Sacked FIA director spills the beans in SC affidavit
Islamabad:
An FIA Director, Mirza Sultan Saleem, who was sent packing, has disclosed in a sworn affidavit that outgoing DG FIA Waseem Ahmad and a federal minister reprimanded him for writing to UK authorities on freezing Moonis Elahi's foreign bank accounts.
Mirza Saleem has also sought action against all those high-ups creating hurdles in the NICL's investigation. Mirza was removed from the position of additional director Interpol and repatriated to NAB after, what he said, exchanged information with UK on Moonis Elahi's bank accounts, then ordered their freeze, also writing for more details as directed by NICL inquiry officer, Zafar Ahmad Qureshi.
This affidavit has established thick involvement of DG Waseem to save the skins of the scions of the high and mighty in clear defiance of the Supreme Court directives not to interfere. A statement recorded for producing before the Supreme Court, copy available with The News, has also spilled beans on how ex-DG FIA withheld the letters of inquiry officer, Zafar Ahmad Qureshi, that were to be dispatched to the UK authorities requesting more account details.
"How dare you exchange information with SOCA (Serious Organized Crime Agency of UK) without my permission," outgoing DG who summoned Mirza to Balochistan House on March 2, said blasting Mirza. "He was very furious.
He was not ready to hear me." Mirza wrote in his affidavit. "DG further said that Interior Minister Rehman Malik has reprimanded me due to this act of yours." "Rehman Malik woke me up at 2.30 am, expressed his serious displeasure and said, it is my insult that information is being exchanged about former Chief Minister Pervaiz Elahi," Mirza stated quoting DG Waseem's conversation.
"He asked me to leave the file (about Moonis Elahi's UK account) and get lost." Also, I was removed from the position of additional director National Central Bureau (that deals with Interpol).
Inam Ghani, an FIA director, has also shown his true colours if Mirza's statement is to be believed. Otherwise considered an honest officer, Inam has been found siding with DG Waseem in the dressing down of Mirza.
"Inam would nod in agreement on each and every word of DG who was blasting me. He (Inam) further said that I (Mirza) don't discuss official matters with me." Inam was then director administration of FIA who, on the directives of Waseem, removed Mirza from his position and now has been rewarded with a prized post of FIA director, Lahore.
Not only Mirza earned the ire on exchanging information on Moonis, he was also ordered not to dispatch onward anything requested by Zafar Qureshi from UK authorities unless granted permission by DG Waseem. The information about the account forms of Moonis Elahi required from UK bank could not be obtained as the letters sent by Zafar Qureshi were blocked by DG, said the affidavit.
"These letters were deliberately stopped, according to my information, so that the investigation process could be slowed down to the maximum level."
As for as Moonis Elahi's bank accounts are concerned, the FIA investigators gathered through the UK's SOCA that Moonis Elahi had an account in EFG Private Bank, UK, where he had 1,138,792.53 British pounds (Rs158 million). A business concern presumably owned by Moonis in British Virgin Islands operates this account.
This amount is in contrast to Rs320 million allegedly transferred through fake accounts to Moonis Elahi by Mohsin Habib Warraich, a key accused in NICL scam who fled to the UK. The SOCA has voluntarily shared the bank account information with the FIA's National Central Bureau that had passed these details onward to the NICL inquiry team, according to Mirza's statement.
As the request for freezing accounts was extended, Mirza went on, it was not done by SOCA that instead instructed FIA how they can exchange information that is possible when there is evidence of criminal activity etc.
As the criminal record details were sent by NICL inquiry team to NBC for dispatching to SOCA, the letter was withheld by DG FIA and kept it with him for more than twenty days, said the affidavit.
Mirza's statement has recommended disciplinary action against all those officers and authorities who created hurdles in the investigation, showed partisanship for vested gains and used media through feeding wrong information.
