Country needs new income tax law

The Pakistan Economy Watch (PEW) on Sunday said that existing income tax laws have failed to deliver therefore country needs new and simple income tax law that is easily comprehensible, business friendly, fair and acceptable to all the stakeholders.

 

The time-tested, well-settled and easily understandable Income Tax Ordinance, 1979, was replaced by complex Income Tax Ordinance, 2001 which was drafted by a foreign expert who was not well aware of the ground realities, it said.

 

The Ordinance which was enforced on the directives of foreign lenders invited criticism from concerned quarters before promulgation, said Dr. Murtaza Mughal, President of the Pakistan Economy Watch.

 

It changed basic scheme of the law and brought in inexplicable terminologies. It was amended 600 times within one year which proved its inconsistency, he said while talking to International Tax Counsel Dr. Ikramul Haq. 

 

Hundreds of corrections have changed the basic concepts of the Ordinance which is still difficult for many to interpret, Dr. Murtaza Mughal observed.

 

At the occasion, Dr. Ikramul Haq said that tax practitioners as well as many FBR officials find it difficult to understand its basic concepts which are a reason behind low revenue collection and malpractices.

 

He said that government should try to introduce a new, friendly and clear income tax ordinance to replace the 2001's Ordinance which is against established principles of taxation. It is irrational, illogical, based on assumptions, self-contradictory and full of blunders, he added.

 

Otherwise, Income Tax Ordinance, 1979 which worked well for 21 years and was capable of absorbing the reforms can also be re-promulgated, said Dr. Ikramul Haq.

 

The 2001's Ordinance has failed to improve collections or revive ailing tax mechanism, rather it has contributed to the deterioration, Huzaima Bukhari said.

 

System was not malfunctioning due to 1979's Ordinance but due to corruption, she observed.

 

Dr. Ikramul Haq said that situation would have been better if Income Tax Ordinance, 2001 had been thoroughly reviewed after being debated on concerned forums and getting proposals from all the stakeholders before promulgation.

Beside unavailability of original features, the appearance quality of mobile is such pathetic that it is creating an adverse impact on personality. You failed to resolve the problems pertaining to my phone and you confessed during meeting as well as in writing.

 

I am facing problem with my phone NOKIA E-71 since last four months, visited many times at NOKIA Care, writing to you guys, but you are least interested in resolving the issue.

 

NOKIA is supplying counterfeit products in Pakistan market and Such products might be dangerous for user's health and you "NOKIA Care" is supporting / covering it.

 

Give me the original replacement of E-71 with feature of "recording through front camera as NOKIA claims for E-71 & E-72 (Screen print of specifications E-71 & E-72 from NOKIA website already provided to you and are attached).

Thank you for your special offer of 50% off the retail price, but it is not the solution. I am not begging that you are offering me as a special case.

 

NOKIA is supplying counterfeit products in Pakistan market and cheating the innocent consumers.

It is fact that you failed to resolve the problems pertaining to my phone and confessed during our meeting dated:01-08-2011 & vide your below email, and that's why you offered me the replacement set of E-71, but as it is generic problem of E-71, the feature of recording through front camera is not available so you offered me E-72 with 50% payment.

 

The cell phone is still with me, it is not up to the quality standard and creating and adverse impact on personality, and I am ready to present it on various forums for awareness of customers.

 

My question is:

  1. Why NOKIA is not providing a quality standard product in Pakistan which might be dangerous to user's health, and cheating the innocent customers.

 

  1. It is NOKIA who is supplying the counterfeit product in market, why should I pay extra amount?

 

 

NOKIA is not providing all features what actually NOKIA claims, NOKIA is cheating and providing counterfeit products in Pakistan and you "NOKIA Care" is supporting / covering it.

 

Give me the original replacement of E-71 with feature of recording through front camera as NOKIA claims for E-71 & E-72 (Screen print of specifications E-71 & E-72 from NOKIA website already provided to you and are attached), the feature is available in E-72.

