"Together for a better world for all including persons with disabilities in development"

Islamabad, 3 December 2011 – On the occasion of the International Day of Persons with Disabilities, the United Nations Educational, Scientific and Cultural Organization (UNESCO) and United Nations Children's Fund (UNICEF) urge communities in Pakistan to show solidarity and support towards the integration of persons with disabilities in every aspect of their political, social, economic and cultural lives.

The United Nations observed the International Year of Disabled Persons in 1981. Since then, there has been significant progress in raising awareness about the rights of persons with disabilities and in strengthening the international normative framework to realize those rights – from the World Programme of Action (1982) to the Convention on the Rights of Persons with Disabilities – CRPD (2006).  Already 153 countries in the world have signed the CRPD while 107 countries have ratified the Convention; Pakistan ratified the CRPD on 5 July 2011.

The most fundamental principle of the Convention is to change society itself, making it more inclusive, barrier-free and rights-based.

Prior to the introduction of the CRPD, UNESCO, based on its mandate of diversity and social inclusion, had already supported and institutionalized this fundamental principle of inclusiveness and inclusive education, fully reflected in the "UNESCO Salamanca Statement and Framework for Action for Special Needs Education", with emphasis on an inclusive educational setting.

Today, UNESCO and UNICEF are jointly promoting inclusiveness and diversity by drawing special attention to the issue of most marginalized groups, especially children and women with disabilities, who may be affected by multiple discriminations caused by disability, gender, and poverty.

In particular, children with disabilities are routinely denied access to health, education and social services. They are often excluded from opportunities to participate in their communities, and are more vulnerable to violence and abuse. Discrimination against children with disabilities stems from multiple sources, including ignorance, prejudice and cultural norms, which in turn lead to stigma and entrenched social exclusion. Their participation is further limited by multiple barriers, including lack of access to the physical environment and to information and communication; lack of adequate legislation, lack of public policies and monitoring mechanisms; and lack of training for teachers and other service providers.

UNICEF and UNESCO are committed to working with our partners to overcome the barriers that stand between people with disabilities – especially children and women – and the full realization of their rights.

 

To achieve our common goal, we must involve the parents and communities where people with disabilities live, through the "Community-Based Rehabilitation" (CBR) approach, which is jointly supported by WHO, UNESCO and ILO. In addition, UNESCO has developed an educational kit, "Embracing Diversity: Toolkit for Creating Inclusive Learning – Friendly Environment", while UNICEF supports "Child Friendly Schools" to achieve the goal of inclusiveness in education involving marginalized students, including children with disabilities.

Today, UNESCO and UNICEF also wish to highlight the need for a shift in policies and programmes so that all environments – political, social, economic and cultural – become more conducive to persons with disabilities having fully functional lives.

ISLAMABAD— While observing hunger strike, dozens activists of Sindhu Bachao Tarla has submitted their memorandum to World Bank and also arranged protest demonstration in front of the World Bank office with a purpose to highlight sufferings and plight mainly caused by Taunsa Barrage Rehabilitation Project.

 

These activists of Sindhu Bachao Tarla (SBT) Friday organized a hunger strike and protest demonstration in front of the World Bank office, Islamabad. They refused the World Bank invitation for a meeting to resolve the long-standing issue on the grounds that they would not come for meeting till their demands not included as a meeting agenda. However, they have also warned that they will launch "Occupy World Bank" campaign in near future if their demands are not positively responded.

 

These protesting activists who are in fact the affecttees of these world bank funded projects, have chanted slogans in favour of their demands and also against the projects of World Bank. They were chanting different and unique slogans including " get out World Bank, International Looter World bank, White Elephant World Bank, Alleged criminal of weakening Pakistani economy, and responsible of Muzaffargarh devastations etc".

 

They have said that it was the failure of newly rehabilitated Taunsa Barrage with the help of foreign loan totaling Rs 10 billion that led to the devastation of Muzaffargarh District in Punjab Province. They were of the view that the barrage was failed mainly because of wrong project design, lack of attention to upraising and strengthening protective embankments, dysfunctional computerized control system of hoist gates and absence of hill-torrents managements. Farooq Mehram, a folk singer also present on the protest demonstration has said that the main purpose of this hunger strike is to highlight their suffering and plight caused by the World Bank funded Taunsa Barrage Rehabilitation Project. It is little attempt to awake the world bank from deep slumber that had bad impact on the area and community which was also multiplied during last year floodings.

Fazal-e-Rab Lund, a leader of Sinhu Bachao Tala has said that the purpose of holding two days hunger strike is to highlight the following key demands:

 

First, both the World Bank and provincial government should initiate the process of accountability in the light of the report of Punjab Judicial Flood Inquiry Tribunal. The report clearly relates the structural failure and subsequent devastating floods in Muzaffargarh District with some ill-designed aspects of the World Bank funded

Taunsa Barrage Rehabilitation Project.

 

Secondly, the World Bank should cancel the loan of Taunsa Barrage Rehabilitation Project with the commitment of provincial government allocating it for the rehabilitation of severely affected local communities. Third, the World Bank should stop the financing of newly started similar rehabilitation project for Jinnah Barrage. Not only the project deliberately ignores cost effective alternative options but it is also bound to cause huge financial losses to local communities due to the prolonged and irregular irrigation supplies during the construction phase. Fourth, the World Bank should ensure the fulfillment of all commitments with respects to compensation of losses made in the resettlement plan of Taunsa Barrage Rehabilitation Project.

