PEF appeals transparency in automation, taxation
KARACHI, February, 26, 2012:
The Pakistan Economy Forum has stressed the improvements in tax to GDP ratio which is not increasing significantly, fiscal crisis is deepening, taxes are insufficient for debt service and defence. The reform of tax administration is the single important economic task for the government but it remains in doldrums since 2001.
The Pakistan Economy Forum has appealed before the Honourable Chief Justice of Pakistan, representing the miseries of the masses that, powerless, oppressed, malnourished, illeterate, the shelterless masses of this country are at a juncture.
The people being crushed by poverty, unemployment, crime, lack of electricity, corruption and gas mismanagement. Almost, half of the population lives below the poverty line, struggling to survive under dollar a day.
The Forum appeals immediate enquiry of 13 Billion rupees loan given by the World Bank for TARP (Tax Administration Reform plan) in 2001. Further asked for enquiry of 2.4 billion rupees given by the Asian Development Bank (TAPI Project) for improvements in the taxation system.
Pakistan Revenue Automation Limited (PRAL),a subsidiary company of FBR, whose faulty ONE CUSTOM software was instrumental in pilferage of over 50 billion rupees in revenues in the Afghan Transit Container Scan and other 50 billion rupees of fraud in Sales Tax through their STAFF and STREAM softwares being allowed to deploy an untested and unaudited system WEBOC in Customs at Karachi. He draws attention towards the loss the state exchequer would bear through this system.
The appeal further mentions, FBR is spending 30 crores, merely on hardware, on a completely frivolous project (WeBOC) stated to connect banks to FBR. This project has never been tendered and is yet being implemented. How long the institutions of this country continue to sqander, loot and pilfer the resources that were meant to be spent for the welfare of the life of the citizens, it maintained.