And

I am facing problem with my phone NOKIA E-71 since last four months, visited many times at NOKIA Care, writing to you guys, but you are least interested in resolving the issue.

 

Does NOKIA doing the business religiously & ethically in Pakistan?

 

Feature claimed by NOKIA are not available in phone and the cosmetic quality is pathetic, creating the adverse impact on personality.

 

Looking at facts provided by me, it is proved and confessed by 'NOKIA Care Manager Mr. Yasin' that phone is not up to the quality standard and not passed through quality assurance program.

 

I have my serious concern that it might be dangerous for user's health.

 

Screen print of specifications E-71 & E-72 from NOKIA website and video quality result of main camera (already provided to Mr. Yasin during meeting) are attached.

The problems raised are listed below.

 

  1. The silver coating of my phone is converting to black rusty metal sheet due poor electrolysis process and creating an adverse impact on personality.
  2. The Camera performance in Low-light is very poor and color balance is inconsistent. It produces disappointing pictures for a 3.2 megapixel camera.
  3. Video performance is "NILL" in Low-light.
  4. When I turn OFF flashlight on camera, this mode valid only while one session. If I go out from camera mode and go back again, "Automatic" profile is ON like default.
  5. It gives extremely low light while making video.
  6. Color of "MicroSD expansion slot" rubber cover faded.
  7. There is no option of secondary camera.
  8. WLAN is refreshes itself after few seconds.
  9. The Internet access point for some applications is fixed for 'network provider' not the WLAN.

10. Battery is discharging rapidly

 

 

 

You have checked my phone E-71 physically.

You watched the video quality of my phone E-71.

You were provided with screen print of NOKIA website claiming the video recording through secondary (front) camera for E-71 & E-72; you confessed that NOKIA Claims the recording through secondary (front) camera but on actual this feature is it is not available in E-71.

 

 

You appreciated my patience and offered me a replacement set of E-71, which I refused because the feature of recording through secondary (front) camera was not available.

 

You offered me E-72 with feature of "recording through secondary (front) camera" and you were asking me to pay 50% amount.

 

 

My question is:

 

  1. Why NOKIA is not providing a quality standard product in Pakistan and cheating the innocent customers.

 

  1. Why should I pay huge amount (50% of price) for E-72 as the difference of price is only Rs.3600 i.e 14-15% of the price of E-72.

 

 

Please reply on email and keep in copy to Mr. Kevin (Nokia Careline "Nokia Middle East & Africa") as he is pursuing my problem with you since last four months.

The United Nations Agencies have estimated that 2.5 million people are in desperate need of safe drinking water and sanitation facilities in the flood hit areas.  ,an official of Office for the Coordination of Humanitarian Affairs (OCHA) Humaira Mehboob said that food is needed for 2.75 million people, while 2.96 million people are in urgent need of medical care.  She said at least 1.75 million people require emergency shelter in flood affected area.

The floods washed away entire communities and have left more than five million people struggling to survive without adequate food, water, health care and shelter,she said.
To a question, she said the floods have taken the lives of 415 people, displaced 1.8 million people and destroyed or damaged over a million homes.
Humaira Mahoob said according to the government of Pakistan, 2.16 million acres of crops have also been wiped out.
To another question, she said the UN and its humanitarian partners to date have provided emergency shelter to 314,500 households.  
More than 1.6 million people have received medicines and medical consultations, and more than 413,000 people received food aid.
Safe drinking water has been delivered to approximately 200,000 people and the UN aims to double this and provide up to 400,000 people with access to safe drinking water in the coming weeks, she added.
She said flood victim families are worried that their children will go hungry, and without access to safe drinking water, they fear they will become sick by drinking contaminated water.
The United Nations launched the Pakistan Floods 2011 Rapid Response Plan, which seeks to enable the United Nations and its humanitarian partners to support the Government in addressing emergency needs for up to 5.4 million people for six months.
The Plan is currently only 6 per cent funded, with US$19 million of the US$357 million required.
She said UN agencies are grateful that donors have started to give to the Rapid Response Plan.