 

These activists of SBT have also submitted memorandum in favour of their demands. According to the submitted memorandum, "We the indigenous people and fisher folk from Mianwali and Muzaffargarh districts have gathered here from the platform of Sindhu Bachao Tarla to observe two-day hunger strike in front of the World Bank to protest against the Bank's ill planned investment in Punjab Barrages Rehabilitation Project at both Taunsa and Jinnah Barrages.

 

We the activists of SBT are holding two-day hunger strike in front of the World Bank office to highlight our sufferings and plight caused by the World Bank funded Taunsa Barrage Emergency Rehabilitation and Modernization Project (TBERMP), the failure of which caused massive devastation in Muzaffargarh district during flood in 2010.

 

Even before the last year flood, Sindhu bachao Tarla (SBT) had raised its concerns regarding the flawed design of the TBERMP and its implication on the lives and livelihoods of the people living in the close vicinity of Taunsa Barrage. However, the WB never took our concerns seriously. Rather the bank always dismissed our claims and concerns on so called technical and technocratic grounds.

 

The failure of newly rehabilitated Taunsa Barrage with the help of foreign loan totalling Rs 10 billion led to the devastation of Muzaffargarh district in Punjab province. The barrage failed mainly because of wrong project design, lack of attention to upraising and strengthening protective embankments, dysfunctional computerized system of hoist gates and absence of hill-torrents management.

 

The SBT apprehends that the Bank-funded rehabilitation of Jinnah Barrage is likely to prove more disastrous than the TBERMP.

 

The purpose of holding two days hunger strikes is to highlight the following key demands:

Civil society calls for severing ties with America

To protest in front of US Embassy

Civil society on Friday has condemned the Nato attack on a Pakistani out post and called for severing relations with US.

Speaking at a press conference, Chairman Founder Group ICCI Munawar Mughal, President Islamabad High Court Bar Association, District Bar Association, CDA and PWD Workers Unions, National Press Club leaders, religious leaders and others  condemned the attack terming it an assault on sovereignty of an independent country.

They said that Nato supplies should be discontinued and all relations with the US should be brought to an end.

The speakers said that they would bring out a mammoth rally on Dec. 08, to protest in front of US Embassy.

The rally would comprise of  non-political entities and no flag except for that of country would be allowed in the rally, they informed.

The speakers said that all military posts stationed at a distance from the main body of troops should be given sophisticated weapons so that they can counter any future aggression.

They said that drone attacks are also attack on country sovereignty in which thousands of innocent people have lost lives and its effects are felt all over the country.

Leaders of different associations said that all residential areas should be cleared of American agents.

They called upon every person living in twin cities to participate in the rally to give a strong message to the aggressors.

Competition with India to wipe out Pakistan's home textile, garments industry

Input costs differential, size of industry puts Pakistan at disadvantage

Leaders of the garments and home textile industry on Friday said granting MFN status to India will eliminate value-added sector which is providing jobs to millions and contributing more than any commercial part of the economy to the export earnings.

 

Rising input costs, burden of taxes, size of industry, infrastructure, rules and regulations and law and order situation and extortion has increased cost of doing business substantially, they said.

 

Muhammad Mushtaq, Central Chairman Pakistan Hosiery Manufacturers and Exporters Association, Muhammad Jawed Bilwani, Chairman Pakistan Apparel Forum and M. Naqi Bari Chairman Towel Manufacturers Association of Pakistan said this while talking to Dr. Murtaza Mughal, President of the Pakistan Economy Watch (PEW).

 

Our production is restricted, exports are shrinking and we stands at disadvantage as far as economy of scale and government's support is concerned, they complained.

 

Jawed Bilwani, Muhammad Mushtaq, and Naqi Bari said that instead of moving forward with the value addition, country is going backwards by exporting more of the raw materials like cotton and yarn.

 

All regional countries are following good practices, paying hidden subsidies while India allows export of surplus cotton only which results in stability for value-added sectors; Pakistan should also follow such enabling policies, they demanded.

 

At the occasion, Dr. Murtaza Mughal said that a proper regulatory policy for cotton and yarn exports can save one of the most important small scale industry from losing its share to Bangladesh, Sri Lanka, China, Vietnam and India. This can reduce closures and bankruptcies, he added.

 

He said that India offers over 300 million potential customers which can boost economy provided government frame policies that can ensure a competitive edge.

 

Dr. Murtaza Mughal said that Pakistan cotton and textile exports stands at $14 billion while Indian exports have touched $24 billion, up to our total exports.

 

He said that government should immediately release local levies drawbacks amounting around Rs 25 billion, held since two years.

 

Pakistan ranks lowest in the region as far as profit per cotton bale is concerned, he informed. He stressed the need for Joint ventures with foreign apparel manufacturers and introduction of latest technology for locking, creasing, collar pressing, buttoning and cutting etc.

 

Dr. Mughal informed that Pakistan exports are declining but earning have improved owing to rising prices which should not be claimed as a success.
