Grow Pakistan: A consultative meeting on National Economic Growth Strategy for Pakistan

 Dear Journalists of Gujranwala and adjacent areas,

 As you are aware, Planning Commission has initiated work towards formulation of a National Economic Growth Strategy for Pakistan. The process aims to look into past experiences and how the country can move forward towards a growth and reforms agenda. In order to develop and refine the new approach, Planning Commission has put in place strong consultative process, where every possible step is being taken to communicate the draft strategy to all segments of the society, including academia and civil society organizations. This process is expected to lend deeper feedback and sense of ownership.

In view of the above, Dr. Nadeem ul Haque, Deputy Chairman Planning Commission of Pakistan  plans to invite the academia, business community, media  and other stakeholders from Sialkot, Gujranwala, Gujrat, Lahore and nearby districts for a consultative session on growth strategy, to be held in Gujranwala Institute of Future Technologies (GIFT) on 4th April 2011 at 11.am.

Deputy Chairman has particularly requested for your participation along with Dr. Fatma Gul for this event. He would also like Dr. Gul to speak on growth and reform experiences of Turkey, from which Pakistan can learn.

Why Islam took a violent and intolerant turn in Pakistan, and where it might lead

"TYPICAL Blackwater operative," says a senior military officer, gesturing towards a muscular Westerner with a shaven head and tattoos, striding through the lobby of Islamabad's Marriott Hotel. Pakistanis believe their country is thick with Americans working for private security companies contracted to the Central Intelligence Agency; and indeed, the physique of some of the guests at the Marriott hardly suggests desk-bound jobs.

 

Pakistan is not a country for those of a nervous disposition. Even the Marriott lacks the comforting familiarity of the standard international hotel, for the place was blown up in 2008 by a lorry loaded with explosives. The main entrance is no longer accessible from the road; guards check under the bonnets of approaching cars, and guests are dropped off at a screening centre a long walk away.

 

 

Some 30,000 people have been killed in the past four years in terrorism, sectarianism and army attacks on the terrorists. The number of attacks in Pakistan's heartland is on the rise, and Pakistani terrorists have gone global in their ambitions. This year there have been unprecedented displays of fundamentalist religious and anti-Western feeling. All this might be expected in Somalia or Yemen, but not in a country of great sophistication which boasts an elite educated at Oxbridge and the Ivy League, which produces brilliant novelists, artists and scientists, and is armed with nuclear weapons.

Demonstrations in support of the murderer of Salman Taseer, the governor of Punjab, in January, startled and horrified Pakistan's liberals. Mr Taseer was killed by his guard, Malik Mumtaz Qadri, who objected to his boss's campaign to reform the country's strict blasphemy law. Some suggest that the demonstrations were whipped up by the opposition to frighten the Pakistan People's Party (PPP) government, since Mr Taseer was a member of the party. Others say the army encouraged them, because it likes to remind the Americans of the seriousness of the fundamentalist threat. But conversations with Lahoris playing Sunday cricket in the park beside the Badshahi mosque suggest that the demonstrations expressed the feelings of many. "We are all angry about these things," says Gul Sher, a goldsmith, of Mr Taseer's campaign to reform the law on blasphemy. "God gave Qadri the courage to do something about it."

 

 

Pakistani liberals have always taken comfort from the fundamentalists' poor showing in elections and the tolerant, Sufi version of Islam traditionally prevalent in rural Pakistan. But polling by the Pew Research Centre suggests that Pakistanis take a hard line on religious matters these days (see chart 1). It may be that they always did, and that the elite failed to notice. It may be that urbanisation and the growing influence of hard-line Wahhabi-style Islam have widened the gap between the liberal elite and the rest. "The Pakistani elites have lived in a kind of cocoon," says Salman Raja, a Lahore lawyer. "They go to Aitchison College [in Lahore]. They go abroad to university…A lot of us are asking ourselves whether this country has changed while our backs were turned."

The response to another death suggests that the hostility towards Mr Taseer may not have been only about religion. Two months later Shahbaz Bhatti, the minister for minorities, was murdered for the same reason. Yet his killing did not trigger jubilation. Mr Taseer's offence may have been compounded by the widespread perception that he, like most of the elite, was Westernised. His mother was British, he held parties at his house, and he posted photos on the internet of his children doing normal Western teenage things—swimming and laughing with the opposite sex—that caused a scandal in Pakistan.

The West in general, and America in particular, are unpopular. It was not always thus. Before the Soviet Union left Afghanistan, around a third of Pakistanis regarded Americans as untrustworthy. Since then, a fairly stable two-thirds have done so. The latest poll on the matter (see chart 1) suggests that Pakistanis see America as more of a threat to their country than India or the Pakistani Taliban. It was carried out in 2009, but anecdotal evidence confirms that the views have not changed. "America is behind all of our troubles," says Mohammed Shafiq, a street-hawker. That may be because America is thought to have embroiled Pakistan in a war which has caused the surge in terrorism; or because many Pakistanis, including senior army officers, genuinely believe that the bombings are being carried out by America in order to destabilise Pakistan, after which it will grab its nuclear weapons.

Four horsemen

From the complex web of factors that have fostered intolerance and violence in Pakistan, it is possible to disentangle four main strands. The first is Pakistan's strategic position. Big powers have long competed for control of the area between Russia and the Arabian Gulf, and the unresolved tensions with India have dogged the country since its birth in 1947. Nor has Pakistan tried to keep out of its neighbours' affairs. It was America's enthusiastic ally in the war to eject the Soviet Union from Afghanistan in the 1980s, which it sold to its people as a jihad. "We used religion as an instrument of change and we are still paying the price," says General Mahmud Ali Durrani, former national security adviser and ambassador to Washington. Pakistan helped create the Taliban in the 1990s to try to exert some control over Afghanistan. And with much trepidation on the part of its leaders, and reluctance on the part of its people, it has supported America in its war against the Taliban over the past decade.

