks, the terror infrastructure in FATA has to be dismantled. The real issue in dealing with the terrorist infrastructure is how to address Pakistan's strategic concerns in Afghanistan vis-à-vis India. The US invaded Afghanistan without having addressed these concerns. Now Pakistan has no choice but to frustrate the international community's efforts in Afghanistan through its dubious role in the war on terror. Afghanistan is too important for Pakistan to be left to the international community alone, who would most likely bring the country closer to India at the cost of Pakistan's strategic interest. Is the international community ready to address Pakistan's concerns? This may also mean the cultural death of the Pakhtun on both sides of the Durand Line. This would eventually endanger global security.

The drone attacks on terrorist positions must continue regardless of the number of high value targets they kill. The drone strikes have killed several dozens al Qaeda and Taliban leaders and foot soldiers in FATA, and the local people inform me that the terrorists have sleepless nights due to these drone attacks. They live in fear and focus a good deal of their attention on self-preservation. Without the drone attacks that energy and attention would have been used in terrorist attacks against the Afghan, NATO and US forces in Afghanistan. This pressure must continue on the militants.

Response to The Washington Post

This is a letter that Dr. Idris sent to The Washington Post in response to the Article "Spreading Saudi Fundamentalism," where Dr. Idris' name was mentioned.. The letter was delivered to the Post by hand and via e-mail. The Washington Post did not publish his response.

Susan Schmidt's report, (Spreading Saudi Fundamentalism), Thursday, October 4, 2003, is an example of writings about Islam that Muslims find very disturbing. They wonder what good does it serve the national interest of the United States to distort the facts about Muslim individuals, organizations, beliefs and positions, to see organizational links where none in fact exist, and to present all their honest activities as a threat to America?

The writer calls me an Imam, which I am not; I am a professor of philosophy. She groups me with what she calls salafi and Wahabi groups (her definition of which is ridiculous) while I consider myself to be an independent scholar who is not a member of any group or party or a blind follower of any leader; my only ultimate leader is Prophet Muhammad. I am certainly not a Wahabi, and do not know of any scholar even in Saudi Arabia who calls himself a Wahabi. There is no sect in Islam called Wahabism. I did read some of Ibn Abdel Wahab's works and I did write about him, but I never invited people to follow him, or any particular scholar or leader. I have great respect for him as one of our outstanding scholars, and the leader of a major revivalist movement. But still we do not accept everything he says.

One might wonder why have the teachings of this man suddenly, and after more than two hundred years, become a threat to America? The answer is that what is now perceived by some to be a danger is not what is called Wahabism. The epithet 'Wahabi' is now being exploited by many in America to describe any Muslim who takes his religion seriously. If you are a serious adherent to Islam, you are Wahabi; if you are Wahabi you must be a terrorist; and if you are a terrorist you are a legitimate target. The message to practicing Muslims seems to be that if you are not like us you will not be tolerated by us. This is in essence is what the Senator, whom the reporter quotes, is saying. Wahabism is a danger, we are told because it is "antithetical to the values of tolerance, individualism and freedom as we conceive these things." Must everyone in the world conceive these things the way the Senator and his likes conceive them? If so then the problem is not confined to what is called Wahabism. It is bound to include other Muslims, as well as all people who belong to other cultures; it is in fact bound to include many in the West since there is no consensus among them on the way these things are to be conceived. If your tolerance applies only to those who share your values and , further, conceive them the way you do, you will be making mockery of tolerance, which is by definition readiness to coexist peacefully with those who do not share your values.

Thus in Islam a distinction is made between beliefs and believers. As far as beliefs are concerned there is absolutely no compromise: any belief that contradicts Islam is false, and must be criticized. But those who adhere to such false beliefs are to be tolerated, nicely treated and invited to the truth in the best of ways. It is because of this that Jews and Christians found their safest haven in the Muslim world long before the West started to talk about human rights and freedom of religion. "Jews familiar with history might note that from Spain to Baghdad, it was the Islamic world that offered the Jews of the Middle Ages a fair degree of toleration -- not the Christian West', so tells us Richard Cohen in an article in the Post.; non-Muslims continue to live peacefully among Muslims. Islamic teachings, corroborated by our historical experience, teach us that the best atmosphere for the spread of Islam is the peaceful atmosphere. It is because of this that people like myself have been staunch advocates of peaceful coexistence and peaceful ways of inviting others to Islam long before September/11. And that is why we have been condemning acts of violence as ways of furthering the cause of Islam; we believe that they do just the opposite. But this has been of no avail to us; if you are an advocate of Islam, even by merely distributing copies of the Qur'an, you are bound to be viewed with suspicion. The same does not apply to organizations that put a copy of the Bible in every room of almost any hotel, not only in America, but in many other parts of the world.

