Since the Reagan administration, REX84 U.S. Civilian Inmate Labor program has been drawn up, implemented, and expanded in many ways. The military and police have been increasingly training together. The military has been running operations like “Urban Warrior” fully-armed in suburbia. 800+ FEMA detention centers (concentration camps) have already been built all over the United States and Halliburton’s engineering subsidiary is busy building more.
These camps are complete with biometric scanners, barbed wire facing inwards, gas lines and furnaces, helipads, watchtowers, and security cameras. The few journalists who have filmed and reported on these have been observed by black helicopters and even approached and questioned by secret servicemen (see videos of “FEMA camps”).
“The Civilian Inmate Labor Program was conducted in secret at US military bases from 1989 to 1996. This nightmare program was recently declassified. If Civilian Inmate Labor Programs are so wonderful, why did the Army keep them secret for over seven years? There are thousands of pages of documents on the Army’s website detailing the massive scope of this program, much of which is still secret. Many of the documents are contradictory.
For example, on the same page it will say that the Army is not allowed to house and use State inmate labor, and, in the next paragraph will say that they have been housing and using State inmate labor …For years, we warned people about FEMA (Federal Emergency Management Agency).
The federal documents have been around for decades and include roundup plans and concentration camps. People used to laugh at us when we said this in December of 1999. Then came Seattle. FEMA housed and protected government-placed ‘anarchist’ provocateurs, but put five hundred peaceful demonstrators in a FEMA camp on the outskirts of town. FEMA used the old Sand Point naval brig to detain hundreds of American citizens.”

It is not a pretty site to see.
Federal Emergency Management Agency (FEMA)
What is the Federal Emergency Management Agency?
Simply put, it is the "secret government".
This agency has powers and authority that go well beyond
any other agency in the nation.
What can FEMA do? It can suspend laws.
It can move entire populations.
It can arrest and detain citizens without a warrant
and can hold them without a trial.
It can seize property, food supplies, and transportation systems.
And it can even suspend the Constitution of the United States.
When the first concept had been presented, its original mission
was to assure the survivability of the United States Government
in the event of a nuclear attack. It's secondary function was to be
a Federal coordinating body during times of domestic disasters.
These disasters consisted of earthquakes, floods, and hurricanes.
The "secret" black helicopters that are reported throughout the US,
mainly in the West California, Washington, Arizona, New Mexico,
Texas, and Colorado areas are flown by FEMA personnel.
It has been given the responsibility for many new national disasters
such as forest fires, home heating emergencies, refugee situations,
riots, and emergency planning for nuclear and toxic incidents.
It works together with the Sixth Army in the West.
A series of Executive Orders (EO) was used to create FEMA.
It does not matter whether an EO is Constitutional or not,
it becomes a law simply by being published in the Federal Registry.
These orders go around Congress.

11310 | Grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President. |
11049 | Assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period. |
11921 | Allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and flow of money in the U.S.A. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. |
President Regan signed Presidential Director Number 54 in April of 1984 that allowed FEMA to activate a secret national readiness exercise.
This exercise was given the code name REX 84.
The purpose of the exercise
was to test FEMA's ability to assume military authority.
REX 84 was so highly guarded that special metal doors were
installed on the fifth floor of the FEMA building in Washington, D.C.
The only people that were allowed to enter the premises
were ones who had a red Christian cross on their shirt.
The exercise required the following.....
Suspension of the Constitution of the United States
Turning control of the government over to FEMA
Appointment of military commanders
to run state and local governments
Declaration of Martial Law
So how much money goes into an organization like this?
Well it has been discovered that FEMA has a quasi-billion dollar budget.
However, about 6% of that budget goes into the relief effort.
So why is it that they need so much money?
Ever wonder where the President goes when it's said he is
in a "secure location"?
Well most of the time that location is a secret government
complex built into a mountain. It is called Mt. Weather.

There over 600 prison camps in the United States, all fully operational
and ready to receive prisoners. They are all staffed and even
surrounded by full-time guards, but they are all empty.
These camps are to be operated by FEMA

We had heard about these sites and wanted to see them for ourselves.

We questioned the idea that there were four armed military
personnel walking the park.

of the fences were fairly new as to not even contain
any sign of rust on them. Within the grounds was a huge building
that the guard said was a training range for policemen.
There were newly constructed roads, new gray military looking
buildings, and a landing strip.
For what? Police cars were constantly patrolling the several mile
perimeter of the area.

But what about all these facilities? What are they really for?
Why are there armed guards yet no one to protect themselves against?
And what is going to be the kick-off point to put these facilities into operation?
What would bring about a situation that would call into effect

A man-made or natural catastrophe? An earthquake, panic
due to Y2K, a massive poisoning,
a panic of such dimensions to cause nationwide panic?

major media sources television, radio, newspaper, and magazines.
But it’s too late to turn back to the days of blindfolds and hiding
our heads in the sand because the reality is becoming very clear.
The time is fast approaching when we will be the ones asking
"What happened to our freedom? To our free speech?
To our right to protect ourselves and our family?
To think as an individual? To express ourselves in whatever way we wish?"
Once we challenge that freedom we find out how free we really are.

Very few indeed, otherwise we wouldn’t find ourselves
in the situation that we are in at the present time.
We wouldn’t have let things progress and get out of
the hands of the public and into the hands of those

and that includes the use of force and detainment
for those that ask the wrong questions.

Also, those that wanted to speak to the press were detained

Why are we all in denial over these possibilities?

and even in the United States during World War II?
Japanese individuals were rounded up and placed

to them either. How could decent people have witnessed
such atrocities and still said nothing?
Are we going to do the same here as they cart off one
by one those individuals who are taking a stand for the rights
of the citizens as they expose the truth happening behind the scenes?
Are we all going to sit there and wonder what happened
to this country of ours?
Where did we go wrong? How could we let it happen?

KBR AWARDED U.S. DEPARTMENT OF HOMELAND SECURITY CONTINGENCY SUPPORT PROJECT FOR EMERGENCY SUPPORT SERVICES
ARLINGTON, Virginia – KBR announced today that its Government and Infrastructure division has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the Department of Homeland Security’s (DHS) U.S. Immigration and Customs Enforcement (ICE) facilities in the event of an emergency. KBR is the engineering and construction subsidiary of Halliburton (NYSE:HAL).
With a maximum total value of $385 million over a five-year term, consisting of a one-year based period and four one-year options, the competitively awarded contract will be executed by the U.S. Army Corps of Engineers, Fort Worth District. KBR held the previous ICE contract from 2000 through 2005.
“We are especially gratified to be awarded this contract because it builds on our extremely strong track record in the arena of emergency operations support,” said Bruce Stanski, executive vice president, KBR Government and Infrastructure. “We look forward to continuing the good work we have been doing to support our customer whenever and wherever we are needed.”
The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs. ARLINGTON, Virginia – KBR announced today that its Government and Infrastructure division has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the Department of Homeland Security’s (DHS) U.S. Immigration and Customs Enforcement (ICE) facilities in the event of an emergency. KBR is the engineering and construction subsidiary of Halliburton (NYSE:HAL).
With a maximum total value of $385 million over a five-year term, consisting of a one-year based period and four one-year options, the competitively awarded contract will be executed by the U.S. Army Corps of Engineers, Fort Worth District. KBR held the previous ICE contract from 2000 through 2005.
“We are especially gratified to be awarded this contract because it builds on our extremely strong track record in the arena of emergency operations support,” said Bruce Stanski, executive vice president, KBR Government and Infrastructure. “We look forward to continuing the good work we have been doing to support our customer whenever and wherever we are needed.”
