Baloch and Sindhis condemn the occupation of Balochistan

The Baloch and Sindhis gathered in front of US embassy in London yesterday to demand the intervention in Balochistan from the international community. The demonstration was organized by the Baloch Human Rights Council (UK), the World Sindhi Congress and Balochistan Liberation Organisation in collaboration with Baloch Raaje Zroumbesh, Balochistan Peoples Party, Balochistan United Front Federal and International Voice for Baloch Missing Persons.
 
 A large number of the Baloch, Sindhis and other human rights activists took part to register their protest against the illegal & forcible annexation of Balochistan by Pakistan 63 years back.
 
Speakers highlighted the plight of the Baloch people since the occupation drawing attention to the brutal violations of human rights of the Baloch by the Pakistani military establishment. They demanded immediate intervention from the US, UN and NATO in order to end the systematic genocide against the Baloch being committed by the Pakistani State establishment.
 
Demonstrators demanded the establishment of an international commission to investigate the crimes against humanity being committed in Balochistan by the Pakistani security agencies and its death squads.
 
Speakers included Waja Rahim Bandvoi, Mir Ghulam Hussain, WajaAbdullah Seyahoi, Mansoor Baloch, Hasan Hamdam, Dr. Abdul Doshoki ,Dr. Lakhu Luhana , Even Mcmillan and Samad Baloch

Mission Statement
A state is supposed to serve the society. The state and the government – it
appears – merely exists for itself and has no aim of serving the common man. As
a result there is massive unemployment, rampant inflation and collapsing
infrastructure, coupled with chronic corruption and breakdown of the rule of
law. The people need to be freed from coercion and oppression and ignorance and
squalor. The task is so enormous that some say, it is no use trying to change
this world. Well, if we do not try, will it change?

citizens – from all over Pakistan, with proven ability, commitment and integrity

– to provide the lead and help realize its mission. Never doubt, that a small
group of thoughtful committed citizens can change this world. Indeed, this is
the only thing that has!
7 Points Agenda
    1. To create awareness in the masses to take charge of the affairs of their
country and help realize Allama Iqbal and Quaid-e-Azam's vision of Pakistan as a

welfare state – which shall be democratic, tolerant, pluralistic and forward
looking, where all citizens shall enjoy equal rights irrespective of cast, creed

or gender.
    2. To work for strengthening institutions, rule of law to provide 'good
governance'by ensuring':-
    1. Meritocracy and Transparency.
    2. Independence of Judiciary and 'Election Commission'
    3. Ruthless accountability by seeking support of those who have not been
part

of loot and plunder.
    3. We believe in equitable distribution of Land, Wealth and Opportunity; we
shall introduce revolutionary measures aiming at a steady 15% transfer of wealth

annually from the rich to the poor through taxation and various schemes in the
Human Development Sector. Education, Science and Technology will be given due
emphasis for making Pakistan a modern state..
    4. To stop the present deteriorating conditions in security and
socio-economic

areas; and to launch long term agenda – in all areas with a focus to strengthen
infrastructure and power generation so that rising prices and unemployment can
be brought under control – with a view to achieving 10% GDP growth on
sustainable basis.
    5. Shall promote collective leadership and mission–oriented/issue based
politics so that personality cults from the leadership can be eliminated. For
better administration, the administrative units will be redefined.
    6. To undertake a comprehensive population welfare programme with the
effective

support of religious scholars and leaders.
    7. Corner stone of our foreign policy shall be to have friendship with all
and

malice towards none as envisaged by the Qaed e Azam.

Background of the issue:

Pakistan is home to 0.34 million Scheduled Caste Hindus also known as Dalits; a minority of 0.25% in a nation of mainly Muslim population. The representatives of Lower Caste Hindus believe that due to discrimination against them and state's denial of their rights, their census population is tampered and shown as less than actual. This further marginalises them and excludes them from social and political spheres. According to them, there are currently more than two million Scheduled Caste Hindu Pakistanis.

"Lower caste" Hindus in Pakistan are officially known as "Scheduled Castes" and frequently described as "achoots" or untouchables. They face dual discrimination as a minority in a Muslim country and as "lower caste" among fellow Hindus. They are typical engaged in menial jobs such as fishermen/women, cobblers, brick makers, cleaners and farm workers. Their status as "lower caste" and their 'professions' pass on generation after generation.  Pakistan's attitude to "lower caste" Hindus has long been a case of double standards and denial. However, this discrimination is not officially recognised, hence, there is no legislation against it. And, as a consequence, impunity is widespread.

For Hindu families, lack of marriage registration mechanism is a matter of serious concern. Lack of NIC and marriage registration has resulted in many domestic, social and psychological problems for the Hindu families, especially women and girls. Hindu married couples face numerous problems in travelling and lodging outside of their place of residence. Due to an absence of NIC and marriage registration mechanism, scheduled caste Hindu women do not get any share in their husbands' property, and their access to health facilities and participation in social, economic and political processes is also minimal. According to them, for years Hindu women (already married to Hindi men and having children) have been abducted or forcibly converted to Islam and re-married to Muslim men without their consent. Since there is no documentation to prove the earlier marriage, their husbands or other family members are unable to take up the issue on legal grounds.

SC Hindus have been demanding legislation to register Hindu Marriages for four years…but to date no concrete measures have been taken despite assurances of several political and government officials.

Sequence of important events:

29 July 2008: With the support of ActionAid; SCRM started lobbying and advocating for legislation for Hindu marriage registration. Several consultations, seminars press conferences and rallies were arranged to sensitise media and civil society on the issue.

Oct 2008: A case was filed in the high court to press for the need for such legislation. In addition, legislators at the provincial and national level, Ministry of Human Rights and Ministry of Minority Affairs were contacted and convinced to take the issue forward.

15 Dec 2008: On behalf of SCRM, Advocate Amer Nadeem, an activist for the rights of Scheduled Caste Hindus drafted a Pakistani Hindu Marriages Registration Bill 2009, in consultation with Hindu Religious scholars and Hindu community.  Hindu marriage Registration Laws & Rules of India were also referred to. The draft bill was submitted to the Ministry of Minority Affairs & Ministry of Human Rights in order to push them to start the legislation process.

23rd November 2009: When the National Database and Registration Authority (NADRA) rejected a Hindu woman's request for a marriage certificate on grounds that 'no such mechanism or legislation was in place', SCRM highlighted this issue through various advocacy efforts. On 23rd November 2009, the Chief Justice of Pakistan took Suo Moto notice on this burning issue and directed the Government to legislate for Hindu marriage registration.

28th Feb 2010: The then minister for minority affairs stated on the floor of the National Assembly that the proposed bill would be presented in the assembly within the time period of three months. TO DATE, NO CONCRETE ACTION HAS BEEN TAKEN.

In order to demand action on Supreme Court's order, and legislation for the registration of Hindu Marriages, SCRM and ActionAid are holding a press conference on 31st March 2011 at National Press club, Islamabad. (4:00 pm).

Friends from Media and Civil Society are requested to participate in the event and support Scheduled Caste Hindus' demands.