We are determined however to stay this course. We know that being firm in our adherence to Islam has been one of the main reasons for its fast spreading.

Why is Islam expanding so spectacularly? . . . To any Christian familiar with the Bible, the answer is obvious: because God keeps His promises and blesses those who obey His Laws and fear Him, and punishes those who do not. . . Compare the amounts of abortion adultery, fornication and sodomy among Muslims and among Christians. Then compare the amounts of prayer. [Ecumenical Jihad, 1994, p.38]

UNDP's early recovery programme has so far mobilized $90 million of its US$ 120 million target to support the flood hit Pakistani people's recovery, said Helen Clark Administrator of the Progamme. "While we work together with people and communities to build houses, repair roads and schools, it is also crucial to put in place systems which will reduce the impact of future disasters", she said in a statement issued by the UNDP here. 
Expressing sympathy for the loss of life and damage caused by the last year's unprecedented floods, Helen Clark, Administrator of the United Nations Development Programme (UNDP), also assured Pakistan of the continued support of the United Nations and UNDP in restoring livelihoods, basic social services, and community infrastructure for the people.
"With its long-standing and extensive presence in Pakistan and the financial support of a range of partners, UNDP will continue to help communities in the worst-affected areas to rebuild their lives, prioritizing needs identified by the communities themselves", Helen Clark said.
During her meeting with Prime Minister Syed Yousuf Raza Gillani, they discussed how the UN development system can best support Pakistan in tackling its development challenges and making progress on the MDGs.
UNDP's engagement with the Planning Commission to support the formulation and implementation of the Government's "New Growth Strategy" was also discussed.
At an event to commemorate 20 years of the UNDP-commissioned Human Development Reports founded by noted Pakistani economist late Dr. Mahbub-ul- Haq, Helen Clark said that his work had helped change profoundly the way in which development policies globally are framed and practised, putting people at the very centre of development.
During her official visit to Pakistan, Helen Clark met with the Prime Minister, ministers and senior government officials, Dr. Fehmida Mirza, Speaker of the National Assembly, the Chief Minister of Sindh and provincial ministers, the Chairman of the National Disaster Management Authority, Lt. General Nadeem Ahmed, and members of the international community and civil society organizations.
At the meeting with Hina Rabbani Khar, Minister of State for Foreign Affairs, Helen Clark stressed the UN's desire to align its development support with Pakistan's own priorities, and to "deliver as one" UN.  
In Sindh, Helen Clark visited the city of Khairpur Nathan Shah and the village of Bagho Teweno in the Dadu districts, where UNDP, with funds from Japan, helps pump out stagnant flood water and clean up debris.  Helen Clark also presented ownership certificates to women heads of household for their new disaster proof and energy efficient homes.

Dear All,

 

As you are aware, Planning Commission has initiated work towards formulation of a National Economic Growth Strategy for Pakistan. The process aims to look into past experiences and how the country can move forward towards a growth and reforms agenda. In order to develop and refine the new approach, Planning Commission has put in place strong consultative process, where every possible step is being taken to communicate the draft strategy to all segments of the society, including academia and civil society organizations. This process is expected to lend deeper feedback and sense of ownership.

 

In continuation of the above consultative process, Dr. Nadeem Ul Haque, Minister / Deputy Chairman, Planning Commission has invited Dr. John Williamson, Senior Fellow at Peterson Institute for International Economics to speak on: 'Economic Growth: Beyond Washington Consensus'. This seminar will take place in Planning Commission's Auditorium on 1st March (i.e. tomorrow) at 10.45am.