By trying to destabilise India, Pakistan has undermined its own stability. "When the Soviets went away," says a senior military officer, "we had a very large number of battle-hardened people with nothing to do. They were redirected towards India. The ISI [Inter-Services Intelligence, the main military-intelligence agency] was controlling them…20:20 hindsight is very good, but this decision was perhaps wrong." According to the officer, after al-Qaeda's attacks against America on September 11th 2001 the army decided to wind down the policy. "We started taking them out. But many of them said, 'Nothing doing.' They had contact with people in the Afghan jihad, and they joined those people again." Because the Pakistanis were helping the Americans in their fight against the Afghan Taliban, the Pakistani jihadis turned their fury on the government.

The second strand is the unresolved question of Islam's role in the nation. Muhammad Ali Jinnah, Pakistan's founder, made it clear that he thought Pakistan should be a country for Muslims, not an Islamic country. But since then, according to General Durrani, "Every government that has failed to deliver has used Islam as a crutch." Zulfikar Ali Bhutto, for example, though fond of a drink himself, banned alcohol. Zia ul Haq, his successor, tried to legitimise his military coup by pledging to Islamise the country.

The relationship between religion and the state is not an abstruse question of political philosophy. A treatise on the Pakistani constitution published in 2009 by Ayman al-Zawahiri, al-Qaeda's number two (who is believed to be in North Waziristan), argues that the Pakistani state is illegitimate and must be destroyed. This tract is widely read in the madrassas from which the terrorist groups draw their recruits. Its popularity exercises Qazi Hussein Ahmed, the grand old man of the Jamaat-e-Islami, the most fundamentalist of the political parties, for the Jamaat works within the state, not against it. He argues that Pakistan's failure to adopt an Islamist constitution "has given the Taliban and such extremist elements a pretext: they say the government will not bow to demands made by democratic means, so they are resorting to violent means."

The third strand is the uselessness of the government. Democracy in Pakistan has been subverted by patronage. Parliament is dominated by the big landowning families, who think their job is to provide for the tribes and clans who vote for them. Except for the Jamaat-e-Islami, parties have nothing to do with ideology. The two main ones are family assets—the Bhuttos own the PPP, and the Sharifs (Nawaz Sharif, the former and probably future prime minister, and his brother Shahbaz, chief minister of Punjab) own the Pakistan Muslim League (N). The consequence is dire political leadership of the sort shown by Asif Ali Zardari, who is president only because he married into the Bhutto dynasty. When Pakistan desperately needed a courageous political gesture in response to the murders of the governor and minister, the president failed even to attend their funerals.

Pakistan's rotten governance shows up in its growth rates (see chart 2). In a decade during which most of Asia has leapt ahead, Pakistan has lagged behind. Female literacy, crucial as both an indicator of development and a determinant of future prosperity, is stuck at 40%. In India, which was at a similar level 20 years ago, the figure is now over half. In East Asia it is more like nine out of ten.

Given the government's failings, it is hardly surprising if Pakistanis take a dim view of democracy. In a recent Pew poll of seven Muslim countries they were the least enthusiastic, with 42% regarding it as the best form of government—though, since the country has spent longer under military than under democratic rule, the army is at least as culpable.

The armed forces' dominance is the fourth strand. Tensions with India mean that the army has always absorbed a disproportionate share of the government's budget. Being so well-resourced, the army is one of the few institutions in the country that works well. So when civilian politicians get them into a hole, Pakistanis look to the military men to dig them out again. They usually oblige.

Terrorism is strengthening the army further. In 2009 it drove terrorists out of Swat and South Waziristan, and it is now running those areas. Last year its budget allocation leapt by 17%. Nor are the demands on the armed forces likely to shrink. Although overall numbers of attacks are down from a peak in 2009, they have spread from the tribal areas and Khyber-Pakhtunkhwa (KPK), along the border with Afghanistan, to the heartland. Last year saw an uptick in attacks on government, military and economic targets in Punjab and Karachi, the capital of Sindh province. Since then, security has been stepped up; and with the usual targets—international hotels, government buildings and military installations—surrounded by armed men and concrete barriers, terrorists are increasingly attacking soft targets where civilians congregate, such as mosques and markets.

Exporting terror

Pakistani terrorism has also gone global. The Tehrik-e-Taliban Pakistan (TTP, or Pakistani Taliban), announced when it was formed in 2007 that it aimed to attack the Pakistani state, impose sharia law on the country and resist NATO forces in Afghanistan. But last year Qari Mehsud, now dead but thought to be a cousin of the leader, Hakimullah Mehsud, who was in charge of the group's suicide squad, announced that American cities would be targeted in revenge for drone attacks in tribal areas. That policy was apparently taken up by Faisal Shahzad, a Pakistan-born naturalised American who tried to blow up New York's Times Square last year.

Pakistan's new face?

That prompted an increase in American pressure on the army to attack terrorists in North Waziristan. The army is resisting. The Americans suspect that it wants to protect Afghan Taliban there. The Pakistani army says it is just overstretched.

"We are still in South Waziristan," insists a senior security officer. "We are holding the area. We are starting a resettlement process, building roads and dams. We need to keep the settled areas free of terrorists. It is not a matter of intent that we are not going into North Waziristan. It is a matter of capacity."

The growth in terrorism in Punjab poses another problem for the army. "What we see in the border areas is an insurgency," says the officer. "The military is there to do counter-insurgency. What you see in the cities is terrorism. This is the job of the law-enforcement agencies." But the police and the courts are not doing their job. One suspected terrorist, for instance, a founder member of the Lashkar-e-Jhangvi, was charged with 70 murders, almost all of them Shias. He was found not guilty of any of them for lack of evidence. In 2009 the ISI kidnapped 11 suspected terrorists from a jail in Punjab, because it feared that the courts were about to set them free.

So where does this lead? Not to a terrorist march on the capital. Excitable Western headlines a couple of years ago saying that the Taliban were "60 miles from Islamabad" were misleading: first because the terrorists are not an army on the march, and second because they are not going to take control of densely populated, industrialised, urban Punjab the way they took control of parts of the wild, mountainous frontier areas and KPK.

