Dear President of the staff Association of MOIB & others,
Its very interesting story about Information Ministry. The point that no media has highlighted such issues, has a answer that there are media persons who are on the pay roll of the Ministry and others get favors in different way from the Ministry that's why they are silent on it. The corrupt racket within PID and Info Ministry is very large and powerful and its has to be dismantlement through collective efforts by honest journalists. Other journalists are welcomed to give comments please.

It was disappointing to note that the national media has failed to utter a
single word about a shady deal in the field of media. You may be aware that
new Principal Information Officer (PIO) has been appointed in Press
Information Department (PID). He is in grade-19 while the post is in
grade-21. About 50 Officers are senior to him in grade 19, 20 and 21. There
is a full story behind this appointment. Muhammad Saleem is believed to be a
crony of one advertising group Midas Pvt Lahore. They control almost 90% of
advertisement released by the government. The story goes like this. The
Midas had a deal with one close relative of Prime Minister Gilani to get Rs.
70 crores of so-called outstanding dues against the government. The Prime
Minister twice allocated funds for clearance of these dues but Midas did not
get all its claims settled because its bills were photocopies and did not
come to the payment criteria set by PID/AGPR. They tried to purchase the
then Information Secretary, the then PIO and the then Information Minister
but failed. Frustrated, they hired one Bilal Gilani, to approach the Prime
Minister but the Information team declined to be a party to fake bills.
*Midas distributed money among various top corridors to first remove the
PIO, then the Information Secretary and finally the Information Minister
Qamar Zaman Kaira. They brought in their choicest Secretary Information
Temur Azmat who is known to be instrumental in making payment of Rs. 65
crore to Midas Lahore as the Punjab Information Secretary during Pervez
Elahi government. His front man, one Fazeel Asif is a Director in
Value TV which
is jointly owned by Midas and Umer Shami, son of Mujibur Rehman Shami. It is
well known that Fazeel Asif physically sits at Value TV office in Lahore. He
is a regular visitor to Temur Azmat. He was sent as External Expert by Temur
Azmat to finalize media campaign of Benazir Income Support. PID's written
protest for not allowing PID Director to oversee the competition on BISP was
ignored by BISP and the major share of campaign was allocated to the Midas.
During Ch. Pervaiz Elahi government in Punjab, the Midas defrauded the
provincial government of getting payment on the basis of fake bills with the
collusion of Temur Azmat who was the then Information Secretary Punjab. He
is still in regular contact with Pervez Elahi particularly after the Shahbaz
Sharif government has written a letter to APNS recently for recovery of
this fraudulent payment of Rs. 65 crore from Midas.
*As Press Secretary to the President, Mr. Temur got Fazeel Asif appointed
in PEPCO as media consultant and Midas got PEPCO advertisement worth
billions of rupees. Then, Temur also got Fazeel appointed as MD, Power
Holding Company but he continued to sign release orders of PEPCO
advertisement campaign. Fazeel Asif is now being considered to be appointed
Advisor in the Information Ministry. The Midas used all tactics to get Rs.
42 crore payment from PID against fake bills but the then team of
Information Ministry came in its way. The then PIO informed the then
Information Minister and the Secretary that a random checking of Midas bills
proved claims of Rs.140 million as fake since the same were already paid by
the government. They tried to influence the Secretary and the Minister to
make the payment from the Secret Fund of the Ministry but they refused. *
*The new PIO Saleem Baig has been brought in by Midas as he had been helpful
to entertain Midas claims as Director Advertisement in PID. He was ousted
from PID on corruption charges. The then PIO had sent a documented report to
the Ministry against misconduct of Saleem. One document sent by the then PIO
against Saleem was an email sent by the owner of the advertising agency
during his visit abroad that after payment of bills, Saleem is demanding his
share. His telephone to the owner of the advertising agency abroad was a
proof that he had received kickbacks. On complaint of PIO , the Information
Minister appointed Additional Secetary Naveed Saleemi to probe the issue.
Meanwhile, Midas got Saleem appointed as Additional Press Secetary to the
Prime Minister and using clout of the Prime Minister's Sectt, Naveed Saleemi
was pressurized to hold in abeyance the inquiry proceedings. Now all the
players who could stop fake payment of Midas are out. The Inquiry Officer
Naveed Saleemi has been transferred from Information Ministry. Temur Azmat,
Grade -21, has been appointed Additional Secretary Incharge of Information
Ministry while a host of Grade-22 Officers are awaiting posting as Secretary
in any Ministry. The then PIO, Secretary and Information Minister Kaira have
been sidelined. This also explains as to why Kaira has been removed from the
Cabinet because he stood against pressure exerted by cronies of the Prime
Minster for clearance of fake claims of Midas. The fact that Secretary
Temur Azmat works for Midas is corroborated by a recent letter sent by him
to the Statistics Secretary to cancel the advertisement campaign allotted by
it some other agencies and not Midas. The fact is that PIO and not the
Information Secretary oversees competitions for advertisement campaigns of
the Ministries. Since PID representative had participated in the process,
Temur Azmat ventured in for Midas as the national census campaign is worth
rupees one billion. We have filed an appeal in Islamabad High Court against
this illegal posting of Saleem Beg and the honourable court has admitted the
petition for regular hearing and issued notice to the respondents.