Yet even though they will not overthrow the Pakistani state, the combination of a small number of terrorists and a great deal of intolerance is changing it. Liberals, Christians, Ahmadis and Shias are nervous. People are beginning to watch their words in public. The rich among those target groups are talking about going abroad. The country is already very different from the one Jinnah aspired to build.

The future would look brighter if there were much resistance to the extremists from political leaders. But, because of either fear or opportunism, there isn't. The failure of virtually the entire political establishment to stand up for Mr Taseer suggests fear; the electioneering tour that the law minister of Punjab took with a leader of Sipah-e-Sahaba last year suggests opportunism. "The Punjab government is hobnobbing with the terrorists," says the security officer. "This is part of the problem." A state increasingly under the influence of extremists is not a pleasant idea.

It may come out all right. After all, Pakistan has been in decline for many years, and has not tumbled into the abyss. But countries tend to crumble slowly.

It is misleading and inflammatory to suggest that JI took to the streets to
celebrate Bhutto's execution. I remember the day as if it was yesterday. No such
thing happened anywhere to the best of my knowledge. Everyone was in a state of
shock, uncertain of his or her feelings even though while in power Bhutto had
made himself thoroughly unpopular with just about every group because of his
highhanded ways. If anything, there was widespread sympathy and agreement that
it was an extreme and undeserved measure. No one took to the streets that day
either against or in favour of Bhutto. If you have any credible evidence to the
contrary, other than The Musawat or The Jasarat for that matter,I for one would
very much like to see it. We must not allow the forum to become party to
baseless propaganda.

Not only JI but almost every Islamic religious leader worth the name, with the
exception of Maulana Shabbir Ahmed Usmani, was against the Muslim League and
Pakistan. Most of them used defamatory and often foul language to describe
Jinnah and the idea of Pakistan. There were even two attempts made on Jinnah's
life by Allama Mashriqui's Khaksars. Jamiat Ulama-e-Hind joined up with the
Hindu Congress when the latter offered a seat in the UP provincial cabinet to
Maulana Madani's brother-in-law. The impression was widespread at the time that
most if not all of the maulanas were up for sale.

It prompted Jinnah to say in a speech at Aligarh, 'What the League has done is
to set you free from the reactionary elements of Muslims and to create the
opinion that those who play their selfish games are traitors. It has certainly
freed you from that undesirable element of maulwis and maulanas -------'
(Deoband School and the Demand for Pakistan, by Ziya-ul-Hasan Faruqui, Asia
Publishing House, Bombay, 1963, p. 79). In the end, Muslim League won every
single Muslim seat from every corner of India in the 1946 elections --- a feat
unparalleled in the history of free elections anywhere in the world todate.

It is incorrect to suggest that Choudhry Mohammad Ali somehow managed to sneak
the Objectives Resolution into the preamble to the Constitution at the behest of
Maulana Maudoodi. This is not how Constitutions are made. It was voted on by the
vast majority of the members of the Constituent Assembly not only in 1956 but in
1962 and again in 1973. In any case, what was wrong in calling Pakistan an
Islamic Republic when 97% of her people happen to be Muslim?

 Florida pastor bigger threat to US security than Bradley Manning
 
US Army Private Bradley Manning was arrested, tortured and put in solitary confinement based on the absurd allegation that he is a threat to American national security.
 His alleged crime is that he handed over classified military and diplomatic documents to the whistle-blowing website, WikiLeaks.
 Among the accusations thrown at him by Pentagon top brass is that he endangered the lives of serving soldiers overseas by allegedly exposing US war crimes to the world.
 Now, in an apparent act of revenge, his captors are subjecting him to sleep deprivation, prolonged time in isolation and continuous nude spot-checks - conditions said to be right out of the manual of the CIA for 'enhanced interrogation' as used and refined in Guantanamo Bay.
 So you see, when the US government wants to act in a swift, unconstitutionally and in a vengeful way nothing can stop it. Ergo torture, water boarding and rendition as seen in the War on Terror.
 The truth is Bradley Manning's actions have not cost anyone their life but, someone whose actions have triggered a killing spree of mayhem and murder is the American Pastor Terry Jones.
 His inexplicable act of burning a copy of the Holy Qur'an has caused a tsunami of revolt among ordinary Afghan people, and with the striking of a single match he has undoubtedly put the life of every US squaddie based over there in danger.
 Sadly, I suspect what is unfolding in Afghanistan will be repeated in other sporadic outbreaks of violence in the Muslim world.
 Yet no one lifted a single finger to stop this deranged, evil old man from setting fire to a holy book revered by more than a billion Muslims ... a book, by the way that is also hugely respected by countless Christians, Jews and people of other faiths and no faiths.
 Now I'm sure some will claim that what he did was an expression of freedom and that he had every right to act in the way he did because America is the "Land of the Free" after all.
 If that is the case can someone tell me why US authorities are very quick to act against those who dare to criticise Israel for instance? The University of California at Irvine suspended its Muslim Student Union for a year when members heckled Israel's Ambassador to the US in February 2010.
  Other students and teachers elsewhere in the US have been punished, sacked or suspended for expressing anti-Israeli views or criticisms of the Zionist State.
 In fact, if you are too vocal about the evils of Zionism or voice your support for the Palestinians in the west Bank or Gaza, you can expect a home visit from FBI agents.
 So if US authorities can jail Bradley Manning and punish him in an obscene way even before his trial, and they can sack, suspend and intimidate US citizens for daring to criticize the Zionist State why did no one act swiftly to rein in the demented pastor?
 In September last year the so-called most powerful man on the planet, Barack Obama, urged Pastor Jones not to burn a copy of the Qur'an, saying it could cause "serious violence in places like Pakistan or Afghanistan". General David Petraeus and even Ban Ki-Moon joined in pleading with the pastor.
 Terry Jones backed down and he resumed preaching his hatred to his tiny flock in Florida which numbers less than two score and ten.
 But the attention seeking cleric, who was banned from entering Britain earlier this year because he is seen as a preacher of hate, went ahead anyway a few days ago and desecrated a copy of the Holy Qur'an.
 At a mock trial conducted by the mad cleric a "jury" found the Qur'an guilty of promoting violence. Only a handful of people were present for the kangaroo court which was held on Sunday March 20th, but it was streamed live on Truthsat-tv and went global thanks to the social networks.
 A violent reaction, as previously predicted by the US President et al, was anticipated.
 President Hamid Karzai of Afghanistan while condemning the incident urged the US government to arrest Pastor Terry Jones. It was wise advice, foolishly ignored.
 As a result, riots erupted across Afghanistan which left 12 dead, including at least four Gurkhas and three United Nations staff. 
 Not one US soldier posted in a Muslim country would be wise to step out of a bunker or foxhole in this incendiary climate created by the American pastor.
 He has put all of their lives in danger and so must now be regarded as a very genuine threat to the national security of the US – far more so than young soldier Bradley Manning who was slapped in irons last May.
 The actions of those who went on a killing rampage is beyond belief, but we have to remember that for every action there is a reaction.
 And it is quite possible that the anger unleashed in Afghanistan was already bubbling just beneath the surface, thanks to the dozen soldiers from the Stryker Brigade who killed Afghan civilians cutting off body parts as trophies, then covered up their crimes.
 If the actions of the so-called Kill Team drove Afghans wild then it is possible the tipping point was the actions of Pastor Terry Jones who provided the ubiquitous straw to break the camel's back.
 This could all have been avoided if the authorities in the US had acted in an appropriate manner way back in September.
 There was no such dithering or navel-gazing over what to do about Bradley Manning who has been confined for 23 hours a day in a six-foot by twelve-foot jail cell since his arrest.

NAWAZ SHARIF'S CORRUPTION

All Pakistan Muslim League (APML) strongly rejects PML-N's charge sheet against Pervez Musharraf, declaring it frivolous and baseless. PML-N's charge sheet is full of lies and is in fact a futile effort to divert attention from Nawaz Sharif's misdeeds, his corruption, loot, plunder, nepotism, and economic turmoil during his tenures. For this he must be held accountable.

The following depicts PML-N's performance:-

1. 1. CORRUPTION CASES

Nawaz Sharif and his cronies have always been working to plunder Pakistan's wealth as their sole agenda. He expanded his business empire by misusing his authority as Chief Minister Punjab and Prime Minister Pakistan. And in order to gain financial benefits, he manipulated laws and changed policies. Likewise, in a bid to avoid accountability, the Nawaz Sharif Government amended "The Ehtasaab Act" and made it effective from "1990" instead of "1985" as proposed in the original text of the "Ehtasaab Act" prepared by the interim government of caretaker Prime Minister (Late) Mairaj Khalid (1996-97). And by bringing this change he cunningly saved his tenure of Chief Minister Punjab (1985-88) from accountability.

Despite all maneuvering following references were filed against the Sharifs:-

  1. Nawaz Sharif, Shahbaz Sharif and others misused official resources causing a loss to the national exchequer of Rs 620million by developing 1800 acres of land in Raiwind at state expense.
  2. Nawaz Sharif and Shahbaz Sharif are accused of whitening black money during their first tenure (1990-93) and causing a loss of Rs 180 million to the national exchequer by evading income/wealth tax.
  3. Nawaz Sharif, Saif-ur-Rehman and others reduced import duty from 325% to 125% on import of luxury cars (BMW), causing a huge loss of Rs1.98 billion to the national exchequer.
  4. On the imposition of emergency and freezing of foreign currency accounts, Nawaz Sharif and Saif-ur-Rehman removed 11 billion US dollars from Pakistani Banks illegally. Without the consent of account holders, Foreign Exchange Bearer Certificates (FEBC) accounts were frozen and foreign exchange was misappropriated.
  5. Illegal appointments in Pakistan International Airlines (Nawaz Sharif and Saeed Mehdi).
  6. Abbotabad land purchase scam (Nawaz Sharif and Sardar Mehtab Abbasi).
  7. Availing bank loan for Ittefaq Foundries and Brothers Steel Mills without fulfilling legal requirements (Nawaz Sharif and Shahbaz Sharif).
  8. Concealment of property in the US (Nawaz Sharif and Shahbaz Sharif).
  9. Illegal appointments and promotions in Federal Investigation Agency (Nawaz Sharif).

  1. 2. FINANCIAL GAINS BY USING HIS AUTHORITY AS PRIME MINISTER

The first tenure of Nawaz Sharif as Prime Minister in the year 1990 saw another reign of loot and plunder. During this period Mian Nawaz Shairf obtained loans amounting to more than Rs.614 billion from Banks through his influence against inadequate guarantees. According to the details of loans obtained by Sharifs include Rs.1556 million  for Ittefaq Foundries, Rs. 543 million for Haseeb Waqas Sugar Mills, Rs.455 million for Mehran Ramzan Textile Mills, Rs.373 million for Ramzan Bukhsh Textile Mills, Rs.339 millions for Ch. Sugar Mills, Rs.226 millions for Ittefaq brothers, Rs. 205  million for Sandalbar Textile Mills, Rs.182 million for Hudaibiya Engineering Mills, Rs.153 million for Hamza Board Mills Ltd, Rs.134 million for Hudaibiya paper Mills, Rs.351 Million for Brothers Sugar Mills, Rs.174 million for Brothers Textile Mills, Rs.159 million for Brothers Steel Mills, Rs.623 million for Ramzan Sugar Mills, Rs. 191 million Khalid Siraj Textiles, Rs.313 million for Ittefaq Sugar Mills, Rs.164 million for Ittefaq Textile Mills, and Rs.239 million were obtained for Ittefaq Brothers. Due to the malpractice the national wealth was used for establishing personal empire while the country's economy was facing disaster. This loan was equivalent to the total internal loan obtained by the government of Pakistan! These so called patriotic politicians ruthlessly plundered the national exchequer and used national wealth for personal financial gains. In addition money laundering worth billions of dollars through illegal means, wheat import scam, awarding motorway's contract to an internationally black listed company, receiving heavy loans despite of being defaulter, secret businesses in UK (Evidence attached), Sugar mills in Kenya and four flats in the most expensive area of London and huge commissions in privatization of Muslim Commercial Bank (MCB) are also a few "achievements" of Nawaz Sharif and family.

  1. 3. THE AUDITOR GENERAL REPORT

The Auditor General Report released in the year 1988-89 reported that Nawaz Sharif, misusing his authority as Chief Minister Punjab, issued directives which resulted into direct malpractice of Rs. 35 billion.

The report said that the Chief Minister Secretariat had been turned into a hub of corrupt practices and Nawaz Sharif used public money like an emperor that resulted into huge fiscal deficit of the province.

The Auditor General Report released in the year 1986-87 said that the then Chief Minister Nawaz Sharif had used Rs. 1200 million for malpractices in only one year.

Nawaz Sharif allotted 3000 precious Lahore Development Authority (LDA) plots among his favourites due to which the province suffered loss of billions of rupees.

Nawaz Sharif was the lead character of the Cooperative and Financial Institutions Scam, which deprived the retired employees, orphans, widows, and poor of their total assets amounting to Rs. 17 billion.

Nawaz Sharif released Rs. 1200 million from his discretionary grant in the year 1985-86 while Rs. 1895 million were released in 1986-87, Rs. 1899 million were used in 1987-88 while another Rs. 1887 million were distributed among his cronies.

  1. 4. RELATIONS WITH THE TERRORISTS

Nawaz Sharif, Shahbaz Sharif and other party leaders practically share and proudly identify commonalities between PML-N and Taliban and they have very close ties and cordial relations with terrorists and banned terrorist outfits. In early 90s Nawaz Sharif received huge sums of money from Osama Bin Laden to overthrow former Prime Minister of Pakistan Shaheed Benazir Bhutto's Government. Even now PML-N's cabinet members and spokespersons are commonly seen hanging around with members of those banned outfits, reportedly involved in managing terrorist attacks on thousands of innocent Pakistanis including soldiers, police officials and members of other law enforcement agencies.

Due to compromising attitude of PML-N's leadership and their mild will to fight against the menace of terrorism the members of law enforcement agencies are completely demoralized. That is one of the reasons that the investigations against terrorists are not carried out in a proper manner and proof against arrested terrorists usually is not available. Due to the incapability of the Punjab Government terrible terrorist attacks took place in the province including suicide attack on Police Training School Bedian Road, blast in Moon Market Lahore, car bomb blast in the Rescue 15 building, car bomb blast in F.I.A building, suicide attack on Munawan Police Training Center, Model Town link road bomb blast, suicide attack on Jamia Naemia, terrorist attack on Ahmedi's worship places, blasts in Imam Bargahs including Karbla Gammay Shah and suicide bomb blasts in the sacred shrine of Hazrat Data Gunj Buksh along with many others. After these attacks PML-N has morally lost its right of government in Punjab.

Further, it was Shahbaz Sharif, who instead of showing courage and political and moral will to fight against the enemies of Pakistan, in his speech in Jamia Naemia Lahore, begged for mercy from the terrorists. He, in a very disgraceful manner, requested them not to attack Punjab as they are likeminded and standing on the same side. This statement of Shahbaz Sharif reflects his mindset !

  1. 5. CONSPIRACIES AGAINST DEMOCRACY

Nawaz Sharif and Co. has always been involved in destabilizing the democratic system by one way or the other and did not even hesitate to take bribes to grab power. Lt. General (R) Naseerullah Babar, the former Interior Minister had disclosed in the National Assembly in 1994, that the ISI had disbursed money to purchase the loyalty of various right wing politicians, including that of Nawaz Sharif, in order to manipulate the 1990 elections, for the Islamic Jamhoori Ittehad (IJI- Pakistan democratic alliance), and bring about the defeat of the PPP. As proof Lt. General (R) Naseerullah Babar, Lt. General (R) Asad Durrani and others have filed affidavits supported by copies of various documents. In Air Marshal Asghar Khan's human rights petition (HRC 19/96) in the Supreme Court of Pakistan against the former Chief of Army Staff Mirza Aslam Baig and the former Chief of the ISI and a banker concerning the criminal distribution of the people's money for political purposes. The case is pending adjudication in the Supreme Court of Pakistan for the last 14 years.

1. 6. DECEIT AND LYING

Nawaz Sharif's politics is based on the philosophy "lie repeatedly till it seems as the truth". He has based his politics on deceit and lies. Nawaz Sharif and his "chellaz" believe in lying repeatedly and religiously follow their convictions in this regard. They are masters in the art of manipulation and alteration and use their wealth to achieve their goals. One example is enough to expose their hideous character. After conviction in the hijacking case, Nawaz Sharif and his family approached foreign friends who persuaded President Pervez Musharraf to have mercy and forgive them. Nawaz Sharif, Shahbaz Sharif  and family sought pardon and signed agreements including a commitment not to participate in politics for a period of  ten years but they kept lying and hid the existence of these agreements from the nation until the head of Saudi Arabian Secret Agency, Prince Miqran Bin Abdul Aziz and Prime Minister of Lebanon Mr. Saad Hariri's unveiled the existence of these agreements and Ch. Nisar had to admit the existence of these agreements during the press conference of Javed Hashmi. Sharif brothers in return of Pervez Musharraf's "Ehsaan" (generosity) have not only crossed all limits of hostility but also lied to the nation. Would Nawaz Sharif and his "chellaz" ever tender apology to the Pakistani Nation, for lying to them for so many years?      

  1. 7. POLICE STATE

Under the horrible times of Shahbaz Sharif's Government the Punjab province has been virtually converted in to a "Badmaash" (rogue) province. Here police officials get involved in heinous and brutal criminal activities like one in Sialkot. The administration did not take any action against the shameful and atrocious lynching of two young brothers until the footage was telecast on electronic channels. It is believed that only in Gujranwala Division, where a brother of PML (N) MNA was deputed as head of police department, more than two hundred extra judicial killings have taken place.  The record shows that in Punjab, police force has been continuously used to harass and insult political rivals. An endless campaign of lodging false FIRs against political opponents has also been initiated. Use of brutal police force and baton-charge has become a routine. Every segment of society including journalists, doctors, teachers, students, nurses, Government employees, semi Government and private institutions and lawyers have faced the brutality of police while protesting for their demands.

  1. 8. POOR GOVERNANCE & MALADMINISTRATION

It is a hard fact that poor governance & maladministration is trade mark of Sharif brothers. Shahbaz Sharif is an attention-seeker and likes to show off. For the sake of "cheap publicity" he has started calling himself "Khadam-e-Ala" but miserably failed to meet the challenges of governance and administration. It's a harsh reality that during his tenure in Punjab all institutions deteriorated conspicuously. In order to achieve their motives, Sharifs always appoint their blue eyed personnel on key posts by completely ignoring merit. Almost all districts of Punjab are being run by grade 19 officers who are incapable hence a basic reason for poor governance. Due to his dictatorial approach Shahbaz Sharif himself heads 12 provincial ministries and he seldom holds cabinet meeting. He takes decisions over ruling, the cabinet. His obstinate behavior is the prime reason for the maladministration in the province. It would be just and appropriate to suggest that Sharifs have failed to establish a democratic spirit in their government and have completely overlooked the norms of democratic political setups.

  1. 9. CRIMINAL ASSAULT ON THE SUPREME COURT OF PAKISTAN

In order to consolidate and attain more power, 'the champion of democracy and independent judiciary', Nawaz Sharif attacked every individual and institution, he felt could get in the way and challenge his authority. In order to get rid of Chief Justice Sajjad Ali Shah, who Nawaz Sharif despised, the latter created divisions amongst the judges using the humble services of a former judge, Rafique Tarrar (later President of Pakistan) to make life difficult for the Chief Justice. A group of judges refused to acknowledge CJ Sajjad Ali Shah as the Chief Justice and things got so bad that a number of junior judges made it difficult for him to carry out his duties. Eventually, Sharif ordered his thugs to attack the Supreme Court in order to prevent the Chief Justice from giving a ruling against him.

The police did nothing to stop Sharif's thugs as they attacked and entered the Supreme Court premises. The judges inside the building barely managed to escape. The thugs, led by Sajjad Naseem and Mushtaq Tahir Kheli, Nawaz Sharif's political secretaries, entered the court chanting anti-CJ Sajjad slogans and destroyed the Court Room.

1. 10. CAMPAIGN AGAINST THE PRESS AND JOURNALISTS

A number of incidents during 1998-99 indicated a pattern of harassment and intimidation of individual journalists as the government was increasingly becoming intolerant. Imtiaz Alam, a Lahore-based journalist, complains of threats over the telephone and then of his car being set on fire in a mysterious manner the next day. Another Lahore journalist, Mahmud Lodhi, was picked up and held in illegal custody for two days. He was questioned about his involvement with a BBC team filming a documentary on the rise and wealth of the Sharif family. Present Pakistani ambassador in USA Mr. Hussain Haqqani was picked up in a cloak-and-dagger fashion and interrogated at a FIA Center for money embezzlement while he held government office.

The residence of Idrees Bakhtiar, a senior staff reporter of monthly Herald and BBC correspondent in Karachi was raided by CIA police on Nov. 26, 1998. The police harassed the family and also arrested his 28-year old son, Moonis, who was later released.  On Feb. 13, 1999, three persons, including Senator Abdul Hayee Baloch and a lady worker from Lahore, were injured when the police baton-charged, used water cannons and threw  bricks on a peaceful procession of the Pakistan Awami Ittehad in front of the parliament house in Islamabad. The march, organized by the PAI for the freedom of the press, was led by PAI president Nawabzada Nasrullah Khan (late), the then opposition leader Shaheed Benazir Bhutto and secretary general of the alliance Hamid Nasir Chatta, besides a number of sitting and former PPP MNAs and senators.

The owner of the Frontier Post, Rehmat Shah Afridi, was arrested in Lahore on April 2, 1999, by the Anti-narcotics Force. The Peshawar-based Frontier Post was critical of government policies. Afridi's arrest was seen by journalists and others as another attempt to gag the Press. On May 8, 1999, Najam Sethi, Editor of The Friday Times, was arrested on the orders of Nawaz Sharif. Police stormed into his house in Lahore and dragged him out of his bed room. After brutal torture and breaking furniture of the house he was shifted to some unknown place. And before leaving the house with Mr. Sethi, they tied his wife Jugnoo's hands with a rope and locked her up in a dressing room. Later, Nawaz Sharif asked COAS Gen. Musharraf to charge Mr. Sethi under the Pakistan Army Act for being a traitor and give him maximum punishment (maximum punishment is death!).

The New York-based Committee to Protect Journalists (CPJ), a press freedom organization, said on June 1, 1999 that it was conducting an investigation into a "hit list" prepared by the Pakistan government that contains 35 prominent journalists of Pakistan. According to reports received by the CPJ, the federal government had decided to establish a special media cell comprising officials from the police, Intelligence Bureau and the Federal Investigation Agency to punish the journalists, who had been writing against the government. Ehtesab Bureau Chairman, Senator Saifur Rehman Khan was to head this cell which would function from Lahore, Islamabad, Karachi and Peshawar with its head office in Islamabad.

According to the CPJ, the journalists were: Irshad Ahmed Haqqani (late), Rehmat Ali Razi, Anjum Rasheed, (writer and anchor person) Suhail Warraich, Sohaib Marghoob and (late) Roman Ehsan (Jang Lahore), M. Ziauddin (Dawn Islamabad), Dr. Maleeha Lodhi, Javed Jaidi, Nusrat Javeed, Mariana Babar and Ansaar Abbassi (The News, Islamabad), Rehana Hakeem and Zahid Hussain (Newsline), Ejaz Haider, Khalid Ahmed, Jugnu Mohsin and Adnan Adil (The Friday Times, Lahore), Mahmood Sham (Jang, Karachi), Rashed Rehman (The Nation, Lahore), Amir Ahmed Khan (Herald, Karachi), Imtiaz Aalam, Beena Sarwar, Shafiq Awan, Kamila Hyat and Amir Mir (The News Lahore), Abbas Athar (Nawa-e-Waqt, Lahore), Kamran Khan and Shehzad Amjad (The News Karachi), Azam Khalil (Pulse), Mohammad Malik (Tribune), Imtiaz Ahmed (The Frontier Post, Peshawar), Ilyas Chaudhry (Jang Rawalpindi), Naveed Meraj (The Frontier Post, Islamabad) and Syed Talat Hussain (The Nation, Islamabad).

The Government of Nawaz Sharif started a campaign against the Jang group in July 1998 when it refused to sack a number of journalists critical of Government policies. The government objected to the Jang group newspapers' reporting about the law and order situation in the country and put a ban on advertisement. On August 13, a report was published about non-payment of Rs. 700 million to farmers by the sugar mills owned by the Nawaz Sharif family. Three days later, the government sent notices to Jang for non payment of taxes and the case was shifted to the Ehtesab cell. On September 27, 1998, the Government asked the Jang group not to publish a report of 'The Observer London' that Nawaz Sharif had siphoned off millions of rupees. The report was not published by the Jang but it was published by its sister English newspaper The News. On November 5, bank accounts of the Jang group were frozen and FIA raided the Jang and the News offices in Rawalpindi and customs authorities stopped delivery of newsprint to the Jang.

On Jan 28 1999, a sedition case was registered against Mir Shakil-ur-Rehman for publishing an advertisement of Muttahida's Khidmat-e-Khalq Foundation on January 1, which according to the police, was aimed at inciting people against the state.

Mir Shakil-ur-Rehman revealed that Senator Saif-ur-Rehman asked him to sack a number of Jang employees who should be replaced in consultation with the Government. He released to the press audio-tapes of conversation with Saif-ur-Rehman on this issue. Saif-ur-Rehman accused Mir Shakil-ur-Rehman for evading tax and customs duty to the tune of Rs. 2.6 billion.

The hostility of Sharifs towards media is also evident from the fact that in the parliamentary history of Pakistan for the first time a resolution, condemning the media, was tabled (by a group of MPAs belonging to Nawaz League) and passed in the Punjab Assembly.

1. 11. DESTABILIZATION OF INSTITUTIONS

There is probably no institution in Pakistan which Nawaz Sharif did not aggressively confront in order to make them comply with his wishes. Besides picking a fight with the President, the Judiciary and the restricted/limited media of that time, Sharif also decided to have a confrontation with the army, the only viable institution left in Pakistan. Due to his hostile and dumb approach in Nawaz Sharif's first term as prime minister, he fell out with three successive army chiefs:  General Mirza Aslam Beg, General Asif Nawaz and General Abdul Waheed Kakar.  During his second tenure, he fell out with two other Generals, General Karamat and later with General Pervez Musharraf. General Karamat became the first Chief of Army Staff in the history of Pakistan to have been prematurely retired!

One by one all challenges and potential obstacles to his dictatorial mindset were removed from his way by Nawaz Sharif. Ghulam Ishaq Khan, Farooq Leghari, Sajjad Ali Shah, and General Jehangir Karamat were all removed from the scene by Nawaz Sharif.

1. 12. Ill-CONSIDERED  ECONOMIC DECISIONS

Nawaz Sharif's ill-considered economic decisions cost Pakistan dearly! But the Sharif family's personal business empire grew exponentially through questionable means.

Nawaz Sharif, during his tenure as Chief Minister Punjab from 1988-90, deprived the provincial departments of Rs. 15.35 billion. In addition in 1997-99 he caused huge loss amounting in 11 billion US dollars to private account holders by freezing foreign currency accounts contrary to the law and constitution wherein he and his cronies managed to get away with huge sums even after the freeze. Billions of dollars were removed from the banks without the permission/consent of the account holders but the accounts of common Pakistanis were withheld.

In last two and half years, Shahbaz Sharif wasted more than 40 billion rupees in "Sasti Roti" and other subsidized food schemes that had been initiated to earn cheap popularity and to benefit their political supporters. Admittedly these funds have been distributed amongst their own supporters without any audit just to gain political mileage. A huge chunk of these funds has been disbursed by the ghost "Tandurs" (burners) owners. Inflation and un-employment is rocketing day by day due to the ill-conceived decisions of the provincial government. This is one of the reasons that Punjab could not help flood victims at the time because they had utilized their funds in senseless politically motivated schemes and now have an overdraft amounting Rs. 80 billion.

The so called son of soil Nawaz Sharif virtually sold Kashmir in 1999 during Indian PM's visit to Lahore. Nawaz Sharif deleted the word Kashmir from the joint declaration to please Indian counterpart. By crossing all the limits of treachery and falsehood Nawaz Sharif and his cronies claim that Pakistan armed forces lost the Kargil war. In fact, due to the decisions of Nawaz Sharif, Pakistan lost this war in the drawing room of the American President after wining it in the battlefield.

It is a proven fact that in 1998 Nawaz Sharif was double-minded about the atomic explosions. While the nation waited breathlessly for a befitting reply to India, Nawaz Sharif was busy in negotiating economic packages with US Government. Gohar Ayub Khan, who was foreign minister at that time, has also corroborated this fact in his book.

Nawaz and Shahbaz pay no tax

ISLAMABAD: The billionaire club of the Pakistani politicians, including the deposed prime minister Nawaz Sharif and his brother Shahbaz Sharif, does not pay any tax Despite having declared assets of Rs 676.8 million of the Sharif family, both the brothers filed a zero income tax and deficit wealth tax returns, last year. This very fact motivated donors to force the authorities to publish tax records of all the parliamentarians and senior bureaucrats, which is due now shortly

Out of every 100 persons of this poor country of 140 million people, only one Pakistani is a taxpayer, and the tax to GDP ratio is not more than 10 per cent, against an average of 18 per cent for the third world countries.

Tax evasion is rampant and, generally, everyone who is some one in this country does not like to pay his or her tax. Agriculture sector is the best example. With its 25 per cent share in the gross domestic product of over Rs 3,000 billion, its share in income tax is mere few hundred million rupee. More than 90 per cent members of the electoral Houses, both at the federal and the provincial level, has a feudal and landlord background. So, they use all their powers to stay out of the tax net.

The industrialists used this provision by holding large agricultural farms to hide their taxable incomes. Traders or retailers, known as shutter power, have also been successful by shutting their business down whenever an attempt was made to tax their incomes.

So, it leaves the burden of tax only on the urban salaried class. This constrained revenue outlook forced the policy-makers in initial years of the 90s to introduce deductions at source on various income streams, including interest incomes, rental income, income of exporters, importers, suppliers, contractors, etc, in shape of withholding and presumptive taxes.

Fixed levies were also introduced either on ownership and trading in assets, like property and automobiles, or on consumption of services, like electricity and telephone. After failure of these attempts, another indirect mechanism of surcharges emerged, largely on petroleum products, and more recently on edible oils. Rather than transferring the benefits of falling prices to consumers, the government found it expedient to pick up the difference as a windfall in revenues.

The tax strategy for the fiscal 1998-99, remained weak and non-innovative that forced the multilateral donors to put their foot down by pressing the government to go for the value-added mode of sales tax. Removal of sectoral exemptions from GST, like services, electricity, gas and POL products has to be announced, and the retailers and fixed taxpayers were brought under a turnover tax regime to nab the potential tax evaders.

These measures were generally, revenue-neutral. Some of these measures were, however, revenue-oriented, like increase in gas and furnace oil prices, GST on packed/ branded food items, and introduction of turnover tax on retailers and fixed taxpayers.

During the caretaker regime of Moeen Qureshi, tax records of various leading politicians were leaked to the press. These records showed that majority of the politicians either filed zero income tax statements, or made partly contributions against their huge declared and undeclared assets. Benazir Bhutto, Farooq Leghari and others were also mentioned in such news reports.

The 11-member family of Mian Muhammad Nawaz Sharif holds a gross wealth of Rs 676.8 million (declared in tax returns). However, Nawaz and Shahbaz paid no income tax or wealth tax to the national exchequer.

Following the modern tradition of large industrial houses, the family of Nawaz Sharif also owns large agricultural farms. Nawaz Sharif himself owns two pieces of land at the Raiwind Road and Mandiali (Sheikhupura), containing 212 Produce Index Units (PIUs). 

According to the tax statements of June 30, 1998, total income tax paid by the 11-member Sharif family was just Rs 0.25 million. The family also paid Rs 0.55 million as wealth tax and 0.13 million as agriculture tax raising the total tax payment of the family to Rs 0.94 million. This amount is just a peanut, keeping in view their business empire that actually runs into many billions.

The tax statements declared majority of the industrial concerns in losses and the income tax was computed largely on the salary paid to the directors of the group or on the dividend paid by Chaudhry Sugar Mills. The total income tax, wealth tax and agriculture tax paid by the family, with a gross worth of Rs 676.8 million, was just Rs 0.94 million or a little above 0.1 per cent of the total declared asset value of the family.

The 11-member family includes Mian Muhammad Sharif, Mrs Shamim Akhtar, Mian Muhammad Nawaz Sharif, Mrs Kulsoom Nawaz Sharif, Hussain Nawaz, Hassan Nawaz, Mian Shahbaz Sharif, Mrs Nusrat Shahbaz, Hamza Shahbaz, Mian Abbas Sharif and Mrs Sabiha Abbas. Majority of the assets were in the name of elders, minors and wives of the Sharifs.

The factories declared by the Sharif family show losses. These industrial units, as shown in the various tax returns include Chaudhry Sugar Mills, Ramzan Sugar Mills Ltd, Mehran Ramzan Textile Mills Ltd, Muhammad Baksh Textile Mills, Hamza Spinning Mills, Hudabiya Paper Mills, Hudabiya Engg (Pvt) Ltd, Hamza Board Mills, Kulsoom Textile Mills, Ittefaq Brothers (Pvt) Ltd, Ilyas Enterprises (Pvt) Ltd, Brothers Steel Ltd, Ittefaq Sugar Mills, Khalid Siraj Textile Industries, Ramzan Baksh Textile Mills, Ittefaq Textile Mills, Brothers Textile Mills, Ittefaq Foundries, Khalid Siraj Industries, Barkat Textile Mills, Abdul Aziz Textile Mills, Brothers Sugar Mills and Effective (Pvt) Ltd.

According to the documentary evidence, the deposed prime minister, Muhammad Nawaz Sharif with national tax number (NTN) has declared his income tax liability as 'nil' on June 30, 1998. His total net wealth (as declared) was Rs 2.1 million and total admissible debts were shown at Rs 6.4 million. So his net wealth, according to the tax statement (assets minus admissible debts), would go into deficit.

The income tax liability of Mrs Kulsoom Nawaz was also shown as 'nil'. However, she declared a small amount of eight thousand rupee as tax on dividend from Chaudhry Sugar Mills where she had declared to hold 4,000 shares. The net asset value of Mrs Nawaz was shown at Rs 3.98 million. However, her net wealth was computed at Rs 32 thousand after adjusting admissible loans of Rs 3.95 million. So, she paid Rs 178 only as wealth tax for the year ending June 30, 1998.

The tax return of Mian Shahbaz Sharif shows one thousand rupee tax deducted on dividend received by him from Chaudhry Sugar Mills. He had declared to have 5,000 shares of the unit. Mian Shahbaz also filed a deficit tax return of Rs 4.5 million.

The Big Sharif-Mian Muhammad Sharif declared to have shares of Chaudhry Sugar Mills. Mian Sharif had paid Rs 50102 as his income liability. Father of the prime minister paid Rs 1.96 lac as wealth tax. He also owns 2834 PIUs agricultural land at Feroze Watoan Sheikhupura and Lahore. Mother of the prime minister also paid Rs 60 thousand income tax. She announced to have 18174 PIUs agricultural land in the rural area of Lahore. She paid Rs 131 thousand as agriculture income tax.
